The 5 year model would allow for new Chromebooks for 5th graders and then on an as needed basis once they are out of warranty (4 years).
So starting in 6th grade, they will be issued their Chromebook from the previous year until it is more cost-efficient to replace it with another new Chromebook.

The 4 year model (which is what is currently being used) allows for new Chromebooks for 5th graders and 9th graders.
