CHRONOLOGY OF EVENT

1036hrs DPA received call from Master Setia Hijrah informed that around 1010hrs, during
Setia Hijrah enroute to ASB, both main engine failed and cause vessel drifted.
Suspected propeller gets entangled with fishing net lead to vessel drifted and
grounded at Kuala Baram - Log 04’ 358’0’N Lat 113’55’0.7E. Vessel currently not
under command and request for shore assistant.
Vessel already broadcast all station near the vicinity and request for assistant.
(Vessel in area vicinity – Setia Jihad)

Vessel situation
Both main engine failure and cause vessel drifted and grounded at Kuala Baram
Vessel location : Log 04’ 358’0’N Lat 113’55’0.7E
Weather Sea/Swell :2m, 2 -3Knot
Sounding tank done. Contact Point: Stbd side at accommodation side.

1042hrs - DPA Firdhaus informed GMD Datuk Azmi Ahmad and activate ERT.
- All ERT been notified and request team to gather at ECC Room. Others via
video/tel-conference.

1045hrs ERT members assemble at ECC Room & others via video-conference. DPA Firdhaus
briefed the members on the incident and to carry out their task as below;

- To inform Designated Authority (Malaysia Marine Department)
- To inform MMCC

ISM Dept - Amielia


- To record all events
- Assist as require

FMD Dept - GM Abu Hussein/Capt Pragesan/Kamarul Zaman


- To instruct KSB base personnel to lodge police report.
- To alert any interest parties. (Classification/Insurance)

Project Dept – Azmin Shah


- To notify client and request permission/approval to tow Setia Hijrah using Setia
Jihad

Manning – Puan Haslia/ Puan Zuriani


- To identify details of crew on-board
- To inform next of kin (if require)

Legal Dept – Wan Najlin


- To identify on insurance coverage
- To prepare for budget in case of need

HSE Dept – Siti Hajar/ Siti Aisyah

1049hrs Received call from Master Setia Hijrah and update on situation;
- No flooding or water ingress detected
- Sounding tank done.
- Contact Point: Stbd side at accommodation side. Frame number 75 – 80
1056hrs DPA Firdhaus call out Master Setia Jihad and brief incident situation and request
assistant to tow Setia Hijrah.

Master notify that current location of Setia Jihad is 30NM to Kuala Baram and
require 2 hours to be arrived at Setia Hijrah location. Vessel to call back and update.
1059hrs DPA Firdhaus continued with ERT members and request update;

1050hrs : BV Classification brief and notified - GM Abu Hussein


1050hrs : MMS Insurance informed – Wan Najlin
1053hrs : MMCC - En.Anuar informed and request vessel to send email – DPA Nadza
1054hrs: Client PCSB KLCC - En.Zul informed and get approval to tow Setia Hijrah
using Setia Jihad. – Azmin Shah
1056hrs : MMS Insurance acknowledge via Whatsapp (Pn.Nabihah)
1101hrs: MARDEPT - En. Hafizol informed and acknowledge. – DPA Nadza

DPA Firdhaus instructed Capt Pragesan to get GA Plan and determine the affected
area.

1104hrs Rcvd call from Setia Jihad informed that will activate to rescue Setia Hijrah. Vessel
currently at Fairly Oilfield (04.56.4N 114’03.25E). Vessel is 21.8NM from Kuala
Baram and will using full speed 10knots. Estimated time to reach at Setia Hijrah is
2hrs.
1105hrs DPA Firdhaus continued with ERT members;

- GM Abu/ Capt pragesan advised vessel to check draft and dept. of water of
Kuala Baram and to check if there any water ingress due to impact.
- Wan Najlin (Legal Dept) update on deductible Insurance coverage - RM365K
(hull) . Additional RM90K (engine). Crew coverage (TBA)
1110hrs During discussion on way forward to rescue Setia Hijrah. DPA Firdhaus received call
from Setia Jihad informed that they are under threat. The unknown boat (suspected
pirate boat) chasing them with high speed. Master activated emergency alarm.

During the tel-conference, GM Abu/Capt pragesen advised vessel to increase the


vessel speed and standby FiFi also closed all entrance. (door and hatch)

Master activated SSAS and request for shore assistant.


1112hrs DPA Firdhaus brief to all ERT members Setia Jihad situation. Suspected pirate boat
chasing Setia Jihad. DPA Firdhaus instructed DPA/CSO Nadzaruddin to informed
MMCC & APMM to request an assistant.
1118hrs Informed and brief Rody (Ship Agent) on incident situation. Request to standby if
there any assistant require.
1123hrs DPA/CSO Nadzaruddin update;
- MMCC (PIC-En. Anuar) informed and acknowledge at 1118hrs
- APMM (PIC- En.Danish) informed and acknowledge at 1121hrs
MV Pengalang 2 will heading out to Setia Jihad location for rescue. Meanwhile,
as request by APMM PIC - Master of MV Setia Jihad require to call APMM
number 03-89413140 for further info.
1125hrs DPA/CSO Firdhaus contact Setia Jihad to inform that the APMM boat (MV
Pengalang 2) is on the way to rescue and notified that Master require to call APMM
PIC to further information.

Master update;
- Already activated FIFI and pirate boat unable to board the vessel.
- Sea was in bad weather and extra look out carry out by SSO
- Current location is 10NM from Setia Hijrah. Vessel notify their planning to assist
Setia Hijrah. Vessel will check draft/water dept before approaching Setia Hijrah
and plan to carry out de-ballast.

FMD – GM Abu Hussein/Capt Pragesan advised;


- Vessel to check tide table for the draft
- Not under estimate the pirate boat.
- To ensure all water tight door are closed
- Vessel to communicate with MV Pengalang 2
1130hrs DPA/CSO Firdhaus contact Setia Hijrah and update Master;
- Setia Jihad currently under way to rescue Setia Hijrah and brief the current
situation of Setia Jihad.

Master Setia Hijrah update that;


- Vessel in same situation as briefed before.
- Vessel try to De-ballast. Currently, 1 engine still failure and another 1 engine
can be re-start.

Capt Pragesen advised to ensure vessel engine in ready to avoid any further impact
to vessel hull.

1134hrs Received call from Setia Jihad informed that;
- APMM Pengalang 2 - 5 minutes from Setia Jihad. Will notify once Pengalang 2
arrived.
- Piracy boat distance - 2.5NM from Jihad. (suspected pirate boat reduce their
speed)
1141hrs Received call from Setia Jihad informed that;
- APMM Petrols boat (MV Pengalang 2) has arrived at Setia Jihad location and
pirate boat are away from them. MV Pengalang 24 escort Setia Jihad to Setia
Hijrah location.
- Estimate to be arrived 1 hours. (10NM)
- Setia Jihad is now safe to continued voyage.

1143hrs Informed to all ERT members on current situation.


1144hrs DPA/CSO Firdhaus contact Setia Hijrah and update;
- Currently Setia Jihad is 10NM from Setia Hijrah (estimate in 1 hour)
1146hrs Received call from Setia Jihad and update;
- Arrived at Setia Hijrah SH location.
- Sharing the planning how to tow Setia Hijrah.

DPA advised;
- Vessel to carry out risk assessment.
- Vessel to check draft before approaching Setia Hijrah.

1149hrs DPA/CSO Firdhaus brief to all ERT members on current update.


1150hrs DPA/CSO Firdhaus contact Setia Hijrah;
- Brief to Captain on Tow planning via Setia Jihad.
- Vessel to ensure risk assessment to be applied.
1153hrs DPA/CSO Firdhaus received call from Setia Jihad notified that Setia Hijrah is now
successful tow from incident location and enroute to ASB.
1153hrs Informed ERT members
1155hrs Received call from Setia Hijrah, vessel current successfully tow by Setia Jihad to ASB.
1155hrs After the operation been successful and under control, all parties been informed to
stand down at 1155hrs.

1056 : Received call from DPA instruction to render assistance to tow Setia Hijrah
as she is grounded at posn ( 04°35.8 N 113°55.70 E )
1104 : Proceed to Setia Hijrah given position. After checked position vessel de ballast and
adjusted ship draft according to Kuala Baram current tide with ukc >3.50 metres.
1109 : While passage at position 04°55.2 N 114°02.80 E detected on Radar 1 unknown high
speed boat chasing from stern . Distance about 1.5 nm and closing.
1110 : Call CSO to informed that vessel are currently under threat and request for assistance
1111 : Sound EMERGENCY ALARM followed by VERBAL on PA by Master . All
Crew Muster on the bridge . Conduct briefing and initiate security team. Send SSAS alert.
1115 : Active FIFI system & prepare fire hose to prevent the pirate boat from boarding the vessel
1125 : Received call from CSO informing that the APMM boat is on the way to rescue.
1141 : APMM petrol boat arrived and chase the pirate boat
1141 : The pirate boat manage to escape . APMM instruct vessel to continue passage with
full speed while at the same time she is escorting
1146 : Vessel arrived at Setia Hijrah location and prepared for towing and update all information
regarding rescue to CSO.
1155 : Vessel rescue Setia Hijrah and tow back to Labuan.
