LEASING OF WASHING MACHINES AND DRYERS
1. INTRODUCTION
1.1 The Authority has a requirement to establish a leasing contract for washing machines
and dryers. The leasing period shall be for a duration of 2 years (Firm Requirement)
with an option to extend for 1-year, tentatively commencing in March 2022 and will be
awarded to one (1) Contractor.
1.2 The Authority has a requirement for the leasing of 40 units of washing machine and 40
units of dryer.
2. SCOPE OF REQUIREMENTS
2.1 Leasing of Commercial Laundry Systems for the washing and drying of SCDF residential
trainees (training clothing) who reside in both SCDF-CDA Dormitory 1 & 2.
2. Options available to control the usage of the washing machine and dryer by physical
token (currency and coins are not accepted).
3. 6,000 tokens are required per month for the operation of both the washing machines
and dryers. Authority shall request for additional tokens as and when required. The
tokens are to be given to CDA at the start of the contract. CDA will distribute it to the
respective personnel. CDA will collect all the used tokens directly from the machines.
4. The washing machines and dryers shall meet the following technical specifications
and other requirements:

b. Dryer
3.1 The Contractor shall provide their own transportation, equipment, tools and accessories
to install the washing machines and dryers. Similarly, at the end of the contract,
disassemble and retrieve the equipment at own cost, returning the Authority’s premises
back to its original condition.
3.2 The washing machines and dryers shall be installed at the laundry rooms of the
dormitories (CDA Dormitory 1 & 2). The Authority shall advise on the exact locations.
4. MAINTENANCE REQUIREMENT
4.1 The Contractor shall maintain the equipment supplied on three (3) monthly interval.
The maintenance servicing shall cover all necessary servicing, parts replacement,
labour, transport and repairs to keep the equipment in optimum condition.
4.2 All prices stated shall be deemed to include all transportation and labour charges for
maintenance checks and repairs for the duration of the leasing.
4.3 The Contractor shall guarantee the availability and capability to supply the spare parts
required to support the operation and maintenance of the equipment supplied.
4.4 The Contractor shall provide a contact number to the Authority for activation of fault
repair and maintenance service. The repair turn-around-time herein defined as the period
of time commencing from the time a breakdown is reported by the Authority to the
Contractor to the time the said breakdown is fully rectified or a one-to-one replacement
for the faulty machine is delivered. The Contractor shall rectify all breakdowns or provide
a one-to-one replacement machine within the repair turn-around-time of 2 days. Should
the Contractor fail to meet the repair turn-around-time, the downtime shall commence
immediately to the time the said breakdown is fully rectified or a one-to-one replacement
for the faulty machine is delivered. Payment for lease will not be made by the Authority
for the entire duration of downtime based on the formula below:
Downtime (days)/30 calendar days x Monthly Lease Price Per Faulty Washing Machine
or Dryer
4.5 The Authority reserves the right to terminate the contract if the downtime exceeds 30
calendar days.
5. OTHER CONDITIONS

5.2 Test certificates where applicable, catalogues and detailed specifications shall be attached
with the tender documents for evaluation.
5.3 The Contractor shall warrant the item/equipment against defective materials, poor
workmanship, inadequate performance and malfunctioning for the duration of the lease.
Any rectification from the above shall be acted upon immediately and all cost to be borne
by the Contractor.
6. DELIVERY

6.2 The machines are to be delivered within 1 week from date of Letter of Acceptance (LOA)
to CDA Dormitory 1 and 2.
7. PAYMENT SCHEDULE
7.1 Payment shall be made on a monthly basis upon installation and commissioning of the
washing machines and drying equipment.
8. EVALUATION CRITERIA
8.1 The proposals will be evaluated in two phases: Phase 1 – Critical Criteria and Phase 2 –
Price.
Any proposal that does not comply with any of the requirements listed below shall be
disqualified and offers will not be considered for further evaluation:
(a) Tenderers (including any of their first level sub-contractors) shall not be debarred
from Government Tender.
The proposals that complied with the Critical Criteria will be further evaluated based on
lowest price.
