1. INTRODUCTION
Education is one of the fundamental sources of knowledge that have
shaped every Filipino existence. It could be attributed to factors that made
every Filipino engaged in a different educational field. If a certain person who
wants to engage of a certain field, he will undoubtedly get hooked into it.

The success of every Filipino in terms of education has been known


locally and internationally. Education can attain by many but not all of them
has an access to it. Exceptional learners such as hearing and visually
impaired individuals can also be a part of an integrated educational system.
During the time, people with disabilities undergo great sacrifices under the
welfare where charitable and humanitarian works are still not under their
concerns. When the attitudes towards the people with disabilities soften,
disabled people became the responsibility in terms of education. People with
hearing and visually impairment became their first priority. Perkins School for
the Blind and the Gallaudet University became the first institutions for these
learners.

Awareness within the society is limited and discrimination is still in the


nature of the few people, that’s why those with disabilities are having a hard
time to boost their self-esteem and confidence. Having an integrated institute
in Bicol for this emerging culture is substantial and one of the vital
components to increase the percentage of education for special learners,
especially those who are aiming for higher education, that will help their
learning experience be applied for their future. Also, to increase awareness
and break the misperceptions of the society for the hearing and visually
impaired community. Special education is a stepping stone for special
learners that will help them lead to a better future. Not only physically normal
people can have an access to education, but also the community of the
exceptional where they can access education in a special way.
Education is the foundation of the future development of the later life.
Having disabilities is not a hindrance to not engage in any educational
systems. A freedom to develop oneself is an access and a stepping stone to
success. Special schools should need to furnish sufficient facilities and
educational resources in order to help special learners to meet their needs.
The purpose of this study is to distinguish difficulties of the present condition
of special education schools that are still encountering by the special learners
by means of providing standardized innovation and facilities that may be

advantage for the users and for the future.

1.1. BACKGROUND OF THE STUDY

Special needs individuals are people that requires additional or


specialized services or accommodations. They are people with
physical, emotional, behavioral or learning disability or impairment.
Hearing and visually impaired learners belong to that general class
called the “exceptional”. It also recognizes that these people have
limitations in life such as seeing and hearing.

In ancient times, the handicapped were often sacrificed to the


welfare of the state. Attitudes towards the handicapped softened as
exceptional persons came to be viewed as the responsibility of the
humanitarian concerns. History records scattered attempts during this
period to educate individual blind or deaf persons, but the years 1200-
1700 are distinguished mostly by charitable efforts. The education of
blind and deaf children originated with private tutors hired by their
wealthy parents. Before 1800, there were few enough schools for
ordinary children that a school for handicapped children was
considered quite extraordinary. However, coincident with the common-
school movement emerged awareness of the unique requirements of
the blind and deaf, that’s why the Gallaudet University school for the
deaf, and Perkins School for the Blind were built being the very first
university for the blind and deaf youth. (Nordstrom, Brian H., 1968)

In the Philippines, the Philippine School for the Deaf and the
Philippine National School for the Blind are a government learning
institution and were the very first SPED school in the country. PNSB
used to be a component unit of the then School for the Deaf and the
Blind which was established in 1907 by Miss Delight Rice, an
American Thomasite, which was also the very same year that formally
marked the beginning of the special education program in the
Philippines. The Philippine School for the Deaf and the Philippine
National School for the Blind serves as the home for these exceptional
learners to engage in an integrated education system to become fully
independent and became an asset to the society.

In Bicol, there are also special education schools that are catering
primary and secondary hearing and visually impaired learners like
Naga City SPED Center, Gualandi School for Hearing Impaired,
Legazpi City Division SPED Center, Sorsogon National High School,
Viga Central Elementary School, and Dionedas Special Special School
of Daet. When it comes to higher education, there are also universities
in Bicol that are catering visually and hearing-impaired learners like the
University of Nueva Caceres, Ateneo de Naga University and
Unibersidad de Sta. Isabel.

An institution for hearing and visually impaired learners is an ideal


way to develop their ability, socialization, access to education and
lifestyle by making them independent. It intends to give these people
an opportunity to increase the level of their standard of living,
interaction, self-awareness, learning, self-expression, communication
and personal development. The long-term approach for an integrated
education system offers a special curriculum that demonstrates a base
skill during their development physically, mentally, emotionally and
socially.

Blindness and deafness are generally considered the most severe


handicap and their stereotype is loaded with negative connotation such
as helpless, dependency, incapacity and happiness. (Nordstrom, Brian
H., 1986) As a result, it evokes pity and represents unusual stimulus,
which may arouse feelings of threats, conflicts and fundamental
importance. Education is a valuable phase to success but some have
hardship in cultivating it. It’s been a long problem and issue in our
country that takes a long time to make an action and response.
Academic needs for these youth are hard to attain due to ill-equipped
and outdated facilities. A specialized and innovative facilities are
needed in order to enhance their academic learning proficiency and
provide them a keenness to satisfy for their particular physical
boundary.

A specialized and innovative facilities like this would be good for


deaf and blind learners, young professionals and old ones in
developing their special skills. The deaf and blind culture need to be
exposed and recognized in order for them not to experience the feeling

of being an outcast. It intends to change the lives of hearing and vision


impaired youth to a better and more complex life by educating them in
exclusive programs.

1.2. STATEMENT OF THE PROBLEM


People with hearing and visually impairment are having their
difficulties in coping up with their environment because of their
disabilities. Even though they find it difficult to deal with other people in
terms of interaction and socialization, they always have their will and
determination to engage themselves to receive quality education that
they deserve. Each person with disabilities should need to be treated
equally, have an equal access to education and job opportunities.

Many hearing and visually impaired people feel one of their


biggest difficulties is the discrimination within the society. This is
one of the reasons why they don’t have the courage to fight for their
rights despite of their disabilities. They find it hard to have a social
interaction because of the fear of being discriminated that’s why some
of them choose to distance themselves from the society. Also, their
socioeconomic status is being affected due to the limited access in job
opportunities and education that they need.

According to the Department of Education at Regional


Government Center, only 10%-20% of visually and hearing-
impaired people has a proper access to education. There are many
potential hearings and visually impaired that deserves an equality and
proper access to education. Education is a valuable phase to success
but some have hardship in cultivating it. It’s been a long problem and
issue here in our country that took a long time to response and take an
action. Some of them also wants to access in higher education and
grab bachelor’s degree and skills that they desire but there is only
limited access.

Existing SPED schools like Naga City SPED Center lacks


educational facilities to accommodate the growing number of
students. Academic needs for these youth are hard to attain due to
lack and ill-equipped facilities. There are no new innovations and
improvement for their learning equipment and facilities as well as the

learning process itself. Their primary problem is they couldn’t afford to


enroll in expensive special schools to meet their needs in learning
that’s why some of them has lack of opportunities. Every year, there is
an increase of number of enrollees in SPED schools because they
want to engage in a learning environment receiving the same
advantage and access to education like those youths without
disabilities. Some of the parents of hearing and visually impaired
choose home schooling that end up in secluding them more in the
society.

In Bicol Region, almost 80% under the PWD community is


unemployed according to P.E.S.O of the Department of Labor and
Employment. Having and finding a sustainable income is one of the
challenges facing by persons with disability, especially those with
hearing and visual impairment. It is hard for them to be accepted in
jobs especially in companies because of their conditions and disability.
On the other hand, employed pwd’s, still experiencing inequality within
the workplace. Little did they know that there are more skilled and
deserving persons with disabilities who has more knowledge and
determination than those people without disability. The society is
always judging what these PWD’s can do when it comes to various
workplaces.

Bicol Region also contains a large number of visually and hearing-


impaired youth that are still learning and want to have an access for job
opportunities, especially in education. The study aims to accommodate
hearing and visually impaired learners and gives a learning experience
and equality to education for the betterment of their future. Deaf and
blind generations nowadays should have an innovative, advanced
facilities and also educational programs to receive equality, to know
their purpose, achieve their capabilities and high potential in education.
Considerations about spatial practices, awareness and intersections for
deaf and blind youths within their own space are the focus of this
research.

1.3. PROJECT OBJECTIVES


The proposal aims to develop an integrated music school for deaf
and blind learners that will widen their maximum potential through their

special needs and in order to provide them opportunities that will lead
them to a happy life.

 To develop an appropriate progression through architecture as a


means of having an equality and acceptance, and also to break the
misperceptions and increase awareness to the society.
 To have an appropriate learning environment and architectural
innovation, atmosphere and sense of comfort that will enable the
visually and hearing impaired adopts to the concept of sound,
language and speech.
 To accommodate the growing number of deaf and blind students
enrolling every school year.
 To provide an institution with a high quality of facilities that would
educate and give therapy, opportunity and equal access to education
for the hearing and visually impaired learners that will prepare them
for the future.

1.4. SIGNIFICANCE OF THE STUDY


The purpose of this project intends to obtain information about
architectural standards, design approach for deaf and blind, learning
environment that will boast their self-esteem needs and social
interaction, program objectives, perceived outcomes among public oral
schools that offers integrated educational system. A detailed
representation of the various ways in which music and performing arts is
used and its perceived benefits to children and youth who are hearing
and visually impaired was developed.
1. To the Youth
This project will help them to have more access in education.
It will also help the hearing and visually impaired youth to attain
their needs specially in developing their knowledge and
potential to acquire equality in education despite of their
disabilities.

2. Community
This project will enable to promote a good and innovative
facilities for integral education system for hearing and visually

impaired learners in Bicol. This will also help to develop and


gain high quality deaf and blind youth learners and make the
region an identity of the models of good integral and educational
system.
The project will help them to increase awareness and break
their misperception and barrier for hearing and visually impaired
community, and also to address the physical isolation and
seclusion.
3. Parents/Guardians
The proposal will help to educate and trained the parents or
guardians to the welfare of their child and also with regards to
appropriate attention and the care they ought to give to their
children.

4. SPED Teachers/ PWD SPED Teachers and Professors


This proposal will help to improve the teaching skills of
future SPED teachers and music enthusiasts in order to meet
the needs of the special children.

1.5. SCOPE AND DELIMITATION

a. Research Components
The coverage of the project research is the Bicol Institute for
Hearing and Visually Impaired learners in the whole Bicol Region
from primary to tertiary level. Integral education system is the focus
of the study that will fill to the appropriate needs of the learners. The
project research will nurture biophilic and universal design approach
in order for the learners to have a comfortable, safe and barrier-free
learning environment to develop their mobility. The project research
is delimited to structural, electrical, plumbing sanitation layout and
other maintenance facilities.

c. Assumptions
i. It is assumed that the chosen site has a potential for agricultural
project because of its location.
ii. Barangay Pacol in Naga City is still considered as part of the
lower portion of the city and can be at risk of flooding because
the area is lacking of drainage. This is to be planned in order for
the site to avoid such flooding.
iii. The DepEd, National Council on Disability Affairs (NCDC),
National Commission for Culture and Arts (NCCA), LGU-Naga
and other agencies are mandated to provide funding and other
programs for the support to the project.

d. Definitions
In this section, the following definition of terms are
incorporated under the project programs or framework:
i. Deaf/Hearing Impaired: It refers to the physical condition of
hearing loss which affects an individual’s ability to detect sound.
ii. Blind/Visually Impaired: It refers to an individual with vision loss
resulting from either disease, trauma, congenital or degenerative
conditions that cannot be corrected by conventional means, such
as refractive correction, medication or surgery.
iii. Braille: It is a tactile writing system used for people who are
visually impaired. It is traditionally written with embossed paper.
iv. ALS (American Sign Language): American Sign Language is a
natural language that serves as a predominant sign language of

deaf or hearing-impaired communities. It is a complete, complex


language that employs signs made by moving the hands
combined with facial expressions and postures of the body.
v. Filipino Sign Language: It is also called Philippine Sign Language
and is originating in the Philippines. FSL is unique language with
its own grammar, syntax and morphology; neither based on nor
resembles Filipino or English. It its declared as the national sign
language of hearing-impaired Filipinos.

1.6. CRITERIA FOR SITE SELECTION AND SWOT ANALYSIS


The site selection process includes a detailed evaluation of project
needs which are then measured against the merits of potential locations.
This process shows how the selective site meets the potential and
qualification of the established criteria. This will be the basis of site
selection to support a particular project.

The result of the site selection analysis is that the Site 2


which is the Barangay San Felipe, Naga City is the most preferred
site. It gets a higher percentage among the two given sites to build

an institution for the hearing and visually impaired learners.

d. SWOT Analysis
SWOT analysis stands for strengths, weaknesses,
opportunities and threats. This analysis is a guide in understanding
the condition and aspects of the existing site.

The result of the SWOT analysis shows that the Brgy. San
Felipe, Naga City is the most preferred site. The given site is very
accessible and has the capacity to offer on what is needed by the
project proposal. Weaknesses and threats of the site must give
more attention and should be considered.

1.7. SITE DESCRIPTION


a. Vicinity Map
The Barangay San Felipe in Naga City has a total land area
