Sub: APIC - Direction to the office ofthe Secretary to ensure the installation and
functioning of CCTV Cameras (360 degrees with proper Video and Audio
Recording) at all requisite places in the APIC office for the effective
supervision, transparency and accountability in the functioning of the APIC
and other consequential Orders - Reg.

ln exercise of the powers confened by the Right to Information Act,2005 under Section
l5(4) and under all other provisions in the Act enabling in this regard, the Office of the
State Chief Information Commissioner (for brevity SCIC) hereby fomulates this present
order,

In order to promote tr anspalency and accountability in the working of the Andlu'a


Pradesh lnformation Commission (for brevity APIC) as mandated under the Right to
lnformation Act, 2005, this Office, in its administfative capacity, deems it just and
appropriate to promulgate the following directious:

The office of the Secretary is directed to ensure the installation and functioning of
360 Degrees High-Quality Closed-Circuit Television Cameras (ln short CCTVs)
with clear Video and Audio Recording (including night vision) in the tbllorving
areas ofAPlC on or before l6-01-2023

2. It is needless to say that in the event CCTV Carneras with the above-mentioned
specifications are already installed and functioning in the aforementioned areas.
the usage of the existing CCTV Cameras shall continue.

3. The above list of areas is inclusive but not exhaustive in nature and the SCIC is at
liberty to ensure the installation and functioning of CCTV Cameras in other
requisite areas (other than those listed above) as and when it feels appropriate to
ensue transparency and accountability in the functioning of APIC by passing
requisite orders to that effect.

4. The office of the Secretary is directed to ensure the functioning of the CCTV
Cameras 2417. Any repair or malfunctioning of CCTV Devices has to be
addressed and resolved immediately within 24 hours.

5. The office of the Secretary is directed to preserye the original data peftaining to
the entrre recordings of the CCTV cameras, at least for a period of six (6)
months and shall give the public at large th ree (3) Months Notice/Advance
Intinlation through our website i.e. https://sic. ap.gov.irl before the automatic
deletion of such data.

6. The entire data recorded by the CCTV Cameras shall be in the safe and secure
custody of the Secretary and the said officer shall fully cooperate and render
assistance to the Public Information offrcer of the APIC in the dissemination of
Information to applicants who seek information or inspection of records under
Section 6 of R.T.l. Act 2005.

7. The Secretary shall take all appropriate steps to ensure that the following offices
shall have access to the live recordings of all the CCTV Cameras installed in the
APIC:
A. SCIC of APIC
B. SICs of APIC
C. Law Secretary of APIC
D. Secretary of APIC

8. The office of the Secretary shall take all necessary steps and decisions as pel the
procedure established by law to ensue the implementation of the present order on
or before 16-01-2023 and shall file a conrpliance repol't to that effect.

9. The Public Information offrcer of the APIC is directed to ensu'e the dissemination
of the information to all citizens of lndia by duly fuinishing the copy of the CCTV
cameras (Copy extracted fi.om original recording) in the appropriate format (As
per the choice of the Applicant) without any hurdle or delay (within 30 days) in
i.rponr. to Applications filed by the prospective Applicants under Section 6 of
R.T.l. Act, 2005.

l0.The Public Information officer of the APIC is directed to petmit any citizen of
India to inspect the entire original data pertaining to ccTV camefas Recordings
without causing any inconvenience or delay (within 30 days) in response to
Applications filed by the prospective Applicants under section 6 of R.T.l. Act,
2005.
ll.The Office of the Secretary with the due assistance of the APIC staff shall
regularly monitor the functioning of the CCTV Cameras and shall submit
compliance reports every two (2) months about the effective implementation of
the Present order and upload the same to our website i.e. https:i/sic.ap.gov.in/.

12. The Office of the Secretary with the due assistance of the concerned department of
APIC shall ensure the digitalization of the duly signed and stamped copy of the
present Order and upload the same to the official website of Andhra Pradesh State
Information Commission i,e. https://sic. ap.gov.irV under the 'latest news' and
'APIC 4(lxb)' navigation tabs at the earliest by today i.e. 15-12-2022 at 3:30
PM.

l3.The office of SCIC, SICs and entire staff of the APIC sha1l extend their
cooperation and assistance to the Office of the Secretary, PIO (of APIC), First
appellant authority (of APIC) for the strict compliance of this Order.

It is evident and needless to say that the present Order automatically supersedes all
earlier Orders, Directions, Notifications, Regulations if
any, passed by former
SCICs (including In-charge SCIC) in their administrative capacities to the extent of
its contravention, until further orders,
