ENVIRONMENTAL HEALTH &SAFETY POLICY


_________________________________________________________________________

REX Corporate Policy is to strive for excellence in all aspects of our operations including safety, health
and environment.

It is therefore, our obligation and responsibility to take every practical measure to prevent accidental
injuries and occupational illnesses, damage to properties and any adverse effect on the environment;
and to protect every worker and the general public from exposure to risk to their safety and health.

It is REx’s policy:

I. To provide and maintain a safe hazard-free and health working environment for all workers.
II. To cultivate and develop a strong “Safe Working Culture” in our operations and to provide
training to employees in this regard; and
III. To ensure the involvement and active participation of all project employees for the achievement
of these objectives.

The application of sound safety and health practices for the protection of our employees is an essential
ingredient in the overall success of our business.

SECTION 2.

REXALLENT CONSTRUCTION SENDIRIAN BERHAD

EHS PROGRAMME

The ENVIRONMENTAL HEALTH and SAFETY MANAGEMENT Programme is established


with the intention of implementing it on all projects associated with the company’s
nature of business. This program incorporates the various requirements of the Safety and
Health Regulations of the Government of Malaysia – namely the Occupational Safety and
Health Act 1994, the Factories and Machinery Act 1967 and all other related statutory
legislations.

The objective of the Programme is to elicit the interest and participation of all personnel
of the company as well as those who are in the business with us with the good intention
of preventing any injuries from accidents and incidents through the promotion of safety
awareness programmes, proper and thorough training and instructions to all employees.

ENVIRONMENTAL HEALTH and SAFETY PROGRAMME

REXALLENT CONSTRUCTION SENDIRIAN BERHAD’s primary responsibility is to manage


and administer a comprehensive safety programme for its business units and ensure its
implementation on those who are in business with us. The safety programmes is not
intended to be an all-inclusive set of rules but are indicative of the level of care and
attention to safety that all personnel shall follow when working for Rexallent
Construction Sendirian Berhad.

This safety programme covers the prevention of accidental injury, occupational


poisoning, occupational diseases and property damage. RCSB and each individual
contractor shall provide and maintain a safe, hazard-free working environment for its
employees, for fellow workers and the general public. The individual contractor’s Safety
Programme shall incorporate all the principles of the RCSB’s Safety Programme.

This safety programme shall ensure the involvement and active participation of all RCSB
and Contractor’s employees by requiring safety training which will promote recognition
of unsafe act, potential and actual hazards and the immediate corrective action to be
taken. All employees shall be consistently conscious of their responsibilities to work in a
safe manner.

Each individual Contractor has a contractual responsibility to execute his work using safe
methods and to comply with the safety programme and all safety statutory legislations.

The project manager shall closely monitor the compliance of all workers at site, all
contractors, and their respective employees to ensure proper attention and die cautions
are exercised in the execution of work activities. The assistance and cooperation of the
consultants are anticipated in respect of this Safety Programme’s objective.

The work shall not proceed until the proper precautions have been taken to protect the
safety and health of all workers involved. Accidents and injuries are not necessary part of
any job and can be prevented by following the appropriate safe work practices.

A. Purpose
1. Prevent jobsite accidents by promoting awareness in pre-planning work
activities with emphasis on environmental, health and safety.
2. Outline the safety duties and responsibilities of all parties on this project.
3. Ensure individual Contractors establish and implement safety awareness
programmes and training, and monitoring to promote identification and
elimination of hazards and unsafe acts.

C. Responsibility
1. Safety and Health Committee
a) Shall assist in the development of Safety and Health rules and safe
systems of work.
b) Shall review the effectiveness of Safety and Health program.
c) Shall study the trends of accidents, near-misses, dangerous
occurrence, occupational poisoning or occupational diseases and
recommend corrective actions to be taken.
d) Shall review the Safety and Health Policies at workplace and make
recommendations to the employer for any revision of such policies.
e) Shall inspect the workplace at least once in every three (3) months to
ascertain if there is anything prejudicial to the Safety and Health of
persons employed therein.
f) Shall discuss observations made during the inspection of workplace
and if there are circumstances that are prejudicial to the Safety and
Health of persons employed therein, shall record the details of such
circumstances in a report.

g) Shall inspect the workplace, as soon as it is safe to do so, after any


accident, near-miss, dangerous occurrence, occupational poisoning or
occupational diseases has occurred.
h) Shall discuss the cause of accident, near-miss, dangerous occurrence,
occupational poisoning or occupational disease and make
recommendations to the employer on the measures to be taken to
prevent the reoccurrence of such incident.
i) Shall follow up on reports and factual information provided by
Department of Occupational Safety and Health (DOSH) or other
relevant Government agencies on matters pertaining to Safety and
Health.

2. Project Manager – RCSB


a) Shall enforce compliance with Project Safety Programme’s specific
standards and all other Safety Acts, codes and Regulations.
b) Shall coordinate and assist the Contractors in pre-planning their
operations to ensure the safety and Health of all workers and to
prevent personal injury and property damage.
c) Shall chair the monthly Project Safety and Health Meetings.
d) Shall assist the Contractors in providing direct supervision of new
or untrained workers, as necessary, to support safe work and to
explain the safety and health regulations at workplace and to
ensure they comply with them.
e) Shall make arrangements to provide the necessary
training for the Safety and Health Officer to function effectively.
f) Shall monitor and expedite activities related to the monthly Safety
and Health Meetings.
g) Shall issue Safety Bulletins pertinent to the project as often as
deemed necessary.
h) Shall receive all safety related correspondence and copies of all
accident reports.
i) Shall regularly inspect the Project to ensure safety compliance.
j) If deemed necessary, may direct the Contractors in respect of
safety non-compliance in writing. This formal directive may state
the allowable time frame for compliance or any correction that

shall be made, and alternative action in the event of Contractors


safety non-compliance.
k) Shall approve the Safety Representatives, who shall assist the
Contractors.

3. Safety and Health Officer – RCSB


a) Shall render assistance to the contractor’s safety supervisor to
conduct Induction Training for new workers.
b) Shall make a minimum of one (1) complete Project Safety Inspection
per week with a written report.
c) Shall implement immediate corrective action regarding non-
compliance with the project Safety Programme and/or Safety and
Health Statutory Regulations.
d) Shall check with his Supervisors and Contractors Safety
Representatives on disposition of safety related matters.
e) Shall render assistance at Contractor’s Tool Box Talks, if requested.
f) Shall render assistance to contractors in investigation and reporting
of all accidents, near miss accidents, dangerous occurrence,
occupational poisoning and occupational diseases, which has happen
or is likely to happen at the workplace.
g) Shall distribute and post all Minutes of Safety and Health Meetings,
Safety bulletins, and other safety related items.
h) Shall submit a monthly safety report before the tenth of each month
to the Safety Division (HQ).
i) Shall ensure safety observation reports/ NCRs are closed out and
conduct periodic inspection to ensure no reoccurrence of the above
issues.
j) Shall recommend to the management on actions to be taken towards
a contractor who does not comply with the EHS regulations.

4. Contractors Safety Officer / Supervisors / Safety Representatives


a) Shall foster safety awareness in all employees.
b) Shall attend monthly Project Safety and Health Meetings.
c) Shall conduct Tool Box Talks, with a written report and copies to the
respective Safety and Health Officer RCSB.

d) Shall advise and direct workers to perform their work in a safe manner
and develop the workers abilities to recognise potential and actual
hazards, unsafe conditions, unsafe act and practices.
e) Shall implement immediate corrective action regarding non-
compliance with the Project Safety Programme and/or Safety and
Health Statutory Regulations.
f) Shall report all safety related matters to the Project Manager and the
Safety and Health Officer.
g) Shall investigate and report all accidents, near miss accidents,
dangerous occurrence, occupational poisoning and occupational
diseases, which has happened or is likely to happen at the workplace.
h) Shall ensure all machineries used at site for the purpose of the project
are in good working condition and possess the necessary documents
as required by the legislation.
i) Shall keep updated file of all documents related to the machinery,
safety records etc at site and able to produce upon request.
j) Shall inspect the work site on a daily basis and to take immediate
action on any non – conformance identified.
k) Shall submit a monthly safety report before the 1st of each month to
the RCSB Safety & Health Officer of the business unit.
l) Shall be fully responsible for the Contractors and their appointed sub
– contractor’s environmental safety and health issues at site.
5. All project Staff and Employees
a) Shall perform their work in a safe manner for prevention of accidents
to themselves, fellow workers, the general public and property of all
concerned.
b) Shall attend the Induction Training and Tool Box Talks.
c) Shall alert their Supervisors of potential and actual hazards, unsafe
conditions, unsafe acts and practices.
d) Shall notify their Supervisors immediately of any accidents, near miss
accidents, dangerous occurrence, occupational poisoning and
occupational diseases, which had happened at the workplace.
e) Shall comply with their company’s Safety programme and in all
respects, Safety and Health Acts, Codes and Regulations.

D. Safety and Health Meetings


1. Monthly Safety and Health Meetings
a) The RCSB Safety Officer shall coordinate the activities for the Monthly
Safety and Health Meetings.
b) The following persons are required to attend:
I. RCSB business unit Technical Head
II. Project Managers of RCSB and contractors
III. Site Safety of RCSB
IV. Safety and Health Officer of contractors
V. All contractor’s Safety Representatives
c) Minutes of Project Safety and Health Meeting will be distributed to all
attendees, RCSB management, the Project Consultants and to HQ
safety department.
2. Tool Box Talks
a) RCSB and each Contractor shall hold occasional Tool Box Talks,
weekly, or as deemed necessary.
b) Shall be chaired by the respective Safety Supervisors/Contractors
Safety Representatives.
c) The Tool Box Talk Minutes shall be copied to the RCSB Safety and
Health Officer.
d) The Minutes shall contain the following:
