4 SYNOPSIS:
5 Existing law does not provide for paid parental
6 leave for employees of local boards of education.
7 This bill would provide certain eligible
8 employees of local boards of education with 12
9 workweeks of paid parental leave following the birth of
10 a child, the placement of a child for adoption,
11 miscarriage, or stillbirth, to be taken within 12
12 months of the birth, placement, miscarriage, or
13 stillbirth.
14 This bill would require an employer to provide
15 compensation and health care coverage to eligible
16 employees who take paid parental leave in the same
17 manner as if the employee remained at work.
18 This bill would require an employer to recover
19 health care premiums if an employee on paid parental
20 leave fails to return to work or leaves his or her
21 employer within two years after he or she commenced
22 parental leave.
23 This bill would also require the State Board of
24 Education and each local board of education to adopt
25 rules.
26 Section 111.05 of the Constitution of Alabama of
27 2022, prohibits a general law whose purpose or effect
28 would be to require a new or increased expenditure of
