Program / Department Summary


Mercy Corps has been present in Uganda since 2006, focusing its interventions on economic
and agricultural development, maternal child health and nutrition, governance, conflict
management and humanitarian response. In 2017, Mercy Corps had an impact on almost 1
million beneficiaries in Uganda through our work focusing on building resilience and
enabling economic growth, improving opportunities to attain better health and nutrition,
and improving governance and conflict management. Common themes include community
engagement, inclusive development, gender, and working in partnership with local
government, the private sector and civil society actors.  

General Position Summary


Reporting to the Human Resource Director (HRD), the Human Resource Coordinator will in
close consultation with HRD and the HR team, oversee and lead to the efficient and effective
Human Resource services including but not limited to Pay roll management, Staff Training
and Development, Performance Management & Separation Management. 
Essential Job Responsibilities

1. Manage Consultancies. In consultation with the Human Resource Director, spear head the
recruitment, contracting and negotiations with all consultants (HR external service
providers)
2. Payroll management. Prepare monthly payroll and work with the Finance department to
ensure staff salaries are paid in a timely and accurate manner while ensuring statutory
deductions are filed
3. Responsible for analysing training needs, developing training curriculum, and delivering
training courses.
4. Managing Compliance. Ensure adherence to local labour laws and practices including
internal and donor policies.
5. Management of staff benefits. The HR coordinator serves as the primary point of contact
for the staff insurances and all applicable benefits including leave management.
6. Staff Safety and Security management. Leads in creating a secure, safe, and healthy work
environment for all
7. Technically Lead employee performance management processes. Support staff and
managers in understanding and completing the performance appraisal process in line with
existing policies and procedures. This includes managing staff probationary reviews and
confirmations.
8. Managing Staff Exit. Facilitate the voluntary and involuntary separation of employees
ensuring right procedures are followed and all necessary documentation is
9. HR Reports: The HR Coordinator will create and submit monthly reports on HR activities
under his/her docket.
10. Contract management: The HR Coordinator will prepare and track offer letters and
employment contracts. Prepare COS (Change of Status) forms as required and draft /track
Staff Contracts, termination forms/notifications.

Finance & Compliance Management

 Ensure compliance with donor and Mercy Corps regulations related to food security
programming. 

Security

 Ensure compliance with security procedures and policies as determined by country


leadership.
 Proactively ensure that team members operate in a secure environment and are aware of
policies.

the design, monitoring, and evaluation of our field projects.

Accountability:  Accountable to all Mercy Corps policies and regulations as


established by HQ and Mercy Corps Uganda
Reports Directly to:  Human Resource Director

Supervisory Responsibility: Human Resource Assistant


Works Directly with: Operations, Finance, and Program Leaders and Team Members

Qualifications, Skills and Experience:


 Bachelor’s Degree in Human Resources Management, or relevant field is required.

 Post Graduate Diploma and any additional training and certification in Human Resource
Management will be considered an added advantage

 Minimum of 7 years of relevant work experience in an HR generalist, 5 of which should be


at management and supervisory level with an international
 Deeper understanding and knowledge of the Ugandan employment labour
 Highly developed verbal and written communication
 Excellent teamwork and interpersonal skills.
 Highly developed organizational and business partnership skills.

 In-depth knowledge of human resources operations and best practices


 Hands on experience in using MS Office, databases and HRIS systems

Conscientious with an excellent sense of judgment. Ability to work simultaneously on
multiple tasks. Willingness and ability to work effectively with a wide variety of people.
Ability to work as part of a team and coordinate with project personnel. Good spoken and
written English. Computer literate and strong organizational skills.
