Khyber Pakhtunkhwa Rural Investment and Institutional Support Project (KP-RIISP)
Introduction
The Government of Pakistan requested International Development Agency (IDA - World Bank Group)
for funding of Khyber Pakhtunkhwa Rural Investment and Institutional Support Project ((KP-RIISP)
aiming to strengthen state capabilities for delivery of basic services and climate resilient
infrastructure in the project areas. The strategic objective of the KP-RIISP is to expand access to and
coverage of citizen centric public service delivery including vulnerable population and provide
climate resilient infrastructure in the merged area (MA) of KPK and Frontier Regions (FRs). The
project is expected to contribute to improve development outcomes in the poorest newly merged
areas in the Khyber Pakhtunkhwa province and reduce poverty. This will be achieved through
building responsive and accountable institutions for service delivery and development in the merged
districts and Frontier Regions (FRs). The Newly Merged Districts (NMD) cover an area of 27,200
square kilometers, with a population of around 4.8 million. The area comprises seven districts
(Bajaur, Mohmand, Khyber, Kurram, Orakzai, North Waziristan, and South Waziristan), which made
up the erstwhile Federally Administered Tribal Areas (FATA). Six adjoining tribal areas, namely
Peshawar, Kohat, Bannu, Lakki, Marwat, Tank and Dera Ismail Khan, are known as FRs.
Bank financing will provide complementary and foundational investments in infrastructure and
institutional systems that would strengthen the Government’s own investments, both recurring and
development investments in the merged areas. The project will also support institutional
development and investments made at the local government level (e.g., village council level),
strengthening these institutions for planning and implementation of local budgets in an accountable,
transparent and sustainable manner, and bolstering citizen participation and accountability systems.
The project will pay particular attention to boosting the voice and participation of women at the
grassroots level, to ensure that locally determined investments meet the needs of women and girls.
The project components, when taken together, provide a critical and complementary set of
investments into institution building and development of state systems in the NMD.
The P&DD will play a critical role in monitoring and oversight of project activities through its PCMU.
The unit would help in intensive monitoring and coordination for the P&DD and the PSC and resolve
any inter departmental issues.
Key Responsibilities:
The key responsibilities of the Project Coordinator shall include, but not limited to the following.
▪Support the Project Director for overall implementation, operational and administrative
management of the project in line with cost, scope of work and timelines.
▪ Establish close liaising with the World Bank, Provincial Government Departments and the Project
Implementation Units (PIUs) to ensure achievement of desired objectives of the project.
▪Preparation of annual work plan and budget (project profile, activity chart, work plan & cash plan)
in consultation with all project stakeholders for the approval of Project Steering Committee.
▪Exercise a strong check on the timelines and to control cost overruns by developing correlation
between processes, inputs and outputs of the project.
▪Ensure that dashboard(s) for display of all project activities are regularly updated and accurately
display project information.
▪Work effectively and harmoniously with the project stakeholders (including external partners) as
well as with the project staff.
▪Develop indicators for progress monitoring of results and progress of implementation, identify
risks and develop risk mitigation plan.
▪Monthly/quarterly review meetings based on the “annual work plan” approved by the Steering
Committee and take “on the spot” appropriate recommendations to accelerate implementation of
project activities.
▪Establish and maintain custody of all project documents including PC-Is of the project components,
sub-components, architectural & structural design, financial releases, utilizations, monitoring reports
and periodic operational reports of the completed schemes.
▪Oversee planning, design, delivery and quality of sub-projects/ activities and services delivery.
Besides, managing the human resource of the PMU in achieving the project objectives.
Contract Duration
Up to one year, extendable till life of the Project upon satisfactory performance dully recommended
by the supervisor.

Selection Method
An individual consultant will be selected in accordance with process stipulated in Section VII in
accordance with the World Bank Procurement Regulation November 2020.
