Working paper #2

Block: The Matrix

Proposing solutions to better the health and security with the use of AI,
Establishing the better use of AI,
While ensuring the sovereignty of each country is respected.

Proposing regulations for a better use of AI, in government and work environment, making
the workplace more effective, and increasing population’s health and system optimization;
1. The IGF encourages the use of AI to help governments by to:
1.1. The optimization of data analysis (ISIP, therefore making government actions,
such as criminalization of misinformation, quicker and less biased, by;
1.1.1. Securing the quality of the data used;
1.1.1.1. By the use of safeguards to ensure the veracity;
1.1.1.2. Suggests countries collaborate with investments of the AI
detection of fake news, such as the one’s being developed at the
University of Queensland;
1.1.2. Ensuring the ethical usage of such data;
1.1.2.1. Only feeding AI with true information and data analysis, to be
able to learn, by having the GISIU review every information
during the learning process;
1.1.2.2. Make data collection, storage, and analysis processes
transparent to the public, and stakeholders, by disclosing these
information online and opening public monitoring jobs, helping
to build confidence in data quality and ethical use;
1.1.2.3. Conduct ethical impact assessments before initiating data
analysis projects (GISIU) to identify and mitigate potential
negative consequences for groups and individuals.
1.2. To ensure that the sovereignty of each country on which date will be feed up
to the IA in the SWIFT project, will be according to what each delegation
wants;
1.2.1. Propose a set of guidelines and principles to ensure that the
sovereignty of each country is respected in the SWIFT project;
1.2.2. Explore the possibility of customizing the data feed dates according to
the preferences of each national delegation;
1.2.3. Plan for the gradual implementation of the new guidelines and
procedures to respect data sovereignty in the SWIFT project.
2. To mitigate the misinformation and ensure ethical AI usage on schools;
2.1. We recommend that the schools have a separate internet server for educational
purposes equipped with an AI blocker that only discloses true and basic
information;
2.2. Introduce basic AI concepts into the school curriculum, starting from
Elementary to High School. This may include notions of what AI is, how it
works, its applications, and ethical implications.
3. Biotechnology use in AI with priorities to biomedical need;
3.1. Usage for a more effective analysis of medical images, being able to better
detect abnormalities and aiming to improve the health system;
3.2. Recommend that countries have minimal funding to subsidize AI and
technology systems in health;
3.3. Calls for the tracking of a civilian’s, already existent, health record with the
implementation of a database to store this information and an annual remaking
of these records, resulting in more accurate premonitions about one’s health.
And also, improve drug discovery and development to accelerate the drug
discovery and development process, leading to the creation of novel
therapeutics for various diseases.
4. Development of the AI and Biotechnology sector in countries, by;
4.1. Initially encourage developed countries to shift the investment on
biotechnology and AI to make a solid base, and then help underdeveloped
countries to invest in their technology;
4.2. Fomenting research through SWIFT in reputed universities and International
student exchange between universities.
