JOB PURPOSE
Responsible for the implementation of the finance function with IMC Somalia. As part of the country
mission finance team, the position is charged with ensuring that Finance and Admin processes support the
country mission strategy and facilitate the implementation of program activities.

MAIN TASKS AND RESPONSIBILITIES:

Manage the Administration, HR and Finance tasks of the project in Baidoa. The purpose of this position is
to ensure that Project receives the required administrative, HR and financial supports in a timely and
efficient manner; and, that this is done in accordance with the policies and procedures of the International
Medical Corps. Furthermore, this position shall ensure that the administration, HR and financial system
and procedures are applied consistently and fairly.

1. General Knowledge of IMC and Safety at work:


✓ Co-operation with the colleagues of own and other departments.
✓ Is aware of activities of other departments and respect specific rules and procedures.
✓ Comply with the health and safety rules / instructions of the supervisor for wearing protective gears
(if/when applicable) related to the job.
✓ Ensure all staff working with him/her comply with the health and safety rules / instructions of the
supervisor for wearing protective gears (if/where) related to the job.
✓ Respect medical ethics at all times.

2. Accounts &finance management


✓ Ensure appropriate IMC financial systems/procedures are in place, maintained and adhered to
so that all support functions are carried out effectively and efficiently.
✓ Responsible for ensuring the day-to-day accounting operations and financial management
functions in the office are performed in accordance with IMC policies and procedures and
donor regulations.
✓ Review and account for procurement transactions to ensure adequate supporting
documentation, accuracy of amounts and control over payments.
✓ Checks and evaluates the procurement system before payment is done to ensure compliance
with donor and IMC policy and procedure at field site level.
✓ Prepares agreements and contracts for review by both the Program Manager and South-Central
Finance and Admin officer before submitted to FAD for review and signing by the Country
Director.
✓ Participate in management team meetings and decision-making process.
✓ Together with the Program Manager checks and reviews all cash payment vouchers of Advance
issued before any transactions are done.
✓ Provides weekly finance status information/reports to the program manager and south-central
finance and Admin officer.
✓ Ensure that cash management is maintained in line with the site cash handling procedure.
✓ Sending of Daily cash reports to finance office in Mogadishu (future)
✓ Preparing National Staff payroll & collection of receipts.
✓ Supervises and support the cash custodian.
✓ Maintains constant communication between IMC Mogadishu, Nairobi office and Site office.
✓ Liaising with program manager and prepares the cash projection for the site office
✓ Sending of original financial documents, contracts, receipts, and timesheets to the country
office for every month.

3. ADMIN/HR management
✓ Clearly understand the Internal Staff Regulations, Training Policy and Health Policy and make it
available to all staff,
✓ Facilitating program and admin staff recruitment through advertisement and collection of
candidate’s resumes and sending them to IMC Mogadishu and Nairobi office for shortlisting.
✓ Carry out orientation for the new National staff in the site’s office.

✓ Maintenance of annual leave tracking system for IMC Somalia national staff in the field
✓ Keep a clean registry of all national staff and update it the personnel file: ensure all staff files are
complete, including diploma, CV, signed contract, signed job description, Code of Conduct,
Conflict of interest, and employee information sheet etc. and sending them to Mogadishu to onward
transmission to NBI.
✓ Ensure the cabinet containing HR documents (such as leave follow-up) is always locked and only
authorized people (Field Site Manager, Fin HR Administrator) have access to it.
✓ Participate in annual leave planning and inform staff of their leave balance.
✓ Be responsible for the recording, maintaining of all the relevant leaves (including sick leave),
administer all the holidays, follow up leaves and absences, and confirm that to capital for payroll
processing purposes.
✓ Monthly collection of and verification of staff time sheets before payment of salaries.
✓ Preparation of site Payroll before presentation for verification and approval.
✓ Update regularly staff Cost point details and submit to Nairobi HR Officer,
✓ Help the program manager on planning and organizing staff meetings.
✓ Supervises office cleaners and ensures the general cleanliness of the site office.
✓ Respond to any HR queries from Mogadishu and Nairobi office.
✓ Any other duties as assigned by the supervisors.

MINIMUM REQUIREMENTS

✓ Bachelor’s degree in HR/Economics/Finance or Business Adminstration.


✓ At least 3years of Experience in a similar position.
✓ Fluency in English Language both written and speaking.
✓ Computer and data savvy
✓ Positive attitude, one that appreciate the essence and place of HR within International Medical
Corps
✓ Experience in a fast-paced work environment preferred.
✓ Intelligent, motivated self-starter with strong interpersonal skills and work ethic
✓ Excellent interpersonal, communication (written and spoken), facilitation, training and negotiation
skills.
✓ Objective, flexible, enthusiastic.
✓ Organized and accurate in performing duties.
✓ Ability to work with multi-disciplinary and multi-cultural People.
✓ Ability to listen and practice diplomacy.
✓ Working Knowledge of ERP Cost point is desirable.

IMC is a humanitarian organization involved in emergency programmers. All IMC staff are to be flexible
and willing to assist in IMC operations as and when required.
