Introduction

Proposal from the Italian National Committee for a modification to IEC 60335-2-36: 2002,
60335-2-37:2002, 60335-2-38:2002, 60335-2-39:2002, 60335-2-42:2002, 60335-2-47:2002,
60335-2-48:2002, 60335-2-49:2002, 60335-2-50:2002, 60335-2-58:2002, 60335-2-62:2002,
60335-2-64:2002 to provide appropriate safety, through switch off of all the heating elements by means of
the direct action of a thermal cut out

National Committees are requested to submit their comments by 29 July 2005 using the IEC electronic
voting system.

Rationale

In EN 60335-1, clause 19.1 it is stated that, in order to lead to a situation where the hazard is
permanently eliminated, under conditions of abnormal operation due to permanent triggering or failure, a
non self-resetting thermal cut-out or alternatively an intentionally weak part like a resistor, a capacitor or a
thermal link etc. (see notes 1 and 2) can be used.

In our opinion, the safety of single-phase appliances or components arranged between phase and neutral
conductor is not impaired regarding temperature rises even not for single-pole disconnection from the
supply mains.

Likewise the same safety level is achieved by the same single-pole disconnection operated directly close
to the terminal block of a single-phase heating element or of a single-phase motor also if they are
assembled on a three-phase appliance.

Therefore the Italian NC proposes to modify the above mentioned publications as follows:

For 3-phase appliances thermal cut-outs protecting circuits with heating elements, other than those for
hob elements, and those for motors of which the unespected starting may cause hazard, shall be of the
non-self-resetting, trip-free type and shall provide all pole disconnection from the supply.

Exception: in case of single-phase heating elements and/or motors connected between one phase and
neutral or between phase and phase disconnection on one phase for each component is allowed.
For single-phase appliances connected between one phase and neutral or between phase and
phase ,thermal cut-outs protecting circuits with eathing elements ,other than those for hob elements,and
those for motors of wich the unexpected starting may cause an azard , shall be of the non-self-resetting
trip-free type and shall provide at least one pole disconnection

If the non-self-resetting thermal cut-out is only accessible after removing parts with the aid of a tool, the
trip-free type is not required.

Note
Thermal cut-outs of the trip-free type have an automatic action,with a reset actuating member ,
so constructed that the automatic action is independent of manipulation or position of the reset
mechanism.
Compliance is checked by inspection and by manual test.
