CHAPTER 3: SPECIAL DEVELOPMENT PLAN FOR
REMOVAL OF REGIONAL AND DISTRICT DISPARITIES

The High-Powered Committee for Redressal of Regional Imbalances (HPCRRI) headed by


Dr. D.M. Nanjundappa was constituted in October, 2000 to study the regional disparities
existing in the state and to advise the Government and recommend appropriate strategies for
development so as to minimize inter district and inter regional disparities and also to suggest
an appropriate institutional mechanism for implementing the strategy for moving towards
balanced development. The Committee submitted its final report in June, 2002.
The methodology adopted by the HPCRRI is as follows:

The 35 indicators spread over sectors like Agriculture & allied services, Industry, Trade &
Finance, Economic Infrastructure, Social Infrastructure and population characteristics were
selected. Actual data of these indicators was collected. The data was normalized with respect
to state average. Weights at two levels were used to arrive at the Comprehensive Composite
Development Index (CCDI) at taluk level. In the first level, the normalized values are
multiplied by the weight assigned to each indicator within the Sector and added. In the
second level, these 5 sectoral indices are then aggregated into a CCDI by using the shares of
these 5 sectors in the State Domestic Product (SDP) of Karnataka (suitably adjusted by
giving10% additional weightage to social infrastructure).

Considering that an index of ‘1’ indicates the state average, 114 taluks whose CCDI values
are less than 1 as backward taluks. Further sub division of the backward taluks is as shown in
the table below:

Based on the methodology adopted by the HPCRRI, 176 Taluks of the State were classified
as under

The 114 taluks are identified, out of which 59 taluks are in the Northern region (Gulbarga /
Belgaum) and 55 taluks are in the Southern Region.

Eight Year Special Development Plan (SDP)

An Eight-year Special Development Plan (SDP) has been recommended for


implementation by investing Rs.31000.00 crore which includes Rs. 15000.00 crore
from Normal Plan and Rs. 16000.00 crore as additionally. In 2014-15
Eight-years is completed, Further 2015-16 to 2019-20 to resolve the Regional
Imbalance with providing of Rs.3,000 crore of budget, it has been taken a decision
in Belagavi Assembly on 15-07-2015 to continue Special Development Plan further
2015-16 to 2019-20 to resolve the regional imbalances with a provision of Rs. 3,000
crore every year. The Committee has also stated that the amount allocated every
year should be escalated and Rs.3000.70 crore allocation is earmarked in the
Budget of 2022-23. The recommendations prescribe a participatory approach
involving the people, voluntary organizations and Self-Help Groups adoption of a
Decentralized planning approach to promote development and find long-term
solutions to the problems of regional development.

As per recommendations of the HPCRRI, the resource allocations for SDP must be made
according to the Cumulative Deprivation Index (CDI=1- CCDI) formulated by the
Committee as shown in the table below.
