Modified Guidelines for connecting to the Video Conference in all

the Benches of the High Court of Karnataka from
11.12.2023 on Pilot Basis

1. All the Advocates, party-in-persons, Litigants, Media persons shall

get themselves compulsorily registered on the Zoom platform as a
onetime measure by signup procedure.

2. Only such registered users are allowed to join the Video Conference
for the Court Hall proceedings as a signed in users.

3. Before getting registration in the Zoom Platform by signup

procedure, each Advocate, party-in-person, Litigant, Government
Department shall mandatorily register in the High Court Online
Digital Case Diary portal by visiting URL:
https://karnatakajudiciary.kar.nic.in/advreg/

4. The above requirement of mandatory registration in online digital

case diary is necessary to whitelist the email IDs Provided therein
for giving them access to the Court Hall Proceedings through VC.
The said measure is necessitated to safe guard the cyber security
issue.

5. Please note, the email IDs furnished while registering in the Online
Digital Case Diary of the High Court of Karnataka shall be the email
ID as a signup / login ID in the Zoom VC Platform.

6. Those Advocates, party-in-persons, Litigants, Government

Department who have already registered in the Online Digital Case
Diary shall use very same email ID provided therein in the Zoom
Platform for signup / login.

7. However, the Advocates, party-in-persons, Litigants, Government

Department who have not registered in the Online Digital Case
Diary so far shall register themselves immediately by furnishing
email ID by following the above stated URL and use the very same
email ID in the Zoom Platform.

8. The Advocates, party-in-persons, Litigants shall put their participant

Names as List No. Case no and name. (Ex. List-1: WP 1/2003:
Rama)
 9. The Media persons listed for accreditation in the High Court of
Karnataka shall send their email IDs to the email ID of the Registrar
computers (regcomp@hck.gov.in) so as to whitelist their email IDs
for their access to the Court Hall Proceedings in the High Court
through VC. The said Media persons shall put their name along with
the media which they represent compulsorily while joining through
VC.

10. Please note, waiting room is enabled in all the Court halls. Only the
participants with the correct case numbers shall be allowed to
participate in the Court Proceedings.

11. The Participants from outside India, shall in advance send e-Mail to
Registrar Judicial requesting for permission to join the VC links i.e
regjudicial@hck.gov.in

Schedule-I of Rules for Video Conferencing for Courts-2020
1. All participants shall wear sober attire consistent with the dignity of the proceedings. Advocates shall be
appropriately dressed in professional attire prescribed under the Advocates Act, 1961. Police officials shall appear in
the uniform prescribed for police officials under the relevant statute or orders. The attire for judicial officers and Court
staff will be as specified in the relevant rules prescribed in that behalf by the High Court. The decision of the Presiding
Judge or officer as to the dress code will be final.
2. Proceedings shall be conducted at the appointed date and time. Punctuality shall be scrupulously observed.
3. The case will be called out and appearances shall be recorded on the direction of the Court.
4. Every participant shall adhere to the courtesies and protocol that are followed in a physical Court. Judges will be
addressed as “Madam/Sir” or “Your Honour”. Officers will be addressed by their designation such as “Bench
Clerk/Court Officer”. Advocates will be addressed as “Learned Counsel/Senior Counsel”.
5. Advocates, Required Persons, parties in person and other participants shall keep their microphones muted till such
time as they are called upon to make submissions.
6. Remote Users shall ensure that their devices are free from malware.
7. Remote Users and the Coordinator at the Remote Point shall ensure that the Remote Point is situated in a quiet
location, is properly secured and has sufficient internet coverage. Any unwarranted disturbance caused during video
conferencing may if the Presiding Judge so directs render the proceedings non-est.
8. All participants’ cell phones shall remain switched off or in airplane mode during the proceedings.
9. All participants should endeavour to look into the camera, remain attentive and not engage in any other activity
during the course of the proceedings.
