I. INTRODUCTION.
With the objective of writing a research report for a corporate investment plan in Vietnam, Hoa Sen
Group is the company that I choose to explore and analyze the benefits and harms of investing here. This
report will provide the strategic essentials for investing in a company in Vietnam. It will emphasise the
important requirements of the company such as type, size and scope, functions, and organisational
structure.
II. Different types and purposes of organizations.
A. Public Sector:
• Type:

A firm or economic organization created and operated by the government and other connected individual
organizations for the goal of profiting from the trade of products or services. A firm or economic
organization become a state’s owner company when: enterprises in which more than 50% of charter
capital or total voting shares are held by the State. (Đức, 2021)
• Purpose:

Objectives for general public's interests and for the welfare of citizens. Moreover, social goals encompass
democracy, cooperation, job creation, and mutual trust, while politicians' goals are frequently couched in
social and financial terms then instead of profitability and growth. (Đức, 2021)
• Example:

Vietnam Oil and Gas Group.


The company is owned by the Vietnamese government, established and operated by relevant
departments of the Vietnamese Communist Party (Pettro Việt Nam, 2019)

making significant contributions to national construction and defense. Furthermore, Petro Vietnam also serves

B. Voluntary Sector:
• Type:

The sector includes not-for-profit and non-governmental groups, such as charities, volunteer organizations, and
community companies. Conduct a business as usual, but profit is not distributed to owners, no dividend is
allocated. Profit for reinvestment or other social rescue and public benefits. The voluntary sector also has some
tax advantages (Dương, 2022)
• Purpose:

Rather than profit, the purpose is to contribute to society. moreover, public interest, environmental goals, fair
trade, community support, and poverty alleviation are all important considerations. Tax support for social
companies is another significant goal (Dương, 2022)

C. Private Sector:
• Type:
The private sector refers to the component of the economy that is governed by for-profit people and
enterprises rather than the government. All for-profit firms that are not owned or run by the government
are thus considered part of the private sector. Futhermore, to create a private-sector enterprise, a new
company is founded, or a government-run organization is privatized. Sole Traders, Partnerships, and
Limited Liability Companies are the four major forms of enterprise in which the government holds less than
49% of the stock. (Lawkey, 2020)
• Purpose:

The company's initial goal is survival. It needs to survive in order to establish a market share, as well as profit and
growth. Moreover, everything the firm wants will be done according to the company's will and in line with the
owner's personal preferences if it is legal. (Lawkey, 2020)

• Example:

Vingroup. Is a large private company in Vietnam, formed


through the combination of Vincom joint stock company and
Vinpearl joint stock company. (Vingroup, 2019)

B. Size and Scope.


a. Size.

1/ Number of employees: Based on the Hoa Sen’s annual report (2021), Hoa Sen Group has 7.584
employees. According to the structure of the annual report, the number of females is accounted for at 22%
and that of males is 78%. Furthermore, employees under the age of 25 account for 17% of the total, while
those over the age of 25 account for 83% of the structure (Hoa Sen Group, 2021).

2/ Company field:

➢ The one of joint stock company in VietNam, Hoa Sen group is the company that specializes in
manufacturing and trading corrugated iron, zinc pipes, steel and real estate. (Hoa Sen Group, 2021).

3/ Total capital: According to Hoa Sen’s annual report of 2021, the total resources of the Hoa Sen group are
24,514 billion VND. (Hoa Sen Group, 2021).

Conclusion: From all the information, determine that Hoa Sen Group is a large company are indisputable because,
according to the law of size companies in Vietnam, Hoa Sen Group has more than 200 employees, total revenue
is greater than 200 billion VND, and total capital is greater than 100 billion VND.

b.Scope.

It’s determined from stakeholders' mission, vision, and objectives that their company's aim is construction
and integration.

Hoa Sen Group always uses best practices and fosters a pleasant, collaborative work atmosphere for all
workers. ensuring employee earnings bonuses and ensuring employees' benefits, rights, and working

As part of its long-term development plan, the firm consistently prioritizes social responsibility. working
attitude, conscience, and duty to not only safeguard the environment but also contribute to the
progress of society and the country Furthermore, the organization is always carrying out charitable
activities and supporting initiatives in order to construct a development community. The Hoa Sen
Group has made a substantial contribution to society through its social assistance. Consumers'
thoughts as conscientious firms with social responsibility, offering finest values to the society
(Hoa Sen Group, 2021).
2/ Economic Objectives:

Increasing business activities, such as streamlining the production-supply chain and expanding export
and domestic commercial channels. Futhermore, expanding business operations under a new
paradigm, such as expanding company items in the field of constructing a statewide Hoa Sen Home
construction supplies and furniture store chain. Hoa Sen Group’s also aimed to promote the
incorporation of new and improved technology into corporate operations such as the deployment of
websites and online sales applications, as well as intelligent supply chain management.

Hoa Sen Group is one of the vanguard groups performing CSR (Corporate Social Responsibility). The

C. In conclusion:
Hoa Sen Group has established objectives and goals for stakeholders to provide the best convenience to
consumers and the finest working environment for employees. Furthermore, a clear future for the firm
has been developed from the goals that the corporation sets to match investors, shareholders, and the
government or society, which the organization has laid forth since the beginning. Group's will
constantly strive to be Vietnam's premier manufacturing firm. All of this has given Hoa Sen Group the
confidence of its customers, investors, and society.
D. The effect of size and scope to objectives of Hoa Sen Group.
As a leading corporation in Vietnam's steel sheet manufacturing industry, it has consistently achieved excellent
results over the years and has been gradually honored by renowned organizations such as Forbes Vietnam and
the President of the Socialist Republic of Vietnam with the Labor Medal. Hoa Sen has received the Certificate of
Merit and is also recognized for product quality by demanding customers in Europe and America. To that end,
the group's large scale and scope of activities have greatly aided the development and achievements of the Hoa
Sen Group (Hoa Sen Group, 2021).

Starting with a capital of up to VND 24,541 billion, it is a wall on which Hoa Sen can always rely
when establishing big goals to achieve, such as entering and transforming itself into the international market.
Change to fully automated technology, making Hoa Sen become a multinational corporation. Furthermore,
revenue is a factor that contributes to the company's internal capacity, from profits, employee salaries and
bonuses, and a better working environment to better benefits for employees. Moreover, revenue always attract
talent for groups, and it is the affects the amount of profit that shareholders are divided. In addition, with a
large and high-quality staff, including 7,584 employees and more than 50% of employees with college and
university degrees, the rest are general workers and technical workers. Therefore, the quality of Hoa Sen's
products is gradually increasing over time. Size is always connected with the extent to which the corporation can
do. From the size of the company, its revenue, and the source of capital, we set economic goals to improve the
ability of the company in the market and the development of the group's culture in order to create customers' trust
in the group and, above all, to create a working culture for Hoa Sen. (Hoa Sen Group, 2021).

B. The main departments of the company:
1/ Marketing department:
Marketing will be an essential part of the company when the advertising era takes over. This division is in charge
of market research, segmentation, and positioning. As a result, the company develops pricing strategies and
distribution networks. Other departments will plan activities based on those projections. The relationship
between departments in the company is ongoing and mutually beneficial.

2/ Administration & Human Resources Department:
Human resource management has a significant impact on the development of corporate culture. Good human
resource management will help to increase employee productivity. Their working efficiency has increased day
by day since then. The relationship between departments within the company, in particular, is becoming
increasingly close. The human resources department's job is no longer limited to recruitment and training.
Instead, the department will collaborate with other departments to achieve business objectives. For example,
when the marketing department plans the year's campaign, the HR department collaborates and deploys to
attract talented people. The goal is to assist the company in achieving the objectives outlined in the operating
period.

3/ Sale Department:
Every business has a relationship between the sales department and other departments. This is the department
in charge of product promotion and distribution to customers in a variety of ways. Close relationships with
other departments and the sales department. The sales department have a lot of information about customers
and competitors because of its direct contact with the market. As a result, they play an important role in
product research and development. Not only that, but the sales department offers helpful advice. Prior to the
release of goods to the market, all contribute to the development of pricing and marketing strategies.
Furthermore, different departments exist depending on the size and operational needs of each business.
Additional components of the unit may include planning, engineering, warehouse, and information technology.

D. Conclusion:

When a firm has a goal to accelerate the growth of online retail sales and automate the supply chain, the aim is
conveyed to various divisions of the organization. The aim will then be implemented through areas such as
human resource management, training, and marketing. The human resources management department will
design a strategy for those staff members to plan and target, and it will be forwarded to the training and
marketing departments to be implemented.

The training department will follow the human resources department's needs to train personnel, and the
marketing department will follow them and devise a plan to sell the products and locate a market for the new
supply chain.

V. Interrelationship between organizational functions:

a) Evidence of interrelation ship in Hoa Sen Group

Departments in a company are divided into many different categories, with various specialties, but the
connection with one another is a constant and necessary thing for a company to survive in the market. Here are
some proofs of Hoa Sen Group's affiliation to help clarify the alignment of departments within the company.

Hoa Sen developed a model for receiving information, evaluating it, and
assigning it to various departments. The above model demonstrated the link between the sales
department and the branch departments when receiving information and delivering it to the branch
departments for review and arranging, followed by the product quality department, the branch department and
the customer service department will conduct an in-depth and analyze the problems that customers report,
then provide solutions for implementation and send them to the board of directors, who will decide whether it
is reasonable to let the customer service department implement that solution. The aforementioned cycle are
aim to attempts to increase the group's product quality and absorb unique ideas.

b) Evidence about what if one of department disappears:

The connection between departments in the company is an
indispensable thing. It is that the support of other departments creates linkages because the
specialized department makes work much more efficient and this division is oriented toward specialization,
which will lead to closer relationships within the company. This division promotes the development of each
company's expertise, reduces work pressure, and makes it easier to identify errors and quickly implement
change measures.
Therefore, if one of department in Group disappears, it would be analogous to a normal body suddenly losing an
important component. Which call normal body, the parties are form an indispensable link to operate the
organization into a unified whole, so if one of it losing, everything becomes jumbled, resulting in decreased
efficiency of the other body parts, increased pressure on the control brain, and difficulty performing the job
correctly.
Example:
Assuption that Hoa Sen Group are have some problem and it is necessary to temporarily remove the sales
department because unexpected events can occur that harm the company and are difficult to control. What if
Hoa Sen Group could run when the sales department disappeared, and the main goal of companies was to
improve product quality and put customer satisfaction first?
The answer is the goal will then be unknown because most of the the customer's information has been lost by
disappear of sales department. The sales department also provides strategy and offers advice on product value
issues. Furthermore, because of the loss of an important component, the corporation's normal apparatus lost its
ability to absorb information from customers and gradually declined because it could not evaluate product
quality.

VI. Complexities of different organization and structure:
A. Introduction:
From the early years of development as a small company in Vietnam to a large corporation in the Vietnamese
iron and steel industry, HSG has always maintained a strong stance of prioritizing customer satisfaction as well
as focusing on customer satisfaction. focus on the quality of the product. Always aiming for sustainable and
long-term development, in 2015, Hoa Sen Group was honored as a global development company and
successfully exported 20,000 tons of steel sheet to the United States. Take the first step to become the largest
steel sheet company in Southeast Asia. (Tuổi trẻ, 2016).
Hoa Sen Group is currently the leading steel sheet exporter in Southeast Asia. Hoa Sen products are available in
over 75 countries and territories worldwide. Along with its traditional export partners, the Group actively
expands its exports to potential and demanding markets with high technical requirements, such as the
Americas, Europe, and Africa... (Mạnh, 2019).
B. How HSG work in international:
Hoa Sen Group: Impressive growth thanks to internal strength.
This result is due to the distribution system's strength, which includes over 536 branches and stores across the
country. The distribution system assists HSG in ensuring output, bringing in abundant and consistent cash flow,
shortening inventory turnover, and maximizing profit. Simultaneously, a production system of ten factories
located near major seaports with logistical advantages has greatly aided HSG and significantly reduced
transportation costs. (Thi Đua Khen Thưởng, 2021).
Furthermore, the continuous improvement of product quality to meet international standards has provided HSG
with more opportunities to enter particularly difficult markets. Previously, the export channel accounted for
approximately 34-37 percent of the group's finished product consumption structure. (Thi Đua Khen Thưởng,
2021).

Hoa Sen Group is the first Vietnamese company in the metal and mining industries to be named "Best Managed
Company in Asia 2014" by Euromoney Magazine (the United Kingdom). Continues to it, Hoa Sen Group was
honorably voted for “50 Best Vietnamese Listed Companies” by Forbes Vietnam (5 consecutive years) (Hoa Sen
Group, 2021).

C. The goal that Hoa Sen is aiming for:
Taking advantage of Hoa Sen Group's rapid internal expansion, the board of directors decided to establish HOA SEN INTERNATIONAL
PORT JOINT STOCK Firm, however it is now merely a branch company in which Hoa Sen holds 49 percent of the resources. This is a
first step in developing external resources for goods export.

In the future, Hoa Sen Group aims to become an international group and below are some objectives that HSG is according to:
CORE COMPETITIVE ADVANTAGES FOUNDATION FOR SUSTAINABLE DEVELOPMENT:
1. VERTICALLY INTEGRATED VALUE CHAIN:
Hoa Sen Group aims to prioritize the suitability of products across each country, be it from Europe, Asia or America. Therefore,
each production chain is strictly controlled by Hoa Sen to achieve international quality. (Hoa Sen Group, 2021).
2. THE LEADING, FRIENDLY AND COMMUNITY-ORIENTED BRAND:

Aiming at the community brand, Hoa Sen always develops the cores of Integrity - Community – Development. By performing
seriously four commitments: “Right price, right standard, right quality, and warranty”, Hoa Sen Group has delivered products to
customers with “international standard, reasonable price, fast delivery and good after sale service”. (Hoa Sen Group, 2021).

3. PIONEERING IN ADVANCED TECHNOLOGY INVESTMENT:

In Vietnam, Hoa Sen Group is always the pioneer in investing in modern equipment line and applying new technology. Thanks to
modern lines and technology, Hoa Sen Group’s products always have high quality and meet international and domestic quality
standards. (Hoa Sen Group, 2021).

D. HSG promoting competitive power in the domestic and international markets

During the fiscal year of 2020-2021, all the products of the Group always meet the standards of the most rigorous market:

ASTM (US), EN (EU), JIS (Japan), AS (Australia), BIS (India), SNI (Indonesia), SIRIM (Malaysia), …The Group has focused on reinforcing the
competitive abilities in the domestic market by evaluating, re planning the channel of consumption, region of consumption, optimize
the human resources mechanism at the provincial branches, stores; Accomplishing the testing, supervising mechanism to the
operation of the branches, stores; Organizing education chances for employees to enhance abilities, career skills of the employees of
the distribution network, especially in selling and customer services. Beside exporting to the traditional market, Hoa Sen Group has
actively expanded and diversified the exporting markets. Currently, the products of Hoa Sen have been appeared at more than 87
countries and regions around the world. The Group has efficiently utilized the advantages from the free trade agreements: CTTPP,
EVFTA; … to promote the production. The export volume of Hoa Sen Group is increasing rapidly at the traditional markets and the
new markets, especially the market that currently has high demand of galvanized steel such as North America or Europe.
Furthermore, thanks to actively deployed the acting solutions when dealing with COVID-19, flexible business strategies, adapting with
the market situations at each point, therefore, the business goals of Hoa Sen Group increased remarkably during the fiscal year of
2020-2021, continues to name itself in the thousands-of-billion-profit-after-tax club of 2021. (Hoa Sen Group, 2021).

E. The effective of international work of HSG:

From the above goals and activities, Hoa Sen's result is a large market when continuously exporting its branded steel products to the
world and reaching 17,000 tons/year. This is also what shows that Hoa Sen's product quality has completely surpassed international
assessments of product quality, bearing the brand name of Hoa Sen Group and, more specifically, the brand of Vietnamese enterprises.

Because it is a corporation that prioritizes internal development and always prioritizes sustainability and long-term strategy, Hoa Sen's
strategy to go out into the world is by exporting goods from its inner strength. Through the achievements that products are exported to
fastidious countries, it shows that the steps of Hoa Sen Group are right.

But on the other hand, Hoa Sen does not have any subsidiaries or branches in any country in the world, so exporting goods and
promoting its products has always been a persistent difficulty since the beginning of time. that Hoa Sen stepped into the world. The
most obvious proof is the debts that Hoa Sen has not been able to fully repay, arising from the work of repairing and improving the
company structure.

VII. Conclusion:

This study provided the following information about HSG: With a solid and suitable structure for businesses; a large business
market spanning all cities in Vietnam; potential overseas capacity; the ability to export goods to the entire world; and pride when
employee quality is always at the top and develops over time. according to the objective HSG aim to, HSG will fulfill its goal of
