SUBJECT : AAR re Human Rights Advisory on UNDAS 2022

DATE : October 31, 2022

1. Reference: Electronic Transmittal thru email dated October 28, 2022, with
subject same as the above.

2. This pertains to the observance of All Saint’s Day and All Souls’ Day which
are considered solemn days of commemorating our departed loved ones by visiting
their graves on November 1 to 2, 2022.

3. In lieu of this, this station reminded the following to public and ensure the
Three Human Rights Obligations, as to wit;

 To Respect, Human Rights – refers to the act of refraining from

interfering with the enjoyment of people’s rights.

 To Protect Human Rights - refers to the implementation of laws that

provides de equal protection to all persons from human rights violations by State and
Non- State actors.

 To fulfill Human Rights – refers to the act of establishing policies,

mechanisms, systems, or institutions that enable people to enjoy their rights.
