According to Juran, quality means that a product meets customer needs leading to customer
satisfaction. Juran's Breakthrough Sequence is like a roadmap for making things better at work.
All breakthroughs follow a common-sense sequence of discovery =, organization, diagnosis,
corrective action, and control according to Juran. He formalized it as the 'breakthrough sequence:
and it is summarized as follows:
Proof of the need: Managers, especially the top managers, need to be convinced with the idea
that quality improvements are simply good economics. Through data collection efforts,
information on poor quality, low productivity, or poor service can be translated into the language
of money which is the universal language of top management-to justify a request for resources to
implement a quality improvement program.
Project identification: All breakthroughs are achieved project-to project, and in no other way.
By taking this kind of approach, management provides a forum for converting an atmosphere of
defensiveness or blame into one of the constructive actions. Participation on the project will
likely to increase the chance of the participant to act on the results.
Organization for breakthrough: Organization for improvement requires a clear responsibility
for guiding the project The responsibility for the project may be as broad as the whole division
with formal committee structures or as narrow as a small group of workers at one production
operation. These groups provide the definition and agreement as to the specific alms of the
project, the authority to perform experiments, and implementation strategies. The path from the
problem to solution consists of two journeys: one from the symptom to cause (the diagnostic
journey) and the other from cause to remedy (the remedial journey), which must be done by
different individuals with appropriate skills.
Diagnostic journey: Diagnosticians skilled in data collection, statistics, and other problem-
solving tools are needed at this phase. Some projects require full-time, specialized experts (such
as Six Sigma Black Belts) while the workforce can perform others. Management-controllable
and operator-controllable problems require different methods of diagnosis and remedy.
Remedial Journey: This journey is consisting of several phases: choosing an alternative that
optimizes total cost (similar to one of Deming's points), implementing remedial action, and
dealing with resistance to change.
Holding the gains: The last step Involves formulating new standards and procedures, training
the workforce, and instituting controls to make sure that the breakthrough does not die over time.
Improvement happens every day, in every organization — even the poorly performing ones.
Improvement is the only way a business survives. It is a continuous activity that is incrementally
chipped-away at, day after day. It is different than breakthrough improvement, however.
Achieving breakthrough improvement requires taking a step back and analyzing your situation a
little closer.
Breakthrough means the organized creation of beneficial change and the attainment of
unprecedented levels of performance. Overall, breakthrough results in significant cost reduction,
customer satisfaction enhancement, and superior results that will exceed customers’ expectations.
Each stage of Juran's Breakthrough Sequence represents a critical component of the overall
quality improvement process. By following this sequence, organizations can systematically
identify quality issues, develop strategies to address them, and implement solutions to achieve
breakthrough improvements in quality and performance.
