The existing (T1/07) “Expressway Signing System – Guidelines and Design


Application” book has been reviewed as a continuous effort to improve tolled
roads signing system based on feedbacks. We can be proud that our
highway signing system is on par with the standards adopted elsewhere in
the world. The advent technology of smart phones and road navigation
apps such as google maps, waze, garmin, etc, has made road users reliant
on them to get to a destination using specific route numbers. Hence
highway route numbers, exit numbers has become important in navigating
road users to their destination and indirectly educating them. In addition, the
continuity and legibility of information that provides integration between
other roads is important. For example `Route Number or Expressway Route
Number' as well as `Exit Number' has been recognised and accepted by
road users all over the world as their guidance to a destination.

2.1 NEW POLICY

2.1.1 General guide to design and positioning

Directional Sign
Where a new tolled road is being constructed and will be completed
in sections/packages and opened to traffic in phases/stages, the
followings are to be observed and adhered to in accordance with MHA
new policy and control :-
Ÿ Destination name (regional / primary / town) is not allowed to be
displayed on any directional signs should the said destination
name is routed to the uncompleted stretch of the expressway/
highway or opening of that section is at a later stage.

Public Institution of Higher Learning (IPTA) Signs Installation -
Minimum Citeria
Information on public institution of higher learning (IPTA approved by
the government) was initially permitted to be installed on the
expressway under T1/07. However, with the Government’s
transformation on education program, public institution of higher
learning (IPTA) has grown tremendously and the need to control the
clustering of these signs on the expressway need to be managed
accordingly.

The minimum criteria set by MHA before any IPTA signs are allowed
to be installed on an expressway under this new policy and control are
as follows:
Ÿ The student enrolment per year must exceed an average of 5,000
students.

Ÿ The location of the said IPTA must be within 20 km radius from an


interchange.

4.1 REVISED LETTERING HEIGHT

To enhance the legibility and readability of signboards on tolled


roads, the lettering height (based on category of Expressway) is
revised as shown in Table 2. All new signboards for installation
including replacements shall adopt this revised lettering height.

Table 3 is being revised accordingly to reflect the changes made in lettering


height and type.

Additionally as some tolled roads network are connected seamlessly through


a System Interchange, the 'Name of Tolled Roads' has been introduced for
road user references. The matrix of lettering type, size and colour are shown
in Table 3. Typical example of this cases is depicted in Figure 6.

4.3 TYPE OF FONT

T1/07 has stated that two types of lettering are to be adopted on traffic signs
in all tolled roads which are:

i) Normal lettering (numbering & alphabet) that is equivalent to


`Transport Heavy' type font obtained from `Casmate' software.

ii) Narrow lettering (numbering & alphabet) that equivalent to `CcRige'


type font with 30% reduction obtained from `Casmate' software.

However, due to the constraint of having the same standard and


consistency in terms of similarity of tolled roads lettering standard font,
lettering type of LLMNormal and LLMNarrow being introduced as shown in

Hectometer Marker were installed and designed for administrative purposes


especially in identifying maintenance activities location from some
reference point. However, highway users could use both Kilometer and
Hectometer markers to pinpoint any accidents made it necessary to identify

services could get to the scene of the accident with minimal delay. therefore ,

4.18 MATERIAL AND COLOUR

4.18.1 Arrangement of Multiple Joints For Signboard Substrate

Due to the difference sizes of each individual signs, there will be


multiple joints in order to make a complete signface. This is due to the
restriction in the size of the aluminium composite as well as the
retroreflective sheeting with the maximum width of 4 feet. In order to
achieve a balance between safety and aesthetic, the arrangement of
the joints shall be in a way that the smallest sections must be furthest
away from the driver. This is to ensure that in the event of accidents,
the smaller sections are that faced nearest to the vehicle do not break

4.18.2 Sheeting Material

It shall be of retro-reflective plastic sheeting of an encapsulated


lens unmetallised microsprismatic retro-reflective material and
unmetallised cube corner microprismatic retro-reflective material in
accordance with Type IV and Type XI of ASTM D4956.

Warranty on the performance of the retroreflective sheeting material


is mandatory and shall be provided by the sheeting manufacturer to
the concessionaire for a minimum 8 years for Type IV and 10 years
for Type XI from the installation date.

4.18.4 Sign Substrate Material

The sign substrate material shall be not less than 4mm total
thickness of aluminium composite material (3.0mm thick
polyethylene with a minimum of 0.5mm thick aluminium skin on each
sides). The sign substrate shall have a minimum warranty period of 8
years to coincide with the sheeting material.

The retro-reflective sheeting shall be applied on the non-coated


aluminium surface only. The unapplied surface of the aluminium
composite plate shall be painted in executive grey.

4.18.5 Minimum Retroreflectivity Performance

Ÿ The two types of retro-reflective sheeting that have been established and
identified for use on traffic signs are High Intensity Prismatic (Type IV)
and Wide Angle Prismatic sheeting (Type XI).

Ÿ High Intensity Prismatic sheeting is a retro-reflective sheeting referred to


as 'high-intensity' which is typically an unmetalised microprismatic retro-
reflective element material complying with D4956 and Table 5.

Ÿ Wide Angle Prismatic sheeting is a retro-reflective element material


complying with ASTM D4956 and Table 6.

4.19 BIRTH CERTIFICATE

The intention of having a “birth certificate” sticker on every signboard


installed is to serve as a reference for the authority and
concessionaire on the validity of the warranty period for the
signboards. It also serves as an asset monitoring tool by the
authority.

In addition, concessionaires may adopt other means of identification


or technology to ensure all information details are on the “birth
certificate”.

5.2 (a) ASIAN HIGHWAY ROUTE NUMBER

North-South Expressway (NSE) has been determined as one of


the Asian Highway Network. This also meant that the route number
for NSE will also bear a route number named as AH2 for Asian
Highway network reference. The colour scheme has been fixed as
‘White on Black’ for consistency and standards. Therefore it is
recommended that ‘AH2' to be installed at ‘Distance Signboard’,
Kilometer Marker and wherever appropriate subject to LLM

5.3 NEW SIGNS

5.3.1 ‘Zon Pengawasan Cerun’

“Zon Pengawasan Cerun” signboard was earlier introduced in 2008


mainly to provide advance information and caution to road users that
they are passing through an area where the adjacent slopes are
under close monitoring activities. This warning sign might be followed
by traffic management ahead if necessary. Therefore the installation
of this signboard is advised to be located at the 'Start' and 'End' of
determination zone.

5.3.2 ‘Zon Operasi Kamera’

The warning sign 'Zon Operasi Kamera' is being introduced following a


request made by PDRM. The objective of this signboard is to alert road user
to drive at the allowable speed limit and they are being observed / monitored
by the police or camera from breaking the speed limit regulation during
police operation or at any time. The location of this signboard is being
determined by 'PDRM', normally 2 km ahead from the camera that has been
installed.

5.3.3 ‘Cattle Sign’

The warning sign 'cattle crossing' is being introduced where there are
accident cases involving cows hit by vehicles. There is no specific guideline
on location where this signboard should to be installed. Concessionaires
are responsible to use their own judgment and past records on the existence
of cows at most prone areas adjacent to the tolled roads reserved.

5.3.4 Reserve Animals Prone Area (Tapir)

The warning sign 'tapir' crossing is introduced mainly to caution road user to
be aware the possibility that the area is experiencing 'tapir crossing'.
Jabatan Perhilitan requested that this signboard to be installed based on
their records that the entire area was once a tapir 'habitats'. Since tapir is
classified as Malaysian 'preserve animals', hotline number of Jabatan
Perhilitan need to be installed to allow direct contact with them in cases of
any accidents.

5.3.5 (a) Larangan Kenderaan Berat Memandu Di Lorong Kanan

This warning sign is installed along tolled roads having more than two lanes
per carriageway. It is being installed on both sides of the mainline at the
same location as shown in Figure 7. This signboard is introduced to prevent
heavy vehicles to stay on fast lane and hogging other fast moving vehicles
that may contribute to traffic congestion and impose traffic hazard. The
installation of this signboard will be at 10km interval or wherever
appropriate.

5.3.6 ‘Larangan Kenderaan Perlahan Memasuki Lebuhraya’

Slow moving vehicles are prohibited from using tolled roads. The warning
sign 'kenderaan perlahan dilarang masuk' is being installed to restrict entry
of these vehicles because of its slow maneuverability movement that pose
danger to other fast moving vehicles. This warning sign is recommended to
be located at the beginning of tolled roads boundary.

5.3.7 ‘No Fishing’

Some tolled roads alignment may be passing over a big river where fishing is
amongst the favourite past time activity to the local people. Typical
examples are Sungai Temerloh at Lebuhraya Pantai Timur and Lumut
Straits at Lebuhraya Lembah Klang Selatan. Therefore concessionaires are
advised to install this signboard in order to prevent people from conducting
fishing activity on these tolled road bridges over the rivers.
