1. Purchasing
E-Purchasing is mainly about taking a care of purchase plans and requisitions in a standard
purchasing/procurement process. It can be Shopping, catalog purchasing or auctioning, each
with its own peculiar procedure of operation and control. If purchasing is going to be from a
planned procurement, then the specifications are going to be fetched the plan itself or if it is
going to be a new purchase requisition, then the procurement officer of the PE will be entitled
to define new item specification.

These are the main features of the purchasing module; each feature has a sequence of
steps and activities, each with a purpose to complete the whole feature. The detail steps
and instruction to use those features is discussed in subsequent sections
This feature allows the procuring entity to prepare a quotation request for items of procurement
and publish the same to invite interested and competent suppliers. This sub module has options to
create, update, submit, delete, approve, assign team, initiate packages, revise, adjust and publish.
These activities can only be done on the system by a user with appropriate access role. Table 1
below shows the list of activities along with their respective access role.

The detailed procedure to perform the above listed activities is discussed as follows;

ACCESS ROLE: Senior Procurement Officer
NAVIGATION: Land on the login page of the system
Enter a valid username and password
Click on the “Login” button and the senior procurement officer’s home page
will appear
Click on the “Packaging” Menu
GET READY: To create a new package using the system, perform the steps discussed as follows;
1. Click on “New” button you will land on a quotation request form and list of available lots
as shown in the figure below;

7. Click on “Save” button and request will be saved
1. Click on the arrow from the right side of the listed quotation requests you want to
update
2. Make changes on the filed you want to update as shown in the figure below;

GET READY: To assign purchasing teams, perform the steps discussed as follows;
1. Click on the arrow from the right side of the listed Package you want to assign
purchasing team or the ‘Purchasing Teams’ card will show up once you saved the
‘Quotation request’ form.
2. Click on “Add” button as shown the figure below;
3. Select personnel you want to add personnel as shown in the figure below;

Enter a valid username and password
Click on the Login button and the senior procurement officer home page will
appear
Click on the “Packaging” Menu
GET READY: To submit the package created in the system, perform the steps discussed as
follows;
1. Click on the arrow from the right side of the listed Package you want to submit
2. Click on the “Submit” button as shown in the figure below;

5. Select Document Type and enter the description and you will land on a form as shown in

Click on the “Login” button and the technical expert/team leader’s home page will
appear
Click on the “Initiation” Menu
GET READY: To set documentary evidence setting the using the system, perform the steps
discussed as follows;
1. Click on the detail icon from the listed approved package you want to initiate
2. Click on the “Setting” menu
3. Click on the “Expand” button of Documentary Evidence
4. Click on the “Delete” icon as shown in the above figure 17 and a confirmation message
appears
5. Click on the “Yes” button to confirm

GET READY: To initiate criteria for the package using the system, perform the steps discussed as
follows;
1. Click on the arrow from the right side of approved package lists you want to initiate
2. Click on the “Criteria” menu and you will land on a page as shown in the figure below;

3. Click on the “Edit” icon as shown in the above figure 21
4. Make changes on the detail fields you want to update
5. Click on the “Update” button

GET READY: To define quotation schedule of the package, perform the steps discussed as
follows;
1. Click on the arrow from the right side of approved package lists you want to initiate
schedule
2. Click on the “quotation Schedule” menu
3. Select the updated date for each required list under “Revised due date” column to
define a new deadline.
4. Click on the “Done” button to complete the quotation schedule definition for each
activity.

GET READY: To define the schedule of requirement for the package, perform the steps discussed
as follows;
1. Click on the arrow from the right side of approved package lists you want to initiate
schedule
2. Click on the “Schedule of Requirement” menu as shown in the figure below;
Note: List of specification from planning phase will be enlisted, if any. Refer figure 24
above.
3. Click on the “Add” icon to add a new specification and the ‘Technical responsiveness for
Item’ form will pop up, refer figure 25 below.
4. Enter the Attribute, Category, Requirement, Requirement Type and Condition

GET READY: To submit to invitation quotation request the package using the system, perform
the steps discussed as follows;
1. Click on the arrow from the right side of approved package lists you want to submit
2. Click on the “Submit to invitation” button and the package will be ready for invitation
and a new tab ‘Invitation’ will appear next to the existing ‘Configurations’ tab

5. if the procurement method is “limited” you will land on the form as shown in the figure
below;

EXPLORE SOLICITATION
This module automates the actual purchasing process, where by suppliers are registered for a
purchase, submit their price quotation along with other relevant documents and details. Solicitation
module allows suppliers to register, bookmark, send compline, send a clarification request, submit
required documents, and prepare a quotation. These activities can only be done by users with
appropriate access role. The table below shows the activities along with the access roles as follows;

2. Click on the “Explorer” button from the catalog purchase card you will land as shown in
the figure below;

document
2. Click on the “Documentation evidence” menu and you will land on a form as shown in
the figure below;

GET READY: To delete document evidence using the system, perform the steps discussed as

1. Click on the “Registered” tab and select the registered list you want to attach a
document
2. Click on one of the lists you want to delete
3. Click on the “Delete” icon as shown in the above figure 46 and a confirmation message
appears

GET READY: To update Quotation using the system, perform the steps discussed as follows;
1. Click on the “Registered” tab and select the registered list you want to update the
quotation
2. Click on the “Quotation” menu
3. Click on the “Edit” icon as shown in the above figure 48 and make changes to the detail
fields
4. Click on the “Update” button

3. Click on one of the lists to be deleted
4. Click on the “Delete” icon as shown in the above figure 48 and a confirmation message
appears
5. Click on the Yes button to confirm

EXPLORER EVALUATION
This feature of the purchasing module allows evaluate the submitted supplier and send it to
awarding. Activities in this feature include submit to evaluation and save, update, compile, complete
by technical individual qualification assessment and team assessment technical qualification and also
technical responsiveness individual assessment and team assessment technical responsiveness.
These activities can only be done on the system when the user has access roles to do so. The table
below shows the activities along with the access roles as follows;

EXPLORER AWARDING
This feature of the purchasing module allows the procuring entity to select and notify the supplier to
be awarded for a purchase and for the supplier to accept or reject the offer. Activities in this feature
include awarding suppliers, accept awards, and reject awarding.
These activities can only be done by the user with appropriate access roles. The table below shows
the activities along with the access roles as follows;
