HSE The abbreviation for Health (Hygiene), Safety, and Environment.

HSE File The gathering of all documents regarding HSE brought together by all construction
partners.

Contractor Each employer engaging persons for the site or each self-employed person carrying out
work contracted to him.

Suppliers Each company that supplies goods or services on the work site.

HSE Plan A document drawn up by the main contractor and contractors containing a detailed
enumeration of all measures provided for by the concerned company to ensure HSE is
maintained at the construction site. It describes at the very least the most important
activities, the applied means, the possible risks and measures to be taken.

HSE Rep The person appointed by the main contractor as the person responsible for HSE at the
construction site. For lack of such a person the site manager ensures this function.

Construction site All places where the main contractor must carry out works by virtue of an assignment
given to him.

SEC Saudi Electricity Company.

SEC Rep The person appointed by the SEC Projects department as the person responsible for HSE
at the construction site. For lack of such a person the site SEC project manager ensures
this function.
ISD Industrial Security Department

GENERAL

1. All employees / contractors and suppliers shall strictly adhere to the Saudi national laws and regulations,
SEC OHS standards, procedures, approved HSE /Loss Prevention Plan and applicable international and
industry standards.
2. All contractors and suppliers shall have proper insurance arranged for their equipment and personnel.
3. Contractors of contractors shall be the responsibility of their sub- contractor and are subject to the same
rules.

ORGANIZATION

4. The HSE representative coordinates all HSE matters for the whole of the activities at the construction
site. Practical arrangements between the main contractor and the sub- contractors specifically regarding
HSE at the construction site are dealt with by the HSE Rep. Contractors commit themselves to observe
and follow up all instructions given in this regard.
5. Before starting the works, each contractor must submit his HSE Plan and discuss it with the HSE Rep if
necessary.
6. The contractor commit themselves to be present at the HSE meetings organized by the HSE Rep.
7. Each contractor must appoint a HSE Rep who is present during the activities at the construction site.
8. Each contractor organizes safety meetings (toolbox talks / training sessions) at the construction site with
all his site personnel, during which specific safety items are discussed. He will forward a copy of the
report and attendance list to the HSE Rep.

9. Each contractor confirms that his employees have the necessary training / professional skills and physical
fitness to carry out the tasks assigned to them and to use and operate the corresponding equipment in a
perfectly safe manner. He will submit the required supporting evidence upon request of the HSE Rep.
Site HSE induction shall be conducted for all personnel, be it SEC, contractor, sub-contractor, suppliers,
vendors and visitors before entry onto a construction site.
10. Employees of the contractor at the site are allowed access to those places that are necessary for carrying
out their works.

EMERGENCY PROCEDURE

11. Each employee / contractor must inform the HSE Rep about every accident, incident or damage with the
scope of his activities at the construction site and submit a notification report to him on the day it
occurred. An investigation report can be requested.
12. Each employee / contractor must ensure that the legally required facilities such as fire extinguishers and
first aid material are available on the site.
13. Each employee / contractor must have sufficient, adjusted and proper fire extinguishing equipment that
is adjusted to the fire risk connected to his activities. For some works a hot work permit may be
required. Consult with the HSE Rep.
14. Each contractor must have sufficient first aiders and firefighting personnel as per the requirements
15. Each contractor shall develop, maintain emergency and response plans that covers all identified
emergency scenarios, and shall conduct regular drills as per national regulations and SEC OHS
requirements.

PPE (PERSONAL PROTECTIVE EQUIPMENT)

16. Wearing PPE at the construction site in accordance with the laws and site rules is compelled for
everyone.
17. Each contractor must provide PPE to his personnel and/or visitors at his own expense and he must
ensure that they are actually used. He must check and if necessary replace them at regular intervals.
18. Each contractor ensures that his employees, in accordance with their training and the instructions given,
use the PPE in the appropriate manner and store them safely after use.

COLLECTIVE MEANS OF PROTECTION (CMP)

19. Each contractor must, where necessary, provide CMP to prevent incidents. The choice is made according
to the HSE regulations.
20. Each contractor arranges for the installation and removal of CMP in consultation with the HSE Rep.
Installed CMP should never be removed without placing substitute protection.
21. Each dangerous or unhealthy situation observed at the construction site must be immediately reported
to the HSE Rep.

ORDER AND CLEANLINESS

22. Each contractor must clean at least on a daily basis the places at the construction site where he is
working and remove all waste. The HSE Rep can have third parties clean up the areas at the contractor’s
expense if the latter fails to do so.
23. Roads, passages and staircases must be free of obstacles at all times. Flexible pipes and cables should nit
block a passage. If they cross a passage they must be protected against damage.
24. In consultation with the site manager all material must be stacked orderly and stable, protected against
weather influences and in the appropriate areas.

25. It is prohibited to burn waste at the construction site.


26. The removal of waste and/or packaging material must be done according to regulation.
27. Preventative measure must be taken to protect against soil, air, and water pollution.
28. Drums, canisters, tanks with oil, diesel or other hazardous products shall be kept in drip trays or bund
walls.
29. Bunkering or refilling shall be executed to conform to the regulations.

CONSTRUCTION SITE FACILITIES

30. The method statement and other execution plans are kept in the HSE file at the construction site. It
includes at least the following information:
 Access, roads, driving direction and parking lots (Traffic Management Plan).
 Location of underground or other utilities.
 Areas for health facilities, storage of materials, workshops etc.
 Use of tower cranes.
 First aid posts.
31. Each contractor is compelled to provide his employees the legally required health facilities and to keep
them in a proper condition. Meals should only be taken in facilities provided. If the main contractor
provides these facilities, contractors must ensure their maintenance.
32. The use of the installation of the main contractor by third parties is forbidden except when mutually
agreed upon in writing.
33. Setting up site offices, canteens, changing rooms, sanitary facilities, storage rooms etc. is only allowed in
accordance with the construction implementation plan and consultation with the SEC Rep.

ELECTRICAL INSTALLATIONS

34. Electrical installations must be tested by a recognized body in accordance with regulations. Each fault
must be reported the HSE Rep immediately.
35. DB / Fuse boards must be closed at all times. Their connection is only allowed with adjusted plugs. All
connections must be suited for their intended use. Only industrial plugs may be used on the construction
site.
36. Leads must always be hung up and/or shielded against possible damage.
37. Each contractor is responsible for lighting the areas at the construction site where he carries out works.
This lighting must be carried out according to legal requirement. The HSE Rep organizes the general
lighting and the emergency lighting if necessary.
38. Each contractor is responsible for permanent and forced ventilation at offices, camps and construction
site where he carries out works. The HSE Rep organizes the forced ventilation in confined or other spaces
if necessary.

WORK EQUIPMENT

39. All critical equipment and heavy machinery shall be checked daily and weekly in accordance with
regulations and site rules.
40. Only electric material and other small tools that is in accordance with regulations is allowed at the
construction site and can be connected to the provided fuse boards.
41. Each contractor must mark his work equipment in such a way that it is identifiable.
42. Each contractor ensures that his work equipment is suited for the work to be done and regularly tested
by a qualified person to guarantee safety and health when used. Upon request of the HSE Rep, the
instructions for use and the safety and health instructions must be submitted.
43. When using work equipment of third parties the user is responsible for his safety.
44. Lifting equipment:
 All lifting equipment and lifting gear and all earth moving machines used to hoist loads that are
brought to the construction site must be fitted with a valid test certificate.

 A copy of the valid test certificate must be handed out to the HSE Rep before commissioning the
equipment. For lack of such certificate the HSE Rep is entitled to take the equipment out of service.
All test reports are included in the HSE file.
 When using several lifting devices with overlapping booms a procedure for their use must be drawn
up in consultation with the HSE Rep.
 Operators, supervisors and other personnel involved in lifting operations shall be competent and
qualified.
 SWL shall be known, indicated and taken into account when lifting.
 Color code shall be implemented.
45. Ladders must always be in good condition and fitted with adjusted anti-skid shoes. When in use, place in
a stable manner on a solid surface. No makeshift ladders are allowed on construction sites.
46. Scaffolds
 Each scaffold as of 2 meters high is fitted with railings, intermediate railings and toe boards.
 The work floor is accessed by means of staircase or ladders.
 Before commissioning the scaffold, the scaffold must be inspected on a weekly basis by a qualified
scaffold inspector of the contractor, tagged and labeled using scafftags.
 For high scaffolds or for scaffolds subjected to extraordinary loads the required calculation notes
must be submitted to the HSE Rep.
47. Excavations, Trenches and Floor Openings
 Contractor must ensure that all excavation work is carried out under the supervision of a competent
person who has been appointed in writing.
 Barricading to be provided around all holes or openings to prevent any person being injured as a
result of a fall.

DANGEROUS PRODUCTS

48. All products at the construction site must be labeled according to the prevailing legislation. The use of
inflammable, toxic or other dangerous products must be mentioned in the HSE plan.
49. The storage of products and the removal of the packaging must be done in accordance with the
legislation and in consultation with the SEC Representative. Good ventilation shall be provided.
50. A copy of the MSDS of the used products must be submitted to the HSE Rep before putting it in use.
51. If works are carried out during which damaging or irritating vapors or gasses are released, this must be
reported to the HSE Rep immediately. Measures must be taken to discharge the gasses in a safe and
efficient way.

HOT WORK OPERATIONS

52. Each contractor shall ask the HSE Rep if a hot work permit is required before starting to work with open
flam. The contractor must provide fire extinguishers according to the risks connected to the works.
53. Gas cylinders must be handled with great care. Gas cylinders that are not being used are stored outside
the building at a fixed spot, straight, fixed, fitted with protective caps and protected against the sun.
54. When used, oxygen and other gas cylinders must be held vertically. They must be assembled on a bottle
rack and secured by chain or fiber rope. At the end of the workday the gas cylinders are blowing down,
closed and hoses tidied up.
55. Flame arrestors shall be used at both ends of the hose.

SAFE WORK PRACTICE

56. Safe work practices shall be adhered to. If required, a risk assessment shall be performed for the scope
of work of the contractor.
57. A Job Safe Practice (JSP) shall be performed for each job activity before start of work.
58. The permit to work system of the construction site shall be adhered to.

59. Risk assessments, JSP, risk based job specific Toolbox talks and Work Permits shall be kept in an
appropriate Safety Management Information (SMI) board or box at the place of the job activity.
60. The contractor is responsible for all required inspections of his equipment and his works.

HEALTH AND SAFETY DISCIPLINE

61. Contractors shall ensure that all site employees, visitors, vendors and suppliers are receive a copy of the
SEC Life Saving Rules, are inducted in their application and are monitored daily for compliance.
62. Where a breach of the SEC Life Saving rules or a Site Health & Safety rule or the Contractors Safety
Procedure is identified the Contractor must ensure that disciplinary action taken is taken in accordance
with an approved disciplinary procedure, SEC Contracting manual and/or the SEC Work Regulation
Bylaws.

SUPPLIERS AND VENDORS

63. Suppliers and vendors are subjected to the same requirements as contractors listed above.

SECURITY

64. Deliveries at and visits to the site shall take place in accordance with the project and/or SEC ISD security
rules.
65. Only persons in possession of relevant passes are allowed to enter the site. Passes can be obtained
through the main contractor in consultation with SEC representative and SEC ISD Security requirements.
