1. What is the foundation of our National Security?

- to fulfill this national vision and safeguard the national interests which
include, among others, the protection of the people, their ways of life,
welfare and well-being; strengthening of the country's democratic
institutions.

2. Define National Security?

-National security describes the defense against numerous internal and


external dangers of a country's territorial integrity, sovereignty, and citizens' well-
being. the capacity of the government to use military action to defend the welfare,
economic security, and social institutions of its citizens against dangers.

3. Identify and briefly discuss the 7 fundamentals elements of National


Security?

1. Socio-political stability- under this element, Filipinos are expected to must


"achieve peace and harmony regardless of creed, ethnic origin or social status".
The government and the people must engage in nation-building under the rule of
law, Constitutional democracy and the full respect for human rights.

2. Territorial integrity - it is expected that the domain of the country is integral


and is under the effective control of the government. This includes the preservation
of our country's Exclusive Economic Zone (EEZ) and its protection from illegal
incursions and resource exploitation.

3. Economic solidarity and strength- through this element, Filipinos are


encouraged to collectively pursue and build strong economy by participation and
ownership. The core interest of the national vision is "to ensure that Filipinos
become stakeholders in economic and business enterprises so that they will
collectively defend, protect, and improve the economic system for themselves and
the future generations of Filipinos."

4. Ecological balance- in the face of industrial and agricultural expansion and


population growth, national survival rests upon the effective conservation of the
country's natural environment.According to this dimension, the country must forge
development that is environmentally sustainable for the advantage of the country
and the people who depend on it.

5. Cultural cohesiveness- this element implies that the Filipinos are instilled with
a common set of values and beliefs grounded on high moral and ethical standards,
drawn from their rich heritage and embodying a Filipino identity transcending
religious, ethnic and linguistic differences.

6. Moral- spiritual consensus- filipinos are known to be spiritually and morally


connected brought about by patriotism, national pride and advancement of national
goals and objectives. There is moral and spiritual consensus among the Filipinos
on the wisdom and righteousness of our shared national vision

7. External peace- the Philippines as a democratic country is committed to world


peace and the preservation of world order. National security is engendered and
sustained through harmonious relations with our neighbors and allies.

4. Identify and explain the present internal and external threat to National
security?

Internal Threat:

1. Internal armed Conflicts- One of the main issues that continue to disturb
the Philippine government is the existence of communist insurgency. The
Communist Party of the Philippines/New People's Army/ National
Democratic Front (CPP/NPA/NDF) continues to pose a serious threat to
national security, although presently weakened in comparison with their
peak strength in the 1985-87 periods. This could be attributed to problems of
poverty, and injustice and inequality that continue to provide fertile ground
for unrelenting armed struggle.
2. Terrorism- The security situation in Southern Philippines is also threatened
by terrorist groups like Abu Sayyaf Group (ASG), which has links to
international terror networks.as well as allies in the MILF and the MNLF.
This group along with its affiliate, the Rajah Solaiman Movement, an
organization of radical converts to Islam has a long-term intention of waging
jihad against the Christian communities in the Philippines with Metro
Manila as a prime target.
3. Organized Crime-is a National security concern. The challenge of illegal
drugs in particular, has grown into a major threat to the national community .
4. Grave incidence of poverty- a serious threat top national security,
especially to the extent that it breeds rebellion, crime and dissidence.
Poverty incidence affects about one-third(1/3)of Filipinos nationwide .
5. Economic sabotage - undermines the market economy, the financial system
and nations resources.

External Threats:

1. Migration and the Occasional movement of foreign- The burgeoning


migrant smuggling and human trafficking industries can pose a genuine
threat to law and order, especially where they are related to organized crime
and intersect with the movement of illicit goods, including weapons and
drugs.
2. Global & Regional Geopolitical Issues- These are issues that arise because
of where our nation is located and how we get along with our neighbors,
which may have an impact on national security.
3. Overlapping Territorial claims & other Maritime Concerns- when two
nations are at odds over ownership of land or water, this situation arises.
Conflicts over these issues may result, endangering the security of the
country.
4. Global Uncertainties Proliferation Of Weapons of Mass Destruction-
the development and use of increasingly hazardous and potent nuclear
weapons by more nations constitutes this threat. As a result, there is now a
substantial foreign threat to national security throughout the world.
