1. Introduction
In order to promote the green development of the city and improve the
environmental quality, the Management Committee of Fuzhou New Industries Zone
(FNIZ) in Jiangxi Province submitted the "Fuzhou City Industry-City Integration
Demonstration Zone Project Implementation Plan" and plans to apply for a loan of 200
million dollars from the World Bank for the transformation and upgrading
construction of the green industrial park in Fuzhou. The project consists of three
construction contents, including Eco-Industrial Park (EIP) demonstration and waste-
free pilot, nature-based solutions and restoration of ecosystem services and technical
assistance and capacity building.
1.1 Project Background
Fuzhou, a prefecture-level city under the jurisdiction of Jiangxi Province, is located in
the eastern part of Jiangxi Province. Fuzhou is one of the 20 cities on the west coast
of the Taiwan Straits Economic Zone determined by the State Council, and the first
Poyang Lake Ecological Economic Zone incorporated in the national strategic regional
development plan of Jiangxi Province and one of the important cities in the former
Central Soviet Area.
In recent years, green development has become the key national development
strategy. The 13th Five-Year Plan proposes to support green clean production,
promote the green transformation of traditional manufacturing industries, promote
the establishment of a green and low-carbon recycling development industrial system,
encourage the upgrading of technological processes and equipment in enterprises,
develop green finance, and establish green development funds. This project is a
demonstration project to realize the transformation and upgrading of the green park
in FNIZ by using the World Bank loan.

The construction site of this project conforms with the three major national

development strategy policies, which are the national strategy of the Poyang Lake
Ecological Economic Zone, the national development strategy of the Western Straits,
and the strategy of revitalizing the former Central Soviet Area. It has obvious social and
environmental benefits.
1.2 Project Construction Contents
The spatial definition of the Jiangxi Eco-industrial Park (EIP) project: take the roads
adjacent to Qingfeng Reservoir and DingJialong Reservoir as the axis, the S1 block on
the north side, and the S2, S3, and S4 blocks on the south side. The location of the
project is shown in figure 1-3. The construction site of the project is the southern part
of Fuzhou City. The planned area of FNIZ is 39 square kilometers, and the developed
area is 20 square kilometers, with a permanent resident population of 150,000. The
project construction area is located in the planned area of the Binhe New Area (4
square kilometers), which is closely linked to the planning of the Binhe New Area. The
supporting infrastructure of the construction project depends on the construction
status and short-term and long-term planning of the two areas. The development
mode and direction of science and Technology Park are closely linked with regional
planning.
The construction contents of the project include three parts: EIP Demonstration and
waste-free Pilots; Nature based solutions and restoration of eco-system services; and
Technical Assistance and Capacity Building.
1) EIP Demonstration and waste-free Pilots
The purpose of this sub-project is to promote the development of EIP and the entire
Fuzhou New Industries Zone, meanwhile to lead and drive the Jiangxi- Fujian industrial
cooperation demonstration zone. It includes four blocks: S1 block, S2 block, S3 block,
and S4 block. The south side of S1 block is Jinpeng Avenue, the east side is Kezong No.
6 Road, and the west side is Kezong No. 5 Road. The south side of S2 block is S3 block,
Jinchao Avenue on the north side. Kezong No. 5 Road is on the east side, and Science
and Technology Avenue on the west side. The S3 block is on the south side of Weisi
Road, the north side is on the S2 block, the east side is Kezong No. 5 Road, and the
west side is Science and Technology Avenue. The south side of block S4 is S2. Block
S4’s the north side is Jinchao Avenue, and Science and Technology Avenue is on the
east side, and Kezong No. 4 Road on the west side.
2) Nature based solutions and restoration of eco-system services
The project plans to arrange ecological measures such as aquatic plant communities
and ecological ponds around the abandoned Qingfeng Reservoir and Dingjialong
Reservoir in Fuzhou New Industries Zone, which aims to use ecology-based and
artificial-assisted treatment modes to purify the water quality. Among them, Qingfeng
Reservoir and Dingjialong Reservoir can be connected according to the topographical
conditions and considered as a general landscape lake to create green landscape water
for residents to enjoy, travel, entertain, and sport in the future. The Binhe New Area
has affected the aquatic ecosystem during the development and construction, and the
existing greening has not formed a system. Taking the construction and development

of the Binhe New Area in the past five years into account, Qingfeng Ecological Park and
Dingjiallong Ecological Park are important components of the green space system of
the New Area and are also the building focus of public open spaces recently. According
to the plan, the two ecological parks will be transformed into water-friendly ecological
parks serving the people in the future.
3) Technical Assistance and Capacity Building
This project includes strengthening the project implementation capabilities, project
management, and project monitoring and evaluation.

This project in line with the overall urban planning and New Industries Zone planning
of Fuzhou, and the requirements of land use planning and land use policies, and is in
line with the basic ecological control line planning of Fuzhou urban planning zone.
1.3 Purpose of Social Impact Assessment (SIA)
The main purposes of the SIA of this project are: 1) to identify the main stakeholders
of the project through investigation and research and extensive public participation,
understand the needs and suggestions of various interest groups, and integrate them
into the project design; 2) to identify social risks and social issues, and focus on the
impact of the project on vulnerable families, women and other vulnerable groups
based on local economic and social development; 3) Through the promotion of various
means to support poverty and promote gender equality, the implementation of the
project can protect the interests of vulnerable groups; 4) a series of measures and
actions are proposed to maximize the positive impact and minimize the negative
impact of the proposed project, so that the implementation of the project can protect

the interests of vulnerable groups through mitigation measure proposed by this report.
1.4 The scope of SIA
This report will focus on the above content, describe the socio-economic development
of the project area, analyze the main social factors affecting the implementation of the
project; identify the main stakeholder groups, understand and analyze their needs and
concerns; identify the potential positive and negative impacts, analyze the social risks
that the project may bring; incorporate social factors related to the realization of the
project objectives into the project design, and propose measures to avoid or reduce
negative impacts. The evaluation scope of the project is the New Industries Zone, with
focus on Binhe New District. The scope of project SIA is shown in Figure 1-4.

1.5 SIA Methods


Entrusted by the project construction unit, the researchers formed a social evaluation
working group, and conducted a comprehensive economic and social survey during
October to November 2019 and in January 2020, with the assistance of the Economic
and Technological Bureau of FNIZ and village committees. The SIA working group did

the SIA with desktop review, focus group discussions, in house interviews,
participatory observations, and questionnaire surveys. On the basis of understanding
the local socio-economic development overview, the project construction needs,
possible positive and negative impacts, women's opinions and other aspects have
been fully negotiated with various stakeholders to understand the attitudes and needs
of various stakeholder groups on the project in order to consider and absorb their
suggestions in the project design.
(1) Desktop Review
In order to better conduct social impact analysis, the SIA working group has, through
Fuzhou Municipal People's Government, Civil Affairs Bureau, Construction Bureau,
Statistics Bureau, Civil Affairs Bureau, Women's Federation, Environmental Protection
Bureau and related streets, communities and other departments, Ministry of Civil
Affairs website of People's Republic of China, website of State Council for Women and
Children Working Committee and websites of government at all levels (province, city,
and county), collected a lot of information, including statistics on economic and social
development of the Jiangsu province, Fuzhou city, and New Industries Zone of Fuzhou,
and data and desktop review on poverty, gender, and green buildings.
(2) Focus group discussions
Focusing on relatively concentrated issues, such as the possible positive and negative
impacts of the project, and the attitudes, needs, opinions, and suggestions of different
groups on the project, investigations were conducted with focus group discussions. A.
Residents' Forum: six residents forum were held in Jiaoshang Village, Lijia Village and
Xiejia Village, with a total participation number of 252 residents, of which 77 were
women. b. Institutional Symposiums: Convened 10 institutional symposiums and 23
agencies participated, with a total number of 71 participants, among which, 25 were
women.
(3) Personal in-depth interview
In order to understand the livelihood model of the local people, the situation of land
acquisition and house demolition, the possible impact of the project for them, and the
situation of local women, the poor, ethnic minorities, and the impact of the project on
them, the investigators conducted personal in-depth interviews in the project area,
including low-income households, employees of small restaurants, and residents
affected by land acquisition and demolition. A total of 50 residents were interviewed,
of which 16 were women. 15 institution responsible persons or staffs were interviewed,
of which 5 were women. 6 persons from 6 enterprises were in-depth interviewed, of
which 5 were women. Investigators have communicated with different groups on their
respective concerns and have an in-depth understanding of the views and suggestions
of different groups in the project area on the project.
(4) Field observations
Field observations can help the social assessment personnel to have an intuitive
understanding of the socio-economic status of the project area and the construction

of the project. The investigators visited three villages where the project was
implemented, including Jiaoshang Village, Lijia Village, and Xiejia Village. By
participating in field observations, the investigators learned the social living conditions
of the people in project area and the enterprise environmental conditions of the
workers and got a direct understanding of the advantages and disadvantages of green
buildings and green industrial parks.
(5) Questionnaire survey
Questionnaire surveys were conducted among residents, affected persons of land
acquisition and house demolition, institutions, employees/workers, and enterprises.
The purpose of the resident survey is to understand the awareness and attitude of the
project. Three villages including Jiaoshang Village, Lijia Village and Xiejia Village in the
project affected area were selected. From October to November 2019, in order to
understand the socio-economic situation of the affected persons, the SIA team
conducted field visits to the affected households, and socio-economic surveys were
carried out to 102 households in Xiejia Village, Jiaoshang Village and Lijia Village which
are permanently affected by this project, which was 31.3% of the total affected 327
households.
In addition, in January 2020, the SIA team conducted a survey sample of 150
households in the Binhe New Area for land acquisition and house demolition
satisfaction, of which 150 households are within the scope of the project.
The purpose of the institutional survey is to understand the cadres' awareness and
technical mastery of green construction and green buildings. Forty people from
Construction Bureau, Economic and Trade Bureau and relevant units were randomly
selected to conduct a green construction questionnaire survey, and 38 valid
questionnaires were recovered. The focus of the project construction is engineering
construction, and Construction Bureau of FNIZ is in charge of this area and is
representative.
The purpose of the survey of labors is to publicize the project, to understand the views
of the potential workers on the project, and then to help the project optimize the
design and formulate policies to benefit residents in the project area in the future. 150
questionnaires were conducted in total and 147 questionnaires were valid. The
workers surveyed include workers in the park and workers outside.
The purpose of survey on enterprises in the park is to understand the basic situation
of the enterprises, the demand for the project, and the status and measures of the
enterprise's environmental management. A total of 6 companies were investigated.
A total of 437 questionnaires were valid, of which 175 were female, accounting for
40%. The socioeconomic survey is summarized in Table 1-1.

1.6 Key contents of the report


The research survey scope of this report covers the entire New Industries Zone of
Fuzhou City, and some macroeconomic indicators include economic indicators of
Jiangxi Province and Fuzhou City. The key survey objects are different stakeholders and
ethnic minority groups in the project area, with special attention to the vulnerable
groups (women, poor people, etc.) in the project area and those affected by the
project, such as residents of Fuzhou New Industries Zone, government officers
(beneficiaries), affected persons by land acquisition and house demolition.
The issues included in the SIA working group's investigation include: (1) project
information and knowledge; (2) project-related institutional roles and responsibilities;
(3) attitudes towards the project; (4) opinions and concerns about the project and
expectations; (5) practices involved in planning, implementation, monitoring, and
evaluation; (6) available institutional experience, expertise in project planning,
implementation, monitoring, and evaluation; (7) project risk and management; (8)
project gender action plan and stakeholder communication, consultation and
participation plan.

2. Socio-economic Profile of the Project Area
2.1 Natural geographical conditions
Fuzhou is surrounded by mountains on east, south and west three sides, where Wuyi
Mountains to the southeast, and Laoshan Mountains to the southwest. The terrain is
high in the south and low in the north. The terrain in the territory is dominated by hills
and mountains, with extensive spread of hills and valleys, and the river plain is wide,
and the land is contiguous. Fuhe water network reaches the whole territory. The rivers
in Fuzhou City belong to Poyang Lake system of Gan River in Yangtze River Basin. The
water system is complete, with densely covered rivers and continuous streams. The
water flow is large, and the sand content is low, with rich water resources. The city is
in the mid-subtropical monsoon climate, warm and humid, with abundant rainfall,
sufficient sunshine, long frost-free period, and distinct four seasons. The average
annual temperature is 17.6 °C, the average annual rainfall is 1735 mm, the frost-free
period is about 270 days, and the average annual sunshine is 1780 hours, which is very
suitable for crop growth.
The New Industries Zone is the seat of Fuzhou Municipal Party Committee and
Municipal Government. It is located in the transition zone between Gan Fu Plain and
Wuyi Mountains. The overall terrain is relatively flat and open, high in the south and
low in the north, and is mostly hilly areas, while topographic and terrain changes in
some areas. The rivers in the New Industries Zone belong to the Fu river system, with
Fu River as the main trunk. The Fu River in the territory flows along the east, and a
small river Fenggang River flows through south to north into Fu river. The region
belongs to monsoon climate zone, with a humid climate, abundant rainfall, distinct
four seasons, and a long frost-free period. The winter is cold, and the summer is cool.
During the year, January is the coldest and July is the hottest month. The climate is
comfortable and pleasant.
2.2 Economic Overview of Jiangxi Province
In 2018, Jiangxi's GDP was 21.9848 trillion yuan, with an increase of 8.7%; the total
fiscal revenue was 379.5 billion yuan, with an increase of 10.1%; the general public
budget revenue was 237.23 billion yuan, with an increase of 5.6%; the added value of
industrial enterprises above designated size increased by 8.9%; investment in fixed
assets grew by 11.1%; the total retail sales of consumer goods reached 756.64 billion
yuan, with an increase of 11%; the actual utilization of foreign capital increased by
9.7%, and the use of foreign project funds outside the province increased by 10.8%;
the foreign trade exports were 33.96 billion USD, with an increase of 4.5%; the balance
of domestic and foreign currency loans of financial institutions exceeded 3 trillion yuan,
with an increase of 18.1%. The per capita disposable income of residents throughout
the province was 24,084 yuan, whereas of urban residents was 33,919 yuan, and of
rural residents was 14,460 yuan.
2.3 Socio-economic Profile of Fuzhou
Demographic situation: In 2018, the total number of households in Fuzhou City was

1.3731 million, with a registered population of 4.3061 million, a permanent population
of 4.031 million, a birth rate of 13.90%, a mortality rate of 6.10%, a birth population of
61,100, a death population of 51,200, and an urbanization rate of 48.22%. The number
of immigrants from the province is 13,721, and the number of immigrants from other
provinces is 13,764. The number of relocated households to other provinces is 16,468,
and the number of population is 24,180. In 2017, there were 83,400 new jobs created
in the city, and the total number of employees in the whole society was 2.2913 million,
of which 911,200 were urban employees.
Economic situation: In 2018, Fuzhou City reached a regional GDP of 138.24 billion yuan,
with an increase of 8%; the total fiscal revenue was 20.07 billion yuan, with an increase
of 9.3%; the general public budget revenue was 12.42 billion yuan, with an increase of
3.3%; the added value of industries above designated size grew 9%; the fixed asset
investment increased by 10.7%; the total retail sales of social consumer goods
increased by 10.6%; the actual utilization of foreign fund reached 385 million USD, with
an increase of 9%; the total export value was 13.11 billion yuan, with an increase of
1.2%; the disposable income per capita of urban residents was 31976 yuan, with an
increase of 8.5%; and the disposable income per capita of rural residents was 14,767
yuan, with an increase of 8.9%.
Education situation: Fuzhou is nationwide well-known as the cradle of talents and
education. Over the past 40 years of reform and opening up, education in Fuzhou has
been thriving with significant improvement in both scale and quality. According to
statistics, in 2017 there were 222 ordinary middle schools, 18 vocational high schools,
708 primary schools, 825 kindergartens and 10 special education schools in Fuzhou.
Overview of Infrastructure construction: For the five years from 2013 to 2017, the
accumulated investment in infrastructure projects in Fuzhou was 108.8 billion yuan,
with an average annual growth rate of 15.5%. Among the investment, transportation,
power gas and water production and supply, water conservancy environment and
public facilities management have become the top priorities of Fuzhou's infrastructure
investment. The Expressways of Fujin, Changning, Ziguang, Chuanguang, and
Dongchang have been completed and open to traffic. The “four horizontal, three
vertical and one combination” highway network has initially appeared.
Medical and health situation: In terms of health care, Fuzhou has 2,280 various types
of medical and health institutions, including 48 hospitals, 28 community service
stations, 175 health centers, and 1,815 village clinics. The problem that it is difficult for
people to see a doctor and get a place in hospital is basically solved. In addition, the
number of medical technicians is increasing year by year. In 2017, there were 15,243
medical technicians in the city, including 5,528 doctors and 6,587 nurses.
2.4 Socio-economic Profile of FNIZ
Fuzhou Hi-tech Industrial Development Zone, formerly known as Fuzhou Jinchao
Economic Development Zone, was established in August 1992. In December 2012, it
was renamed as Jiangxi Fuzhou Hi-tech Industrial Park with the approval of Jiangxi
Provincial People's Government, and was upgraded to National Development Zone in
2016, with a jurisdiction area of 158.6 square kilometers. The planned development

area of Chonggang Town, Zhongling Street, and Chengxi Street is 39 square kilometers,
of which 18 square kilometers was developed. Since the establishment of the
development zone, it has always been guided by the scientific concept of development,
driven by scientific and technological innovation, and led by advantageous industries.
The economic aggregate has grown rapidly, and its comprehensive strength has been
significantly enhanced. It has been rated as "Key Industrial Park in Jiangxi Province",
"Provincial Eco-industrial Park", "Provincial Private Technology Park", and "Taiwan
Business Venture Park" in succession, and has become one of the important parks in
Jiangxi for opening to the outside world, science and technology innovation, and
industrial structure adjustment. It owns unique conditions for undertaking the
gradient transfer of important economic sectors such as the Yangtze River Delta, the
Pearl River Delta, and the Fujian Delta, and is also one of the growth poles that are
accelerating in the central region.
In 2018, the New Industries Zone of Fuzhou achieved 44.71 billion yuan in main
business revenue, with an increase of 12.3%, ranking 17th in the province's parks;
achieving 9% growth in industrial added value above designated size; and 16 industrial
enterprises above designated size were newly established, which ranked first in the
city; completed fixed asset investment of 11.01 billion yuan, with an increase of 10.5%,
of which industrial investment was 8.35 billion yuan, with an increase of 43.5%;
industrial electricity consumption was 500 million kWh, with an increase of 34.7%, and
the growth rate ranks first in the city; total fiscal revenue reached 2.115 billion yuan,
with an increase of 20%, and the growth rate ranks first in the city; foreign trade
exports achieved 2.15 billion USD, with an increase of 6.2%. The utilized foreign capital
was 80.3 million USD, with an increase of 13.7%. In 2018, it ranked 100th in the
comprehensive evaluation of 169 national New Industries Zone s national wide, which
was 9 places ahead of the previous year, and the improvement ranked first in the
province, achieving three consecutive years of leadership, and the role of the
economic vanguard has become more prominent.
After the formal establishment of Fuzhou Jinchao Economic Development Zone in
2006, in order to further streamline the management system, the entire population of
the former Jinchuan District of Linchuan District was assigned to Fuzhou Jinchao
Economic Development Zone, which is now the Fuzhou New Industries Zone. In 2017,
there were 81,466 registered residents and 150,000 permanent residents in the New
Industries Zone. In 2017, the birth rate was 17.80% and the mortality rate was 3.60%.
The number of births in that year was 1,427, while the number of deaths was 297, and
the natural growth rate was 14.19%. The number of immigrants to the zone is 576 and
the number of immigrants leave the zone is 413. With the development and expansion
of New Industries Zone, the population has also been increasing year by year. The
population of New Industries Zone from 2013 to 2017 is shown in Table 2-1.

Overview of Infrastructure construction: In 2017, the New Industries Zone plans to


implement 23 infrastructure projects, with a total investment of 6.6 billion yuan. A
total of 1,800 acres of land were organized and implemented, and nearly 30 kilometers
of road projects were started, including 5 completed roads with a total length of 10
kilometers. The park's nine vertical and ten horizontal roads with a total length of more
than 50 kilometers are fully connected. 16 kilometers of drainage and sewage pipe
network is laid. The greening and upgrading project of Wenchang Avenue is
implemented, and the green area of Xinchang is 50,000 square meters, which added
new green area of 50,000 square meters.
Education situation: the administrative department of education in FNIZ is the District
Social Undertaking Bureau. By 2017, it has a relatively complete preschool education
and compulsory education system, and its teaching outlets cover urban and rural
communities and village groups. The district has 31 preschool education, 1016
teachers, 4801 students; 9 primary and secondary schools, including 9 nine-year
consistent schools, 3 junior high schools, 3 central primary schools, 22 village primary
schools and 22 schools, and 676 teachers. Within the jurisdiction, there are provincial
and municipal management education colleges such as Nanchang University Medical
Branch, Fuzhou College of Traditional Chinese Medicine, Fuzhou Vocational and
Technical College, Fuzhou Party School, Fuzhou Experimental School, and Fuzhou
Infant Teachers College.
Medical and health situation: the medical and health work of the New Industries Zone
of Fuzhou is under the responsibility of the social undertaking bureau of the New
Industries Zone. The district medical and health institutions have initially established
a comprehensive disease prevention system covering the entire urban and rural
medical network and functional equipment in the district and are responsible for basic
medical and basic public health services for residents in the district. There are 3 street
(town) health centers in the district. Until June 30, 2018, there were 58 medical
technicians and 7 skilled workers in each town and street health center. Among them:

46 in-service medical and technical personnel (2 senior titles, 15 intermediate titles,
29 junior titles). There are 25 village clinics (offices) and 97 rural doctors in each town
and street hospital.
2.5 The socio-economic development of the affected streets
This project affects Zhongling Street of Linchuan District in New Industries Zone of
Fuzhou City. The project locations are Xiejia Village, Jiaoshang Village and Lijia Village.
The socio-economic development of the affected streets and villages in 2018 is as
follows:
Zhongling Street community: Zhongling Street is located at the southern end of FNIZ
in Jiangxi Province. It faces Fu River to the east, Fenggang River to the west, Chonggang
to the south, and borders the urban area to the north. It covers an area of 57square
kilometers and has a population of 22,000. The office manages 4 neighborhood
committees in Zhangjia, Lijia, Changling and Shiliting, 5 administrative villages of
Xiaoying, Bailing, Sushang, Xiejia and Zhangjia, and 100 villagers’ groups. The office is
located in Shiliting, 6 kilometers away from Fuzhou.
Xiejia Village: Xiejia Village is affiliated to the Zhongling Street Office. There are 9
villager groups, consist of 485 households with 1685 persons. All the villages are out
of poverty. In the past few years, there were 10 poor households. The village has a
total of 120 acres of arable land and 1200 acres of forest land. The arable land is mainly
for vegetables. There are about 1,179 labors in the village, of which 90% of them are
engaged in non-agricultural production activities, including: opening stores, car wash
shops, repair shops, etc. The middle-aged are mainly working in Fuzhou City, engaged
in industries involving transportation, welding, security and other service industries,
and mostly are non-technical positions, with a few technical positions. Income per
capita is about 3,300 yuan / month. About 90% of villagers' income comes from non-
agricultural income. In 2018, the annual disposable income of farmers in Xiejia Village
per capita is about 17,000 yuan.
Jiaoshang Village: Jiaoshang Village is affiliated to the Zhongling Street Office. There
are 11 villager groups, consist of 510 households with 2100 persons. All the villages
are out of poverty. In the past few years, there were 50 poor households. The village
has a total of 1,600 acres of arable land and 5,000 acres of forest land. The main
cultivated land is used for vegetables. There are about 1,470 labors in the village, of
which 80% of the labor forces are engaged in non-agricultural production activities,
including: opening stores, car wash shops, repair shops, etc. The middle-aged are
mainly working in Fuzhou City, engaged in industries involving transportation, welding,
security and other service industries, and mostly are non-technical positions, with a
few technical positions. Income per capita is about 2,500 yuan / month. About 90% of
villagers' income comes from non-agricultural income. In 2018, the annual disposable
income of farmers in Xiejia Village per capita is about 14,800 yuan. There are
Wenchang Center, Mahayana Automobile, Nanfang Cement, Dewang Automobile and
other enterprises in the village, which provide relatively good opportunities.
Lijia Village: Lijia Village is affiliated to the Zhongling Street Office. There are 9 villager

groups, consist of 618 households with 2092 persons, and the male to female ratio is
1.03: 1. The village has 60 acres of arable land and 230 acres of mountain forest land.
It is mainly used for growing vegetables. In recent years, farmers have increasingly
engaged in non-agricultural production. There are 1,464 labors in the village,
accounting for about 70% of the total population. About 90% of the labor forces are
engaged in transportation, electric welding, security and other service industries
within the jurisdiction of Fuzhou City Income per capita is around 3,000 yuan / month.
Since Lijia Village is close to the urban area and has well-developed transportation, 80%
of the households in the village rent houses to workers from outside, and the rent is
about 150 yuan / month to 180 yuan / month. In 2018, the annual disposable income
per capita of farmers in Lijia Village is about 15,000 yuan. There are Dubike, Evergrande,
and technology companies in the village. The basic social and economic situation of
the affected villages is shown in Table 2-3.

2.6 The economic Status of New Industries Zone in Fuzhou city


The New Industries Zone accounts for 0.1% of Fuzhou’s land area and 16.1% of
Fuzhou's GDP. See table 2-4. Therefore, the project construction in the New Industries
Zone will have a significant promotion effect on the social and economic development
of Fuzhou.

2.7 Project Beneficiaries


The project is located in the New Industries Zone of Fuzhou, and the construction site
is Binhe New District. Within the scope of direct benefits, the permanent population
of 150,000 people in the New Industries Zone of Fuzhou is the beneficiary population
of the project, of which 71,250 are females, and 700 people with vulnerable family
difficulties. The project is expected to create total 5,000 new jobs.

3. Stakeholder Engagement and Public Participation
3.1 Stakeholder identification
Project stakeholders are all parties that have a direct and indirect interest in the project
and have a direct and indirect impact on the success of the project. Different
participants in green building projects have different expectations for the project. The
risk relationship between them will form a risk relationship network, identify these
stakeholders, and establish their social network about risk, which is essential for
managing and responding to risk. The stakeholders of this project can be divided into
seven groups: projects District groups, construction-affected groups, companies and
construction units, governments, project offices and other related organizations. For
details, see Table 3-1.

3.1.1 Key stakeholders


Through holding seminars, questionnaires, and individual interviews, the SIA working

group analyzed the project stakeholders and identified the key stakeholders of the
project as follows:
1) Project area groups
After the project is completed and operated, some residents in the project area will be
able to benefit from green development such as ecological parks, and the living
environment will be improved; employment of some residents will be guaranteed; and
some residents, schools, hospitals, shops and so on will receive commercial benefits
from the project. Employment opportunities will be provided for park workers
(including returnees) during and after the construction of the project. This group is the
beneficiary of the project.
The residents affected by the land acquisition are the negative interest group.
2) Groups affected by construction
During the construction of the project, for surrounding residents, enterprises,
institutions, and shop staff it will have a certain impact on their living and working,
such as noise, increased dust, inconvenient transportation, and reduced store
passenger flow. This group is the person with negative interests.
3) Vulnerable groups
The construction of ecological parks and sponge cities is conducive to improving the
health and living environment of special groups such as women, the elderly, children,
and the disabled, and they are the beneficiaries of the project. However, if housing
prices and prices rise after the industrial park is completed, it may increase the
economic burden of poor families in the project area, therefore the poor groups may
be the beneficiaries of the project or they may be the injured. According to the survey,
there are 700 relatively poor persons in the project area (they have been lifted out of
poverty in fact). The government still has continued to take measures to stabilize their
poverty alleviation achievements, such as industrial poverty alleviation, village
renovation, relocation, health alleviation, education alleviation, employment
alleviation, and capital alleviation integration so as to increase their income. This
project affects a total of 37 poor households in three villages. By creating more jobs,
the workers from poor families can earn at least 1,500 yuan per person per month.
Increasing the income of the poor is to hedge against prices that may be rising. Poor
households in the New Industries Zone all have houses in the zone. If they have extra
houses, they can rent them out, thus they are the beneficiaries of rising house prices.
4) FNIZ Development Investment Group Co., Ltd.
The development and investment group company is the project implementation unit.
FNIZ Development Investment Group Co., Ltd. is a wholly state-owned enterprise,
which is managed with reference to the Zhengke-level units of the New Industries Zone
and is currently under the jurisdiction of the Management Committee of the Fuzhou
New Industries Zone . The main duties of the company are to carry out infrastructure
construction, industry-city integration development and operation, socialization
services, non-bank financial investment and fund venture investment and other

business operations under the authorization of the management committee. The
completion of the project can enhance the company's business operations and project
management, plus other capabilities to enhance its business effectiveness, so the
company is a beneficial stakeholder.
5) Construction unit
The construction unit's construction quality will directly affect the operation effect of
the project after it is completed. The construction unit will contact the project through
the owner. The project construction can bring income to it, so it is also a project
beneficiary unit.
6) Community neighborhood committees and village committees in the project area
Some work during the implementation of this project requires the help of these
organizations to coordinate to ensure that the project can be carried out smoothly,
which will increase their workload. However, they are also the beneficiaries of the
project. The implementation of the project will improve the environmental quality of
the community, improve the health level of the residents, and promote the economic
and social development of the region.
7) New Industries Zone People’s Government
The construction of the project is conducive to the realization of the government's
energy conservation and emission reduction targets, the promotion of regional socio-
economic development, and the green development of the region. At the same time,
the project is an important construction project and a political achievement of the
government of the New Industries Zone.
8) Other government agencies
The participation of these institutions is very important. They need to deploy
personnel to cooperate with the project, which increases the workload to a certain
extent, but the completion of the project is also their work performance.
9) Industrial park operator
Guided by project planning and objectives and under the guidance of the local
government, the operator of the industrial park provides all kinds of basic services and
value-added services to the settled enterprises. It is the builder of the operation of the
green ecological industrial park and the organizer of all kinds of resources in the park.
They are also beneficiaries of the project.
10) Industrial park settled enterprises
Enterprises settled in the industrial park refer to enterprises that enter the e-
commerce park by attracting investment and enjoy various basic services and value-
added services in the park and receive rent management and policy support from the
operator of the park. After the project is completed, these enterprises are also
beneficiaries.

3.2 Public participation process


Since the preparation of the project in 2016, the responsible persons of the Fuzhou
Municipal Government, the PMO and relevant departments have organized a series of
public participation and consultation activities. During the preparation stage, the
feasibility study institution, social assessment agency and environmental impact
assessment agency made information disclosure, public participation and consultation.
1) Information disclosure

① From the preparatory stage in 2018, local project offices, township governments,
and village committees have disclosed project information and village meetings,
notices, brochures, etc. in various ways.
② Since June 2019, the local project office has disclosed project information to local
residents to collect their attitudes and opinions.
③ From late October 2019 to early November and January 2020, the social
assessment survey team conducted opinion collection and analysis through
questionnaires, focus interviews and other methods, and listened to the suggestions
and true views of the local residents on the project. And consult.
Since 2018, the Fuzhou Municipal People's Government and the local project office
have published the latest information on the project on the Internet many times, see
Figure 3-1 and Table 3-4.

④ According to the progress of the project, the World Bank Loan Project Office will
promptly announce the progress of the project to the relevant media in Fuzhou, so
that citizens of Fuzhou can understand the project.
⑤ Relevant departments of the New Industries Zone of Fuzhou City held more than
20 meetings to report the progress of the project.
⑥ The World Bank Project Office of Fuzhou City organized and held 10 design staff
meetings to study and discuss design schemes. Village cadres and farmer
representatives from the project area participated in the project discussion 50 times,
including 20 women.
⑦ For Xiejia Village, Jiaoshang Village and Lijia Village of the acquired land, detailed
physical measurement and resettlement plan surveys has been conducted. After the
World Bank initially determined the project plan in May 2018, due diligence and
resident satisfaction surveys have been conducted so as to accumulate experience for
land acquisition and house demolition in the next step of the project. A total of 252
persons were investigated twice. The satisfaction survey results of the demolished
residents are shown in Table 3-4. The prepared resettlement plan will be published on

2) On-site Work
On-site disclosure of project information was held. The target audiences at the site
were residents, related institutions and related enterprises in the project area.
Disclosure contents: project scope, project construction content, project innovation,
and the role of the project on the social economy of Fuzhou. The World Bank's profile,
the nature of the World Bank, its global influence, the World Bank's procurement
policies, and social security policies, and other World Bank practices in China,
answered some questions on the spot.
Disclosed World Bank policies on land acquisition and house demolition. The target
audience was cadres and people in three villages in the project area and introduced
the World Bank's security policy in detail.

3.3 Participation process and the attitudes and needs of different groups on the
project
For public participation, the most important thing is to obtain information. The most
important stakeholders of the project are ordinary people in the project area. For
these ordinary people, empowering them and talking with them openly and equally is
to ensure that they can know Prerequisites for project information and active
participation in the project.
During the contact process between the members of the social assessment working
group and the people in the project area, various methods were used to conduct full
and equal exchanges and consultations with the project people and strive to fully
understand the needs and advices of the people so as to incorporate them into the
project design.
During the institutional forum and interviews with the person in charge, the social
assessment working group explained the project overview and role to the relevant
person-in-charge and grass-roots party secretary of the grass-roots government
department and consulted about project suggestions and ways of participating in the
project from the perspective of their work. Relevant persons in charge of government
departments put forward many valuable suggestions from the aspect of their duties,
which are conducive to the optimization of project design and the communication of
mass work so as to maximize the benefits of the project.
In the residents' FGDs and personal interviews, the social assessment working group
explained to the village committee staff and the public the content and expected
purpose of the project in detail. The village branch secretary and village committee
staff made the people in the project area more accurate through supplementary
translation. The social assessment working group discussed the positive and negative
impacts of the project with the residents and listened to the opinions and suggestions
of the residents, especially the views of the poor and women.

3.4 Main findings of public participation
In order to understand the attitudes and views of local residents towards the project,
the editorial working group conducted a questionnaire survey in the community of
Zhongling streets, New Industries Zone , Fuzhou, including three villages: Jiaoshang
village, Lijia village and Xiejia village in terms of the project's cognition, support and
environmental, economic and social benefits

1) The basic information of the resident sample
Among the 102 family members of the rural sample households surveyed, 70 were
male, accounting for 68.63%, and 32 were female, accounting for 31.37%. All the
population is Han and there are no ethnic minorities.
In terms of age structure, of the 102 rural residents, there are 4 persons aged 20-30,
accounting for 3.9%; 18 persons aged 30-40, accounting for 17.6%; persons aged 40-
50, and 50-60 There are 22 people each, accounting for 21.6%; the number of people
aged 60 and above is the highest, with a total of 36 people, accounting for 35.3%. The

3.4.3 Labors' views on the project


In order to understand the attitudes and views of the labores (migrant workers,
returnees and female workers) in the project area on the project, and the project's
cognition and environmental impact, economic income impact, employment impact
and other aspects of the project, the social assessment working group conducted
questionnaire survey in the community of Zhongling Street, New Industries Zone ,

Fuzhou City, including the following 4 villages: Fushang Village, Zhangjia Village, Lijia
Village, Xiejia Village. The survey status is shown in Table 3-13 to Table 3-14, and the
field investigation situation is shown in Appendix 7.
1) Basic situation of workers
Among the 147 samples of workers surveyed, 83 were males, accounting for 56.46%,
and 64 were females, accounting for 43.54%, of which more than 80% were married.
All the samples were of Han nationality and no ethnic minorities. 95.24% of the sample
personnel are ordinary families, and only 7 of the 147 sample personnel are low-
income residents. The basic information of the investigated workers is shown in Table

3.4.4 Investigation Findings and recommendations
1 Findings of resident survey:
1) Of the 102 residents surveyed, about 36% of the rural households are aware of the
situation of the project, and 31.37% of the residents are only aware of the situation of
the project. Compared to the staff of institutional units (30.30% and 36.36%), It is
basically the same. Generally speaking, residents' understanding of the project is not
high, still some do not understand the project; during the survey, some residents
expected more stakeholders engagement activities and information disclosure.
2) 79.41% of the residents surveyed supported the construction of the project, it can
be seen that most of the residents are still very supportive of the project construction.
In the survey, some residents have certain expectations for the project that it could
improve the environment and hope the project will be successful, and gave
suggestions for improving the urban environment;
3) More than 50% of the surveyed residents and unit personnel believe that the main
environmental impact of the project is to improve local water and the local urban
environment;
4) More than 50% of the surveyed residents believe that the implementation of the
project will mainly bring four economic benefits: promoting local economic
development, promoting tourism development, stimulating house prices, and helping
to improve the investment environment, especially in promoting local economic
development and benefiting Improving the investment environment in two ways;
5) The surveyed residents think that the implementation of the project will mainly
bring benefits to the poor, women, increase employment, themselves, have an impact
on the family, and obtain social support in the resettlement process from relevant
departments. According to the opinions of residents who "hope to improve the

the poor and vulnerable groups in terms of employment when the project is
constructed;
6) In addition, in terms of management, the residents expected local government can
put the people in the first. In terms of compensation for land acquisition, they
expressed that if possible to avoid the land acquisition and resettlement as possible.
7) After interviewing the representatives of enterprises, it was found that both the
pharmaceutical industry and manufacturing companies have weak awareness on
green buildings.
Suggestions and Recommendations
1) In light of the above results, it is recommended that relevant departments
strengthen the promotion of the project. Relevant departments can promote the
project through more channels and use electronic media to let more people
understand the project and participate in the project;
2) For green buildings, it is recommended that enterprises strengthen green building

training;
3) The campus environment is directly related to the health of students, faculty and
staff, and to strengthen the publicity of green concepts among school students, so
students can also be called for actively participating in the actions of Fuzhou's green
development;
4) It is recommended that the design unit and related departments should integrate
the transportation infrastructure design of the ecological park of the project when
considering the design and park management and taking into account the rational
arrangement and safety management of bus shifts, parking, etc. .
2. Findings of staff / investigation
1) According to the survey results of institutional personnel, more than 60% of people
have a basic understanding of the project, and 63.34% have a supportive attitude
towards the project.
2) In the survey of awareness of environmental benefits, 45.45% believe that the
project can improve local water, health and air quality, and 54.55% believe that it can
improve the local urban environment, so most people can think that this project has a
positive and improving effect on the environment.
3) In terms of awareness of environmental benefits, 51.52% believe that the project
can promote local economic development, 36.36% believe that it can promote tourism
development, 48.48% think that it can stimulate housing prices, and 51.52% think that
it can improve Investment Environment.
4) In terms of social benefits, more than half of them believe that employment can be
increased, while more than 40% think that the project can benefit the poor, women
and themselves, and only 3.03% think that the project resettlement has received
supports from relevant departments. Compared with the residents (67.65%), this
point is very different. The possible reason is that they are not directly affected by the
resettlement of the project.
5) After interviewing the representatives of the enterprises, it was found that both the
pharmaceutical industry and the manufacturing enterprises have weak awareness
about green buildings.
6) Only 63% of the staff who know the knowledge about green building. Therefore,
publicity on green buildings needs to be strengthened.
Suggestions and Recommendations
1) For green buildings, it is recommended that enterprises improve green building
training;

5) Regarding the social impact of the project, the social assessment team surveyed the
attitudes of workers to the impact of the project on their working conditions. After
investigation, it was found that a small number of people think that the project will
affect their working status. They mainly think that construction noise will affect the
work efficiency, so it is necessary to control the noise during the construction process.
Most people think that the project has no impact on their current work, and 31.29%
think it doesn't matter. In addition, more than 50% of people think that the
construction of the project will increase their family income, and secondly increase
employment opportunities.
Suggestions and Recommendations
1) In response to the above results, the project office and relevant units should
increase the publicity of the project to enterprises so that more workers can
participate in the project and benefit from it;
2) It is recommended that the construction unit and relevant construction
departments strengthen the monitoring and management of environmental pollution
during construction to ensure that the pollution can control within a reasonable range,
while the construction can not only be smoothly and safely done but also reduce the
impact of project construction on residents' life and work;
3) Residents and workers put emphasize on the construction of ecological park
infrastructure. It is recommended that design and construction units can add personal
activity space design and nursery rooms specially designed for women in ecological
park while ensuring the basic functions of the park.
4) It is recommended that the design unit and related departments should integrate
the transportation infrastructure design of the ecological park of the project when
considering the design and park management and taking into account the rational
arrangement and safety management of bus shifts, parking, etc .
5) It is recommended that the operation side of the park should set up "green
channel/priority channel" for returning entrepreneurs and improves the infrastructure
of the park as much as possible, such as banks, supermarkets, schools and other

4.1 Positive impacts of the project

large number of seasonal temporary workers will be employed, and new jobs will be

report, during the project construction period (4 years), 2,500 full-time positions will

yuan in income and social benefits. During the operation period, 110 new full-time
positions will be directly created each year, with a total of 1,320 person-months, and

4.2 Social risk analysis and negative impact assessment
(1) Impact of project land occupation
The project occupies a total area of 600400 ㎡, and 136 houses will be demolished.
Among them, 465740 ㎡ have been acquired as of December 31, 2019, and 130
households have been demolished. An area of 134653.3 ㎡ have not been acquired,
and 6 houses have not been demolished. Among them, an area of 133646 ㎡ of rural
collective land is permanently acquired, involving 3 villages of Lijia Village, Jiashang
Village and Xiejia Village, and 5 village groups. The land acquisition directly affects the
production of 42 households with 152 people. After land acquisition, the land
compensation will be distributed among the entire group, so all the population in the
group are affected. Therefore, this project affects 327 households and 1127 people;
permanently occupies an area of 1000 ㎡ of state-owned land; this project temporarily
occupies an estimated area of 80000 ㎡.

This project affects 2 households with 5 vulnerable persons who have been lifted out
of poverty (Note: in accordance with current standards, they have been lifted out of
poverty before 2018. However, they must be paid attention during the project
construction process).
Consider the amount of land acquisition and resettlement for this project is small
therefore the risk rating is moderate to minor.
(2) Impact of project construction on road traffic and normal life of residents
This project needs to carry out a number of engineering construction activities such as
roads, civil works, gardens, revetments, etc. Some residents living near the projects
such as new construction and renovation of existing buildings live in the project area.
During the construction, road excavation and muck pile will affect road traffic and
residents' travel. In addition, noise and dust generated during construction will also
affect the normal life of residents.
Although the project's construction site is on the road and in the suburbs of the main
city, the problem of dust and noise will inevitably occur during the transportation of
materials and construction, which will affect residents' travel. It will also affect the
passenger flow of some nearby shops, and it is also easy to produce some safety
problem. If the mitigation measures will be taken in place during the construction of
the project under Environmental and Social Management Plan, with existing mitigation
measures these negative impacts can be avoided or mitigated well. Therefore the
social risk rating is minor.
(3) Social risks of labors influx
During the construction process, it is estimated 200 migrant laborers outside of
Fuzhou will come to the project area to meet the construction requirements. The influx
of labors may potentially lead to some social risks, such as the spread of epidemics
and infectious diseases (such as AIDS, influenza). The FNIZ is currently in the urban
area and the baseline shows comprehensive urban function is going well. Compared
to 150,000 people living in FNIZ, the migration labor is small in amount and therefore
the social risk is minor.
4.3 Proposed mitigation measures on social risks/impacts management
1) Implementation of resettlement action plan
The resettlement plan is being prepared and publicly implemented after it is adopted
by the World Bank. It is necessary to strengthen the implementation of project land
use indicators and speed up the approval process.
2) Safe and civilized construction to minimize the impact on the people
When laying a pipeline network along the road, warning signs should be set up at the
construction site according to the traffic conditions on the road, including warnings to
pedestrians to pay attention to safety, prompting drivers to slow down, prohibiting
traffic, etc. Use temporary roads for units and residents along the route, in order to
ensure the convenience and safety of the agency and residents to go out. Reduce the

impact on the community through centralized construction and speed up the
construction progress. All construction materials will be classified and set up in a
special site, arranged in an orderly manner, managed by a person, and cleared in time.
Transportation of construction waste can reduce the land occupation of materials.
After the construction is completed, the earthwork should be backfilled in time, the
ground should be carefully leveled, and the original appearance restored to meet the
acceptance standards of relevant departments.
3) Implement effectively information disclosure and public participation, especially
for vulnerable groups
It is recommended to conduct extensive publicity through television broadcasts,
bulletin boards, blackboard newspapers and brochures so that the masses can fully
understand the situation of the project at all stages. Especially for the questions raised
by the masses, detailed explanations should be made and publicized. Symposiums
involving various stakeholders should be held frequently to strengthen communication
and solve problems through consultations. When conducting various types of seminars,
it should ensure that a certain percentage of vulnerable groups (including poor groups,
women, etc.) participate, and fully Hear their opinions, understand their demands, and
incorporate their rationalization suggestions into the planning or problem-solving
methods. Make every effort to unblock the channels for comments and complaints
from all parties, coordinate the interests of all parties in a timely manner, and prevent

4) Ensure labor management
The project is expected to attract additional 5000 labors within the FNIZ. In addition,
the project construction will create 600 working opportunities, 66.7 % of these
working labors are expected local residents. The labors management are strictly in line
with National issues “Labor Law”, “Labor Contract Law”, “Labor Protection Law”;
Jiangxi province issued “Regulations for the implementation of the labor contract law ” ,
“Labor Protection Regulations” , as well as relevant policies issued by the Fuzhou New
Industries Zone and social security bureau jointly with the relevant departments. At
the same time, the government of FNIZ is responsible for solving key and difficult
issues related to workers in the project for guaranteeing the legitimate rights and
interests of labors. Monitoring and regulating the recruitment behavior of employers
are also necessary to further standardize labors management procedures . Employers
are required to sign labor contracts with all workers and to establish labor monitoring
mechanisms and appeal mechanisms for protecting the rights and interests of workers.
The above contents shall be regularly disclosed on the government website of FNIZ in
the project area through information center, information board, public meeting,
telephone, text and other channels.
5) Monitoring and evaluation of social action plan
It is recommended to develop practical social action plans. Once the plans are
implemented during implementation, it should be monitored and evaluated.

5. Poverty Impact Analysis
5.1 Poverty Situation
In 2018, the FNIZ has jurisdiction over one town and two sub-districts, and there are
25 villages (communities) with poor households with filed cards. The rural population
is 71,000. A total of 347 poverty-stricken households (out of poverty-stricken
households) with 867 people have established file registration cards. Two provincial-
level poverty villages (Dongjin Village and Guojia Village) in the “Thirteenth Five-Year
Plan” both withdrew in 2016. This year, the New Industries Zone combined local
realities and advantages to ensure that every poor household can enjoy policy support.
By the end of 2019, all the poverty-stricken households in Xiejia Village, Lijia Village,
and Jiaoshang Village in the project area who have established file registration cards
have been lifted out of poverty according to current standards. But there is still a need
to stabilize the results of poverty alleviation. The implementation of this project will
promote the stabilization of poverty alleviation results, increase the employment
opportunities of these once poor households, and return to poverty.
According to the survey, there are 37 poor households in the three villages under the
jurisdiction of the project area, accounting for 2.29%. A small number of subsistence
allowances also received “five guarantees”, education and other temporary subsidies.
Policy subsidies such as subsistence allowances are their main funding and source of
income. There are also some subsistence allowance households receiving sickness
subsidies, and some subsistence allowance households receive landless farmers'
insurance and resettlement subsidies. At present, these vulnerable groups have been
lifted out of poverty with the support and assistance of the government's poverty
alleviation policies, but still need to stabilize the results of poverty alleviation. Socio-
economic surveys show that these households all have stable incomes, but they need
to be given attention in the project implementation to see if they are stable and get
rid of poverty and whether they will return to poverty.
Cases of poor household interviews:
Mr. Huang, 24 years old, residents of Xiejia Village (poor and subsistence households):
At present, there are only me and my mother in the family. My mother is disabled and older,
so I don’t think much about going out to work. The current situation in the family is more
difficult. The main source of income in the family is myself. I have a barber shop, I am a
technician myself, and some government subsidies. The poverty subsidy is about 300 yuan per
month, but it is not fixed. It is not the same every quarter, and then it is returned. Some people
have a disability subsidy of 100 yuan a month. Because of the special circumstances of the
family, some people have persuaded me to start a small business. I think I am also very
interested in haircuts. I went to learn haircut techniques and talked to the village The staff of
the Poverty Alleviation Office can receive training after applying for technical advanced studies.
The storefront is now provided to me for free in the village, and the utility bills in the store are
supported by the village committee.

2) Income
In the project area, the annual disposable income of the poor households in the
sample households is RMB 33,462, and the disposable income per capita is 13,611
yuan. As shown in Table 5-2, the per capita disposable income of poor households is
slightly lower than that of rural residents in New Industries Zone s. There is no
significant difference between poor households and ordinary households in family
property and expenditure.

3) Health status
According to the survey, the health status of ordinary household members is better
than that of poor household members.

Among the sample households in the project area, the unemployment rate of the poor
groups is higher than that of the ordinary households, mainly because the poor
families are mostly weak laborers, or part of them even lose their labor force.

5.2 The Effect of Poverty Alleviation
75.56% of the interviewed farmers support the project construction and believe that
the implementation of this project is conducive to improving the ecological
environment and promoting economic development. After the completion of this
project, the following benefits will be generated for the poor in the project area:
① Promote the poor people to enjoy dividends. Through the establishment of
interest linkage mechanisms with poor households, it provides employment for the
poor, such as cleaning and security.
② Improve the quality of the living environment of the poor. Through the
construction of green buildings and ecological parks, we can give full play to the
ecological benefits, help to contain water, maintain soil and water, be beneficial to
human health, and effectively reduce the number of people who are poor due to
illness.

6. Gender Analysis
Women are the main beneficiaries of this project, and their opinions are indispensable
for the smooth implementation of the project and the maximization of social benefits.
Women's right to participation should be guaranteed to promote equal opportunities
for men and women to benefit from the project.
6.1 Women's rights and status
Women's rights and interests are protected by relevant national laws and regulations.
The Constitution of the People's Republic of China ensures and promotes gender
equality. It stipulates that women have the same rights as men in the political,
economic, cultural, social, family, property, personal and other fields. The Women's
and Children's Work Committee of Fuzhou City is the coordinating agency for women's
work. It is responsible for coordinating and promoting relevant government
departments and all parties in the society to protect women's and children's rights and
interests. Implementing laws and regulations on women, including the law of the
People's Republic of China on the protection of women's rights and interests and the
measures for the implementation of the law of the People's Republic of China on the
protection of women's rights and interests of Jiangxi province and the" Women's
Development Outline of Jiangxi Province (2011-2020) " is also its duty. Women's
federations at all levels in autonomous regions, cities, counties, towns, communities,
and administrative villages are responsible for protecting women rights work.
6.2 Investigation results
The results of the questionnaire survey show that, overall, women's participation in
public affairs in the entire project area (31.37%) is generally lower than that of men
(68.63%). There is less concern about collective affairs in villages, and women's
participation is lower compared to men. But SIA work group learned through the
village committee forums and surveys of peasant households that women also pay
great attention to and actively participate in matters involving their own interests. The
results of the questionnaire survey show that no more than half of the women (43.49%)
have actively participate in public affairs.
For the female workers who are likely to find employment in enterprises in the future,
the Social Assessment Working Group conducted a questionnaire survey and personal
interviews on women's work and employment issues. The results of the questionnaire
showed that 51.02% of workers believed that the project was beneficial to the
promotion of local women's employment, 31.97% of people think that this project is
not helpful for women's employment; as for the benefits that are most beneficial to
women's employment in the enterprises settled in this project, the most important is
to improve the welfare of female employees (91.16%), followed by solving the problem
of children's schooling, and finally being able to provide housing.
Based on the above survey results, it is suggested that the design unit and
management department can improve the working conditions and safety of women
employees. For example, ensuring that the working environment and conditions at the

construction site (toilet/washing arrangements, etc.) are suitable for women during
the construction period; The Women Workers' Committee protects and safeguards the
rights of women workers. For women with children, a special mother-infant room and
an independent nursing room should be set up in the ecological park.
For the 40 women in the forum, most of them agreed that the environmental
improvement in the project area would help them save time in housework cleaning.
Environmental improvements will reduce the incidence of illness among family
members, thereby reducing the time women spend in caring for their sick family
members. Most participants thought that the proposed project would help them save
time in housework, maintain health and increase employment opportunities. However,
there are still about 30% of the participants were unclear about the impact of the
project. Most of the participants were well aware of the series of special policies
formulated by the local government to increase women's employment rate and health
improvement, and said that if they had the opportunity, they would be willing to
participate in relevant project consultation meetings. 100% of the participants
believed that the local women's federation and neighborhood committees would help
them find a job.
The bad effects of dirty environments and inadequate services are different for men
and women. From the feedback in forums show that the women is mainly responsible
for the general household cleaning and taking care of sick family members, which may
explain why women consider road wastewater spillover problem is a big problem and
they are sensitive to the problem of reducing flies and mosquitoes in the surrounding
water. Besides, they don't like to pile up garbage at will since time spent on these
things means they would have less time available for other priorities.
The project will improve the living environment through the construction of two
reservoirs, with the result of improving the health of local women and saving the time
of cleaning and caring for sick family members, which benefit their physical and mental
pleasure.
6.3 The project impact of on women
1) Provide employment opportunities for women
It was found in the interview that some women have a positive attitude towards
employment, and even women in some families would like to be able to participate in
the construction of the park and expect to receive relevant technical training so they
can learn from these training and apply it into work. Women are also a beneficiary.
Some non-technical jobs generated during the construction and operation stages will
first be provided to women, the poor and other vulnerable groups, especially some
non-technical jobs such as cleaners. According to preliminary estimates, about 400
jobs can be created for women workers in the project area. After the completion of
the park, the company settled down will provide 44 women technical positions.
2) Encourage women to participate and promote women's development
The World Bank has always encouraged women's participation and attached great

importance to protecting women's rights and interests. At least 30 per cent of the
participants in the survey were women, thus further involving women in projects and
creating more development opportunities for them.
3) Increase income for women
Women are another contributor to family income. For some female-headed
households, women are the sole bearer of family income so pressures from all aspects
of life and economy are heavier than other families. After the implementation of the
project, women can increase their disposable income and improve their living and
economic standards through training or employment opportunities brought by the
project. Once the project is completed, it will improve the rural living environment,
thereby promoting the development of local tourism and creating related employment
opportunities, such as hotel and restaurant services, cleaning and tour guides. All
these can increase women's income and improve their lives.
4) Improve women's ability to participate in public affairs
Women's participation in decision-making in public affairs is the most direct and
fundamental reflection of women's social status. During the construction of this
project, women participated in various trainings and seminars, received various
interviews, and communicated with government, business and other departments so
they can gain a variety of information and knowledge, fully understand the relevant
current policies and regulations and express their opinions. This experience will
increase women's awareness of public affairs participation and help women improve
their ability to participate in public affairs.
During the implementation of the project, the Fuzhou PMO and the implementing
agency need to pay attention to the positive impact of the project on local women and
carry out the following actions: (i) Coordinating contractors and hiring more female
laborers during project implementation and operation; (ii) ) Recommend women
workers to the project through the local women's federation; (iii) monitor (a) the
number of women workers employed during the construction and operation stages of
the project; (b) Xiejia Village, Lijia Village, and Jiaoshang Village working as agricultural
workers The number of women; (c) the number of women participating in technical
training; (d) the income of women in the household; and (iv) organizing women's
consultation or participating in project implementation and employment. These
actions are included in the social development action plan designed for the project.

7. Ethnic Minorities
Fuzhou is an area inhabited by ethnic minorities. It has the characteristics of " in the
mountain areas the ethnic people gathered in small groups and are mainly dominated
by the She ethnic people, and in the city the ethnic people are scattered and are
supplemented by other ethnic people.” There are 35 ethnic minorities in total, and the
She ethnic people are relatively concentrated, accounting for about 75% of the
minority population. It is mainly distributed in eight counties in Le'an, Zixi, Yihuang,
Chongren, Nanfeng, Lichuan, Guangchang, and Dongxiang, and other ethnic minorities
are mainly Man, Mongolian, and Zhuang. The city currently has one She ethnic people
village (Jinzhu She village in Le'an County), 8 She ethnic village committees, 28 She
ethnic village groups, with a population of 12,987 persons.
According to the statistics bureau of nationalities and religions of the New Industries
Zone in Fuzhou, there are 24 ethnic minority persons in total in the New Industries
Zone , including 1 Mongolian, 1 Hui ethnic minorities, 11 Miao ethnic minorities, 5 Man
ethnic minorities, 2 Dong ethnic minorities, 4 Tujia ethnic minorities, accounting for
0.029% of the total population.
The SIA working group visited the Ethnic and Religious Affairs Bureau of the New
Industries Zone and the village committees of the three sample villages, and
investigated the situation of the minority population in the project area in detail. The
survey found that there are no ethnic minority populations in 3 villages in the project
area
Based on the above survey, the SIA working group believes that the minority
population in the project area is small and there are no settlements. Ethnic minority
residents can benefit equally from the project just as Han residents. Therefore, the
project does not apply to the World Bank minority OP4. 10 policy, and there is no need
to prepare a minority action plan.

8. Social Action and Implementation Plan
8.1 Potential Risks Mitigation Measures
1) Design Optimization to Increase Social Inclusiveness
In order to increase social inclusiveness, measures such as gender equality, project
design optimization and public participation enhancement are being designed. For
example, 100 females / times will participate in the planning and design stage of the
FNIZ, and the project will provide convenient facilities for the disabled and women.
Details are shown in Table 8-1. Measures such as publicity for the green ecological
development of community residents and schools shall be further considered in the
preliminary design. For instance, organizing community residents and students to
carry out activities such as lake-round running race on the green roads of the ecological
park or spring outing with the theme of environmental protection, which are to
promote green development and environmental protection.
2) Information Disclosure and Public Participation
In order to further enhance the disclosure of project information and make residents
and staff or employees in FNIZ to understand the construction contents and
significance of the project, measures that are against the public participation with low
project recognition rate will be taken as followings: i) The related departments or
organizations can strengthen the propaganda through TV, network and so on; ii) During
the preliminary design phase of the project, further consultation/communication with
stakeholders of FNIZ will be conducted; iii) The survey results and compensation
rates/policies of land acquisition and resettlement shall be publicized; iv) publicity and
public announcement on the environment awareness; v) During the preliminary
project design, further communicate with vulnerable groups such as women, elderly,
disabled, poor as well. More details are shown in Table 8-2 for stakeholder
communication, consultation and participation plan.
3) Jobs Opportunities Creation and Potential Labor Influx Risks Mitigation
The creation of employment opportunities and reduce labor influx risks through the
following measures: i) support the local government's technical training program or
provide employment training for migrant labors; ii) support the local government to
promote non-agricultural employment opportunities and open the "green channel"
for returning entrepreneurs ;iii) Provide free special training for managers, enterprises
and staffs; iv) Improve the awareness of safety in production and green development
on labors; v) The project is expected to attract additional 5,000 labors within the FNIZ.
In addition, the project construction will create 600 working opportunities, 66.7 % of
these working labors are expected local residents, national and local laws and
regulations concerning labor management must be complied with to ensure the rights
of the labors (e.g. sign the contracts/agreements, pay wages on time; ensure holiday,
etc); vi) The health department shall conduct regular inspections of the sanitary
conditions on staff dormitories, disseminate knowledge on the how to prevent from
infectious diseases, and ensures the hygiene of public places such as toilets. vii) The

construction unit shall pay attention to the food safety on site.
4) Promoting Gender Development
To promote gender development, the following actions will be taken to enhance
women's equality : i) provide convenient facilities such as nurseries and rest areas for
women in the ecological park; ii) 100 women shall participate in the consultation
during the planning and design stage; iii) during the construction period provide
working conditions and living conditions suitable for women (e.g. toilets and / or
washing arrangements, etc.) on construction site; iv) 100% female employees have
equal access to training opportunities; v) To raise the awareness of green ecological
development among women and students; vi) 44 jobs of the 110 new permanent
employment are provided to women during the operation period; vii) 40% of the 1,000
new employment in horticulture, forest management and tourist area facilities
maintenance are provided to women; viii) the number of women in the special training

5) Poverty Alleviation
The PMO, project implementation agency and relevant local government departments
have agreed to take the following actions to help the poor: i) provide assistance to
poor families affected by resettlement, such as special resettlement living allowances
and reasonable resettlement; ii) at least 20% of the jobs opportunities during the
construction period will be provided to poor families or low-income families; iii)
suggest sub-district offices or affected villages and towns to hire the poor during
implementation and operation period, give priority to non-technical positions for the
poor and sign contracts; iv) The number of poor people and vulnerable groups in the
project's public participation and consultation activities shall be not less than 30%; v)
20% of the poor people and low-income representatives shall attend the discussion or
public hearing in the land acquisition process.
8.2 Social Action plan
The purpose of this social action plan is to ensure that important social and poverty
issues are addressed during the implementation of the project. The implementation
of the plan can enhance project benefits and reduce negative impacts. The possible
negative impacts of any project should be avoided or mitigated as much as possible.
Project benefits include vulnerable groups (including the poor, women, and ethnic
minorities). The social action plan emphasizes social inclusion and equal access to the
fruits of new economic development.
The social action plan focuses on issues related to directly affected people, vulnerable
groups, women and local social development. Relevant measures to solve these
problems have been formulated and adopted based on the project poverty and social
assessment report and further public consultation. The main actions can be divided
into three categories: i) the project benefits and strengthening measures are
implemented directly by the implementing agency; ii) the social risk mitigation
measures to solve the project are the responsibility of the project office and the

implementing units; iii)the government can take supplementary enhancement
measures to increase the common benefits of project construction or operation. Table
8-1 provides detailed information on social action plans, including recommended

9. Grievance Mechanism and Monitoring
9.1 Grievance procedures
During the implementation of this project, public participation will always be emphasized, and
the appeal mechanism will be established. The public complaint procedure is as follows:
Phase 1: If affected people has concern or question on the project, he/she can file an oral or
written appeal to the village collective project team, village (neighborhood) committee or
Zhongling Sub-district Office; if it is an oral appeal, the village (neighborhood) committee or
the street / township sub-district office shall make the appropriate treatment and record it in
writing. The village collective project team, village (neighborhood) committee or Zhongling
sub-district Office shall resolve within 1 week;
Phase 2: If affected people is dissatisfied with the processing decision of Phase 1, he/she can
lodge an appeal to the FNIZ Development and Investment Group after receiving the decision;
the Fuzhou New Industrial Zone Development and Investment Group should make a decision
within two weeks;
Phase 3: If the affected people is still dissatisfied with the processing decision of Phase 2, they
can file an appeal to the Fuzhou Project Leading Group / People's Letters and Calls Bureau
after receiving the decision; the Fuzhou Project Office / People's Letters and Calls Bureau
should make a decision within 2 weeks.
At any stage, if the affected people is dissatisfied with the existing grievance procedure, and
the dissatisfaction is resolved, the affected person can directly sue to the civil court according
to national regulation.
9.2 Complaint principles
Relevant departments should abide by the following principles in the process of appeals and
complaints:
1) There are specialized personnel in the relevant agencies responsible for keeping the
complaint letters, and there is a special person to organize and record the oral opinions, and
require that each level of complaints and complaints shall be effectively answered in a timely
manner within two weeks;
2) All agencies shall accept public complaints and appeals free of charge, and the reasonable
costs incurred will be paid from the project's unforeseen fees.
3) These appeal procedures shall be effective throughout the project construction period to
ensure that the public can use them to deal with related issues. The above appeal channels
shall be notified to the public through the participation process of the public meeting. At the
same time, the complaint and appeal process shall be announced through the media.
4) During the implementation of the project, the relevant departments involved in the
complaint and grievance shall register and manage the complaint materials and the results of
the processing. The project owner shall collect the complaint and grievance cases and
materials related to the project in a timely manner and report the project in written materials
once a month do. The PMO will conduct regular checks on the registration of complaints. In
order to completely record the complaints of the affected people and the handling of related
issues, the PMO will develop a registration form for the complaints and appeals of the affected
people. See Table 9-1 for sample table format.

9.4 Monitoring and Evaluation
It is recommended to implement comprehensive monitoring during project construction to
ensure that the project fully achieves its goals and objectives. During the project
implementation period, the county (district) project office will be responsible for supervision
and evaluation and report to the Fuzhou PMO every six months. Designate at least one
specialized person to implement monitoring and evaluation under the guidance of a consulting
expert. If the person does not have experience in monitoring and evaluating social action plans
for similar projects, the consulting expert needs to train him or her. The person shall prepare
the monitoring and evaluation report, which is one of the contents of the project progress
report and submit the report to the Fuzhou municipal project office.

Business Representative Interview 1


Zeng XX, female, corporate finance (Fuzhou Haili Metal Technology Co., Ltd., private):

The company produces 100 embroidered steel products, steel pipes, and products are mainly
used in construction. 70 workers, a plant area of 20,000 square meters, an output value of 200
million yuan, and 20 female employees. Female employees are mainly engaged in
administrative management monthly wages of 3,000 to 4,000 Male employees are engaged in
technical and sales wages of 7,000 to 8,000 yuan. Men and women receive equal pay for equal
work. The factory has waste separation and sewage treatment plants. The company's products
can be used in World Bank projects. I hope that in the future, there will be opportunities for
World Bank projects. Our company's products allow us to gain more market opportunities. It
is not clear about the standards of green buildings. The development of enterprises is
supported by the government. But financing is more difficult.

monthly income between 3500 to 4,000 yuan. 95 males have a monthly income between 4000

classified. The standards of green buildings are not clear and training is needed. Now the
