MEMORANDUM OF UNDERSTANDING

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Understanding is entered into by and among:

TAGAYTAY COMPONENT CITY POLICE STATION, CAVITE POLICE PROVINCIAL POLICE

OFFICE as represented by PLTCOL CHARLES DAVEN M CAPAGCUAN, Chief of Police, herein
after referred to as "FIRST PARTY";

Barangay Calabuso, Tagaytay City, Province of Cavite as represented by Hon. Monico M.

Natividad, herein after referred to as "SECOND PARTY"; and

City ABC President as represented by Hon. Florencio Sanggalang ABC President of

Tagaytay City Province of Cavite, herein after referred as “THIRD PARTY”.

WITNESSETH:

WHEREAS, Republic Act No. 6975 as amended by Republic Act No. 8551 provides that the
Philippine National Police (PNP) shall be a community and service-oriented agency responsible for
the maintenance of peace and order and public safety. A highly efficient and competent police force
which is national in scope and civilian in character administered and controlled by a National Police
Commission;

WHEREAS, Sec. 51 of Republic Act No. 6975 as amended by Republic Act No. 8551 provides
for the powers of Local Government Officials Over the PNP Units or Forces of which among others
the powers of City and Municipal Mayors as regards Integrated Community Safety Plans, viz: The
municipal/city mayor shall, in coordination with the local peace and order council of which he is the
chairman pursuant to Executive Order No. 309, as amended, develop and establish an integrated
area/community public safety plan embracing priorities of action and program thrusts for
implementation by the local PNP stations.

WHEREAS, Department of the Interior and Local Government (DILG) has recently launched
its Anti-Illegal Drugs Advocacy Program dubbed as: BUHAY INGATAN DROGA'Y AYAWAN (BIDA)
Program.

WHEREAS, DILG Secretary Benjamin "Benhur" C. Abalos, Jr. said the BIDA Program is a
nationwide anti-illegal drugs advocacy program involving local government units (LGUs), national
government agencies (NGAs), and other key sectors of the society that will focus more on drug
demand reduction and rehabilitation in the community coupled with arrests. Abalos said the key to the
success of BIDA is the support of the communities coupled with arrests and the people themselves
who should reject and say no to illegal drugs) and report the drug activities in their areas to the
authorities.
 NOW THEREFORE, in consideration of the foregoing premises, the PARTIES agreed to
ADOPT and LAUNCH the BUHAY INGATAN DROGA'Y AYAWAN (BIDA) Program within the City of
Tagaytay, Province of Cavite with the following program structure;
1. THIRD PARTY shall allocate budget for the implementation of the program and shall be
considered as Chairman to act as the overseer on program's effectiveness by engaging the local
officials within the municipality;
2. SECOND PARTY shall be the focal person of the program and shall be considered as the
Vice-Chair;
3. FIRST PARTY shall be responsible in the implementation of the program within the
Municipality and will provide the necessary law enforcement support and information gathering with
the help of Barangay Information Network (BIN);
4. SECOND PARTY and FIRST PARTY shall be responsible in coordinating with concerned
Govemment Agency, Non-Government Organizations (NGO) and other stakeholders within the
municipality to participate in the program; and
5. The PARTIES along with the stakeholders, NGA and NGO shall meet from time-to-time to
assess the progress and effectiveness of the program and shall develop strategy and policies to
further enhance the program leading to its successful implementation.

EFFECTIVITY CLAUSE:

This MOU shall be effective immediately upon signing thereof by the parties and shall remain
in full force and effect until terminated by any of the parties.

IN WITNESS WHEREOF, we have hereunto set our hands this February 05, 2024 at City of
Tagaytay, Province of Cavite, Philippines.
