SUMMARY OF DISCUSSIONS
TOPIC DISCUSSION RESOLUTION
1) Self Introduction The meeting started with the self-
introduction to familiarize and get to
know with the teammates. Grahamme
Webbe taking place on introduction of
the meeting.

2) Agenda The agenda are Gibson recycling and

plastic toxic.
3) Presentation of Ron Hudson will report, he is the
Progress Plan on Work transportation manager.
from Home Scheme
Before Ron’s report started Grahamme
asked on the types of plastics.

Ron answered, there are plastics that are

recyclable. And he said there is a plan
on giving information to people the
recycling procedures.
They have a communications plan.
There is a price minimization and
education. Helping residents and
consumers, good choices in purchasing,
looking for ways to reduce the amount
of plastic they used. And Ron said they
are quite successful in national
approach. Part of their communications
plan, educate people to look for products
that are not possible to recycle. And
added that they are serious about it and
acted on that message.

There are plastics that are not easy to

recycle so they are looking to a
machinery to recycle it. They
recommend to have a plastic bin to keep
their recyclable plastic. The worse case
scenario is that the plastic cant be
collected since it not recyclable. The top
5 plastics will be kept collected. In 5 to 6
months there is a market.

And if they stop collecting top 5, they

woulfd still go to community, and
educating.

And Ron said if a lot of plastic is

contaminated. Its is weather collected.
1, 2, 5 will be collected.

Planning on being simple and efficient

to the public, giving fliers, and websites.

4) Open Discussion
Mike Pettit said, “At the end of the day,
the plastics are 1, 2, 3 and 5, as it is
enough on the length, they are going to
be put In a yellow bags. If we continue
the same of what we are doing, actually
a part of a PC, I cannot see why there is
a change of us, its kinda same plain coat.
The Council Collection, or individual
colony. And my second point is, It looks
like all of us has a plastics. The cost is
only 15,000 to 20,000 $. Seems a little
unbelievable, sort every bit of plastis,
and sort every number.

Transportation council talked, I start on

the rose of small volume, speak about
the beginning of the contract, and the
rights and the contract document for
that, so it may not be a true reflection,
quite difficult to calculate the true cost,
sourcing cost. And then land fill cost,
because there is a same to job materials,
that we always expect top contaminated
and would have to be to the landfill
anyway. So its not so easy to make a
half in front of a.. I think if were to carry
on collecting and expect to people to put
any type of plastics, in the recycling,
then we lose the opportunity to educate
the public and change to conceal
behavior. And part of the reason
why, there is so much plastic in our
households and supermarkets, and
everything simply because people are to
be known to have individual intake,
buying and using lots and lots of
plastics. I think these change is enough
opportunity and time well with what the
government doing and quite
minimization. Initially what we are
doing is to reduce the volume of plastics.

Adam Webbe talked, thanking the other

speakers. He moved to recommendation
A, B, C and D. And they agreed.

Adam Webbe talked about the next item

is the review of striking services, and
ordering of it as well.

Transportation Council talked, we will

review the council services and types of
long running conflicts types of review,
and the obligation of the council to
Kakayahang Ukol, Wastong Asal, at Galing ng Organisasyon
review and make sure the citizens and
appropriate for the community so a
range of options are always looking of
these types of contracts and stayed the
line contracts and should be, and
organize it with larger contract across
the council, which should be delivered
by council staff and council owning.
And running it. Or whether it could be
delivered in tandem with another local
authority and neighbor or we deliver it
understand line conflict as we ha e
traditionally done. So the options of the
assessment would be talks about the
types of work done page two and three
emptying their sweeping bins streets.
Collecting leaves cleaning bus stops, and
sort of thing, we do that because it is
core service for the council to complete
this type of work it is also subsidized by
the transportation agency and it fits with
our activity management and it also ties
them to making sure we meet our storm
water discharge conditions that we clean
our catch bins, since sweep street to
reduce the load of sediment that would
otherwise wash into waterways from our
urban areas so those all the reasons that
we do this work in terms with our
present arrangement so we have well
guess all the time that I have worked
with the council over 20 years now we
have typically a standalone type contract
to provide these services and that’s
because there are specialist contractors
that do these little work and sweeper
trucks that you see on the roads sucking
up the materials and sweeping and
sucking out some sand things that are
very expensive and high maintenance
bits of equipments the workforce is
peaks and thoughts of works there a lot
of manual work involve we’ve
traditionally decided to that this is done
with a contract rather than having staff
and equipment
buying expensive equipment and it
ourselves and also collect transport it
agency subsidy for this activity transport
agency requires if council was to do it
itself we would have to have a local
trading enterprise a separate business
undertaking these work if we wanted to
do it in-house otherwise we have to put
it to competitive per procurement rules
Kakayahang Ukol, Wastong Asal, at Galing ng Organisasyon
so guess those the background to the
reasons why.

Roger questioned, just a question of

clarification one of the options is the
shared services and it mentions that
there have been discussions with Dr.
Alhambra and that was seen not to be a
reasonable option but it doesn’t mention,
are there any of the keys or options in
the Waikato region that are actually
doing the shared services agreement like
Hamilton waked up.
Transportation answered, aware that are
running a shared services contract I
Waikato district and Hamilton City had
both set of alliance contract so their long
running 10 yr contract that have
basically incorporated road maintenance
work into one contract in each of those
councils and because of that fact that
would be difficult for the councils. And
the recommendation to this report is that
we continue to do it. As we have done in
the past and prepare a new contract
document.

Roger questioned, a question of

clarification, what options in the shared
services that there have been discussions
with Dr. Alhambra and that was seen no
to be reasonable option but it doesn’t
mention are there any of the keys or
capsules actually doing the shared
services agreement like Hamilton waked
up not aware of any running issue shared
services contract I know that Waikato
district and Hamilton City had both set
alliance contract so their long-running
10-yr contract that have basically
incorporated maintenance into one
contract in each of those councils and
because of that fact, it is very difficult to
the council to engage in that contract
and engage them to you know out
discreet service for us.

And there has been a change in our town

centers and with growth and it might be
flexible to extend some extensive
cleaning that happens in the town
centers because of that growth, so we
would be reviewing maps and levels and
service in those streets and certainly
distribute that to community boards for
Kakayahang Ukol, Wastong Asal, at Galing ng Organisasyon
feedback as the contracts prepared.
Liz Stolwok questioned, “When we
receive complaints or criticized for some
levels of service and value for money
and this is where the 79 reviews are
really really great and it’s a chicklist for
us to go back and ensure that we provide
the best value of money for our
residents. I am happy for
recommendations A, B and C.

Grahamme, said, moving to resolution to

exclude the public and of course we
need a mover and a seconder for that.
