1.0 RATIONALE:

It is the commitment of Boardwalk Business Ventures Inc. to abide Health and Safety as
set by the Philippine Labor Law. The Health and Safety standards provide the minimum
acceptable degree of protection that must be provided to every worker in relation to the
working conditions sickness or death that may be arise by reason of his/ her occupation.

2.0 OBJECTIVES:

2.1 To set out specific guidelines and performance standards in maintaining


comfortable, orderly, safe and healthy working conditions to all employees of
Boardwalk Business Ventures Inc. The policy provides for the establishment of a
Safety Committee that will disseminate accurate, relevant and timely information
on health and safety.
2.2 To ensure that all Boardwalk Business Ventures Inc. are protected against the
danger of injury, sickness or death through safe and healthful working
conditions.

3.0 SCOPE :

All employees regardless of the employment status who are assigned in the Main Office,
Branch, BSO, BWSO and Main Warehouse.

4.0 POLICIES AND GUIDELINE DETAILS:

4.1 The company shall keep and maintain its workplace free from work hazards that
are likely to cause physical harm to the employees or damage to property. All
employees shall be provided:
4.1.1 Appropriate seats, lighting and ventilation;
4.1.2 Adequate passageways, exits and fire fighting equipment;
4.1.3 Medicines, medical supplies or first-aid kits, free medical services and
facilities;

4.2 The Company shall provide its employees adequate number of fire extinguisher
in the workplace.
4.3 The Company shall observes the following safety measures:
4.3.1 Emergency signs and no – smoking signs.
4.3.2 Good housekeeping is maintained at all times through cleanliness of the
office premises, building, grounds, machines, equipment, regular waste
disposal, and orderly arrangement of process operations, storage and
filing materials.
4.4 The Company’s duties are to;
4.4.1 Adopt these inclusive administrative policies on safety in accordance
with the provisions of the DOLE standards;
4.4.2 Report to the DOLE Regional Director or his/her duly authorized
representative the polices adopted and the safety organization
established;
4.4.3 Submit report to the DOLE Regional Director or his/ her duly
authorized representative once in every three (3) months on the safety
performance, safety committee meetings and its recommendations and
measures taken to implement the recommendation;
4.4.4 Act on recommended safety measures;
4.4.5 Provide access to appropriate authorities.
4.5 The Company shall implement the following to ensure that the Company’s
objectives pertaining to Health and Safety will be observe;
4.5.1 All Branches shall have a Safety Committee which shall consists of:
4.5.1.1 Chairman – Branch Sales Head
4.5.1.2 Secretary – OTTS or Osys
4.5.1.3 Members (4) – Warehouse Custodian, Driver, Admin Clerk,
STA or SA.
4.5.2 All Branches shall have a registered/ accredited first-aider who will
serve as the Committee’s secretary
4.5.3 All branches must have a first aid kit which contains the following but
not limited to:
4.5.3.1 Box of adhesive bandages, various sizes.
4.5.3.2 Sterile gauze bandage.
4.5.3.3 Alcohol
4.5.3.4 Anti- septic wipes

4.5.3.5 Pair large medical grade non-latex gloves.


4.5.3.6 Roll adhesive tape, 2" width.
4.5.3.7 Tube anti-bacterial ointment (such as "triple antibiotic"
ointment).
4.5.3.8 Cold pack (instant type).
4.5.3.9 Scissors (small, personal).
4.5.3.10 Tweezers.
4.5.3.11 CPR breathing barrier, such as a face shield.
4.5.3.12 Aspirin
4.5.3.13 Ibuprofen
4.5.3.14 Anti-diarrhea medication.
4.5.3.15 Antacid (for stomach upset).
4.5.3.16 Laxative.
4.5.4 Main/ Head Office shall have a Treatment area which will serve as a
medical facility to all BBVI employees and Registered Nurse as per
compliance to DOLE Occupational Safety and Health provisions.
4.5.5 Main/ Head Office shall have its separate Safety Committee, which
shall consists of:
4.5.5.1 Chairman – Project Site Management Section Officer
4.5.5.2 Members – Foreman – Asst. Manager/ Admin & Executive for
Strategic Rel./ Affairs
Workers – Branch Security & General Service
Management/ Recruitment Coordinator/ Sales &
Marketing Asst. (Multiline)
4.5.5.3 Nurse
4.6 The Employees’ duties are;
4.6.1 Follow safety policies;
4.6.2 Report unsafe conditions and practices to the Immediate Supervisor.
4.6.3 Serve as member in the Health and Safety Committee;
4.6.4 Cooperate with Health and Safety Committee;
4.6.5 Assist government agencies in the conduct of safety and health
inspection.
4.7 Health and Safety Committee shall;
4.7.1 Continuously plan and make or enhance policies in all matters
pertaining to safety and health in the workplace.

4.7.2 The committee shall;


4.7.2.1 Plan and develop accident prevention programs in the
workplace;
4.7.2.2 Inspect workplace to detect unsafe conditions;
4.7.2.3 Review reports of inspection, results of accident investigation
and implementation of accident prevention program;
4.7.2.4 Provide monthly and annual accident report to DOLE Regional
Director or its representative and to BBVI management;
4.7.2.5 Conduct safety meetings at least once a month
4.7.2.6 Submit reports to management on its meetings and activities;
4.7.2.7 Provide necessary assistance to government inspecting
authorities in the proper conduct of activities relating to
enforcement of the provisions of the standards;
4.7.2.8 Train workers in safe work habits and procedures;
4.7.2.9 Develop and maintain a disaster contingency plan and organize
such emergency service units as may be necessary to handle
situations/ emergency.

4.8 Monthly Reportorial Requirement to be submitted to DOLE Regional Officer


4.8.1 Monthly Minutes of the Safety Meeting (20th of the Month)
4.8.2 Monthly Accident Report (20th of the Month)
4.8.3 Annual Accident Report (30th of January)
4.8.4 Annual Medical Report (30th of January)
4.8.5 In case of Death, the Company must report to DOLE Regional Director
or his/ her authorized representative within twenty four (24) hours.

5.0 PROCESS REVIEW

This process shall be reviewed annually or when the need arises.

The policy will take effect upon approval. Upon effectivity, all existing policies on the
subject or parts thereof, which are consistent herewith, are accordingly revoked,
amended, or suspended.

JOB SUMMARY/ PURPOSE

The Safety Officer is primarily responsible for promoting occupational health and safety
within the organization. Together with the Store Manager, he/she shall be in-charge of
developing, implementing, administering, and establishing programs of the Company in
compliance with government laws and regulations, specifically on Department of Labor
and Employment – Bureau of Working Conditions’ (DOLE-BWC) Occupational Safety and
Health Standards, and with the policies of Boardwalk Business Ventures, Inc.

1.1. Compliance with DOLE-BWC’s Occupational Safety and Health Standards

DUTIES AND RESPONSIBILITIES


 Representing the Company to DOLE-BWC and other government agencies
concerning work safety.
 Attending all safety-related seminars required by DOLE-BWC.
 Ensuring 100% implementation and compliance of all Departments to DOLE-BWC’s
Occupational Safety and Health Standards.
 Coordinating with government agencies for speakers on seminars related to
occupational health and safety
 Preparing and submitting Annual Reports to DOLE
 Implementing the following policies in coordination with the Human Resources
Department (HRD):
o Drug-free Workplace;
o Hepatitis B;
o Human Immunodeficiency Virus (HIV) / Acquired Immune Deficiency
Syndrome (AIDS);
o Lactation;
o Sexual Harassment;
o Solo Parent Welfare Act; and
o Tuberculosis.

 Coordinating with HRD for additional policies and/or revision of existing policies
that may be required.

1.2. Permits, Licenses & Insurances

 Update and maintain an annual calendar/ schedule for application and/ or renewal for
all government Permits and Licenses
 Processing the renewal of permits and registration requirements of the company
(Real Property tax, Business Tax, mayors permit, barangay permit, DTI accreditation
Fire and safety inspection certificate)
 Process renewal for all company insurance policies: Fire & Lightning, Commercial
Vehicle, General Public Liability and Performance Bond.
 Maintain an organized file of permits, licenses and insurances.

2.0 STORE AUDIT

 Ensuring 100% compliance to Boardwalk Safety and Health Management System
standards and audit checklist, in the following areas:
o Management Commitment
o Training and awareness
o Workshop Safety
o Emergency Response Preparedness
o Safety Culture Promotion
o Vehicular Accident Prevention
o Parts Safety
o Health Programs
 Preparing, conducting and submitting quarterly self-audit.

3.1. OSH COMMITTEE

 Spearheading the Safety Committee established by the Company.


 Promoting and ensuring the observance of the Company to occupational health
and safety standards.
 Communicating frequently with the Management to report on the status of
occupational health and safety programs.
 Ensure that OSH Committee Meetings are held quarterly
 Prepare and submit corresponding Minutes of the OSH Meeting to DOLE as per
schedule.

.2. TRAINING & AWARENESS

 Preparing and ensuring full implementation of annual occupational health and
safety training plan to Team Members.
 Conducting basic trainings and refresher courses on occupational safety and
health policies and/or programs to all team members regularly.
 Ensure seminars and trainings to team members’ regarding awareness about
Safety are implemented
 Conducting safety induction to all new hires

3.3. HEALTH & SAFETY PROGRAM

 Developing programs for occupational safety and health that aim to provide safer
and healthier workplace conditions for all team members.
 Ensure that all supporting documents for the implementation of all safety
programs and activities are accomplished accordingly. (Budget approval, request
for payment, post-activity report, etc.)
 Maintain a Masterfile of all Safety Work Permits issued.

4.0 DEPARTMENTAL 5S AUDIT

DUTIES AND RESPONSIBILITIES


 Conducting daily rounds to ensure general safety in the workplace.
 Prepare corresponding incident reports for all non-compliances found and ensure
that each non-compliance is given corresponding countermeasure.
 Conducting monthly safety audits with all other 5S auditors and prepare
corresponding report and evaluation.
 Conducting hazard identification in all areas regularly and use of PPE’s.

4.1 SAFETY EQUIPMENT MONITORING

DUTIES AND RESPONSIBILITIES


 Ensure that all safety equipment (fire pump, fire extinguisher, emergency lights,
etc.) are in good working condition at all times.
 Perform daily check listing for all safety equipment
 Make corresponding request for PMS and or repair as needed.

Others: Can be assign to other task or function as the need arise.
