Personnel Accounting/Police Information and Continuing
Education (DPPA/PICE) for PNP Personnel Assigned at PROs
and NOSUs

a. Memorandum from C, RPHRO dated October 26, 2023, with subject same
as above;

b. Memorandum from OIC, HRAO dated October 25, 2023;

c. PNP Guidebook on Human Rights Based Policing 2013 Edition; and

d. LOI “PAMANA” – PNP Human Rights Development Program.

2. As we continue our commitment to uphold human rights within the law


enforcement community, it is imperative that we continuously educate our personnel
on International Human Rights Law and its relevance in the context of policing.

3. The topics will be centered on International Human Rights Law, a critical


domain that carries profound implications. Understanding this subject is not only
essential for aligning both national and international norms but also for championing in
safeguarding and advancement of human rights in our day-to-day endeavors.

4. The knowledge and awareness gained from these discussions will not only
enhance our PNP personnel's professionalism and ethical conduct but also contribute
to the overall promotion of human rights and the strengthening of public trust in law
enforcement.

5. In this regard, please be informed that Carmona Municipal Police Station


conducted the said activity on March 2 to 8, 2024, during DPPA/PICE to all personnel.

conducted DPPAR/PICE, attended by five (5) personnel and discussed the Article 1, of
the United Nations Universal Declaration of Human Rights.

On March 3, 2024, at about 9:05 AM, PCMS Rhina Mariquina, PCADU PNCO
conducted DPPAR/PICE, attended by eight (8) personnel and discussed the Article 2, of
the United Nations Universal Declaration of Human Rights.
On March 4, 2024, at about 9:23 AM, PLT BRENT H LICCUD, DCOP,
conducted DPPAR/PICE, attended by eight (8) personnel and discussed the Article 3, of
the United Nations Universal Declaration of Human Rights.

On March 5, 2024, at about 8:59 AM, PLTCOL JEFFERSON P ISON, COP,


conducted DPPAR/PICE attended by twenty (20) personnel and discussed the Article 4,
of the United Nations Universal Declaration of Human Rights.
On March 6, 2024, at about 9:46 AM, PSMS Rowell Antonio, Investigation
PNCO, conducted DPPAR/PICE attended by six (6) personnel and discussed the Article
5, of the United Nations Universal Declaration of Human Rights.

On March 7, 2024, at about 9:00 AM, PSMS Aylene Panganiban, Admin PNCO,
conducted DPPAR/PICE attended by ten (10) personnel, and discussed the Article 6, of
the United Nations Universal Declaration of Human Rights.
On March 8, 2024, at about 8:43 AM, PSMS Aylene Panganiban, Admin PNCO,
conducted DPPAR/PICE attended by ten (10) personnel, and discussed the Article 7, of
the United Nations Universal Declaration of Human Rights
