DAG Strategy 2024-2025

I. Overview
This strategy targets critical challenges in data management and analysis for
the 727,838 refugees and asylum seekers in Jordan. Our goal is to transform
fragmented data practices into a cohesive system that drives informed
decision-making and empowers communities.
The revised DAG Strategy 2024-2025 aligns with the UNHCR Jordan's Multi-
Year Strategy for 2023-2025, particularly in enhancing the operational
efficiency and data-driven decision-making in refugee support.

II. 2023 Achievements


Paving the Way for Inclusive Government Systems
In collaboration with the Ministry of Education and Hakeem, we initiated
the process of integrating refugee data into official government systems.
The development of data highways has been completed, and this project
is currently undergoing testing. Once implemented, it will facilitate
seamless access to essential services for refugees across various sectors.
Robust Cyber Secure Data Sharing Platform
DAG team created a highly secure data sharing platform exclusively for
WFP, which allows them to exchange crucial data efficiently and safely.
This state-of-the-art infrastructure ensures optimal protection against
potential cyber threats, thus safeguarding sensitive data.
Empowering Decision Makers
Over the course of last year, we responded to 1435 data analysis
requests from different Units, helping them make informed decisions
based on reliable data insights. These inputs proved vital in addressing
pressing concerns related to education, healthcare, protection, cash, and
livelihoods.

Innovative Data Collection Tools


In addition to developing a digital appeal data collection platform co-
created with WFP and UNHCR, we designed ten other sophisticated data
collection tools. These cutting-edge tools enabled us to streamline the
data collection process, enhancing accuracy, speed, and efficiency.

Listening and Communicating Effectively


DAG team created a user-friendly platform known as 'Listen and Talk,'
specially designed for staff welfare. It facilitated easy communication
between staff and their managers, promoting greater transparency and
accountability within the organization.

Meeting Urgent Requests


During the past year, we received a staggering 783 data extraction
demands, demonstrating the immense value of our services to clients. By
fulfilling these urgent requests promptly, we ensured efficient service
delivery, minimizing inconvenience caused to affected individuals.

Setting Up Essential Infrastructure


Our team supported over 950 requests related to configuring systems,
such as RAIS, ProGress V4, and Kobo. These interventions strengthened
existing infrastructure, improving operational performance and reducing
downtime associated with system failures.

III. Key Challenges


1. Fragmented Data Systems: Multiple data collection methods have led to
siloed information.
2. Inadequate Community Engagement: Current helpline/IVR systems are
overwhelmed, affecting community communication.
3. Data Security Risks: Reliance on Excel for data storage poses
cybersecurity challenges.

Guiding Policy Our guiding policy is to leverage technology and robust data
governance to create an integrated, secure, and responsive data ecosystem.
This will involve prioritizing user-friendly platforms, advanced data analysis
tools, and comprehensive training for staff.

IV. Actions and Focus Area for 2024


Data Integration, Mapping, and Advanced Data analysis: Centralize and

accessible data insights. Corresponds with the Multi-Year Strategy’s
emphasis on incorporating refugees into national systems, ensuring data-
driven support and services are effectively directed towards the needs of
diverse refugee communities.

Staff Capacity Building and Cultural Shift: Implement targeted training


2 programs in data analysis, focusing on gender-sensitive approaches and
community empowerment. Supports the overarching goal of empowering
communities, focusing on gender equality by equipping staff with the
skills to analyze data through a gender-sensitive lens.

Technology Advancement (Project ZERO): Integrate AI and machine


3 learning to enhance data analysis efficiency and accuracy. Directly
supports the objective of using advanced technologies and innovative
approaches to empower communities, facilitating efficient and informed
decision-making.

Robust Data Governance: Develop and enforce strict data governance


4 policies to ensure data integrity, security, and compliance. Ensures data
security and integrity, which is crucial for maintaining trust and ensuring
the effective implementation of various strategic initiatives outlined in the
Multi-Year Strategy.
