DEVELOPMENT OF FOREIGN ECONOMIC ACTIVITY IN THE
CONTEXT OF DIGITAL TRANSFORMATION

State programs and strategies for the development and promotion of digital
technologies and (or) digitalization of national economies and industrial sectors to
currently developed and implemented in dozens of different countries around the
world, as well as at the interstate level. Considering the national programs of the
world's leading digital transformation countries: some EU countries, the USA, Japan,
the Republic of Korea, China to identify priorities for the development of the digital
economy and possible borrowing the experience of these countries for usage in the
Republic of Uzbekistan. Only in the EU countries, according to official data as of
December 2018, there are more than 30 national and regional industrial digitalization
initiatives.
As a result of the Industry 4.0 program until 2020 in Germany, it is planned to
increase labor productivity by an average of 18.0%. At the same time, the degree
digitalization of the country's economy are going to increase to 82.0% by 2021 (now
33.0%). Decision-making based on digital data and models is expected to increase to
90.0% by 2020 compared to 52.0% in 2016 With the aim of implementing the
Industry 4.0 project in Germany in the period up to 2020 provided funding in the
amount of about 900 billion USD. Investments must be made in digital technologies,
sensors and communication devices, programs and applications, production control
systems, training employees, etc [4]. In addition to the general concept of Industry
4.0, Germany has developed and other strategies and initiatives of a similar profile

are being implemented, including Smart Networking Strategy, on the basis of which
the Digital Agenda program was introduced.
In France, in July 2015, the Alliance for the Industry of the Future (Alliance
pour l'Industrie du Futur), bringing together various organizations from the private
sector, scientific environment and a number of government institutions and
institutions. In the new UK Digital Strategy (UK Digital Strategy 2017) [3],
published on March 1, 2017, seven areas are identified:
1. digital infrastructure;
2. access to everyone's digital data;
3. better conditions for business via the Internet;
4. help business in digitalization;
5. cyberspace security;
6. online public service;
7. the use of accumulated data in the economy.
It is planned to create five technology centers to support initiatives. The population
will be provided free digital skills training services.
Japan is aware of the threat of loss of global competitiveness due to accelerating
development and introduction of digital technologies in commercial exploitation in
developed countries. In Japan, the main government document, determining the long-
term goals and objectives of the country in the field of digital technology
development, is Smart Japan ICT Strategy, that published in June 2014. The
Foundation of Japanese strategies – generation of innovations by linking things and
services through ICT. ICT strategy identified three priority projects:
- revitalization of the activities of the regions through the development of smart
city projects;
- creation of geospatial information bases about settlements;

- solution of social problems through the use of ICT in the field of medicine,
education, elimination of consequences of natural disasters, etc.;
- provision of free public fixed and wireless access to the Web;
- the creation of an advanced multilingual voice translation system, within the
framework of the Global Communications Project and other initiatives, in
ahead of the XXXII Summer Olympic and Paralympic Games 2020 in Tokyo
[2].
In 2016, Japan's strategic program "The Fifth Basic Plan scientific and
technological development” (The 5th Science and Technology Basic Plan) to lag
behind, not to be followers in technological development, but to take the position of a
leading country, Japan relies on the development of the most important strategic
resource - human capital and the creation of Super Smart Society 5.0 (“super-
intellectual societies” or “Societies 5.0”). Economic growth is to be accelerated
through complete technological re-equipment of industry on the basis of universal
connectivity network platforms created in each industry, their combinations and
interactions (platform platforms), embedded cyber-physical systems and Internet
technologies of things [2].
The Republic of Uzbekistan also identified digital transformation as a key national
development priority. The country's strategy is based on creating the maximum
attractive conditions for the work of leading IT companies, elimination of barriers for
introduction of the latest technologies, formation of an ecosystem of innovations. The
President of the Republic of Uzbekistan in his message to the Oliy Majlis emphasized
the need to actively develop the digital economy in the country: “For sustainable
development, we must deeply master digital knowledge and information technology,
what is it will give us the opportunity to follow the shortest path to achieve all-round
progress. In the modern world, digital technologies play a decisive role in all areas.

Of course, we are all well aware that the formation of a digital economy will require
appropriate infrastructure, huge funds and labor resources. But no matter how it was
difficult, we must definitely start this work today, otherwise tomorrow It will be late.
Therefore, the accelerated transition to the digital economy will be our a priority for
the next five years [1].
The Decree of the President of the Republic of Uzbekistan "On measures to
develop digital Economy” No. PP-3832 dated July 03, 2018, determined the main
goal of further development informatization in the Republic of Uzbekistan
improvement of conditions conducive to transformation of spheres of human activity
under the influence of ICT, including the formation of a digital economy, the
development of the information society and improvement of the electronic
government of the Republic of Uzbekistan [1]. The Republic of Uzbekistan has
firmly decided that the digital transformation of the economy is one of the key
development priorities of the state. IT-sphere needs to be given a new impetus for
development, so that capable people can fully realize their capabilities. Uzbekistan
should turn out to be a real center of attraction - for talented people, successful
companies and international corporations. Uzbekistan has every chance to become
at least a regional leader in the development of the most advanced areas - artificial
intelligence, big data, block chain technology.
In conclusion, it can be noted that the digitalization of the economy and society is
very important, since reliance on ICT remains one of the main factors in increasing
productivity and management efficiency. Proper and demanded implementation of
digital technologies economy will allow moving to a new stage of functioning and
interaction of individuals and government institutions among themselves. Then the
processes in society and in the state get higher speed and efficiency of passage,
increase competitiveness of the state and regions. At present, there is a very specific

task to make the most of opportunities of the digital economy, contributing to the
development of the IT industry, the inflow of capital, development of new
technologies, creation of conditions for digital transformation traditional industries
and, ultimately, the transition to a new economy. In the last decade, certain efforts
have been made to develop global and regional digital agendas, i.e. search for joint
effective solutions and mechanisms for regulating digitalization processes at the
interstate level.
