4 Classification
Winter maintenance of roads for the purposes of this standard is classified into five levels: 1.2, 3.4, 5.
5 General provisions
5.1 The national standards of the member states of the Commonwealth of Independent States may establish higher requirements for the level of
winter maintenance of roads.
5.2 The timing of clearing the roadway from snow and ice formations, including snow banks, must be established in the
national standards of the member states of the Commonwealth of Independent States.
5.3 In the event that, during the winter period of the year, the operational condition of sections of highways does not meet the requirements of
this standard, temporary restrictions or cessation of traffic are introduced on them, in the manner established in the regulatory documents of the
member states of the Commonwealth of Independent States.
5.4 On highways with USP, the permissible speed of vehicles must be established in the national standards of the
member states of the Commonwealth of Independent States.
5.5 In case of adverse and dangerous meteorological phenomena, road work is carried out in accordance with the
requirements of national standards of member states of the Commonwealth of Independent States, taking into account
ensuring safe and uninterrupted traffic on the road
