Philippines’ outsourcing industry bullish after beating targets in 2022
1. Call centers and other groups optimistic as global businesses continue to seek ways
to cut costs.
2. Philippine call centres and other outsourcing companies beat revenue and hiring tar-
gets last year and expect more growth in 2023, as global businesses continue to seek
ways to cut costs.
3. In the economically vital business process outsourcing (BPO) industry, which pro-
vides support services to companies from Amazon to Zoom, revenues increased 10.3 per
cent to $32.5bn and staff count rose 8.4 per cent to 1.57mn, according to the IT and
Business Process Association of the Philippines (IBPAP).
4. The financial services, healthcare, retail, technology and telecommunications indus-
tries had driven growth, it added. The trade association had forecast 8 to 10 per cent
revenue expansion and headcount growth of 7 to 8 per cent.
5. This year, IBPAP said, the industry’s workforce could reach 1.7mn and revenue could
hit $35.9bn, growth of 8.3 per cent and 10.5 per cent, respectively. The group said its
industry survey found that 83 per cent of outsourcing companies expected to post
growth in 2023 “despite a potential global recession”, while 17 per cent were “neutral
with their forecasts”.
6. The better than expected performance in 2022 is the latest good news for the sector.
In September, the government allowed BPO companies with work-from-home arrange-
ments to retain tax incentives. Many outsourcing companies previously operated under
an investment regime that required staff to work on-site to enjoy tax perks, and the
hybrid work set-up was initially a temporary measure taken in response to the corona-

virus pandemic.
7. Amid intense lobbying for hybrid work to be made permanent, IBPAP has pledged to
generate 2.5mn jobs and $59bn in annual revenues by 2028, the end of Philippine presi-
dent Ferdinand Marcos Jr’s six-year term.
8. The lofty targets come as the country’s call center industry faces a number of chal-
lenges, such as automation, difficulty in hiring qualified workers and rising competi-
tion from other outsourcing destinations such as India, Poland and South America. “We
still have a long way to go, but [the] Philippine [industry’s] stellar performance in 2022
brings us closer to generating 1.1mn new jobs for Filipinos”, said IBPAP president and
chief executive Jack Madrid.

Cleaners and caterers to strike at UK’s business department
1. Outsourced workers supporting civil servants are skipping meals because they can’t
afford them, says PCS union.
2. Caterers, cleaners and other staff working at the Department for Business in London
are to strike in the coming weeks over pay, and health and safety, after union members
reported skipping meals because they could not afford to buy food.
3. Members of the Public and Commercial Services union (PCS) working at the
Department for Business, Energy and Industrial Strategy (BEIS) will strike for five days
after talks to resolve a pay dispute stalled.
4. Caterers employed by the food services company Aramark, who run the canteen for
Department for Business staff and provide food for trade delegations, as well as cleaners,
security guards and reception workers, will take action at BEIS in Westminster on 16, 23
and 30 November, and 7 and 14 December.
5. The Aramark employees voted 100 % “yes” for strike action on a 75 % turnout. They
will be joined on strike by post and porterage staff employed by the outsourcer ISS
following disagreements on health and safety protocols that arose during the Covid
pandemic.
6. PCS is urging BEIS, which holds the contract, to allow wages to increase. Its general
secretary, Mark Serwotka, said : “A recent survey showed a third of our members were
skipping meals because they couldn’t afford to buy food, so it would be no surprise if
these hard-working caterers would struggle to afford the food they serve to others.
7. “We demand they receive an above-inflation pay rise to help them through the
cost-of-living crisis and beyond.” The strike is the latest in a long series of industrial

actions this year, as workers seek better pay and conditions amid soaring inflation and
bills and a labour shortage.
8. On Friday, hundreds of workers at Heathrow airport announced a three-day strike in
the run-up to the World Cup finals in Qatar. Rail workers from the RMT union planning
three days of 24-hour strikes on Saturday, Monday and Wednesday called them off on
Friday to return to negotiations.

How The Outsourcing Industry Can Help In The Push For Sustainable
Development ?
1. The globalization of businesses has led to the rise of one of today’s mammoth indus-
tries–the business process outsourcing (BPO) industry. The sector has transformed from
a niche business strategy to a staple in many businesses and has grown into the over
$92.5 billion industry it is today.

2. Outsourcing has done much in the name of social responsibility, including giving citi-
zens from developing countries employment opportunities that are otherwise unavai­
lable to them, paving the way for better infrastructure in these countries and improving
the standard of living for many people.
3. BPO firms are also invested in the fight against the climate crisis. Many of these firms
have operations in countries like the Philippines, India and Cambodia, which can be
vulnerable to extreme weather effects. To mitigate the environmental burden of their
business operations, many BPOs have turned to greener technologies and practices.
4. Some examples of the green movement within the BPO industry include the sector’s
biggest players. For example, Teleperformance has consistently ensured eco-friendly
operations through its Citizen of the Planet initiative, launched in 2008. The company
is staunch in following through on its commitment to reduce its carbon emissions by a
significant amount (49 % for GHG scopes 1 and 2, 38 % for scope 3) by 2026.
5. Accenture is another industry leader in recognizing the importance of ESG metrics to
businesses. The firm has been taking steps to achieve its goal of reaching 100 % e-waste
recycling by 2025. Like Teleperformance, Accenture is also beholden to reducing its
Greenhouse Gases Scopes 1, 2 and 3 emissions.
6. Fully committing to a sustainable growth plan is no easy feat, even for the larger pla­
yers in the BPO sector. For instance, companies trying to embrace women’s empower­
ment may put women in leadership positions without first trying to understand the
underlying conditions that necessitated the movement in the first place (i.e., better
results do not come from having women in leadership positions, but from not having
any one role dominated by one gender).
7. Another example is companies jumping on the green movement “bandwagon”.
Businesses that join the growing number of businesses turning to green technology and
practices with the sole intention of attracting eco-investors are missing the point.
