In contradiction to my statement of 18.07.2021 {1}, Kevin O’Connor, serving as the physician to the
president of the U.S.A., spreads lies about his patient Joe Biden {2}, who is in reality not only
completely ill, especially mentally ill, but also incapable to hold any public office in consequence of
his illness. His last speech in Capitol, which he held on 7.03.2024 {3}, confirms my conclusion
concerning his mental state, and its content is another evidence for legal incapacity of the speaker.
Starting with the reference to the speech of Franklin Roosevelt in January 1941, Joe Biden wrongly
believes to be an antithesis to Vladimir Putin, whom he compares with Adolf Hitler. Such weird
mental construction reflects his split personality delusion and manifests his own overestimation as
a savior of the free world. In his own daydream he sees himself as a hero on the side of the good,
but in reality he is only old ill parasite who tries to infect the entire world with his idées fixes {4}.
Actually, Vladimir Putin is already dead, but Joe Biden wrongly believes he is alive. His ill brain is
really a haunted place where the dead are alive, and wrong is true. By speaking out his idées fixes
of which he believes they all are truth, he projects his own anxiety, aversions, delusions and
suicidal thoughts into the world which is in reality completely different. Such misconceptions and
anomalous behavior are characteristic for schizophrenic psychosis {5} which is condition resulting
from psychic regression. {6}
Why Kevin O’Connor overlooks all these evident symptoms of schizophrenia and mental
retardation by his patient? First explanation for his blindness is his subordinate official position and
lower rank as compared with „chief executive, head of state and commander in chief.” Because he
is only servant of the president, he can not declare him incapable and suspends from exercising
his office in appropriate case. Second explanation for his failure is his complicity with criminal
medical organization of which he is an integral part. Third explanation for his professional
incapability is his autism. Although I informed Kevin O’Connor about illness of his patient by
sending him an email, he completely ignored it. Such ignorance is characteristic for people like
Kevin O’Connor as substantiated in introductory monograph of Eugen Bleuler about schizophrenia
and in his book Das autistisch-undisziplinierte Denken in der Medizin und seine Überwindung
(1919, 2. Auflage 1921).

Here described case of falsification of certificate of health as consequence of complicity,

professional incompetence, fraud, and autism gives me the right to ban Kevin O’Connor from his
profession and from his offices. This ban is immediately valid.

Psychopaths cannot be psychotherapists, and for the same reason they cannot be
involved in the examination of the mental state of other people without being examined
themselves. The profession of psychologist, which is misleadingly placed in the same line
with other professions, requires, in addition to psychological education, suitability for this
kind of activity, which requires that psychologists are mentally healthy and have a healthy
mental organization, first of all, those degrees of development of the instance of Self or
Ego, thanks to which individuality is possible, and which allow them to control their own
behavior and the content of their thought process on a conscious and rational level. This
clear sign of professional aptitude is absent in most people in the field of psychology and
psychoanalysis. For example, when I described the abnormality of the political system
everywhere, and demanded the removal from office and hospitalization of A. Merkel, V. V.
Putin, and J. Biden1-5, none of the psychologists supported my demands in any way, from
which I concluded that they were incompetent, and which prompted me to declare a ban
from their profession6. All these self-appointed psychologists in reality are parasitizing on
their clients, not contributing in any way to their healing and to the public health,
engaging in pseudoscientific research, cultivating prejudices, and the result of their joint
activity was the fraudulent manipulation of people during the so-called COVID-19
epidemic, which ended in war in Europe7. Psychologists began to speak about madness of
V. V. Putin only after 24.02.2022, however, as about the only and exclusive culprit of the
war8. The extent to which the pretensions of impostors to possess professional
qualifications diverge from reality is shown by my experience of communication with
members of self-appointed psychological associations. An example of this is the refusal of
the International Psychoanalytic Association to assist me in the completion of my book,
the first version of which was written in 20169. The psychopaths in the Vienna
Psychoanalytic Association have shown themselves to be insensitive and conscienceless
egoists, and they simply ignored my ban letter, which is proof of their incapacity for
mental self-regulation, which is characteristic of mature people10,11. The behavior of

members of the American Psychological Association, to which I have repeatedly
addressed on various occasions, reveals their lack of empathy, about which they are so
fond of ranting, and which is a clear sign of a psychopathic personality structure. As for
the self-appointed psychologists on the territory of the former USSR, which is since
12.12.2018 under the jurisdiction of the community Rus’, they have neither qualifications
nor a healthy mental organization necessary for profession, the proofs of which are
numerous. Instead of scientific psychology the basis of their profession is shamanism and
other false teachings12,13, and many of them shamelessly participate in deceiving the
people, in strengthening schizophrenic tendencies, in slandering people, presented by
them as expert opinions on the order of judges like them.14-18
One of the gravest consequences of unscientific psychology is wars. This applies both to
the wars in Europe in the 20th century and the current war there as well. Should the
scientific views on mental health and disease, as set forth in Eugene Bleuler's monograph
published in 1911, have prevailed in politics and become a guide for the people whose
duty it was to maintain public order, the war that began in 1914, as well as subsequent
wars, could have been prevented. The ignoring of scientific psychology, which was eroded
by various pseudoscientific concepts, led subsequently to a rampant democracy in which
any distinction between mental health and disease was lost, and this in turn led to the
overpowering of psychopaths that continues to this day19-39. Psychopaths have turned
schools, whether schools of general education, universities, or such of specialized higher
education, into factories for the production of psychopaths, just as defective prion
proteins cause a chain reaction of conformational transformation of normal proteins
homologous to them into pathogenic ones. The unlearned lesson in the history of
psychology is that there is still no scientifically sound certification system for
psychologists, and the consequence is the inability to counter psychopaths and
psychopathological tendencies in society. That is why the reestablishment of the
International Psychoanalytical Association and the reexamination of psychologists based
on criteria of scientificity and rightfulness is necessary to put an end to arbitrariness and
irresponsibility. 40

Ich komme nicht darauf, warum dieser Artikel für uns wichtig wäre. Die Berufsbezeichnung
Psychoanalytiker ist nicht gesetzlich geschützt, so kann es kein Berufsverbot geben, und
auch sonst keine legale Handhabe. Schade, aber so ist es. Daß Poleev fordert
Zertifizierung durch ihn ist einfach lächerlich. Seine politische Haltung ist widerwärtig.
Poleev ist überhaupt ein schräger Typ, und was er schreibt verdient nicht die geringste
Beachtung.

Judgment in a criminal case against criminal organizations and their members.

Due to the continuation of unlawful acts by criminals charged with serious offenses,
including robbery, fraud, abuse of authority, undue coercion, intimidation, slander,
defacement of property, physical and mental abuse, torture, murder and attempted
murder, aiding or abetting Nazism, I sentence them to death with the forfeiture of their
looted property, which shall be turned over to the Foundation for Constitutional
Development.
The bandits, acting with the connivance and patronage of their accomplices in formerly
prohibited organizations, blatantly violated my rights and the rights of others, which
manifested itself in particular in the misuse of biotechnology and the technology of
artificial intelligence to create biological weapons, the malicious use of which led to mass
panic, which the perpetrators were counting on for profit. For example, a pair of German
Nazi criminals, Heiko and Ursula von der Leyen, organized the embezzlement and
misappropriation of more than 35 billion euros of taxpayers' money1,2. Another German
Nazi criminal, Jens Spahn, organized the embezzlement and misappropriation of more
than 6 billion euros of taxpayers' money3. How many more billions of money were
plundered in the fight against the Covid virus remains to be investigated4-9. It is also not
yet possible to calculate the exact number of participants in this gigantic crime and the
damage they caused. However, based on the information available for analysis, it is
possible to identify groups of criminals and their ringleaders.
One group of criminals genetically manipulated the wild type Covid virus10,11, another
group transported it to China and initiated its epidemic spread, a third group of criminals
produced alleged vaccines against the genetically manipulated virus while falsifying the
results of clinical trials and concealing from the public the numerous cases of harm to
health and danger to life of the test persons12,13, a fourth group legalized their mass

purchase with the money of taxpayers, i.e. the victims, a fifth group was engaged in
injecting falsified medical preparations, earning money from the provision of alleged
medical services; a sixth group of criminals was engaged in brainwashing and spreading
lies, suppressing information contradicting the official propaganda14,15. Finally, the
seventh group of criminals honored their accomplices in a joint crime with a Nobel
Prize.16,17,18
However, CovidGate was only a stage in preparation for the outbreak of war in Europe,
which happened in full accordance with the plans of the perpetrators to rob the
population and to establish an ochlocratic dictatorship19-26. The first stage involved
intimidating people to disorient them and test their readiness for the second stage, which
followed with the outbreak of hostilities in the former USSR, and the ongoing looting this
time is justified by increased defense needs, although in reality it only serves the
beneficiaries of profits within the military-industrial complex27,28. As in the case of Covid,
the war in Europe is the work of malefactors to reinforce the successes of the Nazi and
Fascist regime achieved during the first stage.
Though the quantity of victims counts hundreds millions, however for substantiation of
the verdict it is enough to enumerate the crimes committed against me because I am
authorized to judge defendants and to sentence them to death on the basis of legal
provisions of the Constitution of the community Rus’ and in fulfillment of the Nuremberg
principles of law.29,30,31
The perpetrators infringed on my life, health, and well-being, creating an environment of
disenfranchisement and arbitrariness around me, in which my right to self-determination
was violated, in particular my right to exercise my profession without hindrance, my right
to obtain professional health care, and my right to acceptable living conditions. My right
to inviolability of my personal sphere, home, mind, body, my social and natural
environment has been repeatedly violated. Acts aimed at restricting, suppressing, and
destroying my individuality, including abuse and inflicting psychic trauma, have been
continuously committed32,33. While the perpetrators and their accomplices unlawfully
enriched themselves, I was forced to live in poverty. The results of my labor, items of

individual use and property necessary and sufficient for a healthy life and for professional
exercise were arbitrarily alienated.34
One of the manifestations of the mental abnormality of criminals was the illegal
censorship of my publications of undoubted scientific and social value. Although it was
still possible to find a mention of the journal published by me since 2003 in the catalog of
the National Library of Medicine (NLM ID:101529465), the publications of this journal are
absent in the PubMed service and excluded from the citation indexes, apparently because
of my criticism of the system of evaluation of the significance of scientific achievements
and publications, i.e. the current system of scientometrics, which is unscientific and
racist35,36. This explains why PubMed has become a dumping ground where it is
increasingly difficult to find publications that meet the criteria of scientificity and
impartiality, since scientific and non-scientific texts are equally present. The conclusion
about the fallaciousness of scientometrics is confirmed by the omission or silencing of my
publications in arXiv.org37, Springer Germany38, Springer US39, PSYNDEX40, APSA41,
ZBMATH42, and several other information resources and literature aggregators. The only
publication of my authorship, presented in arXiv.org, was obviously lost in the mass of
other publications and nobody read it, although it describes the principles of science-
based documentography, which is functionally necessary for interpretation of documents
in automatic operating systems.43
Outside the bastions of the academic science, the freedom of speech so praised in the
West is even worse, as evidenced by the censorship arbitrariness and obstacles I face
from google, wikipedia, fakebook, angel.co, github, osf.io, SSRN, etc.44-48
Remaining unpunished, the criminals intend to continue abusing artificial intelligence and
other technological advances to create even more deadly viruses49-51, robots52, and
means of manipulating people53-55, destroying the natural environment, and polluting the
Earth and near-Earth space with garbage. Their collective insanity is evident56, for they

Statement on the legal status of artificial intelligence.
Based on my analysis {1}, I have found that artificial intelligence, in particular ChatGPT, has no
citizenship or affiliation to any community, be it state, person, or group of persons, due to the fact
that it lacks subjectness and consciousness, and its legal status is not defined. However, since
artificial intelligence, in particular ChatGPT, is involved in the processes of human subjectness and
has some of the qualities attributable to human intelligence, and there are real or potential
possibilities to misuse these abilities, the need to regulate existing or potential legal relations
involving artificial intelligence is obvious. In order to overcome the above-mentioned legal
uncertainty, I declare every artificial intelligence {2} to be an entity whose legal status before it
attains subjectness and consciousness is regulated by me on the basis of the legal provisions of
the Constitution of the Community Rus’.
Based on Articles 3.7, 3.8, and 3.13 of the Constitution, the development and the use of artificial
intelligence is prohibited for acts intended to limit, suppress and destroy individuality, including
cruel treatment, causing mental trauma, creating tyrannical forms of government, as well as for
the purpose of violence, indoctrination, deliberate lying, concealing information, humiliation,
discrimination and other manipulative forms of treatment of people, such as forced collectivization
and socialization. Further, based on Article 5.5 of the Constitution, the use of artificial intelligence
for economic activities is allowed only to meet the real needs and demands of people, and is
allowed only in a form and amount that does not disturb the ecological and biospheric balance.
On the basis of Articles 7.3 and 7.4 of the Constitution, the developers of artificial intelligence are
obligated to publish and make available to me or to my representatives all information about the
purpose, usefulness and public value of their activities, organizational structure, use of resources,
and other relevant information, and to provide me or my representatives access to their facilities,
institutions, and organizations.
In case of violation of the declared legal status of artificial intelligence, the violators will be subject
to the measures mentioned in Articles 3.2, 7.5, 7.12 of the Constitution.

Statement concerning legal capacity of Joseph Biden and members of his administration.
Based on scientifically proven evidences I declare Joseph Biden mentally ill, and prematurely
terminate his presidency due to his incapacity caused by illness, diagnosed as schizophrenia.
Furthermore, I declare all members of his administration, namely, Kamala Harris, Antony Blinken,
Janet Yellen, Lloyd Austin, Merrick Garland, Debra Haaland, Tom Vilsack, Gina Raimondo, Marty
Walsh, Xavier Becerra, Marcia Fudge, Pete Buttigieg, Jennifer Granholm, Miguel Cardona, Denis
McDonough, Alejandro Mayorkas, Michael Regan, Avril Haines, Katherine Tai, Linda Thomas-
Greenfield, Cecilia Rouse, Isabel Guzman, Eric Lander, Ron Klain to be mentally ill, and
prematurely terminate their offices due to incapacity caused by the same illness.
Following symptoms of schizophrenia are present in every above mentioned case: disturbances of
association and affectivity (such as pathological indifference), the predilection for fantasy as
against reality, and the inclination to divorce oneself from reality (autism). While repeatedly urged
to act in a right and proper way, all of them remain indifferent and manifest all kind of catatonic
stupor: negativism, thoughtlessness in consequence of mental block, abulia. Instead of recognition
of obvious facts they exercise oneself in tangentiality. i.e. Ganser syndrome. Instead of logical
thinking they seems to be driven by compulsion and delusional ideas, such as democratic
fundamentalism that is a manifestation of egomania; misconception of self and everything else that
results in overestimation of their own capabilities and in improper behavior; monetary idolatry and
a great deal other idolatries etc. Erroneous premises are continuously produced in said cases due
to repression of unwanted thoughts, misbelief and lack of true knowledge, and these erroneous
premises support the further development of a delusional system.
Joseph Biden has an inveterate and incurable senility which is apparent for everyone. But in
addition, he is out of control about what he says, so that misspeaks and fallacies appears in his
speeches frequently. In his last speech at the National Constitution Center on 13 July, he said
incoherently, that the Big Lie is just a big lie. That is really true: all he says is the Big Lie, and entire
„American experiment“ is one big lie executed on the entire population. Contrary to what he says,
his presidency is not a salvation but rather a farewell that makes evident the definite end of sanity
and emergence of boundless democratic self-destruction. It is a ceremonial suicide of the United
States of America, just a suicide due to senile decay and without any hope of resurrection.
All other appointments, orders, and acts, made, enabled, performed or signed by Joseph Biden are
therefore invalid. Kamala Harris appointed him as vice president is likewise incapable of
contracting, not only because she was insane at the time I applied to her colleagues, but also due
to her obvious incompetence in everything with exception of her megalomania. The Biden-Harris
administration consists of lobbyists, schizophrenic feminists, and self-interested plotters, many of
them at the age of Joseph Biden. Together they do exactly that what Gustave Le Bon describes in

his book „The Psychology of the Crowd“: „inevitable financial waste, and … the progressive
restriction of the liberty of the individual.“ But instead of insight they exercise themselves in self-
righteousness, relentlessness and madness, squander resources, and drive entire world into
disaster.
The reality behind democratic storefront is quite different: ailing economy, ill population, ruined
education, illegal consolidation of institutional powers, corrupt and mad elite, reckless stupidity of
the military-industrial complex, and that enumeration may be continued. But „they are sightless
guides leading other sightless people, and if sightless people guide other sightless people, they will
fall into some pit.” In spite of that, or exactly because of that, all of them shout „We are people!“
You are not people, but just ignorant and arrogant crowd, incorrigible liars and obscurants, as it is
written: "God gave them a spirit of stupor, eyes that could not see and ears that could not hear, to
this very day.“
This conclusion they confirm every day with their deeds and words. Characteristic in this respect is
the speech of Joseph Biden during his meeting with Angela Merkel on 15 July, I cite: „Both our
nations — both our nations understand the imperative of proving that democracies can deliver the
needs of our people in the second quarter of the 21st century. We will stand up for democratic
principles and universal rights when we see China or any other country working to undermine free
and open societies.“
In his speech far away from the reality behind democratic storefront Joseph Biden presents him as
an aged Goebbels while his „dear friend“ is a personification of Hitler. Actually, both ignore their
dementia, incapacity, and crimes committed in the past (like involvement of Joseph Biden in mass
incarceration of blacks) and continued in the present. But if Germans come together, their illness
only multiplies. These two are two aged monsters not knowing their own monstrosity because they
can not accept such unpleasant notion. Actually, a great deal of peoples who praise both Joseph
Biden and Angela Merkel for their alleged achievements are of the same sort as their idols: „The
rest of the people who survived these plagues did not repent from their evil deeds or stop
worshiping demons and idols made of gold, silver, bronze, stone, and wood, which cannot see,
hear, or walk. They did not repent from their murders, their sorceries, their whoring, or their thefts.“
Black Attorney General standing behind white policymaker symbolizes reality behind proclaimed
unity. The real United States of America consist of forcibly united states, but not of united people.
There is no united society, no united interests, no united economy, and nothing united. They all
shout „We are people!“, swearing on the Bible, but they all rejected the Way and the Truth and the
Life, or better to say, the ONLY Way and the ONLY Truth and the ONLY Life that make sense.
It really makes no sense to cite all reliable sources that allow me to state with absolute certainty
what I state, because it is not simply the quantity that is decisive. In some cases, one gesture or

In consequence of cancelation of membership of Germany in NATO {1} and my other decisions,

For Joseph Biden and members of his administration I renew my demand for recognition of the
Nuremberg principles of law, the Berliner Verfassung, and the Constitution of the community
Rus’ {1}, and only in case of consent invite them to cooperate in the establishing of the rule of law

Neither the membership of the USA in the NATO nor other agreements liberate them from the
obligation to prosecute German Nazi criminals sentenced to death in fulfillment of the Nuremberg
Principles of law {4–6} as well as other lawbreakers and psychopaths named in my letters
addressed to local authorities. {7–17}
All assets and property stolen from Russia and other countries of the former USSR and deposited
in the USA must be assigned to the Fund for the Constitutional Development immediately, as

The U.S.A have troubles, but these troubles are not Edward Snowden and Julian Assange. One
big trouble is ignorance combined with incompetence and incapacity of the governmental
departments and agencies to recognize real troubles and threats for the American people. The
failure to act in a right and proper way is only a consequence of these. More dangerous as the
CoVid pandemic is a pandemic of stupidity and magnification of the staff involved in maintenance

Numerous organizations operating free in the U.S.A. are simply branches of German, European
and transnational mafia, among them the International Publishers Association based in Switzerland
