The 2024 DSPC will be hosted by Tukuran West District, this division. The specific venue of the said DSPC will be Tukuran Central and SPED Elem. Schools and Tukuran Technical Vocational High School, respectively. The conference aims to: a. demonstrate understanding of the importance of journalism by expressing it through different journalistic endeavors and approaches; b. sustain advocacy on social consciousness and environmental awareness; c. recognize the role of journalism in advocating for social consciousness and environmental awareness; d. promote responsible journalism and fair and ethical use of media; e. enhance journalistic competence through healthy and friendly competitions. 3. Any form of plagiarism in all competitions as proven by the board of judges shall be grounds for disqualification. 8. The guidelines for the conduct of the different competitions as well as the criteria for judging are enclosed in this Memorandum. The same guidelines will also be followed in the conduct of the District and Qualci Press Conferences. All participants should pass through the District and Quali Press Conferences. 9. A campus journalist shall participate in only one event, either individual or group category. 10. The top seven winners in all contest events from District level to Qualci level (except for school paper) shall be recognized. The Zamboanga del Sur School Papers Advisers Association (ZSSPAA Inc.) shall collect an amount of Php 100.00 from the campus journalists and Php 200.00 from the school paper advisers during the Division Schools Press Conference to defray expenses for the conference supplies and materials, food and travel allowance of judges and facilitators, DSPC Technical Working Group, medals, plaques, certificates, payment for utilities, contingencies, T-shirts for RSPC qualifiers and other related expenses in the conduct of the conference. Registration and list of qualifiers should be made 2 days before February 29, 2024, the 1 day of the scheduled DSPC through online registration and bank account number of the association. A link will be posted on Feb. 18, 2024 by the President of the Zamboanga del Sur School Paper Advisers’ Association Jenni Lou S. Foro. 15. A separate collection of Php 60.00 shall be charged each adviser as annual membership fee to the School Paper Advisers Association and Php 30.00 for campus journalists as membership fee to editors’ Guild, c/o Zamboanga del Sur School Paper Advisers Association (ZSSPAA) Incorporated. Remittances of the registration fee should be three to four days before the DSPC thru BDO, and thru the account of Jenni Lou S. Forro and Clarina M. Elmidulan with this account # . For the conduct of the District and Qualci Press Conferences, each district and qualci team shall determine as to how much registration they will be requiring per participant to defray expenses for the conference supplies and materials, food and travel allowance of judges and facilitators assigned to judge in the identified qualci (see attachment), DSPC Technical Working Group, medals, plaques, certificates, payment for utilities, contingencies, and other related expenses in the conduct of the conference. This shall be indicated in their Activity /Budget Proposal. 18. The coaches shall claim the Category Pass from their respective Qualci Journalism Coordinator on February 28, 2024. The said pass will serve as an admission slip to the contest venue. NO CATEGORY PASS, NO PARTICIPATION. 19. All participants in the individual categories shall wear their respective school uniforms during the contest proper, while collaborative desktop publishing and radio scriptwriting and broadcasting shall wear white shirts. Participants, coaches, SPAs, and working committees shall bring their water tumblers, extension wires, and sleeping gears. They shall take charge of their meals and snacks during the duration of the activity. Also, they should wear their face masks and always observe health protocols. 22. Service credits for teaching personnel and Compensatory Time-Off (CTO)for non-teaching personnel shall be granted in lieu of the training days that will fall on weekends in accordance with DepEd Order No. 53, 2.2003 titled Updated Guidelines on Grant of Vacation Service Credits to Teachers. 23. The participants, coaches, and officials’ traveling, board, registration and lodging expenses shall be charged against school MOOE and /or local funds (SEF), subject to the usual accounting, budgeting, auditing rules and regulations. 24.
