U-2 MILITARY INFORMATION CELL

01. The primary functions of the Military Information Cell is to collect and analyze
information from all sources to provide timely intelligence for operational planning.

02. Chief U-2 Military Information Cell. Overall responsible for the synchronization
of the Information enterprise within the FC HQ, subordinate units, and partner entities
within the Area of Operations. The OIC is the primary U2 representative at all FC
command level meetings. The OIC will be responsible for liaison with UN and partner
entities outside of the Force Command structure. Examples of this include liaison with
Sangaris G2, EUMAM G2, UN OCHA, Gendermarie, and CAR security forces.

03. Staff Officers Information Analyst (SO 1 & 2 Info Analysts). Responsible for
conducting analysis in order to answer FC CMD PIR/IR, special analytic products as
required, and the analysis of the threat environment trans-AO. Responsible for chairing
a weekly analytic exchange with applicable analytic entities across the Area of
Operations. Prepare and present a bi-weekly analytic update to the FC Comd.

04. Staff Officers Collection (SO 1 & 2 Collection). Responsible for synchronizing
collection across the Area of Operations to answer PIR/IR/and fill information gaps for analytic
production. Develop and publish the FC collection plan to be updated bi-weekly. Maintain
communications with subordinate units on progress of collection missions.

05. Staff Officer Military Information (Plans). Responsible for providing U2


support to U5 lines of effort. U2 Plans will recommend future PIR, collection efforts, and
base preparation of the environment analysis for planning efforts. U2 Plans will also
assist the U2 analyst OIC in an overall analytic effort which reaches beyond the scope
of current operations.

06. Staff Officer Military Information (Current Operations). Serve as the U2


representative to the JOC as well as the U2 link to subordinate units. Will compile daily
activity reports from subordinate and adjacent units for data basing as well as publishing
in the daily INTSUM Report. He is also responsible for updating the U2 portion of the
common operating picture for the JOC/MOC with current threat activity. Primarily
responsible for the tactical analysis of immediate threat information.

07. Point of Contact of the sectors: In addition to the respective duties officers will
be assigned as point of contact for one of the three sectors within CAR by the Chief U2.
He/she will be responsible to contact and directly coordinate for possible RFIs and other
matters with the sectors. He/she will maintain close liaison with the each sector G2 as
well as S2 of the battalions.

ROUTINE ACTIVITIES.

08. Activities at the U-2 Cell are as follows:

A. Daily.

1. Morning Brief: Attend the FC’s morning staff update meeting. Brief the CDR and
staff on the latest threat towards MINUSCA and other relevant Intel related
issues.
2. INTSUM: Produce daily information summary including hostile activity and threat
indicators with a graphic representation on Google Map. The INTSUM should be
published NLT 1100 hrs in the morning.
3. Liaison with the JMAC, JOC, SANGARIS, SIOC, JTB, and other CAR
intelligence community.
4. Maintain the information collection plan with RFIs.
5. Monitor JMAC, JOC, MPIO, U3 and UNMOs/MILOBs reports.
6. Update current threat assessment considering the presence of armed element in
the AOR.
7. Data Base: Collect the daily incidents of Bangui and 3x Sectors of CAR and then
input those threat related incidents into the data base.

B. Weekly.

1. Weekly INTSUM: Produce weekly information summary including hostile activity


and threat indicators for the input into the weekly SITREP.
2. Produce weekly information and analytic product assessing indicators of PIR
and any additional directed topics. This product will look at assessments that
may affect security situation in MINUSCA within the next two weeks.
3. Weekly Intel Synchronization Meeting: Conduct intelligence coordination
meeting with SANGARIS G2, EUMAM J2, UN OCHA, Gendarmerie, JTB, Sector
G2/S2 and CAR security forces.
4. FRAGO: Provide weekly situational intelligence summary of Bangui and 3x
Sectors in Paragraph 1 of the weekly FRAGO.

C. Monthly.

1. Produce monthly information summary including hostile activity and threat


indicators.

D. Misc.

1. Briefing the security situation to the newcomers in the MINUSCA.


2. Participate in Security and Intelligence Meetings (SIM).
3. Direct and assess Force G2/S2 collections.
