The information requested in the RTT application is transaction list of the immovable proerties in the Sub-Registrar office, ie., the Index books. Index book of a Sub- Registrar office is public document as per section 57 of Registration Act-1908. As the information is computerised by the Registrtion Department of Andhra Pradesh at the cost of Public money, the information is readily available as reports with the Sub- Registrar/ PIO in their online system. (My RTI Application enclosed here with for your kind reference). b) The PIO has to supply the information within 30 days of receiving the RTI application. But the PIO neither given reply nor rejected the application, even after 140 days of receiving the application. It comes under deemed refusal and violation of section 7(1) of the RTI Act-2005. ©) Refusing information voluntarily is gross negligence and Non-Compliance of the RTI Act - 2005 and defeats the spirit of the RTI Act as whole. Both the Register Postal Registrar, Renigunta and Av! 1897, which reads as follows : receipts are very clear disclosing the name as Sub- ilala. As per section 27 of the General clauses Act , Regulation made after the commencement of this Act authorizes or requires any document to be served by post, whether the expression “serve” or either athe expressions “give” or “send” of any other expression is used, then, unless a different intention appears, the service shall be deemed to be effected by properly addressing, pre-paying and posting by registered post, a letter containing the document, and, unless the contrary is proved, to have been effected at the time at which the letter would be delivered in the ordinary course of post.” .
