1.0 Health and Safety


1.1 Policy on HSE
1.1.1 Policy Statement

It is the policy of URCU GROUP to regard the health and safety of


its employees and the environmental protection with equal
priority and importance as any operational aspect of URCU
GROUP activities. URCU GROUP assures all employees that URCU
GROUP management will as far as possible follow operating
practices that shall protect all employees and the environment
whilst maintaining efficient operation and standards of quality.
All levels of management, senior and supervisory are responsible
for implementing the safety and environmental requirements of
URCU GROUP.. All employees are required to understand and
promote the safety, security and environmental standards of the
company at all times and to cooperate with the company’s
program in every aspect.
1.1.2 Safety Objectives and Safety Targets
URCU GROUP shall perform its operations in such a manner as to
achieve the objectives as follows:
 Provide a safe working environment;
 Ensure the safety and health of crew and personnel working
within URCU GROUP directed areas of operation;
 Protect the public from injury or ill health and prevent loss
or damage to properties resulting from URCU GROUP.’s
activities;
 Ensure and safeguard the conservation of the environment.
URCU GROUP management keeps in mind and also always
reminds it employees of Safety First. In taking measures to ensure
a safe working environment, URCU GROUP shall aim for:
 No fatalities;
 No loss time and any significant accidents;
 No roll over to vehicles.

1.2 Organization and Responsibilities


1.2.1 Responsibilities of HSE Department
(a) Wholly take care of and handle the HSE issues on daily basis.
(b) Make the detailed HSE program and carry it out.

(c) Provide HSE training to all employees.


(d) Conduct health assessment and safety inspection.
(e) Prepare and check the condition of First Aid facilities and
suitable medical treatment facilities.
(f) Handle health & safety insurance affairs of persons and
automobiles accident.
(g) Monitor sickness absenteeism, keeping related records.
(h) Draw up all applicable specifications and regulations to be
followed by all employees.
1.2.2 Responsibilities of HSE Manager
(a) Lead the Dept. and officers to deal with all the HSE affairs and
matters.
(b) Be responsible for management of HSE Dept, especially
health protection and health promotion, safeguarding, labor
protection, construction supervision and safety inspection.
(c) Coordinate with managers of other departments, e.g.
engineering, procurement, construction, etc. to ensure the
health, safety and environment fully considered in execution
of the project.
(d) Ensure accident/incident reports are duly submitted to the
CNOOC IRAQ's representative as upon any accident/incident
happen.
(e) Organize HSE meeting and HSE audit monthly or whenever
deemed necessary.

1.2.3 Responsibilities of HSE Supervisors


(a) Be responsible for safety induction to staff and workers.
(b) Be responsible for ensuring engineers and workers working
at site worn with all necessary Personal Protective
Equipment (P.P.E).
(c) Be responsible for investigation of occupational sickness
and accidents and report forward to concerning HSE
Manager and other responsible persons concerned.
(d) Be responsible for summary and assessment of HSE work.
(e) Analyze health & safety production conditions every month.
(f) Organize health & safety examination.
(g) Be responsible for issuing work permit to construction
team and supervise the job with health & safety regulations.
(h) Be responsible for investigating, analyzing, handling of the
health problems and accident and follow up.
(i) Be responsible for check and identification of environmental
conditions

(j) Coordinate with relevant department, for industrial


sanitation operations.
1.2.4 Responsibility of Safety Officer
URCU GROUP shall have at all times a fulltime responsible person
appointed as the crew’s Safety Officer. The Safety Officer shall
oversee all matter pertaining to safety in all crew operation and
shall
 Conduct fortnightly safety meeting with all his crews.
 Follow-up safety items raised during safety meetings.
 Ensure accident/incident reports are completed and
forwarded to the CNOOC IRAQ representative within 24
hours.

 Set up a system to enhance the safety attitudes and


awareness of all his crews.
 Participate in safety program or meeting conducted by
CNOOC IRAQ.
 Arrange or participate in the accident/incident investigation.
1.2.5 Responsibilities of All Personnel

It is the responsibility of every personnel to maintain a safe


working environment, both at his assigned work place and in
other parts of the survey area. Inappropriate conduct
mischievous acts shall not be allowed, as this presents a safety
hazard to the entire crew. Subject to regulation enforced, firearms,
weapons, prohibited drugs or alcohol shall not be allowed at base
camp or work place. All URCU GROUP personnel are to undergo an
annual medical check-up to certify their fitness for duties in harsh
environment. Valid medical certificates are to be kept together
with the personnel records for inspection purpose. They shall also
pay attention to environmental protection affairs.
1.3 Labor Protection and Medical Care

1.3.1Labor Protection
 According to the Chinese laws and regulations and referring
to the relevant Iraq rules, prepare the management and
schedules of appliances for labor protection against the
special conditions (dry, hot) on construction site, and
provide suitable equipment and supplies for the work force.
 The HSE Dept. prepares the schedules of equipment and
supplies for labor protection and the Procurement
Department purchases and provides these for the
workforce.
 The HSE Dept. will strictly control the working hours on the
basis of Iraqi labor laws and regulations and comply with
the CNOOC IRAQ’s requirements.
 Heat stroke prevention will be highlighted by HSE
Department with proper equipment and supplies to the

workforce.
1.3.2 Protective Equipment
 URCU GROUP is responsible to provide its personnel with
adequate protective personnel clothing and other protective
equipment, which shall be maintained in good condition.
 URCU GROUP shall ensure the protective clothing and other
protective equipment to be worn at Site on all relevant
occasions as indicated by notice, instructions and good
practice.
 Approved and well-filling hard hats and safety boots shall be
worn at the Site. Additional protective equipment shall be
provided and used as necessary to meet the requirements of
the specified work.
 URCU GROUP shall ensure that all workers are trained in the
proper use and limitations of the protective equipment
provided.
1.3.3 Medical Care

 Set up a medical care and health station provided with an


ambulance, relevant medical apparatus and instruments
and medical personnel in URCU GROUP base camp.
 The physical health checkup will be given periodically to the
employees.
 Provide emergency services.
 Provide qualified personnel and equipment for first aid
treatment and the transportation equipment necessary for
risk or injured employees in accordance with the
occupational health and safety regulations.
 Monitor the sources of dust, noise and vibration caused by
construction periodically.
 Arrange and carry out sanitary inspection frequently.
1.3.4 Safety Training and Emergency Drills

URCU GROUP undertakes to provide an adequate level of


technical and safety training for all relevant personnel in
connection with the Work which should include the safe

operations of the equipment and machinery, lifting practices,


excavation procedures, piling, scaffolding, timber stacking, etc.
All personnel involved in execution of project must be trained to
operate fire-fighting equipment at their own work places. They
will also participate emergency drills to get knowledge and
practice to suit emergency cases. Formal training must be
provided for operators of geological equipment/machinery.
There must be an adequately trained first aider at work location.
1.4 Safety Management at Site

1.4.1Safe Work Permit


System
 Comply with the CNOOC IRAQ’s applicable regulations for
permit to work as detailed in the Contract. URCU GROUP
shall develop and initiate a Safe Work Permit System.
The CNOOC IRAQ representative shall be contacted to
approve a safe work permit before start of any work at Site
that involves the use of toxic materials or explosive devices,
confined space entry, hot work in the vicinity of flammable
material or explosives, or other similarly hazardous work.
 URCU GROUP is responsible for ensuring that the safe work
practice outlined on the permit and all other requirements
of the safe work permit are adhered to during the work.
 Prior to construction, carefully inspect electrical equipment,
no damage or short circuit and the site conditions of safety.
 Persons having no relation with the work must be kept away
from site.
 Operators must follow the safety operation rules and
regulations, and check their work site before work.
 After hot work completed, ensure that there is no hidden
fire danger left, nor harmful element left.

1.4.2 Site Inspection


 HSE Dept. organizes regular inspection activities, at least
once a week.
 Safety officers make an inspection tour on site every day.
 Accept CNOOC IRAQ’s inspection of construction sites,
living camps at any time.
1.4.3 Fire Fighting Management

 A responsible and experienced firefighting person shall be


appointed as the fire-fighting man for each construction site
and living quarters.
 Set up fire-fighting management system.
 Hold training course of fire-fighting for construction
personnel. Implement and carry out the fire and safety
regulations of the CNOOC IRAQ.
 Provide enough effective fire extinguishers, and assign
persons for maintenance to keep the equipment in good
condition.
 Electrical appliances on construction site shall be equipped
with single switch to each machine. The height of switch box
(board) up to ground no less than 1200 mm, keep from rain
and damp, otherwise electrical appliance must have
earthing connections tested regularly.
 Site materials shall be kept in good order, combustible,
corrosive, articles, poisonous articles shall be stored in
special containers or storage, conform to the relevant safety
demands. Oxygen cylinders and acetylene cylinders shall
not be mixed. The contents of all containers shall be
identified.
 No smoking on the construction site near any live plant. No
naked light, matches or lighters are permitted to bring
inside of any live plant working site except hot work permit
is in hand.
 Evacuation
 In case of emergency, contact the CNOOC IRAQ’s emergency

services, report to HSE Manager and follow Emergency


Response Plan.
 Organize construction employees evacuating the area.
 Organize a group to put out fire, secure employees and
properties, first aid and medical rescue, maintenance of
public orders, etc.
 Pay close attention to the developments around site
preventing equipment access.
 Provide first aid to the injured.
1.4.4 Hauling/Handling of Heavy Equipment

Before hauling/handling heavy equipment, the personnel


participating this job shall fully understand the specifications of
the equipment, such as weight, shape, dimensions, etc., and check
the weight bearing capability of riging facilities, condition of
operation area, and work out a operating procedure to the HSE
Dept. for review then submit it to the CNOOC IRAQ for approval
before the implementation.
1.4.5 Lifting Operation
Lifting operation can only be done by competent and authorized
person with hoisting devices meeting applicable standards. Prior
to operation, the weight of object to be lifted shall be determined,
and the lifting devices and slings must be carefully inspected for
correct performance and strength to sure its suitability to support
the weight of load.
1.4.6 Welding and Burning
Only competent and authorized workers shall be allowed to use
welding equipment. Suitable precautions must be taken against
exposure of welding and other personnel to excessive ultraviolet
radiation, fire, or dust when welding or cutting equipment is used.
Welding and/or burning in the vicinity of flammable or
combustible item shall only be done under the control of a safe
work permit.

1.4.7 Radiography Protection


Process radiography includes a sealed radioactive source. The
radioactive source should be placed in a storage container and
should be locked. Local rules for radiography must be applied.
Announce and set up the restricted area with barricades and
withdraw personnel from the area prior to radiography
conducted. Work permit must be obtained before starting work.
The exposure device should be adjusted by calibrated instrument
after every exposure in order to ensure that the radioactive
source is within the safe limit.
1.4.8 Overhead Work
Where any person is required to work at a height, safety
protection measures must be taken, such as safety belts or
harness, scaffolds and platforms, rails and ladders, it can be
considered in accordance with actual condition and practice
experiences.
1.5 Accident Control and Emergency Response

1.5.1Accident Control

Accident is defined as any unintentional or unplanned event or


condition which has or could have resulted in injury to a person
and loss or damage to equipment, plant or property.
URCU GROUP shall have an accident and incident reporting
system compatible with CNOOC IRAQ’s reporting system and any
hazardous incident involving CNOOC IRAQ’s, Contractor’s or any
third party’s personnel, plant or equipment, shall be immediately
be reported to CNOOC IRAQ.
All incident/accident resulted in or have the potential to cause
serious injuries or property damage must be suitably investigated
by URCU GROUP and reported to CNOOC IRAQ.

After handling of an accident, the following procedure must be


done:
 Analyze the reason and find out the unsafe factors.
 Assess the incident and make the involved draw lessons from
it.
 Take appropriate prevention measurement.

1.5.2 Emergency Response


Prior to commencement of the Work, URCU GROUP shall have a
suitable written plan to handle emergency situations that may
arise on the Site. This plan shall address the following:
 Safe shutdown of all work activities.
 Detailed instructions for notification of the proper
authorities (including phone number, etc.)
 Listing of the individuals responsible to organize and
control the emergency conditions.
 Communication plan to ensure all the Site personnel are
aware of their correct response to an emergency.
 Emergency evacuation plan.
 Proper equipped ambulances.
 Emergency checklist.
When accident or an emergency case happens, the following
actions shall be taken:
 Rescue the injured first.
 Appropriate measures shall be taken to stop the extension
of the accident and to prevent secondary harm, such as the
burning and evaporation of combustible gas or liquid to
form explosive mixture, and to prevent poisoning, burning
again, falling of materials, etc.
 Set up a security line, evacuate all unrelated personnel and
prevent them from entering. At the site where combustible
gas or/and liquid is leaking traffic will be stopped.
Protect the scene of accident and keep it in original state. All

the objects, marks and items relating to the accident shall


remain intact. Make appropriate marks at the site if any
objects have to be moved due to the rescue of the injured.
 Report to the parties concerned according to the level and
nature of the accident.
1.6 Alcohol/Drug Policy
URCU GROUP shall ensure its personnel, agents and
subcontractors not to misuse legitimate drugs or possess, use,
distribute, or sell illicit or unprescribed controlled substances or
drug at the Site or in camp, and let them know that alcohol and
illegal drug may result in imprisonment and/or immediate
dismissal.
A policy against alcohol and illegal drug formulated by URCU
GROUP shall be implemented strictly. A procedure in this regard
may be initiated by the Senior Manager of URCU GROUP if drug or
alcohol abuse is suspected. “Suspect” refers to abnormal behavior
of an individual or group of individuals or the discovery of
evidence of abuse such that supervision viewing operational
safety as being compromised. In such a circumstance individuals
will be requested to comply with screening by breathalyzer or
urinalysis, as appropriate, and, where necessary to have their
belongings and / or clothing searched for such evidence.
Individuals who are screened and found to be positive or who are
refuse to submit to a test when requested to do so will be removed
from the work place.
This policy will apply to all personnel, either working temporarily
or permanently at a location. Consequently, staff assigned by our
subcontractors to work at our premises where testing applies
must abide by the rules and regulations laid out in our policy.
Specially, URCU GROUP requires subcontractor’s support and
cooperation and request that they inform their staff that such
tests will be used if the occasion arises.

1.7 Safe Driving


URCU GROUP shall ensure all its drivers comply with following:
 Hold driving license
 Always wear seat belt as driving
 Observe traffic rules, specially speed limits
 No drive when feeling very tired, and take stops when driving
long distance
 Not overload the vehicle
 Be sure proper maintenance and in good condition of the
vehicle prior to start journey
 URCU GROUP shall pay attention to the safety briefing and
training to its employees and subcontractor’s employees to
maintain and enhance the awareness of safe driving. In
addition, where applicable, URCU GROUP shall arrange its
employees to attend some specially organized courses to receive
adequate driving instructions to maintain a safe standard of
defensive driving.
URCU GROUP shall also pay attention to the maintenance of the
vehicle. All the vehicles shall be fit for the purpose, regularly
inspected and well maintained in accordance with good driving
practices. The vehicles used for isolated areas should be
equipped with survival kits comprising two-way radio, drinking
water, first aid, etc.
1.8 Training and Competence
URCU GROUP shall conduct new employee/contractor personnel
health & safety training prior to their reporting to duty.
Three Levels Health & Safety Training
Level I: by HSE engineer on relevant laws, regulations and CNOOC
IRAQ’s policies and rules.
Level II: by site HSE supervisor/coordinator on site work scope,
work characteristics, health & safety operation requirement and
the use of safety equipment, emergency appliances, e.g. first aid,

etc.
Level III: by all employees on position condition, the
characteristics of work and position scope, regulations and
warning, the functions and use of tools and health & safety
appliances, and the use and storage of labor protection
appliances articles.
Special health & safety indoctrination
Prior to the use of new technique, equipment, product, and etc.,
health & safety Manager shall draw up regulations of safety
technical operations, and proved training at the same time.
Continuing Safety Training
 Team leaders or foremen shall address health & safety on
a daily basis before work starts;
 Assess and summarize weekly health & safety performance;
 Monthly health & safety meetings are required by the project
management.
 Prior to construction starts, HSE Dept. will organize health &
safety training to personnel at all levels. All persons who
pass the examination may take part in the construction.
 Health & safety training register for personnel is always kept
on record.
1.9 Audit of Occupational Health and Safety
In order to maintain continual improvement, suitability and
effectiveness of the health and safety management, URCU GROUP
shall carry out periodically as required by the Contract the audit
on health and safety affairs to check and verify the status and
results of execution of regulations and procedures in this regard.
A team for audit shall be formed to do the audit as approved audit
procedures. A special meeting for such audit shall be held. The
checking, verification and findings shall be documented and a
report shall be submitted to the CNOOC IRAQ.

2.0 Security

2.1 General Security Policy


URCU GROUP acknowledges that nothing is more important than
human life. It is a primary principle for URCU GROUP to be
personnel orientated and conduct its business activities whilst
guaranteeing the safety and security of its personnel. Security is
of paramount importance to URCU GROUP.. Each and every
employee and subcontractor has a responsibility to observe the
security principles and procedures established by URCU GROUP..
2.2 Responsibilities

The responsibilities of the members of the project are as follows:


2.2.1 Site Security Committee
To assure the Project achieving its security goals, URCU GROUP
will establish a security committee. The security committee is
chaired by the Project Manager and consists of representatives
from operational departments and subcontractors. The security
committee is to meet on a quarterly basis, and whenever there is
a change in threat or a significant security incident occurs. During
emergency or crisis events the security committee may be
augmented by additional specialist staff and becomes the Site
Emergency Management Team. The security committee’s
responsibilities include:
a. Review and formulate security policy and procedures;

b. Ensure the site security arrangements are appropriate to the


threat environment, provide adequate deterrence to severe
threats and meet the requirement of the CNOOC IRAQ;
c. Review and update the security plan;

d. Ensure security policy and procedures are understood and


complied with;
e. In the event of a crisis the formation of a Crisis Management
Committee.

2.2.2 Project Manager


Overall responsibility for the security of the project rests with the
project General Manager. The security manager’s responsibilities
include:
a.Provide the funds and determination to ensure that a safe
and secure work environment is afforded to all employees,
customers, site visitors.
b.Ensure that support and resources are available for the
implementation of the security policy.
c.Function as chairman of the security committee.
2.2.3 Security Operation Manager

Deputy Manager of the project in charge of security serve as


security operation manager. The security operation manager’s
responsibilities include:
a. Report to project manager.

b. Directly be responsible for the security of the site.

c. Provide centralized security support to project security


department, formulate security policy, supervise, direct, and
control all security activities related to the plan and operations
of URCU GROUP..
d. Coordinate response arrangements and the working of the
committee.
2.2.4 Security Manager
Headquarter of project security department. The role of the
Security manager is to ensure the security of the site through the
effective direction and management of both internal and external
security resources as well as effective integration with other site
personnel. The security manager’s responsibilities include:
a. Report to security operation manager.

b.Provide counsel to the project manager on all security and


safety related matters.

c.Be responsible on a daily basis for the analysis and


assessment of threat, monitoring of vulnerabilities and for the
implementation of this Security Plan.
d.In conjunction with the project manager, develop and
maintain site crisis management and emergency response plans
and protocols.
e. Develop and maintain close liaison and coordination with
local security and support organizations, including police,
emergency services, intelligence agencies, military units,
embassies, and local authorities.
f.Implement a training strategy for site staff, in order to
mitigate risk at the individual and collective levels, and to
facilitate their support of the security strategy.
2.2.5 Security Supervisors
The role of the Security Supervisor is to facilitate day-to-day
management of site security resources in accordance with the
direction provided by the security manager. The security
supervisor’s responsibilities include:
a. Report to security manager.

b.Review of the security log and preparation of briefings to


Security Officers and Guards. Identify any activities that

2.2.6 Security Coordinators


The coordination of security external affairs will be undertaken
by a local person serves as coordinator. All security Coordinators
employed are to be former military or police, or accredited as
security professionals, in accordance with the requirements of the
local jurisdiction. The Security Coordinator’s responsibilities

2.3.3 Criticalrisk analysis


Terrorism attacks are persistent and fluctuating in Iraq. U.S.
forces, Iraqi security forces, civilians and foreigner are victims of
deadly attacks. Criminality also makes daily life in Iraq difficult.
Robberies, kidnappings, and murder are commonplace in much of
the country. Organized criminal rackets thrive, particularly in
unstable areas. Some criminal gangs cooperate with, finance, or
purport to be part of the Sunni insurgency or a Shiite militia to
commit crimes.
Kidnapping:
Low probable so long as journey planning procedures are
adhered to and Escort Teams are used for all movements.
Stand-off rocket or mortar attack:
Low probable as the firing devices for medium to long range
weapons are large and likely to be identified in the check-points.
Suicide or hidden bomber entering site:
Highly probable that if an attack is planned this method of attack
would be used, as small to medium quantities of explosives are
easily hidden and are not easily detected.

Roadside bomb:
Highly probable that if an attack is planned this method of attack
would be used, as roadside bombs are easily hidden and buried.
Armed attack:
Moderately probable that depends on the competent searching of
persons and vehicles by outer security patrols and checkpoints.
Ambush on a convoy:
Moderately probable when the terrorists are being assisted by
some intelligence organizations or get penetrate into the oilfield
area.

Sniper / marksman gunshot:


Highly probable that if an attack is planned gunshot is easy to
be performed. No matter it success or not, it will bring scare to
the personnel.
Landmine:
Moderately probable that thousands of mines have subsequently
been found and destroyed in the area imply that landmine remain
a life killer in Iraq.
Determining where minefields are located and ensuring the paths
is clear from any mines will be a daunting task. Landmine means
uncertainty. Explosive remnants of war:
Highly probable that explosive remnant of war has been
extensively found in the site. The existence of explosive remnants
of war will form big obstacle for the project performance.
2.4 Physical Security
Company will be responsible for the provision of physical security
measures for Contractor’s personnel for any and all activity
related to the performance of Services within the Missan Contract

Area (Missan Oil Field Operations). This will include concrete “T”
wall barriers, a ditch, berm and fence obstacle and manned access
control points. According to this condition, URCU GROUP will take
physical security measures and processes required to secure its
site (Base Camp, Jobsite etc). Effective lighting, well placed
surveillance, good maintenance upkeep, strong access control
procedures and appropriate patrolling can combine to make
these areas very effective in adding depth to the site security.
2.4.1 Layered Protection
The security of the site is based on a layered approach that
provides redundancy to each preventive security measure. Each
layer involves a combination of surveillance and detection
systems and some form of physical barrier designed to delay the
aggressor.
The 1st Layer: Cleared Zones
In order to assist Security surveillance and patrolling it is
recommended that a zone surrounding the perimeter be cleared
of scrub vegetation to a distance of at least 100m. This “Clear
Zone” will assist in the early detection and deterrence of any
attempted penetration of the perimeter. Existing perimeter 13
lighting should provide suitable illumination of all cleared zones
and management should ensure the zones are regularly cleared of
vegetation.
The 2nd Layer: The Perimeter
The Perimeter is the first effective layer of security encountered
on approach to the site and serves to delineate the property
boundary and serve as a deterrent to potential unauthorized
intrusion.
The 3rd Layer: Internal Ground
The layout of the site and its size relative to land areas play a key
role in achieving depth in security. Grass and vegetation is to be
pruned to deny concealment.

The 4th Layer: Controlled Building\Rooms


By their very nature, most buildings offer some level of security
protection through the existence of walls, doors, windows and a
roof. However, in circumstances where buildings accommodate
people a more appropriate level of protection will be required.
CCTV cameras are positioned to cover the approaches
to all entrance points to controlled buildings. In order to reduce
the risk that doors will become flying debris in the event of a
bombing, all exterior doors that provide access to inhabited areas
of the site are to open outwards. Controlled rooms should offer
no ingress to unauthorized personnel and should be accordingly
signposted. All such rooms should remain locked with key issue
limited to authorized personnel only. Doors should be outwards
opening and mounted on an effective return spring that ensures
door closure and latch locking within 10 seconds of release.
The 5th Layer: Emergency Facilities
Emergency power generators, Uninterruptible Power Supply UPS,
PABX, Server and HVAC are critical equipment and, as such, are to
be monitored by CCTV cameras. Access to these facilities is to be
restricted by key card activated locks, pass code or keyed locks
with access limited to authorized personnel. Rooms are to be
alarmed when unattended. Subcontractors working on these
facilities are to be escorted at all times. These facilities are to be
patrolled once every four hours
2.4.2 Access Routes
The sole access route to the base should be the self-constructed
rig road. There should be limited, if any, signs leading to the site.
Ideally there should be a grid co-ordinates/latitude and longitude
point given for where to leave the main road and join the rig road;
this is most easily achieved through the use of a marked map
being given to all visitors prior to their journey. Access routes
should be visible from the guard positions located around the

perimeter of the site. This is to enable early warning of any


approaching vehicles or personnel. The route should be at an
angle to the main entrance, thereby forcing vehicles to slow and
turn before entering. On the main access route, at a distance from
the entrance point, there should be some form of vehicle slowing
measure. There should be a series of chicanes and speed ramps
leading into a vehicle and personnel search area. This area should
be between two drop arm barriers, working an “air lock” system.
A reinforced (sandbagged) Guard Hut should be located adjacent
to the first barrier in order to control all entry/exit and search
procedures.
2.4.3 Closed Circuit Television
CCTV cameras are positioned to cover approaches to perimeter
access points. One CCTV camera is positioned to capture shots of
vehicles and personnel entering via the main entrance. CCTV
cameras are to be positioned between 4m and 5m above ground
level and sited to provide overlap, where possible. Recorded CCTV
tapes (VHS) or data is to be stored in an appropriate fire-proof
security cabinet within a room that is protected by an alarm system
out of hours. Tapes and data should be retained for a 30 day period.
A maintenance contract is to be in place that provides for a program
of preventive maintenance and rectification of faults within 12
hours.
2.4.4 Intruder Detection System
An intruder detection system (IDS) detects the entry of an
intruder into a protected area. It also signals an alarm to a remote
point from where a response can be made. Vulnerable areas along
the perimeter that are not easily observed will be equipped with
IDS that is monitored from the Main Guard Post. Intrusion
Detection Systems are connected to an alarm at the Main Guard
Post. The IDS is to be tested on a daily basis during the first day
shift. The IDS is to be connected to the emergency power supply.
2.4.5 Security Alarm
In addition to the fire alarm system, every site will install a

separate security alarm with a different sound. Alarm speakers


are to be located out of direct sight from ground level. There
should be initiation buttons in the main guard hut and central
operations center or radio room.
2.4.6 Lighting

Lighting is to be sufficient to support effective surveillance and


patrolling by security teams and the operation of any CCTV
system present. External lighting (0.5 – 5 FC) is to be sufficient to
illuminate all fence lines, roads, footpaths, and gates within the
facility in order to provide for safe travel and facilitate
surveillance by night. Lighting is spaced so that there is no
shadow between lights (generally no more than 25 meters
between lights). Lighting is connected to the emergency power
supply in order to allow continued surveillance of approaches to
all critical buildings. The following basic lighting systems can be
adapted to meet most requirements:
a.Perimeter lighting. Perimeter lighting should enable guards
and patrols to detect persons outside attempting to climb or
breach the perimeter, or attempting to break out again.
b. Checkpoint lighting. The entire zone around any gate
should be well lit so that people and vehicles can be seen and
inspected easily with lights positioned according to security
procedures.
c.Area lighting. To illuminate large areas, light fittings can be
mounted on adjacent buildings or on specially erected poles,
the types and height of light mountings depending on the area
to be illuminated.
d. Floodlighting.Floodlighting should create a bright
background against which an intruder can easily be seen.
2.4.7 Trench and Bunker
Security trenches and military bunkers can effectively protect the
personnel for shelling attack, gunfire, falling bombs or other
attacks. URCU GROUP will cooperate with CNOOC IRAQ to build

adequate shelters as mentioned above to protect staffs’ life in case


of emergency. They will be extensively built in jobsite, base camp
and storage area. Security trench will stretch along the
perimeter of
living accommodation and cross the site to make sure they are
available when terrorist attack occurs.
2.4.8 Building Layout
Building space can be divided into three categories: public areas,
interior areas, and security or restricted areas requiring special
security measures. These areas should be separated from one
another within the building with a limited number of controlled
passage points between the areas. "Controlled" herein can allow
or deny passage by any means deemed necessary (i.e., locks,
security managers, etc.). Corridors, stairwells, and other
accessible areas should be arranged to avoid places for
concealment. Generally, restricted space should be located above
the ground-floor level, away from exterior walls, and away from
hazardous operations. Access to restricted space should be
allowed only from interior space and not from exterior or public
areas. Exit routes for normal or emergency egress should not
transit restricted or security space.
2.4.9 Internal Barriers

The barriers required inside the site at the baseline level are
bollards or appropriate planters, designed to prevent intended or
unintentional ramming of vehicles into vulnerable parts of the
Site. Bollards are constructed of 20cm extra strength steel piping,
filled with concrete, and dug in to a depth of 120cm in a
continuous reinforced concrete foundation. Bollards are
positioned as far as possible away from inhabited parts of the
building, and ideally no closer than 25 meters.
2.4.10 Storage Area

All vehicles must receive the security check before entering the

storage area. Storage area is to be maintained under lock and key


at all times and should be physically checked by the security
patrol once every eight hours. All fuels such as solvents, acetone,
alcohols and toluene, gases and solids are to be stored in
accordance with standard HAZMAT guidelines. Paints, solvents
and flammable gases are stored in well-ventilated locked cages.
All common oxidizers such as nitric and acids, chlorine dioxide
and other agents such as potassium permanganate are stored
away from flammable materials. The HAZMAT storage is labeled
in accordance with OHS guidelines and Material Safety Data
Sheets (MSDS) are maintained.
2.4.11 Lock and key
When not in use, all external gates are to be locked and can be left
unmanned without compromising security as long as some other
form of surveillance is in place – CCTV, patrolling, intrusion
detection system. Keys should be controlled by the use of a
register of custodians. Labeled duplicate copies should be held
centrally in a secure container. Security keys that are not in use
are to be stored in the key box at the Main Guard Post and clearly
marked to assist access by emergency services.
2.4.12 Mail Handling
All mail is to be processed through a separate mailroom, which is
to be located at an outside wall of the site as far away as possible
from critical infrastructure, high-traffic and inhabited areas. This
measure will minimize injuries and damage if a mail bomb
detonates in the mailroom. Further, it will reduce the potential for
wider dissemination of hazardous agents. These apply where the
mailroom is not specifically designed to resist those threats. All
personnel involved in handling mail are to be trained to identify
and respond to suspect letters and parcels and are to receive
annual refresher training in the same skills.

2.5 Access Control


Access control is an effective method of preventing unauthorized
access to the site or to a restricted area. Vehicle and person access
are through separate gates, which are monitoring 24 hour
security.
2.5.1 Personnel Access
URCU GROUP will establish its ID card system which will be
running by HR and HSE department. It is a basic card issuing
system whereby the individuals personal information are kept on
file and when the individual comes onto site he/she is issued an
ID card if being deemed authorized. The Security Guards/ Staff
will check the identity card of URCU GROUP.’s staff,
Subcontractor’s Staff/ workers, CNOOC IRAQ’s representative
before allowing them entry into the premises. Access points
should be signposted to indicate restricted access and direct
unauthorized personnel to an approved entrance.
2.5.2 Visitor Sign-In

All Visitors to the site are to sign in on entry at the Main Access
Point. Visitors entering the perimeter are to provide photo-ID
such as a local license, passport or similar identification card and
sign the Visitors Log. Security officers shall conduct a cursory
observation of all individuals entering the site (such passive
screening is designed to identify suspicious individuals.).
Searching of visitors and their luggage are required to be
conducted upon the Main Access Point.
2.5.3 Allvisitors should be held at the guard room until a representative
from whom they are visiting authorizes their entrance. On
provision of the necessary, a Visitor ID Card will be issued. This
Visitor ID Card is to be worn visibly at all times whilst onsite and
then returned on conclusion of the visit. Once on site this visitor
should be escorted at all times and becomes the responsibility of
the person who authorized entrance. Vehicular Access
Barrier gates are fitted to the vehicular entrances of all premises.

All vehicles should be stopped and searched before entry. All


vehicles are checked at the perimeter check point to ensure that
the driver’s particulars are legitimate and this can be verified by
photo-ID such as a local license, passport or similar identification
card. Guards should be provided with torches and under vehicle
mirrors to perform a clear check.
Only authorized vehicles, such as transporting vegetable, could be
allowed to enter the base camp. Visitor vehicles should park
outside the base camp.
2.5.4 Suspicious Persons
Unescorted individuals without URCU GROUP employee ID card
or visitor ID card are to be approached and escorted back to the
reception desk. The on-duty Security Supervisor is to be informed
immediately and is to record the individual’s personal particulars,
including the detail of a photo ID, in an incident report that is sent
to the Security manager.
2.6 Vehicle Management

2.6.1 Speed Limit


Once inside the perimeter, all vehicles are to be restricted to 10
km/h. Speed limits are to be clearly sign-posted. Speed limits are
displayed prominently at the Main Access Point as well as along
all internal roadways. Speed calming ramps are to be placed in
position on all vehicular driveways.
Drivers of vehicles that are observed to be traveling above the
speed limit are to be warned and their details recorded on the
security log. A second incident of speeding should be escalated to
the security manager for action. This may include banning that
vehicle from site.
2.6.2 Parking and Parking Lots
Vehicles within the Site are not permitted to park within 100m of
occupied site buildings. Warning signs detailing no-parking

requirements are to be positioned at no less than 30-meter


intervals around the facility. Signs are to be clearly visible and
affixed to the exterior of the building at a height of 1.5 meters.
2 parking lots are planned, one inside the camp, the other outside
the site. The inside parking lot is exclusive for URCU GROUP
vehicles. The outside parking lot built for the non-URCU GROUP
vehicles, including cars belong to employees, visitors, suppliers
etc.
Access to any parking lots is to be limited to passenger vehicles
only.
No privately-owned vehicle will be allowed access to the site,
including base camp and jobsite. All authorized vehicles will be
issued identification decals with expiry dates as required. All
areas of the parking lots are to be observable either from a Main
Guard Post or a CCTV feed. Security lighting is to provide
complete surveillance of all car parking areas and access
driveways during the hours of darkness.
All parking lots are to be set back from inhabited parts of the site
and shared amenities by a minimum of 100 meter.
Preparations are maintained for the rapid closure and clearance
of all parking lots in the event of an escalation of threat.
2.6.3 Vehicle Move Control

supervisor and the originating camp or base should be
informed that the vehicle has arrived and the TOA (time of
arrival).

2.6.4 Suspicious Vehicles


Vehicle searches can be conducted while the security supervisors
observe suspicious behavior or other indications that point to a
threat.
Any vehicles parked within the limited distance (100m) are to be
subjected to an external search by a security guard and will then
be removed by a tow-away vehicle.
2.7 Transportation Risk Mitigation
Transport faces a number of crime and security challenges in Iraq.
These include theft of goods and vehicles, robbery, terroristic
attack, etc. Cases study shows that numerous incidents in Iraq
have highlighted the vulnerability of commercial transport to
terrorist acts. As encountering terroristic incident only relatively
little control can be down over possible threats. Especially when a
foreign company undertakes the transport task the situation is
dire. To mitigate terrorist-linked threats from transport URCU
GROUP decide to hire one or more local transport company as
agency to deal with the customs clearance and goods transport.
URCU GROUP will establish internal control system to minimize
the risks of unauthorized access. Storage areas could be
approached only through access control by positive identification
of drivers, vehicles and cargo.
2.8 Travel Risk Management
Travel security is a primary concern of CAMPANY and URCU
GROUP.. To avoid the security risks rise from Basra – Missan land
travel, CAMPANY has reached agreement with Iraq government to
arrange the army protection from Basra Airport to CAMPANY
Missan Base Camp.
Considering the inevitable of business travel in Iraq URCU GROUP
will develop a proactive procedure to minimize personal travel-
related risks on the basis of current situation.

2.9 Requirement of Mine Sweeping


A mine is defined as any munitions placed under, on or near the
ground or other surface area and designed to be detonated or
exploded by the presence, proximity or contact of a person or
vehicle.
For the construction area or relevant access, Company will
coordinate the human security resources provided by the Iraqi
State to do the mine-sweeping before the construction by
Contractor. When Contractor collected the demining certificates
for the relevant construction area or access, Contractor will
start the work.

2.10 Security Guard Force Management


Company will coordinate the human security resources provided
by the Iraqi State, in the form of Oil Police Forces (“OPF”), Iraqi
Army and civil guards to support the Contractor's operations. The
benchmark will remain the provisions of the Development and
Production Service Contract which stipulates that security within
the Missan Contract Area is the sole responsibility of the Iraqi
State.
2.10.1 General Requirement
Security Guards are proposed for deployment at all the sites of this
project.
There shall be a senior Security Officer to be in charge of the
guard force. The guard shall be provided identifying clothing and
proper security and safety equipment. The size of the force will
vary throughout the construction period, with the manpower
increasing as necessary.
The guards should carry firearms (depending on the Iraq security
policy), baton etc. Each security group should carry a 2-way
portable radio on the security frequency band. Backup
communications should be provided by landline, mobile
telephones and walkie-talkies. Security documents should include

security log, incident reports, investigation reports, monthly


security audit reports.
The Security Guards/ Staff deployed shall remain alert and
vigilant during the duty and shall not leave their posts of duty
without their replacement or valid security reason. They shall
maintain arms & ammunition clean and in operational state.
2.10.2 Deployment Standard (Depending on actual number of security
guards)
The Security guard force should to be organized into a command
group, static posts, patrol group, mobile group and close
protection group as required. The number of guards to be
deployed is determined by the threat level. The Number of posts
required for:
a. Access control for vehicle and pedestrian gates;

b. Covering likely approaches;

c. Patrols;

d. Ready reaction force;

e. Personnel escorts as required;

f. Vehicle escorts as required.;

g. The totalsecurity guards shall also consider the number of


shifts and the day off.
2.10.3 Post Guard
There will be a guard station and adequate watch towers as
required at each of the two major sites (Camp and Worksite) for
security purpose. The station will act to control personnel and
vehicle access. They will also act as base stations for the mobile
security units such as escort and patrol team.
Security guards and other site staff shall be visible from outside
the site because it can display a high standard of professionalism,
so criminal and terrorist surveillance efforts can be complicated

or compromised.
2.10.4 Patrol

Frequent and apparently random patrolling makes an asset more


difficult to survey effectively and poses the risk that the attack
phase of the operation may be complicated by the sudden
appearance of security guards. Maintenance issues are reported
using the relevant form on conclusion of each patrol. Where the
perimeter is more than 500 meters away from the main site
buildings, two security officers or guards are to conduct patrols
together.
The entire perimeter is to be patrolled at least once every four
hours by day and night. The site grounds are patrolled
simultaneously with the perimeter.
Additional areas that are to be patrolled include: external storage
areas, car parks, approaches to access points and emergency exits,
and other critical areas.
2.10.5 Escort

Security Staff are proposed to deploy for escorting the


management or mobile staff of the project as and when required
basis.
No URCU GROUP employees could move until properly escorted.
2.10.6 Use of Force
Security Officers are only authorized to use force in self-defense
or the defense of others, in response to a situation where it is
assessed that injury is almost certain. Where time permits, local
law enforcement officers or military personnel should be
activated to prevent and respond to acts of violence. In all cases
where force must be used to prevent injury or death, the principle
of minimum necessary force is to be applied.

2.10.7 Surveillance

All sites are to be fitted with a guard patrol, escort tracking


system that permits effective monitoring of guard patrol patterns.
Guards will use this system to validate their checks of the areas.
Security supervisors are responsible for checking the guard
patrol tracking reports and noting and reporting any deviation
from the plan that was briefed to the guard force.
2.11 Employee Management
2.11.1 Hiring
All employees are to be subjected to a background check, prior to
recruitment. Background checks are recommended to be
conducted by an external professional pre-employment screening
organization. The background check includes family relations
with terrorist, criminal history check, employment check, etc. The
final hiring decision should be made after a targeted selection
interview has been conduct, aptitude tests completed
successfully, and subject to positive results in the background
check.
2.11.2 Probationary Period
A one-month probationary period is to be observed for all
employees. During this period termination can be conducted
without the normal requirement for performance warnings.
2.11.3 Separation and Termination
Employee separation procedures are to be conducted in
accordance with URCU GROUP standards. An exit form is to be
completed as part of the process and requires sign off from
respective managers and their department heads to acknowledge
retrieval of keys, employee ID card, and any issued items.
Termination of employees for inappropriate behavior is to be
approved by the respective department head and authorized by
the Project Manager. The decision to terminate an employee
should be supported by an investigation report. Criminal offences

should be reported to local police.


2.12 Awareness and Training
2.12.1 Awareness

Site staff shall be well trained, attentive and alert at all times.
Proactive crime prevention and security awareness will help to
ensure a safe, secure environment, enabling work and life to
continue with the minimum amount of disruption.
All URCU GROUP staff, visitors and subcontractors should assist
the security team to ensure the success of the security plan.
Security is everyone’s responsibility and cannot be left solely as a
matter for the Security Team or Police. In particular, everyone
should maintain a high level of awareness and report all activity,
suspected or real, of a criminal nature or any suspicious activity
immediately to the security team.
2.12.2 Training

Security of people, property and information is the


responsibility of all members of URCU GROUP.. For this reason, all
employees are trained to enable them to fulfill their
responsibilities. An employee indoctrination program, training
can enhance overall safety and security, prevents or minimizes
potential incidents, and allows the staff to react confidently to
crisis or emergency situations.
Security training will be completed for all staff and recorded appropriately.
It is mandatory for all employees in URCU GROUP.

2.12.2.1 Pre-qualification Training


Prior to go oversea taking the proposed assignment, all URCU
GROUP employees are obligated to pass a pre-qualification
training initiated by CNPC. The training targets at counter-
terrorism awareness and skills. The employee doesn’t participate
the training or get failed in the test will be deemed as unqualified
and exclude to fulfill duty oversea.

2.12.2.2 Induction Training


All employees are to undertake basic induction training as an
initial preparation upon taking up a post in site, which is to be
conducted by security department.
Each employee will also be issued with a short handbook to be
used as a source of reference for policies, procedures and
regulations. The induction training includes:
An introduction to the company by a manager, to outline the
URCU GROUP mission, ethics, values and policies;
Orientation tour of the
site; Issue of company ID

2.12.2.3 Security Awareness Training
All personnel are to undertake basic security awareness training.

Observing and reporting possible security breaches, evidence of
break-ins or tampering, and any suspicious situation; and
escalation of preventive security in response to security threats.
2.12.2.4 Security Staff Training
Security managers and security supervisors are to undertake a
basic security training program in addition to the normal
induction and security awareness training provided to all site
staff. This training is conducted under the direction of URCU

URCU GROUP will provide specific training to promote and
improve the security awareness, skills and knowledge required in
Iraq for all employees periodically.
The training will be conducted by security manager and the
content as following: Basic personal security;
First-aid/CPR and emergency medical response;
Fire and electrical safety;
Evacuation procedures;
Landmine clearance
technology;
Defensive-driver training and basic vehicle
maintenance; Stress management;

2.13 Communications

2.13.1 Security Communications Systems


Security members are to be equipped with UHF radio, like walkie-
talkie. One UHF radio channel is dedicated for all security
communications within the site. Backup communication means
can be land line, mobile phone and UHF radio. Sufficient UHF
radio will equip the security team. Security staffs are to carry a
UHF radio at all times while on duty.
2.13.2 MassNotification System
Sites are to be fitted with a public address (Mass Notification)
system with speakers positioned throughout. The Mass
Notification System is to be connected to the emergency power
supply. The Mass Notification System is to be tested on a monthly
basis during daylight hours. Emergency notification procedures
are to be prepared in Chinese, Arabic, English and other languages
deemed necessary.
2.13.3 Intelligence Flow

No operation can be fully functional without accurate


information. URCU GROUP will establish a functional Intelligence
gathering system with the assistance of the CNOOC IRAQ.
The security coordinators and local security supervisors will be
part of the interviewing system of villagers and local chiefs. They
should also be more dedicated with regards to the collection of
information. Information received from the outside will be shared
with CNOOC IRAQ.

and relatively controlled environment within the current
operation. Intelligence job normally focuses on security,
espionage, sabotage, terrorism etc.
2.14 Security Reporting Procedures
Documentation and records are to be accurately and thoroughly
maintained in order to provide an evidentiary trail. Retention of
these documents is to be completed in accordance with the URCU
GROUP records retention policy.
Security reports are carried out on a routine and exceptional
basis. These reports include but not limited to the following:
Patrol Tracking;
Security log
entries; Incident
reports;
Investigation
reports; Monthly
security audit
2.14.1 Patrol/Escort Tracking

of security duties as well as incidents and events that occur
throughout the shift period.

The log is used to record fulfillment of Security guards and


escorts’ responsibilities and provides the key tool for tracking
security related activities leading to the commencement of
investigations or the development of other incident reports.
The Security Log is to be regarded as a legal record and should
not be tampered with. All entries are to be made in black or blue
ballpoint pen and erasers or white-out are not to be used. Pages
must not be pulled out of the log. Corrections to the log are to be
ruled out with a single line, initialed and dated by the individual
making the amendment.
2.14.3 Incident Reports
Incident reports are used to record events that require some form
of management action for resolution, or may represent
information that may assist in building a picture of threat to the
site. Reports are classified as either Urgent or Routine, depending
upon the potential impact of the incident or the potential impact if
the fault is not fixed.
Urgent Reports are to be immediately notified to the Security
Supervisor verbally, by UHF radio, phone or in person and are
then to be recorded in the Security Log. Upon receipt of an urgent
report, the Security Supervisor is to conduct an assessment of the
incident and take action to resolve or contain it.
Issues that are likely to impact staff safety are to be escalated to
the Project Manager immediately.
Routine Reports are to be entered into the Security Log and
notified to the Security Supervisor at shift change. Incident
reports are to be prepared for the following incidents:
Staff illness or injury
(urgent); Stolen or missing
articles (urgent); Acts of
violence or threats (urgent);

2.14.4 Investigation Reports
Incidents are to be investigated in the
event that: Staff is injured;
Assets are stolen or missing; any act of violence is reported;
Fires or incidents involving hazardous materials occur;

Accidents which occasion damage > USD200, or involve injury or


death;
And Allegations of impropriety or misconduct, including
discrimination and harassment;
The investigation report is to detail:
Facts surrounding the incident - who, what,
where, when; Causal factors – what
contributed to the incident?
Identification of suspects – details of those thought to be
responsible and explanation of motivation, opportunity and
evidence linking the suspect to the crime;
Statements by witnesses – statements taken from all witnesses
to the event;
Record of evidence – items that have been retained to assist
further investigations or criminal proceedings;
Conclusion – summary of key observations;
Recommendations – corrective and punitive actions to be taken
as a result of the incident;

2.14.5 Emergencies Report


Timely reporting of security emergencies can aid in protecting
URCU GROUP staff. A well-maintained report system can help
identify, analyze and react to changes in the security situation.
Emergencies should be reported to the appropriate senior staff
through the most expedient means, such as telephone or radio,
with a written report provided as soon as feasible. The following
security-related emergencies may indicate mounting tension or a
possible trend of threats, and warrant the submission of a security
incident report.
2.15 Inspect and Audit
2.15.1 Inspect

The inspect procedures required will be developed to monitor the


site security performance. During standard working hours the
security supervisors will primarily inspect the security issue
related to access and personnel identification. After hours
inspection will be focused on patrolling the site and monitoring
equipment and material supplies.
2.15.2 Audit
At regular intervals, URCU GROUP will conduct an audit of existing physical
security measures, protocols and procedures. As with any of the site’s
procedures, security standards are audited on a regular basis and quality is
enhanced through the continuous improvement cycle as advocated by the
URCU GROUP HSE Management System. A program of security self-check
audits is conducted at the direction of URCU GROUP Project Manager.
2.0 Subcontractor Management

It is mandatory for URCU GROUP subcontractors and their


employees to comply with the Security Plan. Subcontractor shall
provide such information, assistance and support as necessary to
ensure URCU GROUP.’S compliance with COMPANY’s Directives,
as applicable.
Subcontractors shall ensure compliance with all requirements

specified in the plan, and all documents incorporated by


reference. All measures taken by URCU GROUP to correct
subcontract Workers’ non-compliance shall be at Subcontractor’s
sole expense. The cost of such non-compliance to URCU GROUP.,
including any stipulated penalties resulting from such non-
compliance, shall be deducted from payments otherwise due
Subcontractor.
The key points as following:
Develop and maintain a plan for performing URCU GROUP
security policy;
Conduct training to its employee as necessary to implement all
of the requirements in this plan, as well as other applicable
provisions of the underlying CAMPANY directives;
Monitor the security risk throughout the day to day activity and
take correct action as necessary;
Inform its personnel of their individual responsibilities for
implementing the security requirements;
Conduct security review with URCU GROUP.;
Designate a professional person functions as security
supervisor responsible for its security affair;
Subcontractor has an affirmative duty to immediately notify
URCU GROUP any security breach or deviation;
2.1 Information Security
Information security is an important part of URCU GROUP
security concerns. All employees shall be made keenly aware of
URCU GROUP information security policies and standards, their
responsibilities as part of the overall maintenance of information
security, the impact on URCU GROUP resulting from a breach in
security and the potential for disciplinary action. Staff shall also
be made aware of the requirements of specific legislation related
to data protection and personal information.

With the best preventive security measures in place, incidents can


still occur.
This residual risk is managed through the maintenance, and
regular rehearsal of the site emergency response procedures.
2.15.3 Emergency Response Plan
A specific Emergency Response Plan will be developed as a
priority for all sites. This document will provide planning
guidelines for a variety of possible emergencies, including:
Bomb threat;
Explosive remnants
of war; Mine;
Suspect
Parcel;
Fire;
Explosion;
Disease
outbreak;
Arrest on site;
Kidnap;
Fatality;
Civil
unrest;
Armed
attack;
Extortion
2.15.4 Medical Procedure

In the jobsite, the medical support and emergency response


infrastructure will be well developed. Implementing basic medical
training and procedures, such as first-aid, cardiopulmonary
resuscitation (CPR), and security in medical emergency response
can increase the URCU GROUP.’s medical capability and prevent
minor medical problems from becoming significant security
incidents. To reduce the likelihood of a medical emergency, URCU
GROUP staff has received a comprehensive medical examination
prior to overseas assignment.

2.15.5 Emergency Drills


The site will conduct regular security drills. Emergency
evacuation drills are to be held at least four times per year
involving all on-duty site personnel. These drills incorporate the
participation of any visitors present at the site and local
emergency services on at least one occasion each year.
The site Security Team maintains a set of emergency equipment, which
includes communications equipment, temporary barriers, screening devices,
and lighting etc.
