Important information regarding wastewater capacity in Glenorie

Dear Council

We are writing to bring your attention to the wastewater capacity issues for parts of Glenorie.
Sydney Water cannot allow new connections in the identified areas facing wastewater
constraints.

As you will be aware, areas of Glenorie are connected to the Sydney Water wastewater
network through the Priority Sewerage Program (PSP), a government backed and funded
initiative. The PSP program was specifically designed to accommodate existing committed
development and was not intended for ongoing, ad-hoc growth. The expansion of PSP
schemes are generally prohibited due to design and funding constraints.

The enclosed Sydney Water Council Referral Guidelines (issued Sep 2023) provide detailed
information on the capacity status of all PSP areas within your LGA. We wish to reiterate
that the PSP network in Glenorie has reached its capacity and is unable to support
additional growth. Consequently, future and in-flight developments being reviewed by
Council in these areas should explore alternative wastewater solutions, such as onsite
wastewater arrangements.

In accordance with the Sydney Water Act 1994 Section 78, developments that meet the
referral criteria as specified in the Sydney Water Council Referral Guidelines must be
referred to Sydney Water. PSP scheme areas are explicitly identified as “areas that require
additional review” in the Guidelines. Therefore, all development uplifts including
secondary dwellings within any PSP area must be referred to us for review irrespective
of their capacity statuses outlined in the Guidelines, as these may change over time.

If Council is anticipating significant future growth in any PSP area, we recommend contacting
your Sydney Water Account Manager to discuss key growth details, including growth
numbers, staging, anticipated timescales and possible funding routes for PSP areas.
Additionally, it may also be beneficial to meet with your Account Manager to review any
current in-flight DAs to ensure that the correct servicing is being addressed under the S73
condition of consent where there is no wastewater capacity anticipated.
