TITLE
“Perception and Attitude of Academicians towards National Education Policy 2020 from
the colleges of Kanpur and Lucknow”

Introduction

On July 19th 2020 government of India launched a new education policy, National Education Policy
2020 that focuses on improving quality of education and meet the current employment needs
by helping students acquire new skill and knowledge other than the theoretical knowledge. It
focuses on increasing productivity and to provide more opportunities for the young talents.
This policy will succeed the 1986 National Policy on Education by changing both primary and
secondary education in India. This policy was created to satisfy the current demands of the
new digital era. It stresses on multidisciplinary, technical knowledge, problem solving, logical
reasoning and vocational exposure of students. NEP 2020 focuses to eliminate the defects of the
current education system by formulating plans and suggestions for a better productive and
efficient education system in India . Effective implementation of NEP 2020 will transform India to a
global knowledge superpower in a long term view.

The emphasis on higher education in India is seen as a crucial element for both individual
development and societal progress. As India aspires to be a just, democratic, socially conscious,
culturally rich, and humane nation in accordance with our constitution, higher education plays a vital
role in shaping the youth and contributing to the nation’s foundation. With the increasing knowledge
base and societal progress in India, more and more Indian youth are expected to pursue higher
education.

In the 21st century, the essential objective of quality higher education is to nurture creative individuals
with good character, multi-faceted capabilities, and a commitment to societal well-being. It enables
individuals to study in-depth in various fields, fostering qualities such as critical thinking, national and
global perspectives, creativity, service orientation, and knowledge in languages, along with
proficiency in technical and vocational skills, aligning with the capacities of the 21 st century. Higher
education aims to empower individuals for personal enrichment, creative exploration, and productive
contributions to society.

To achieve the overall goal of individual development, it is essential to instill a cohesive

comprehensive foundation of values is embedded in every stage of learning..

At the societal level, the objective of higher education is to enlighten and empower the
nation in a socially conscious manner. It aims to create a populace that is aware,
informed, and capable of uplifting its citizens, seeking solutions for its challenges
collaboratively. Higher education not only forms the foundation of knowledge and
innovation but also plays a significant role in the global socio-economic framework.
Therefore, the goal of higher education is not only to generate opportunities for
individual employment but also to actively engage with vibrant and socially connected
cooperative communities. This collaboration is crucial for building a vibrant,
harmonious, cultured, productive, sustainable, progressive, and prosperous nation.

Review of Literature

Higher education has a huge impact on a country’s economy, social status,


technical skills, and human behavior. NEP 2020 is making progress toward its
objective by establishing new policies to increase quality, competitiveness,
affordability, and accessibility of higher education by opening it up to the private sector
while retaining strict quality control in all educational institutions. With the
opportunity to choose core and associated studies inside and across fields, this
will become more student-centered.(Subhra jyotsna Aithal Sree ramana Aithal, 2019).
Within the policy framework, faculty members also have the freedom to determine
curricula, techniques, pedagogy, and evaluation approaches. From teacher-centered
to student-centric, from information-centric to knowledge-centric, from mark-centric to
skill-centric, from examination-centric to experimental-centric, from learning-
centric to research-centric, and from choice-centric to competency-centric, this
platform is evolving. The different characteristics and variables that comprise and
shape a teacher’s function, hence forming their professional identity and influencing
their professional growth (Dr. Danijela Makovec, 2018). The latter begins with
their schooling and progresses through their work path, changing and upgrading along
the way. As a result, it is critical to provide prospective teachers with the required
teaching and pedagogical abilities at the university level. For instructors’ success, all
three aspects are equally crucial. For the same reason, while researching teachers’
professional growth, all three factors should be given equal weight. The suggested
policies are exceedingly brand-based, cautious, and all-inclusive (Mridul Panditrao
Minnu Panditrao, 2020). There are no clearly defined sections, boundaries, or
divisions. It starts with primary school, then moves on to secondary school,
undergrad, and even higher degrees of education. Multidisciplinary,
higher degrees of education. Multidisciplinary, comprehensive, and wide ranging
education is the major focus and attention.The curriculum is being changed as part
of the NEP 2020 initiative. The board examination will be overhauled, and there
will be a strong emphasis on developing critical thinking in pupils and providing
them with experiential learning opportunities (Dr Rahul Pratap Singh Kaurav ,
Prof KG Suresh, DrSumitNarula, Ruturaj Baber, 2020). The shortcomings of the
present NEP, which were impeding the growth of the Indian economy and
preventing youngsters from attaining their aspirations, were highlighted in a
comparison study of the current policy and new policy. The new policy
encourages all stakeholders to satisfy industrial needs on a national and global
scale, resulting in major improvements in living standards and overall economic
growth (L Devi & Cheluvaraju, 2020).Moorthy (2021) conducted a survey-based
study to explore teachers’ awareness and understanding of the National Education
Policy (NEP) 2020. The research aimed to assess the dissemination and communication
of the policy’s key objectives to teachers across different regions and educational levels.
The findings revealed that while some teachers were well-informed about NEP 2020,
there were knowledge gaps among others, suggesting the need for more effective
communication strategies.Unnikrishnan (2020) conducted a policy analysis to
examine the potential challenges and opportunities in implementing the National
Education Policy 2020 in higher education institutions. The researcher analyzed the
policy document, government directives, and stakeholder feedback to identify
critical areas of concern and possible solutions. The study highlighted the importance
of faculty development programs, curriculum reforms, and infrastructure upgrades to
effectively realize the NEP’s vision in higher education.Anand (2022) conducted a
comparative study to evaluate the alignment of existing school curricula with the
objectives of NEP 2020. The researcher analyzed syllabi and textbooks from different
states and educational boards to identify areas of convergence and divergence. The
findings indicated that while some curricula were in line with NEP 2020’s
multidisciplinary approach, others required significant revisions to align with the
policy's vision.

Towards the Problem


In a formal setup Education is carried in different stages from KG to job training.
Education policies introduced directly affect people engaged in this process. These
policies include privatization, setting eligibility and qualification for teachers,
certification, and infrastructural investment. Teachers pay, teaching methods,
values they are expected to uphold etc. Introduction of NEP 2020 brought out a
drastic change in the education system in the country .
Teachers being one of the major stakeholders of education are directly
affected by the policy. There are probabilities of agreement and disagreement
of teachers on different features of this policy. If teachers have a positive perception
towards this policy it will affect positively to the education system as a satisfied
teacher will contribute more towards the development and only then the set
objectives of the policy can be achieved effectively. The purpose of this study is to
explore the perception and attitude of academics towards national education policy
2020 in the colleges of Kanpur and Lucknow.

Objectives

● To know the awareness level of college teachers on the content & objective of
NEP 2020.
● To understand the awareness & perception of teachers towards NEP 2020
and its impact on higher education.
● To study the awareness & perception of college teachers with reference to
implementation and implication.
● To discuss how to effectively implement NEP 2020 and recommend further
suggestions.
● To identify the challenges and solutions on the end of the teachers in adoption of
the National Education Policy (NEP) 2020.

Aims and Research Questions

The aim of this research study is to explore academicians' perception , Awareness and
attitude towards National Education Policy 2020 from the colleges of Kanpur and
Lucknow.

The specific research questions in relation to the above aim of the study are:
i) What are the Academicians' attitude and understanding of National education
Policy 2020?
ii) What do Academicians perceive to be barriers to learning within the
classroom?
iii) What are the skills educators think they need in order to implement National
education policy 2020?
iv) What are the support structures Academicians use to assist them in the
vi) Is there a relationship between the number of years of teaching experience and
the perceptions of educators towards National education policy 2020?

Significance of the Study

As we know change is the law of nature. If we do not change with the passing time, we
may tend to get stuck at one place or may become outdated. Keeping in mind that
progress is impossible without change, India has made a historic and significant move
by framing the New Education Policy 2020 after a long gap of almost three
decades.Now, the need of the hour is to focus cautiously on the implementation of NEP
2020 with proper planning and organizing in order to reap the fruits of it in the long run.
The teachers are key players to effectively implement NEP2020.
Perceptions ,awareness and attitude affect behavior, so determining teachers'
perceptions, awareness and attitude is also important for effective NEP 2020.
Determining the perceptions of the Teachers and taking the necessary measures in this
direction are crucial to Enhance the quality of the system.
● It's a pilot project of its own kind, since the study aims at analyzing the
implementation so that constructive suggestions will be provided.
● Data procured will also help as a benchmark for future studies covering larger
areas.
● The procedure and tools followed under the study may be further standardized
and replicated in future studies.

Implementation leads to the way of visions. Dreams lead to the way of ideas. Vision
doesn’t come without dreaming and ideas don’t work without implementation. So
dream and implement together, in order to transform ideas into Visions..!!

3.METHODOLOGY

The procedure to be followed, construction of questionnaire and statistical technique to


be used are presented.

3.1 Subjects
The Colleges will be randomly selected from Kanpur and Lucknow districts of Uttar
Pradesh.

3.2 Questionnaire
Before preparing the questionnaire the research scholar will go through the literature
related to the present study and will follow all the necessary steps to construct the
questionnaire. Help will also be taken from the central library of different institutions

where related literature for questionnaires may be available. The questionnaire will be
prepared keeping in view the various aspects of physical education and sports facilities.
The questionnaire will also be arranged in a logical order where each statement will be
recorded clearly to enable institutions to understand and answer those statements
without difficulty. Great care will be taken to frame each statement in a précised
manner without ambiguity.

3.3 Construction of the Questionnaire


The questionnaire will be framed and constructed after the consultation with qualified
and experienced faculty of Psychology. The most care and seriousness will be
employed in the construction of the questionnaire. Taking into consideration the
maximum coverage of the area that will be surveyed, great attention will be paid to all
relevant aspects of the study, so as to get maximum worthwhile and meaningful
responses from the subjects. Further the construction and the arrangement of the
questions will be made in a logical way so that sequence in the response statements
would be readily available in an orderly manner. Attempts will also be made to keep the
questions simple, clear and relevant leaving no room for ambiguity or vagueness. The
following steps will be considered and followed in the construction of the questionnaire.

3.3.1 Initial Writing


The semi-structured interview includes both questions with fixed options and Open-
ended questions to go deeply in the relevant field; but not a formalized List of
questions. With opportunities for the interviewees to express themselves. The
respondent has the right to revise and edit the questions partially. Afterwards these
questions may be changed as per the guidelines and experts opinion from time to time.
All the selected questions which will be recommended by the experts will be placed in
the questionnaire.

3.3.2 Trial Run


After formulation of the questionnaire to the satisfaction of the investigator, with the
inclusion of all the essential items in an organized manner, the questionnaire will be
sent for the trial run. The purpose of the trial run will be to discover whether the
meaning of all statements in the questionnaire is clear and well understood by the
respondents. This will help to assess if the questions are adequate to obtain the desired
information. During the trial run the questionnaire will be given to experts of physical
education. They will be requested to go through the questions or critically evaluate the
items of the questionnaire and to give their suggestions if required.

3.3.3 Rewriting

3.4 Administration of the Questionnaire and Collection of Data


The copies of the questionnaire will be distributed to Heads of institution and physical
education teachers of different Government and Private colleges in Kanpur district of
Uttar Pradesh. The investigator himself will try to visit some places personally for
administration andCollection of questionnaires. Requests will be forwarded to the
selected Government and Private colleges in Kanpur district of UP State for providing
the desired information for successful completion of the study. To motivate the
respondent, scholars will assure all respondents to supply a copy of the summary of the
findings after the completion of the study.

Statistical Analysis
The final results of this study will be analyzed using qualitative analysis. The open
ended questions of the National Education Policy 2020 Questionnaire would be
analyzed qualitatively by examining and categorizing the results into themes for further
description and analysis. Thematic content analysis will be used as it emphasizes both
the commonalities and the differences found in the educators‟ responses and relates
them to the dominant themes found within the research (Breakwell, Hammond, Fife-
Schaw& Smith, 2006). Thematic content analysis was used to identify, analyze and
report patterns or themes within a set of data. It is able to minimally organize and
describe the data set in rich detail (Braun & Clarke, 2006). In order to increase the
validity and reliability of the results, data was analyzed by reading and re-reading the
questionnaire responses, assigning codes to portions of the data and then identifying
emerging themes (Maxwell, 1992). The researcher reached theoretical saturation when
no more new themes emerged from the data (Glaser & Strauss, 1967).
