1.2 Drafting evidence-


based academic paper In May 2023 FAKTA completed the first draft of the Academic Paper on the Draft Government

brought into the Focus Group Discussion (FGD) in the first series which was carried out with the Koalisi
PASTI , the second will be carried out with experts and the last will be carried out with related
ministries and institutions, it is hoped that it will reach the Ministry of Finance as the leading sector.

1.3 Series of focus group


discussions with On May 16, 2023, FAKTA conducted a Focus Group Discussion (FGD) for the preparation of the first

1.4 Direct advocacy to


related ministries and On March 28, 2023, FAKTA with YLKI had an audience with the National Consumer Protection Agency
policymakers (BPKN) to match the vision in making the MBDK Excise Government Regulation (PP). The details of the
report will be submitted by YLKI.
On March 30, 2023 FAKTA Indonesia had an audience with the Ministry of National Development
Planning of the Republic of Indonesia / National Development Planning Agency (BAPPENAS) which was
attended by Mr. Sanjoyo as Manager of the Social Development Pillars of the SDGs National
Secretariat, Mr. Setyo Budiantoro as Manager of the Economic Development Pillars of the SDGs
National Secretariat and Mr. Fadlan Muzakki as SDGs National Secretariat Communication. Through
this hearing we developed a common vision in making regulations for the MBDK Excise Government
Regulation (PP). As a follow-up to this activity BAPPENAS is willing to facilitate or become a liaison
between the Ministry of Health and the Ministry of Finance and BAPPENAS is willing to be involved in
providing input in the process of preparing academic papers for implementing excise duty on MBDK
products

On April 12, 2023 FAKTA actively participated in the National Consultation facilitated by CISDI, which
was attended by relevant policy makers namely the Ministry of Finance, Ministry of Health, Ministry of
National Development Planning of the Republic of Indonesia / National Development Planning Agency
(BAPPENAS), Food and Drug Supervisory Agency ( BPOM), Social Security Administration Agency
(BPJS). Detailed reports will be submitted to CISDI.

Currently, FAKTA is also still waiting for a definite schedule for hearings with the Directorate General
of Disease Prevention and Control (P2P) of the Indonesian Ministry of Health, the Social Security
Administration Agency (BPJS), the Food and Drug Supervisory Agency.

Beside the socialization, this meeting was also used to see potential candidates for the youth
champions/advocates session from the community. One of the responses given by the community was
regarding health and the negative effects of MBDK products. After this socialization, the community
already knew the harmful effects of MBDK products. A good reception was also received from the lurah,
puskesmas doctors, and the RT/RW network

implementation of the social analysis of the parents' session.
Section Five: Obstacles to Project Success
Detail what obstacles you may have encountered and detail their impact on the achievement of project targets. Please explain how you plan to
overcome these obstacles.

The obstacle in this period was that there was no unanimity across Ministries and Agencies regarding the MBDK issue and there were no Ministries and
Institutions that had led the advocacy (leading sector) related to MBDK. We are also having difficulty finding policy champions/influencers to support
this issue.

Significant changes of over 10% to any budget line item (i.e. Project goal, project objectives and project activities) require prior approval from
CTFK/TFKAF/GHAI. Any payments of over $10,000 to third parties (sub-contractors, consultants, agencies, etc.) that are not included in the original
budget must be pre-approved by the PO/FCO. Please justify your proposed changes (including request for a No-Cost Extension) and reference any
discussions had with your PO/FCO. Please include with the report the new proposed work plan and budget highlighting the changes.
