with the right of early application

1 area of use
This standard applies to public roads and established
sets requirements for the level of winter maintenance.

2 Normative references
This standard uses references to the following interstate standards:
GOST 33387—2015 Public automobile roads. Anti-icing materials
ly. Technical requirements
Note - When using this standard, it is advisable to check the validity of the reference standards in the public information
system - on the official website of the Federal Agency for Technical Regulation and Metrology on the Internet or according to the
annually published information index "National Standards", which is published as of January 1 of the current year, and according
to the corresponding monthly information signs published in the current year. If the reference standard is replaced (changed),
then when using this standard you should be guided by the replacing (changed) standard. If the reference standard is canceled
without replacement, then the provision in which a reference is made to it is applied in the part that does not affect this reference.

3 Terms and definitions

The following terms with corresponding definitions are used in this standard:
3.1 winter maintenance of highways: A set of measures to ensure safe and uninterrupted traffic on highways during the winter season,
including protecting highways from snow drifts, clearing snow, preventing and eliminating winter slipperiness.

3.2 de-icing materials; PGM: Solid, crystalline or liquid materials or mixtures thereof, distributed over the
road surface to prevent or eliminate winter
slipperiness

3.3 winter slipperiness: All types of snow, ice and snow-ice formations on the roadway, reinforced shoulders, rest areas, bus stops,
sidewalks and pedestrian (bicycle) paths, leading to a decrease in the adhesion properties of the surface.

3.4 loose snow: An uncompacted layer of snow formed on the roadway, roadsides
sidewalks during snowfall and/or blizzards.

3.5 compacted snow (snow roll): A layer of snow on the roadway, compacted
wheels of passing vehicles.
3.6 compacted snow cover; USP: A specially formed compacted layer of snow on the road surface, arranged to
ensure continuous and safe road traffic at set speeds during the winter season.

3.7 winter maintenance level: The state of structural elements of highways, acceptable under road safety conditions,
established taking into account their classification, traffic intensity and natural and climatic factors.

3.8 adverse hazardous weather events: Very dangerous weather with meteorological phenomena of extreme
intensity (heavy snowfalls, snowstorms, ice conditions, etc.), which can lead to serious property damage and human casualties.

4 Classification
Winter maintenance of roads for the purposes of this standard is classified into five levels: 1.2, 3.4, 5.

The highest level of winter maintenance is level 1.

The minimum acceptable level is 5.
Sections of roads related to the appropriate level of maintenance are established in the regulatory documents of the
member states of the Commonwealth of Independent States.

5 General provisions

5.1 The national standards of the member states of the Commonwealth of Independent States may establish higher requirements for the level of
winter maintenance of roads.

5.2 The timing of clearing the roadway from snow and ice formations, including snow banks, must be established in the
national standards of the member states of the Commonwealth of Independent States.

5.3 In the event that, during the winter period of the year, the operational condition of sections of highways does not meet the requirements of
this standard, temporary restrictions or cessation of traffic are introduced on them, in the manner established in the regulatory documents of the
member states of the Commonwealth of Independent States.

5.4 On highways with USP, the permissible speed of vehicles must be established in the national standards of the
member states of the Commonwealth of Independent States.

5.5 In case of adverse and dangerous meteorological phenomena, road work is carried out in accordance with the
requirements of national standards of member states of the Commonwealth of Independent States, taking into account
ensuring safe and uninterrupted traffic on the road
road.
