Status of Cold Storages in India

1. Cold Storage Facilities in India


The total number of cold storages in India is 5,381 with total installed capacity
of 24.45 million MT. Uttar Pradesh and West Bengal account for more than 60 per
cent of the cold storage capacity followed by Punjab, Bihar, Gujarat, Andhra Pradesh
and Madhya Pradesh. Over ninety five percent of the cold storages are in the private
sector. The State-wise details of cold storages is given at Annexure I.
2. Commodities Stored in Cold Storages
As per Report of the Task Force on Development of Cold Chain in India
constituted by Ministry of Agriculture in May, 2007 more than 80 per cent of the
capacities are utilized only for potatoes and about 17 percent fall under multi
commodity category. Uttar Pradesh has the highest number of cold storages and cold
storages capacity primarily occupied by potatoes. West Bengal ranks second. Other
important potato stocking states are Punjab, Bihar, Gujarat and Madhya Pradesh.
Most of the multi-purpose cold stores are also used for potato storage besides
providing storages for chilies, dry fruits, spices, vegetables etc. Cold Storages for meat,
fish, milk and milk products and for other commodities such as chilies and other
spices account for about one percent of the total cold storage capacity. These cold
storages are usually smaller in capacity. Maharashtra followed by Andhra Pradesh are
the top two states in milk and milk product cold storages.
3. Capacity Utilisation of Cold Storages in India
As per the Report of the Task Force on Development of Cold Chain in India, the
all India capacity utilization is around 48 percent. Andhra Pradesh has the highest
capacity utilization at 92 percent followed by Karnataka (60%), Maharashtra (55%),
Gujarat (51%) and Rajasthan (52%). Uttar Pradesh (46%), West Bengal (29%), Bihar
(35%) and Punjab (43%) are lower than the national average. This is due to significant
number of potato stocking cold storages in these states (which remain closed during
the lean seasons). The capacity utilization in Andhra Pradesh is higher due to storage
of red chilies, usually stored round the year.

4. Schemes, Eligibility & Pattern of Assistance under various schemes


Ministry of Agriculture
Under National Horticulture Mission (NHM), Credit linked back ended subsidy
@ 40% of the project cost in general areas and 55% in case of hilly and schedule areas
for individual entrepreneurs is available for setting up of cold storages. National
Horticulture Board (NHB) provides capital investment subsidy @ 40% for
construction/ expansion/modernization of cold storages, CA storages, MA storages
and pre-cooling units. Under Horticulture Mission for North East and Himalayan
States (HMNEH) scheme credit linked back-ended subsidy @ 55% of capital cost is
available. The detail of assistance provided under these schemes is at Annexure II, III
& IV respectively.
Besides, assistance is also available under Ministry of Food Processing
Industries scheme of cold chain @ 50% of cost of plant, machinery and technical civil
works in general areas and 75% for North Eastern and difficult areas subject to
maximum limit of ` 10.00 crore. Under APEDA scheme infrastructure development
assistance is provided to the tune of 100% of eligible cost to public sector and 25% of
eligible cost for setting up of common infrastructure facilities, including cold storage.
The establishment of cold storages is a project based activity and projects are
sanctioned by various Departments as per operational guidelines based on
applications received from individual entrepreneurs, cooperatives, associations and
public sector.

5. Technical Standards
Till 2009, Technical Standards and protocols for cold storage were not available.
The Department has now standardized and circulated following Technical Standards/
protocols for development of cold chain projects in February, 2010. These standards
are available at NHM web site www.nhm.nic.in.
(i) Technical Standards for Cold Storages for fresh Horticulture Produce not
requiring pre-cooling.
(ii) Technical Standards for Cold Storages for Fresh Horticulture produce which
require pre-cooling.
(iii) Technical Standards for Control Atmosphere Cold Storage.
Assistance under the schemes of National Horticulture Mission, National
Horticulture Board and Horticulture Mission for NE states is linked to adoption of
technical standards for establishment of cold storage units.
6.

New Initiatives

Government is in the process of making functional the National Centre for Cold
Chain Development (NCCD). NCCD will promote and develop integrated cold chain in
India for perishable agriculture and horticulture produce including that of allied
sectors. This Centre would be autonomous and work closely with industry and other
stake-holders. The main objectives of the centre are to recommend standards and
protocols for cold chain infrastructure; guidelines for human resource development
and appropriate policy frame-work for development of cold chain. As per the
recommendation of a Task Force constituted by this Ministry, a Special Purpose
Vehicle (SPV) is also under consideration of Government to carry on the business of
facilitating development of an integrated cold chain and allied infrastructure in the
country.
