Technical Specification for Steel Plates

1.0 SCOPE:
This specification covers requirement for Carbon
Steel Plates of Structural Quality as per IS: 2062 Gr. E
250- A (as a minimum requirement) intended
primarily for welded storage tanks for petroleum
products.

Plates shall conform to IS: 2062 –Grade E 250- A –


2006 as a minimum requirement and to this technical
specification.

Reference is made to IS: 2062-2006 for all


abbreviations used in this document. Reference shall
be made to IS: 2062-2006 wherever applicable.
Sampling & other details for all the tests required by
this specifications shall be in accordance with
IS:2062-2006.

2.0 GENERAL:

2.1 STEEL PLATES MANUFACTURED BY STEEL MAKERS ONLY


WILL BE ACCEPTED.PLATES ROLLED FROM SLABS THAT
ARE SOURCED FROM THIRD PARTIES WILL NOT BE
ACCEPTED.

2.2 Plates supplied to this specification shall conform to


IS: 2062-2006 with additional requirement mentioned
herein.

2.3 The plates shall be free from surface flaws,


laminations and any other harmful defects.

2.4 The tolerance for plate thickness, width and length
shall be ZERO in negative side and the tolerance for
plate thickness, width and length on the positive side
shall be in line with the tolerance limit(s) specified in
the latest issue of IS : 2062 in accordance with IS
1852 –latest edition. In the event the bidder offers
plates of lesser thickness and width for any of the
tendered items, the offer(s) of such item(s) shall be
liable for rejection.

2.5 Final rolling shall be lengthwise with desired width.

2.6 The plates shall be free from injuries and defects and
shall have workmanlike finish. Reconditioning / repair
of plates by welding is not permitted.

2.7 Invoicing should be based on actual weight of the


plates supplied and it should be within the maximum
positive tolerance allowed for steel plate in IS 1852
latest edition. Weight beyond permissible positive
tolerance in accordance with IS:1852 latest edition
shall not be paid.

2.8 Plates shall comply with Chemical composition as


per table 1 of IS:2062-2006.

The manufacturer shall comply with the following


requirements; perform and furnish Test reports for the
following:

Ladle analysis shall be carried out @ 2 samples/Heat


of 100 MT & @ 1 sample/Heat of 50 MT

Product analysis shall be carried out @ 2


samples/Heat of 100 MT & @ 1 sample/Heat of 50 MT

2.9 Plates shall have following Mechanical Properties:

Bidders to note that HPCL requirement is E 250 –A


quality only. However, HPCL shall accept plates of E-
250-B quality also subject to the plates conforming to
all the specifications of E-250-B quality as per IS:2062-
2006 and accordingly the TPI agency shall carry out
the inspection of the plates .

APPLICABLE FOR E 250 A OR B ( FOR LESS THAN 20MM THICKNESS)

• Yield Strength : 250 MPa minimum

• Tensile Strength : 410 MPa minimum

• Elongation : 23% min.

• Bend Test : 3t (min) for E-250 Gr. A &


2t (min) for E-250 Gr. B
• Charpy Test : applicable for E-250-B quality &
thickness of 12mm & above.

2.10 The manufacturer shall possess valid BIS certification


licence for IS: 2062. Copy of the valid licence shall be
submitted to HPCL. Each plate in each pack shall
carry Manufacturer’s Name/Logo and BIS
certification / Licence Number.

3.0 SUPPLEMANTARY TECHNICAL REQUIREMENTS :

3.1 The manufacturer shall perform all tests required for


ascertaining Chemical Composition and Mechanical
Properties in accordance with IS: 2062-2006 and
furnish Certificates of same.

Additionally inspection reports for Dimensional


checks and Surface conditions shall be furnished by
the manufacturer confirming that the plates are
dimensionally acceptable and free from surface
flaws, laminations and any other harmful defects.

3.2 The material has to be inspected by any one of the


following third party inspection agencies:

1. CEIL 2. LLOYD3. DNV 4. BV

Material shall be inspected by third party as per the


Scope of Third Party inspection (TPI) set out in this
document. All materials despatched to Site must be
accompanied by TPI Release notes. The TPI release
notes shall carry TPI endorsement confirming
compliance to the technical specifications stated in
this document.

3.3 HPCL’s approval on Technical Delivery Conditions


duly vetted by TPI shall be obtained prior to
commencement of production of steel plates.
Technical Delivery Conditions shall cover all aspects
of this specification including the role of TPI.

4.0 SCOPE OF THIRD PARTY INSPECTION :

a. Chemical Properties:

• Review & approval of Manufacturer’s test reports


for Ladle analysis.
• Witness & approval of Manufacturer’s test reports
for product analysis.

b. Mechanical Properties:

• Yield strength; Tensile Strength & Elongation:


Witness & approval of manufacturer’s test reports
conducted on two test samples/cast/heat.

• Witness & approval of manufacturer’s test reports


conducted on two sample tests per cast/heat for
Bend tests.

• Witness & approval of manufacturer’s test reports
conducted on one test sample taken from thickest
product per cast/heat. Please refer Cl.12 of
IS:2062-2006 for further details.

c. Surface Condition:

• Review & approval of Manufacturer’s Visual


inspection reports for surface @ 100% for all plates
complying with requirement of this Technical
Specification.

• Witness and approval @ minimum 2 samples for


each thickness.

d. Dimensions:

• Review & approval of Manufacturer’s visual


inspection reports for dimensions @ 100% for all
plates complying with requirement of this
Technical Specification.

• Witness and approval @ 2 samples for each


thickness.

5.0 Certified Documents :

The supplier shall furnish 2 copies of all Certificates/


documents inclusive of all test certificates and TPI
inspection release notes required as per this
specification before shipment. The actual values
obtained shall be recorded in the test certificates.

6.0 Painting & Coating :

No painting / coating of any kind is permitted on


steel plates.

7.0 All steel plates shall be packed in bundles so that


there is no loss of plates in transit.

8.0 All the plates shall carry marking of Coil No. / Plate
No. / Heat No. , Size, Specification & BIS Stamping.
