MMDA: Why are you blind to the transportation needs of road users who use tricycles,
pushcarts, pedicabs, kuliglig, e-bikes, e-trikes, and light electric vehicles (LEVs) when
they have the same right to safe mobility as the 6% of Filipinos who own a private car?
The Move As One Coalition calls out the MMDA for its misleading announcement
regarding tricycles, pushcarts, pedicabs, kuliglig, e-bikes, e-trikes, and LEVs on national
roads. MMDA makes it appear that using all these vehicles is absolutely prohibited on
national roads.

This is not true. There are exceptions listed in MMDA’s own Memorandum Circular
04, Series of 2024, Implementing Guidelines for MMDA Regulation 24-002.

But the agency omits this information in its announcement, which is a grave disservice
to the public – the Filipino taxpayers - that the agency purportedly serves.

The Move As One Coalition emphasizes that LEVs for exclusive private use
are not required to register with DoTr or its attached agencies, in
accordance with Section 9(b) of Republic Act 11697 or the Electric Vehicle

By failing to include the exemption stated in Section 9(b) of EVIDA, MMDA’s
Memorandum Circular 04 violates EVIDA. Furthermore, it allows law enforcers to
collect a fine of P2,500 from violators.

The Coalition emphasizes that LGUs are mandated to provide segregated lanes for LEVs
in all major local and national roads, in coordination with the DPWH, provided that
such lanes may be integrated with bicycle lanes, in accordance with Section 11(c) of
Republic Act 11697, the EVIDA law.
