Harmonised System of Surveys and Certification:


Fully implemented

Certification General
Where a full term certificate has expired and the survey can not be held due to the ship not being in a port
where the survey can be held, an HSSC certificate may be extended in accordance with the applicable
HSSC regulations for the issue of certificates and having ensured the agreement of the Administration. The
ship may be notified by fax and the certificate endorsed at the next port where the endorsement on the
certificate can be made. A copy of the fax is to be forwarded to the Greek authorities. Such extensions may
only be granted where there are no outstanding items certificate(s) concerned. The renewal survey is to be
held at the first suitable opportunity.

Issuance of certificates to ships and companies by ROs securing public income


Statutory certificates (including copies of these certificates) are subject to a standard Stamp Fee in favour
of the Public, NAT, EKOEMN, MTN.

Statutory certificates issued by an RO abroad to Greek­flagged vessels that operate exclusively outside
Greece do not need to be stamped (i.e. provided the location of issue of the certificate stated on the ship's
certificate is outside Greece and the ship operates exclusively abroad, then she is exempted from the

Stamp Fee requirement). If the ship calls at a Hellenic Port however, then the obligation of stamping her
certificates applies.

The Competent Service of the Administration is to be contacted for further information or clarification if
necessary.

In view of the above, managing companies/owners are required to submit the required stamps/deposits to
the Administration promptly in order to avoid problems during the issuance of certificates. For certificates
issued in Piraeus, the owners/managers should arrange to submit the necessary stamps/deposits to
Hellenic Lloyd's Piraeus Office prior to the certificates being issued.

Reporting General

A copy of all certificates issued to Greek flagged ships is to be forwarded to the address above.

As soon as possible after completing the initial survey and inspection functions, LR is to send the
Administration a confirmation that the ship complies with the relevant requirements and that all reports on

initial surveys have been received, controlled and filed. A copy of general arrangement drawings are to be
submitted for ships that have not previously been registered in the Greek Register.

Combined safety certificates are NOT to be issued.

LR (Piraeus Devolved Classification Office) is to advise the Administration of all outstanding items on change
of class to LR and for ships leaving LR class.

When LR is about to issue certificates to a Greek flagged ship for the first time when the previous certificate
was issued by the Greek administration the following applies:

Within two working days from the submission of the request by the shipowners, LR is to send a written
notification to the Administration including the ship's details, name of ship, IMO number, Port and Number of
Registry, and a list of the certificates which are to be issued.

LR is to inform the Administration where alterations of the operational limitations of crafts contained either in
the class certificate/appendix of a class certificate or in the safety certificates issued by LR on behalf of the
Administration, LR should inform the Administration in writing, including the reasons for such an alteration
within two months.

LR is to advise the Administration as soon as possible in writing when LR suspends, withdraws, cancels or
seriously alters the operational limitations of its classification or statutory certificates for a ship flying the
Greek flag together with the reasons why such action was taken.

When the general condition of a ship or its equipment in important respects does not correspond
substantially with the particulars of any of the certificates, or if its condition is found to be such that the ship
is not fit to proceed to sea without danger to the ship or persons on board or presenting an unreasonable
threat of harm to the marine environment, the LR surveyor concerned, if the defects observed and brought
to the master's attention with the remark that their non­rectification will result in the withdrawal of certificates
are not rectified, shall immediately withdraw the applicable statutory certificates. LR is to send a letter to the
ship's managing/owning company and to the master of the vessel via the company stating that the
certificate is invalidated and withdrawn, and request that the certificate in question be surrendered. A copy
of the letter is to be sent immediately to the Administration by the most expedient means.

LR is to send a written notice to owners immediately in the case of expired certificates and when regular
surveys have not been carried out, or when recommendations of a kind that does not affect the validity of a
certificate are overdue. If these problems are not rectified, LR is to submit a copy of the notice to the
Administration together with a report explaining LR's further actions.

New buildings and change of flag to Greece


Whenever a request for classification of a ship that will be or has been registered in the Greek register is
received, the Society shall immediately inform the Administration.

A copy of the GA is to be sent to the Administration.

The Administration is to be informed in writing when a final decision on the assignment of class has been
taken by LR. The information is to include any restrictions and essential conditions relating to the class or
statutory certificates regarding the operation and trading area of the ship and any significant deviation from
LR's rules.

Newbuilding and Conversions taking place in Greece
During new buildings and conversions taking place within Greece regular reports are to be forwarded to the
Administration in accordance with Protocol 4212.1/001/22.07.04. This applies to all ships regardless of flag.

LR Piraeus has in place a procedure for complying with the protocol.

Exemptions, Equivalents, Alternative Arrangements, Waivers, Extensions of
Certificates
All requests for exemptions must be made to the administration, via Piraeus CFO, together with a technical

explanation for the request.

In instances where, temporarily, the requirements of an applicable instrument cannot be met under
particular circumstances, LR's surveyor is to specify such measures or supplementary equipment as may
be required to permit the vessel to proceed to a suitable port where permanent repairs or rectifications can
be effected or replacement equipment fitted. A telex or fascimile report should be urgently sent to the
Administration giving details of the problem and arrangements made in accordance with the provisions,
asking for approval.

LR is authorised to extend the validity of statutory certificates in accordance with the provisions of the
applicable international conventions and/or national legislation. In all cases, LR is to inform the
Administration immediately upon granting such an extension.

Change of Flag and/or Transfer of Class


Transfer of Class
At transfer of Class LR is to ensure that it has obtained all relevant information on the survey status of the
ship, including structural and operational limitations and outstanding recommendations given by the
previous Class society. The structural and operational limitations of the ship are to be checked and agreed
to by LR. If the ship is not classed this procedure above also applies.

Outstanding recommendations given by the previous Class society are to be followed up by the RO and it is
to be ensured they are completed within the time limits set by the previous class society. The above
conditions are to be taken into account before the assignment of class to a ship, or before a non­classed
ship is registered with the RO. This includes items relating to the ISM code.

LR is to advise the Administration of all outstanding items on transfer of Class to LR and for ships leaving
LR Class.

MED ­ ships changing Flag to Greece


Any marine equipment on board a ship changing Flag to Greece which does not comply with the
requirements of the MED Directive as amended will need to be issued with a certificate by LR indicating
that it is of an equivalent type. This certificate must be accompanied by and include the permit for its
placement on board the vessel, as well as possible limitations or conditions in respect of its use. The type of
assessment required prior to the issue of the certificate is to be decided by LR. All documentation relating to
the certificate issued is to be kept for the whole life of the vessel and a copy is also to be kept in LR's
records.

Port State Control

On notification that a Greek flag ship has been detained the administration require that LR attend onboard.
The Administration is also to be informed immediately.
Note that the Greek administration obliges the master to inform LR if a ship is detained.
On completion of surveys carried out the administration is to be informed. In addition, details of the last
normal survey(s) are to be included in the message.

A brief report on the owners' investigation about the possible causes that led to the detention is to be
submitted to the Administration when received from the owner after each detention cases and especially
those imposed by the PSC Authorities on ships subjected to the provisions of Directive 1999/35/EC.

In cases when a detained ship was released without being attended by an LR surveyor, the survey for the

rectification of the discrepancies or irregularities found by the Port State Control officer is to be concluded in

the next most convenient port of call. LR is to keep the Administration informed in these cases.
Programme of increased supervision following repeated cases of, or serious, detentions
A programme of increased supervision for ships with a record of frequent Port State Control detentions or
serious detentions has been adopted.

1 . A detention is considered serious if it is a justified detention during which the ascertained deficiencies

indicate that the requirements of the Safety Management System are being incorrectly applied. An example
of a serious detention would be the detection by the Port State Control Inspector of several deficiencies that
lead to a detention and that indicate insufficient adherence to the maintenance procedures on board the
ship.

2 . The programme of increased supervision includes the measures which are listed below:

same ship within 24 months an additional inspection on the ship by the Authority to the extent of an Initial
Survey. An additional inspection of the Company by the Authority to the
extent of an annual inspection within a month of the date of the last
detention will also be necessary.

Requirements General
OPRC­HNS 2000 Protocol
Greece has ratified the OPRC­HNS 2000 Protocol.
New construction and conversion licensing
For ships under construction/conversion in Greece only and for ships certified by LR not falling under the
provisions of RD 135/68 (GGG 37A) in accordance with article 3 of this RD, as it is in force. Refer to the full
text of the agreement between LR and Greece available form the Regulatory Affairs page of the intranet.

All Greek flag ships are to be classed with a recognised classification society (LR is a recognised
classification society) this includes:

a) Ships which come under the provisions of P.D. 103/99 (G.G. 110a / 02.06.1999) and are provided with a
"Passenger ship Safety Certificate in accordance with EC Directive 98/18/EC."

b) Ships coming under the provisions of the International Code of Dynamically Supported Craft , in
accordance with IMO Res. A. 373(X) , and provided with a Dynamically supported Craft Construction and

c) Ships coming under the provisions of the International Code of High Speed Craft and are provided with
a High Speed craft Safety Certificate

d) All ships coming under the provisions of the International Conventions, i.e. ships engaged on
international voyages and to which SOLAS, ILLC 1966, MARPOL 73/78 apply and which are provided with

the certificates required by these conventions.

In connection with SOLAS Chapter I, Part B, Reg. 14(e) , Hellenic Authorities have adopted the
following additional requirements under their Protocol EN/KEEP/DKEO/
TDON/4124.11/33/2005/1.11.2005:
2. If a ship is at a port where the required survey cannot be completed, and if the applicable International
Convention allows the Authority to extend the validity of the certificate provided this is reasonable and

practicable, the Authority shall be guided by the following for reaching a decision regarding granting an
extension of the validity of the certificate:
 Carrying out an additional survey, at least to an equivalent extent to the required annual survey for the
issuance of the relevant certificate.

 Carrying out the required renewal survey to the greatest possible extent.
 In cases the ship's dry docking is required, but this cannot be carried out, an underwater examination
shall be carried out.
 In case an underwater examination is not possible (e.g. due to reduced visibility because of dirty water,
draught restrictions, strong sea currents, refusal of the competent Authority of the port State), the
internal structure of the hull shall be surveyed to the maximum extent that this practically possible.
 The ship shall sail direct to a known and agreed final port of unloading and later on direct to an also
known and agreed port where she will complete the survey or/and the dry docking.
 The period of extension shall refer to the minimum required time necessary for completion of the survey
or/and the dry docking, on the basis of the applicable provisions relating to the relevant certificate.
 The actual condition of the ship , as it will be ascertained during the above mentioned surveys, shall
also be taken into account in order to estimate the duration, the distance and the possible operational
restrictions during the voyage which will be required for completion of the survey or/and the dry docking.
 The extension period of the relevant statutory certificate(s) shall not exceed the period of validity of the
class certificate, which may be issued by the Classification Society with which the ship is classed and
which is authorized by the Authority, in order to confirm compliance of the ship with the requirements of
the Rules and Regulations which refer to the suitability of her hull, machinery and electrical from the
aspect of water tightness and strength of her structure, her propelling installation and her relevant
control systems.

Marine Equipment Directive


All marine equipment on board ships that is within scope of the EU Marine Equipment Directive (MED) must
be approved under the MED.

Note that from the 18 September 2016 a new Directive (2014/90/EU) comes into force but the equipment
listed in 2015/559 should continue to be used until further notice.

Mutual Recognition of Marine Equipment between USCG and EU.

There is a Mutual Recognition Agreement between the EU and USCG on some items of marine equipment.
Further details can be found on the USCG website.

Remote Inspection Techniques (RIT)


The Administration have issued a letter which advises:
In relation to the use of RITs for the Greek Flag vessels which fall under ESP Code, that there is no
objection for the use of RITs as alternative means for the detailed inspection of vessels, only for the

purpose of assistance of surveyors in conducting surveys for A.1120(30) and Ministerial decision
4113.311/01/2013 ' 29/11/2013, until the implementation of use of RITs in the ESP Code, and the definition
of technical specifications and details as well as the terms and conditions for their use.

domestic voyages.

Technical Requirements
Condition evaluation reports of ships subject to IMO Resolution A.744(18)
The Condition Evaluation Reports of Greek Ships subject do not have to be endorsed by the Authorities on
the basis that the above mentioned reports are issued by the organisations (Classification Societies)
recognised by the EU, and authorised to carry out surveys and issue certificates on behalf of the
Governments.

Potable Water Tanks


Potable water tanks are generally not permitted to be in contact with other tanks containing sewage, liquid
residues, oil or fuel or other water ballast tanks.

For ships with a keel laying date after 1 June 2001, the Administration may accept the potable water tank
being in contact with a water ballast tank if the separating plating is thickened by at least 4mm, as long as
the potable water tank is not located below the water ballast tank. The Administration must be contacted to
provide authorisation in this situation.

For ships with a keel laying date before 1 June 2001, or those which had the arrangement approved by a
previous Flag and therefore do not comply with the requirement for the thickening of the separating plate,
an equivalent arrangement may be acceptable (e.g. application of special coatings, local anode protection,
etc.). In these situations, LR must agree to this alternative arrangement.

Means of access
If IACS UI SC191 is to be used to interpret the design of the ship under SOLAS regulation II­1/3­6 then this
should first be agreed with the Flag Administration.

Carriage of navigational equipment


The Greek requirements for the carriage of certain navigational equipment are given by the extract from
PD460/91 in addition to those required by SOLAS.

Navigation lights, navigation light controllers and associated equipment
The Administration requires all navigation lights, navigation light controllers and associated equipment
installed on or after 1 January 2009, to comply with the requirements of IMO Resolution MSC 253(83).

ECDIS
Application
In accordance with the relevant regulations, all non passenger ships of 3000 tons gross and above that are
engaged on international voyages are to have installed a functional Electronic Chart Display Information
System (ECDIS). This installation is to be effected at the latest during the survey for the issuance or
renewal or endorsement of the Cargo Ship Safety Equipment Certificate respectively on or after the date
stipulated in the following table:

Exemptions
Ships that are to be withdrawn from service within two years from the date of compulsory application (in
accordance with ship type and gross tonnage) will be exempted from the obligation to have an ECDIS
installed. In this case a relevant Exemption Certificate will be issued by the ship's certification body. All of
the ship's Safety Certificates are to be valid for no more than two years following the date of compulsory
application.

Existing ECDIS installations


If ECDIS systems that comply with the requirements of Resolution A.817(19), as amended (provision of
relevant type approval certificates) are installed and operate on board, these may be accepted by the body
issuing the ship's Statutory Certificates as complying with the requirements of SOLAS V/19.2.10 if the
system was installed before 1 January 2009. In other situations, they are to be replaced with systems

complying with the requirements of Resolution MSC.232(82). A Raster Chart Display System is not
acceptable and is to be replaced with another system of an approved type.

Newly installed ECDIS
All ECDIS that are to be installed on board ships are to comply with the requirements of Resolution
MSC.232(82). The installation and operation is to be certified by the body issuing the ship's statutory
certificates. Prior to the issuing of the certification, the managing company is to submit to the certifying body
an "Installation File" which is to include the following certification data:

1. A statement from the manufacturer of the ECDIS or the company installing the ECDIS, that the ECDIS
has been installed and operates satisfactorily with the updated issue of its functionality and is provided
with the latest edition of the chart updates.
2. A statement from the manufacturer to the company that will install the system that the company has
been authorised and trained for such work.
3. A plan of the ship's Wheelhouse which is to show the arrangement of the ECDIS system(s) (primary or
back up), as well as the remaining navigational auxiliaries/instruments that have been connected to the

ECDIS.

4. A User's Manual for the system in Greek or English (in print or digital form).
5. Copies of all of the ECDIS Type Approval Certificates and the Type Approval Certificates of the
peripheral systems that have been installed with the ECDIS. It is to be noted that all cables are to be of
an approved type and that the interfaces that may be installed are to be provided with certification
regarding the electromagnetic compatibility (e.g. IEC 60945 or EC Directive EC 2004/108). It is to be
remembered that the ECDIS equipment comes under Annex A.1 of the EC Directive EC96/98 (P.D.

347/1998, G.G. 231A) as this has been amended and is in force and is to bear the Wheel Mark.
6. A statement from the company installing the system that a demonstration has been given to the ship's
Officers or employees of the operating company, endorsed by the ship's Master or a representative of
the company, in respect of familiarisation with the operation of the system.

A copy of the above mentioned File is to be kept on board the ship.

Back­up arrangements for the ECDIS


If the Master of the ship has stipulated that the route planning (in accordance with SOLAS V/34) is to be
effected with the use of ECDIS in lieu of conventional charts, back­up arrangements for the ECDIS are to
be provided on board the ship in accordance with SOLAS V/19.2.10. Vessels are not required to carry
conventional charts as back­up arrangements for the ECDIS as long as they carry digital back­up
arrangements. The prerequisite for this is that the back­up arrangements are to fully cover the requirements
of Appendix 6 of Resolution MSC.232(82) for the new systems or the requirements of Appendix 6 of
Resolution A.817(19) for the systems that were installed before 1 January 2009. There is also to be a
relevant entry in the Equipment Type Approval Certificate. Irrespective of the above, a Raster Navigational
Chart or a Raster Chart Display System is not acceptable even as a back up ECDIS system.

If the back­up arrangements are digital, these are to be completely independent of the primary ECDIS. It is
to be supplied with an independent energy source with a separate feeding, independent screen display,
parallel connection of the sensors data (e.g. GPS, gyro etc.), the connection of mutual sensors data (e.g. a
second GPS, gyro, THD, etc.)

It is acceptable that the display screen of the back­up ECDIS is the same as the radar screen as long as all
of the following conditions are met:
1. There is to be a relevant possibility (e.g. radar overlay functionality) and this is to be expressly stated in
the ECDIS Type Approval Certificate.
2. The radar screen is to be certified as covering the requirements of both IMO Resolutions in each case
as an ECDIS back­up screen.
3. The screen is not to be connected to Radar which is recorded in VDR or S­VDR.
4. It is to be possible to select radar information display, or ECDIS, or both combined (without impairing
the information provision of each system).
5. There is to be at least two Radar units on board the ship.

Completing Form C/Form E/ Form P


When completing the Records of Equipment please follow the guidance below:

BNWAS

1 Existing BNWAS installations


BNWAS systems that do not fully comply with the requirements of Resolution MSC.128(75) and that were
installed before 1 July 2011 may be accepted by the body issuing the ship's statutory certificates, provided
they comply with the minimum specifications. These minimum specifications are:

i. Paragraph 4.1.1.1 of Resolution MSC.128(75). If its automatic activation is not possible via the
activation of the navigation control system, care is to be taken for its hand activation (e.g. procedures for
ISM)
ii. Paragraphs 4.1.2, 4.1.3.1, 4.1.3.2, 4.2, 4.4.5.1.1, 5.1.2, 5.2.2 and 6.3 of Resolution MSC.128(75)
iii. The equipment is to comply with the requirements of the IEC 60945 standard or another equivalent
specification in respect of the electromagnetic compatibility. If it is not possible for the equipment
manufacturer or a notified body to confirm this, it is to be ascertained by the issuing body of the ship's
statutory certificates.

2 New BNWAS installations


All new installations of BNWAS are to comply with the requirements of Resolution MSC.128(75). The
installation and operation is to be certified by the body issuing the ship's statutory certificates. Before the
certification is issued, an Installation File is to be submitted to the body issuing the ship's statutory
certificates by the managing company. The Installation File is to consist of the following:
i. A statement from the person installing the system or the manufacturer of the system that it operates
satisfactorily in accordance with the specifications of Resolution MSC.128(75).
ii. A plan showing the positions in the ship's bridge where the sources of the optical and acoustical (1st
stage) system indication are located, the positions outside the bridge of the sources of the acoustical
(2nd and 3rd stage) system indication, as well as the position (or positions) of the reset handles and the
malfunction indicators of the system.
iii. A user's manual for the system in Greek or English (in printed or digital form).

iv. Copies of all BNWAS type approval certificates and the peripheral systems that have been installed
together with that. It is noted that all cables are to be of the marine type as well as the "interfaces" that
may be installed and are to be accompanied by certification regarding electromagnetic compatibility. In

v. A statement from the person installing the system that a demonstration has been given to the ship's
officers or members of the management company, validated by the ship's master or a representative of
the management company.
vi. If the system cannot be connected to the vessel's auto­pilot, a relevant statement is to be provided from

the person performing the installation indicating the reasons for not achieving this connection. In that
case, paragraph 2(i) above applies.

A copy of the Installation File is to be kept on board the ship. The installation may be activated by crew
members as well as by technical members of the company provided that there is a relevant statement from
the manufacturer to this effect.

3 Endorsement of the Safety Certificate

If the BNWAS system has not been inspected by the body issuing the ship's statutory certification, the
relevant Passenger Ship Safety Certificate or the Cargo Ship Safety Equipment Certificate or the ship's
General Inspection Protocol is not to be issued/renewed/endorsed.

4 System updates or damage


The Master is to bear the responsibility for ensuring that the system is always functional and its software

updated. If the system is damaged or malfunctions, the body issuing the statutory certification is to be
advised immediately. If the problem cannot be rectified immediately in the port of call of the ship, the body
issuing the statutory certification may grant an extension for the rectification of the malfunction until the ship
reaches the next port where the relevant corrective actions may be effected. In these cases, additional

measures are to be taken during the watch, so that an alternative manner of ascertaining the alertness of
the person on watch can be effected (e.g. via recording on the print of the ISM Code ­ which is applied to
the ship or in the ship's Log Book at time intervals stipulated by the Master).

Nautical publications
Greece accepts nautical publications, as required by SOLAS Regulation V/19.2.1.4, such as sailing
directions, lists of lights, notices to mariners, tide tables and all other publications necessary for the
intended voyage in a digital format as meeting the requirements of SOLAS Regulation V/27, provided that
instant access at any time to the nautical publications is provided, that the ship is using information data
issued officially by or on the authority of a Government, authorised Hydrographic Office or other relevant
government institution and that the ship's master and navigational officers are trained to use the system.
Furthermore, it is required that:

 The publications in digital form are always available to the Officer of the Watch (OOW). It is not required
that the computer is placed on the bridge provided that it is possible to read and work with the data,
without limitations, from the bridge.
 The computer, which must solely be dedicated for the publications in digital form, is to always be
connected to the main and emergency power supply, regardless of the operational conditions.
 As a back up, the publications in digital form are to be installed on another computer on board so that
they can be made available to the OOW within a short period of time. This computer is to be dedicated
for ship­board administration only.
 The equipment and installation are to comply with the requirements of SOLAS Regulation V/17
regarding electromagnetic compatibility. It is also to be possible to display the date on a monitor without
impairing the OOW's night vision. MSC/Circ.1091 on issues to be considered when introducing new
technology on board ship, MSC Circ.891 on Guidelines for the on­board use and application of
computers and MSC/Circ.982 on Guidelines on ergonomic criteria for bridge equipment and layout are
to be taken into account. The relevant equipment and installation are to comply with regulations V/15,
17 and 18, as applicable.
 The software is protected from editing, viruses, etc.

The nautical publications in digital format are to be adequate and up to date for the intended voyage in
accordance with SOLAS Regulation V/27. Only original updates issued officially by, or on the authority of a
Government, authorised Hydrographic Office or other relevant government institution are to be used on
board. Such updates can be received electronically. Documentation for receipt of updates and installation
of these are to be available on board (i.e. delivery notes) at any time, incorporating such procedure into the
ship's ISM system.

This interpretation also includes Greek ships certified as High Speed Crafts in accordance with the HSC
Code 1994 or the HSC Code 2000.

publications in digital format as meeting the carriage requirements of SOLAS Regulations V/19.2.1.4 and
V/27, respectively.

Fire fighting appliances General

Hellenic Authorities have agreed that they accept non galvanised valves (as required by 379 ­96) provided
they are so protected that the protection can be considered equivalent to the protection provided by the
galvanised material.

Fire Mains, Sea water piping, and Fire Hydrants
The sea water piping should not be manufactured by cast iron and in case it is made of iron or steel it
should be zinc plated (galvanised). This includes valves and other components.

Lifejackets
For ships the keel of which were laid before 1 July 1986, the number of lifejackets required is in accordance

with the SOLAS Convention applicable at the time of the keel being laid.

For ships, the keels of which were laid on or after 1 July 1986, lifejackets additional to those provided for
each person the ship is certified to carry are required as follows:
©

 For persons on watch, four lifejackets when the number of crew is up to and including 16, and 25% of
the crew when the crew number is greater than 16. These are to be distributed in the wheelhouse and
the Engine Control Room and are to be located in conspicuous places.
 At every remotely stowed liferaft required in accordance with Reg III/26.1.4 or Reg III/26.3.2 of SOLAS
74/83, as well as in accordance with Reg. III/31.1.4 or Reg III/31.3.2 of SOLAS 1984 as amended by
IMO Res. MSC.47(66), at least two lifejackets are to be provided in clearly marked and accessible
positions, protected against moisture.
 P.D. 24/1988 remains valid.

Lifejackets for members of crew weighing up to 140 KG and with a chest girth of up to 1,750 mm
It is the responsibility of the Master and the Managing Company to ensure that a lifejacket suitable for the
body type of the person for which it is intended, is provided for each member of the crew. If any
crewmembers weigh up to 140 KG and have a chest girth of up to 1.750 mm, the ship is to be provided
with:
 a sufficient number of suitable accessories capable of being adjusted to the existing lifejackets (these
accessories will be accepted for use provide that the suitability of the lifejacket is not affected, and there
is relevant certification in accordance with its type approval certificate; or
 a sufficient number of lifejackets for crew members weighing up to 140 kg and with a chest girth of up
to 1,750 mm. These lifejackets may be included in the total number of lifejackets which the ship is to
carry.

All of this additional equipment must comply with the LSA Code and is to be provided with a relevant type
approval certificate in accordance with the EU MED Directive. All lifejackets must therefore be provided with
suitable lighting. The location in which the lifejackets intended for passengers outlined above, are to be
close to the Muster Stations, in boxes which are to be provided with the required markings (IMO symbols).

Ship Masters and managing companies must pay attention to the following:
a) Procedures for informing passengers about the lifejackets mentioned above is to include at least the
marking of the location of stowage of the equipment; the provision of printed instructions for use and the
location of stowage via the ship's TV­VIDEO etc. emergency instructions system as well as a demonstration
by the ship's crew. It must also be ensure that passengers are provided with the relevant equipment in the
event of a drill and/or emergency.
b) Procedures to cover this additional equipment are to be prepared and applied promptly to ensure that
they cover all persons boarding the ship.
c) The procedures are to be confirmed in writing and the ship's SMS is to be updated.
d) The ship's training manual and the manual of maintenance of the ship's life saving appliances as well as
the life saving appliances plan for the equipment in question is to be updated in accordance with SOLAS III.

Life rafts
Life raft service certificates issued to Greek flag vessels are to contain an entry, which clearly indicates that

The Greek Administration will not accept the use of knotted ropes as an "other means of embarkation" (see
SOLAS Reg III/31.1.4) on any ship, irrespective of date of build. The Administration is, however, prepared to

consider on a case by case basis any application made by LR requesting a short extension period to be
granted for the replacement of existing knotted ropes with embarkation ladders.

First aid kits for lifeboats and inflatable liferafts

Lifeboats and inflatable liferafts are to be provided with first aid kits that include a quantity of medicines and
hygiene material in accordance with P.D. 376/95 as amended by P.D. 277/97 (this is the incorporation of EC
Directive 92/29/EC into national legislation).

The pharmaceutical and hygienic material included in these first aid kits are to be approved by the Hellenic
Organization of Medicines.

If the ship is outside Greek waters when any of the pharmaceutical products contained in the first aid
kit expire and it is not possible to obtain pharmaceutical products that are approved by the Hellenic
Organization of Medicines, or the ship is provided with new liferafts that originate abroad, the
pharmaceutical products may be provided with those that are approved by the Country in which they
originate. These products are to be replaced as soon as it is possible with others that are approved by the
Hellenic Organization of Medicines.

Thermal protective aids


Where open boats are provided, thermal protective aids are only required for crew not having immersion
suits. Additional TPAs are required as part of the boats equipment as per the Regulations.

Collision regulations
LR is authorized except for cargo ships of 500 tons gross tonnage and above engaged exclusively in
domestic voyages.

Pyrotechnics
All line throwing rockets and signal pyrotechnics are to be renewed at the date of expiry or after three years.

Immersion suits
In applying Regulation 32.3 , the Administration requires that one immersion suit for every member of the
crew be stowed in or near the lifeboats and/or rescue boats for which they are intended, and that their
location shall be clearly marked and shall be so arranged that they may be readily available for use. If the
crew accommodation spaces are close to the above life saving appliances, so that immediate access to the
immersion suits is ensured, immersion suits may be stowed within the crew accommodation spaces (e.g.
inside cabins or inside boxes in the alleyways).

For remote work stations and remote watch stations, at least two additional immersion suits are required to
be stowed near the entrances to these stations. A remote work station is defined as the station where work
is usually carried out and which is at a horizontal distance exceeding 100 metres from the point where
immersion suits are normally stowed. A remote watch station is defined as a watch station which is at a
horizontal distance exceeding 50 metres from the point where immersion suits are normally stowed.

Where work or watch stations (e.g. Engine Room, Wheelhouse, Bosun's Store) are not considered remote
as per the definitions above but, due to peculiarities of the ship's arrangements (arrangement of spaces

etc.), it is felt by the surveyor and/or ship's Master that evacuation cannot be achieved within 10 minutes
(SOLAS Reg III/31.1.5), then two immersion suits shall be required to be stowed near the entrances of each
of the stations in question.

When the ship is provided with a life raft forward, at least two additional immersion suits shall be stowed in

The Administration is not in agreement with the use of immersion suits or anti­exposure suits that also
comply with the requirements for lifejackets, i.e. the requirements of Ch. II, Sect. 2.2 of the Life Saving

Appliances Code (i.e. two in one), but requires the use of a lifejacket and an immersion suit, or anti
exposure aid, as the Administration considers that in case of emergency a lifejacket will be easier to use.

Immersion suits and thermal protective aids ­ inspection requirements


Immersion suits and thermal protective aids are to be inspected by the ship's crew for compliance with MSC
circular 1047, MSC/Circ. 1114 and the manufacturer's guidance. During these inspections special attention
must be given to the packaging of these suits so as to avoid the presence of dust and dampness. If any
damage is found (e.g. tears etc) they are to be rectified as per manufacturer's instructions. A relevant
procedure shall be confirmed in writing in relevant records kept on board in accordance with Reg. SOLAS
III/36.

Concurrently with these inspections, training on the correct use of these suits by the crew members should
be carried out.

The language in the instruction booklets must be the working language of the ship.

LR is requested to implement the Circular on all required Greek ships on which they carry out the relevant
inspections.

At SE surveys LR is required to verify that that the inspections and training have been carried out.

Servicing of Life­saving appliances and fire extinguishers


The duration of liferaft, MES and hydrostatic mechanisms servicing certificates must not exceed 12 months.
This may be extended by the body issuing the PSSC if:
the ship is obliged to sail and an authorised Service Station is not available in the port or the port area; or
the end of the period of validity is nearing and the Passenger Ship Safety renewal survey is to be carried
out shortly.

In both of these cases, the extension can be granted if the following conditions are met:
the fact that the equipment is in good condition has been ascertained (macroscopic examination). A
statement from the Master may be considered sufficient in this regard if it is not possible for the body that
issued the PSSC to visit the ship
the inflatable liferaft first aid kits remain valid during the requested period of extension. For this reason, the
date of expiry of the liferaft first aid kit is to be clearly stated on each liferaft servicing certificate.
In any case, the extension is not to exceed that stated in SOLAS III/20 (i.e. five months from the date of
expiry of the servicing certificate of the appliance). For a High Speed Craft, the extension period must not
exceed one month.

An extension to the servicing period of fire extinguishing systems (foam or CO2) as well as portable and
semi­portable fire extinguishers, portable foam applicators, breathing apparatus and EEBDs may be

granted by the body that issued the PSSC if the reason for the extension is deemed to be valid. The
extension may not exceed three months. The equipment must be in good condition in terms of appearance,
maintenance and operational readiness ­ a statement from the Master may be considered sufficient to
confirm this.

If ships (other than passenger ships) are at a port where there are no facilities to carry out the hydraulic
testing of fixed CO2 systems, portable and semi­portable fire extinguishers, as well as breathing apparatus,
or there is not sufficient time to carry out the hydraulic testing, an extension may be granted until the ship
arrives at the next port of call in which the relevant facilities are available. This is on condition that an
Administration surveyor, local surveying team or RO ascertains that the bottles/fixed systems are in good
condition in terms of appearance and maintenance.

in the design and arrangement of navigational systems and equipment on the bridge.

Fishing Vessels
Under Hellenic Circular No. YEN/KEEP/DSS/4339.20/17.08.2005, Fishing Vessels of 14­31 metres
registered length, may be provided with the following:
a. a boat (common or lifeboat), permanently stowed, of a capacity sufficient to accommodate the total
number of persons on board, or an inflatable life raft of an equal capacity, and
b. an inflatable life raft or buoyant apparatus of an equal capacity.

Recovery of persons from the water


Exercises and training of crew that will participate in such ventures, must be carried out every month in
conjunction with other exercises, so that they familiarize themselves with plans and procedures for recovery
of persons from the water.

Cargo Ship Safety Certificate.


LR are fully authorised for the Initial, Annual, Intermediate and Renewal Surveys.

LSA Code 6.1.1.3 ­ stored mechanical power ­ equivalent arrangement


The Administration has agreed an equivalent arrangement on cargo ships for the stored mechanical power
required by 6.1.1.3 of the LSA Code.
The conditions of the equivalent arrangement can be found here. The equivalent arrangement has been
uploaded to IMO GISIS ref:XQ51673.
Where the manual handling of light rescue boat, served by a crane which has to be slewed by one person
in the outboard position for lowering the boat into the water by gravity, under all conditions of up to 10
degrees trim and up to 20 degrees list is accepted in accordance with the above conditions on a Greek
vessel, the following note is to be added to the Cargo Ship Safety Equipment Certificate/Cargo Ship Safety
Certificate in the free text box to the left of the signature block:

Fire­fighter's radios
Vessels should be supplied with two­way portable radiotelephone apparatus in addition to the other means
of two­way telecommunication, which are required by SOLAS Reg.II­2/10.4.

vessel, as is determined in the Muster List and not in accordance with the number of the fireman's outfits. In
light of this, at least two (2) such apparatus should be provided in easily accessible position, ready to be

Technical Requirements
The Administration has issued instructions (English translation for internal use only) for the issue of an
Installation and Operation License for telecommunications equipment.
The license needs to be updated or reissued when
a) Changes occurring in vessel's and vessel's owner's details, as described in the Registry Certificate
b) Changes occurring in vessel's telecommunication equipment
c) Changes occurring in the radio company

A 45 day extension can be indicated where re­issue of the telecommunications license is required. The
Certificate of Seaworthiness Endorsement may be endorsed as follows:
"Copy of the telecommunications installation and operation license is to be submitted to *Hellenic Lloyd's

Satellite Emergency Position Indicating Radio Beacons' periodical shore­based maintenance shall be
carried out in accordance with MSC/Circ.1039, while the annual inspection shall be carried out in
accordance with MSC/Circ.1040 by an approved Radio Company. A copy of the EPRIB shore­based
maintenance Report and the Annual Test Report shall be kept onboard in the ship's files until the next
shore­based maintenance and the next annual test respectively. Copies of the sample reports that have to
be completed by the approved Radio company follow.
LR is required to forward either hard or electronic copies of the survey check list (signed by the radio
surveyor) and the Record of Approved GMDSS radio Installation to LR Piraeus for the Greek Authorities. It
is necessary to forward the GMDSS Record to the Administration only when there are changes to the
record and this is being reissued after the Safety Radio Periodical/Renewal survey.

LRIT
LRIT equipment must remain operative at all times. If there is a need for the LRIT equipment to be
deactivated (e.g. during ship repairs), the Administration must be advised accordingly in writing and/or email
so that the necessary actions to the European Database. It is also stressed that termination of the operation
of the equipment is to be via the supplied software, and in accordance with the instructions of the
manufacturer in question. In no case is the equipment to be immediately terminated.

Conformance testing of ships' LRIT equipment is to be carried out in accordance with MSC.1/Circ.1307,
which supersedes MSC.1/Circ.1296 ­ in accordance with this Circular, the Conformance Test Report is to
be issued by the ASP.

In accordance with the requirements of para 4.2.4 of MSC.1/Circ.1307, if the ship uses the Ship Security
Alert System (SSAS) for the transmittal of LRIT messages, this is to have certification issued by either the
Administration or an RO. The certification is to state that the equipment complies with the requirements of
SOLAS Reg. XI­2/6 and the provisions of Resolution MSC.136(76) or MSC.147(77) and with the
requirements of part 4 of the amended efficiency standards. A Conformance Test must also have been
completed in accordance with the requirements Appendix 1 of MSC.1/Circ.1307.

Para 14.3 of MSC.1/Circ.1307 also states that the date of the "first survey" which is stipulated in para 14.2
of this Circular is not to be altered as a result of, either surveys that are carried out in connection with the
ship's COF or as a consequence of any scheduled or unscheduled survey, or any other additional,
occasional surveys that may be required by the Administration.

. The Conformance Test Reports that have been issued for ships in accordance with the requirements of
MSC.1/Circ.1257 before 14 December 2008 and those that have been issued in accordance with the
requirements of MSC.1/Circ.1296 before 1 July 2009 will remain valid, subject to para 7.2 and 7.3 of
MSC.1/Circ.1296 regarding the validity of Conformance Test reports. If these Reports are reissued or
updated from 1 July 2009, they are to be replaced by a Report in accordance with the requirements of
MSC.1/Circ.1307.

The ASPs are to submit the Conformance Test Reports to:


 the Owner (and the Owner is to forward the Conformance Test Report on to LR);
 to the Administration at lritgr@yen.gr and telecoms@yen.gr.

According to the Administration's interpretation, the term "Valid Conformance Test Report" means a hard
copy of the Conformance Test Report that is to be available on board.

In addition to the Conformance Test Report, the following contact details for the person in charge of the ship
are to be forwarded to lritgr@yen.gr and telecoms@yen.gr so that they can be included in the ships' LRIT
European Basis Data:

This requirement applies to all ships, including those for which the conformance tests have already been
submitted to the Administration.

Ship owners must advise the Administration in writing and/or by email (lritgr@yen.gr and telecoms@yen.gr),
if any modifications are made to the LRIT equipment or the ship's identification data. The Administration
must be included in the following cases as a minimum:
 deactivation of the equipment, for reasons of force majeuere or safety of navigation;
 replacement of the LRIT equipment with a newer or different type and any modification of the Radio
Identification Number in general;
 change of ship's name;
 withdrawal of the Hellenic Flag ­ this is especially in cases where the ship is flying the Flag of a Stat
outside the EC.

The provisions of MSC.1/Circ.1299 are valid.

New LRIT equipment installed must:

 comply with the technical and operational requirements referred to in MSC Resolution 263(84);

i. Ships to which SOLAS applies are to comply with the relevant requirements of paragraphs 7.6 to 7.8 of

Technical Requirements
Servicing of life­saving appliances and fire extinguishers
Life­saving appliances can only be removed from passenger ships/passenger Ro­Ros for servicing
purposes if the body that issued the Passenger Ship Safety Certificate (PSSC) has approved this and has
amended the Record of Equipment in question. This note should list the amended number of passengers,
life­saving appliances and specialised personnel etc. Once this has been done, the Master must:
 update the Muster list to take into consideration the equipment that has been removed and the changed
crew duties;

 remove markings or symbols referring to, or leading to, the equipment that has been removed;
 revise any Sound or Visual Emergency instructions that refer to the existing equipment.
Compliance with the above is mandatory and should be confirmed by the body that issued the PSSC.

If the removal of the equipment means that there is not enough equipment to meet the statutory
requirements of the number of people on board (passengers and/or crew), the managing Company is
obliged to obtain the written agreement of the Administration.

The duration of liferaft, Marine Evacuation Systems (MES) and hydrostatic mechanisms servicing
certificates must not exceed 12 months. This may be extended by the body issuing the PSSC if:
 the ship is obliged to sail and an authorised Service Station is not available in the port or the port area;
or
 the end of the period of validity is nearing and the Passenger Ship Safety renewal survey is to be
carried out shortly.

In both of these cases, the extension can be granted if the following conditions are met:

 the fact that the equipment is in good condition has been ascertained (macroscopic examination). A
statement from the Master may be considered sufficient in this regard if it is not possible for the body
that issued the PSSC to visit the ship
 the inflatable liferaft first aid kits remain valid during the requested period of extension. For this reason,
the date of expiry of the liferaft first aid kit is to be clearly stated on each liferaft servicing certificate.
In any case the extension is not to exceed that stated in SOLAS III/20 (i.e. five months from the date of

expiry of the servicing certificate of the appliance). For a High Speed Craft, the extension period must not
exceed one month.

An extension to the servicing period of fire extinguishing systems (foam or C02) as well as portable and
©

semi­portable fire extinguishers, portable foam applicators, breathing apparatus and EEBDs may be
granted by the body that issued the PSSC if the reason for the extension is deemed to be valid. The
extension may not exceed three months. The equipment must be in good condition in terms of appearance,
maintenance and operational readiness ­ a statement from the Master may be considered sufficient to
confirm this.

Authorisations for the extensions mentioned above do not need to be obtained from the Administration.

MES
Unless more frequent deployments are defined by the manufacturer MES are to be deployed as follows: the
total number of MES of every ship shall be deployed once within a six year period such that every MES
shall be deployed at least once every six years.

If, during the deployment, a defect, malfunction or any other problem occurs then the malfunction, defect or
problem is to be rectified and then the MES redeployed to confirm satisfactory operation.

A record of deployments and crew training in MES is to be maintained in the ship's log book and an entry in
the Safety Management System.

Infant lifejackets
All passenger ships provided with Passenger Ship Safety Certificates in accordance with SOLAS, as well
as all passenger ships engaged on voyages which belong to category A as defined by European Directive
2009/45/EC are to be provided with infant lifejackets. The number of infant
lifejackets provided is to be at least 2.5% of the maximum number of passengers the ship can carry and in
every case one for every infant that boards the vessel.
This is the responsibility of the Master and managing company.

Lifejackets for passengers weighing up to 140 KG and with a chest girth of up to 1,750 mm
If the adult lifejackets provided are not designed to fit persons weighing up to 140 kg and with a chest girth
of up to 1,750 mm:
 a sufficient number of suitable accessories are to be available on board to allow them to be secured to
such persons; or
 a sufficient number of lifejackets designed to fit passengers weighing up to 140 KG and with a chest
girth of up to 1,750 mm. These lifejackets may be included in the total number of lifejackets which the
ship is to carry.
If accessories are provided, they will be accepted for use provided that the suitability of the lifejacket is not
affected, and that there is relevant certification in accordance with its type approval certificate.

The number of lifejackets provided for these passengers is to be at least 2.5% of the maximum number of
passengers the ship can carry but no less than 2 lifejackets.

Lifejackets for members of crew weighing up to 140 KG and with a chest girth of up to 1,750 mm
It is the responsibility of the Master and the Managing Company to ensure that a lifejacket suitable for the
body type of the person for which it is intended, is provided for each member of the crew. If any
crewmembers weigh up to 140 KG and have a chest girth of up to 1.750 mm, the ship is to be provided
with:

 a sufficient number of suitable accessories capable of being adjusted to the existing lifejackets (these
accessories will be accepted for use provide that the suitability of the lifejacket is not affected, and there
is relevant certification in accordance with its type approval certificate; or
 a sufficient number of lifejackets for crew members weighing up to 140 kg and with a chest girth of up
to 1,750 mm ­ this may be included in the total number of lifejackets which the ship is to carry.

All of this additional equipment must comply with the LSA Code and is to be provided with a relevant type

approval certificate in accordance with the EU MED Directive. All lifejackets must therefore be provided with

suitable lighting. The location in which the lifejackets intended for passengers outlined above, are to be
close to the Muster Stations, in boxes which are to be provided with the required markings (IMO symbols).

Ship Masters and managing companies must pay attention to the following:
a) Procedures for informing passengers about the lifejackets mentioned above is to include at least the
marking of the location of stowage of the equipment; the provision of printed instructions for use and the

location of stowage via the ship's TV­VIDEO etc. emergency instructions system as well as a demonstration
by the ship's crew. It must also be ensure that passengers are provided with the relevant equipment in the
event of a drill and/or emergency.
b) Procedures to cover this additional equipment are to be prepared and applied promptly to ensure that

they cover all persons boarding the ship.


c) The procedures are to be confirmed in writing and the ship's SMS is to be updated.
d) The ship's training manual and the manual of maintenance of the ship's life saving appliances as well as
the life saving appliances plan for the equipment in question is to be updated in accordance with SOLAS III.

The requirements for lifejackets above apply to passenger ships from 1 July 2010 onward irrespective of
the date of construction. If lifejackets are replaced, paragraphs 2.2.1 and 2.2.2 of the LSA Code is to apply
as it has been amended and is in force.

MSC.1/Circ.1393
The application of MSC.1/Circ.1393 is not compulsory for Greek­flagged vessels. The Administration has no
objection to this Circular being applied however, if the owner wishes this.

Total Number of Passengers recorded on the PSSC


The total number of passengers shown on the PSSC is to be agreed with the Administration and is not to be
amended unless passenger cabins are made unavailable by removal of fittings etc. Change of use from
crew to passenger cabin or vice versa is not permitted.

Issue of Interim and Conditional Passenger Ship Certificates


The Administration has advised that the words "INTERIM" or "CONDITIONAL" are not to appear on any
interim or conditional certificate issued.

Recognition of a vessel as "Greek Passenger'" Ship (for ships certified by LR)


The procedure of recognising a vessel as Greek passenger ship (at new building or at change of flag) will
be carried out by LR according to the provisions of PD 364/88 as amended by PD 101/99.

LR is to submit to the administration:


a) The plans/drawings, calculations and all data required for the recognition of passenger ships in
accordance with the provisions of the current legislation depending on the category of the said vessels,
after their review and approval in each case.
b) The survey reports and two copies of the INTRODUCTION REPORT (FORM 1097GRC) for the
recognition of the ship as a Greek Passenger Ship properly completed and signed.

When LR is authorised, LR will issue a certifying report to the Owners for onward transmission to the Greek
Administration who will issue the PSSC.

Search and rescue locating devices


Where an AIS search and rescue transmitter (AIS­SART) is installed as an alternative to a radar search
and rescue transponder (SART) operating in the 9 GHz band, the AIS­SART is to be of an approved type

and must comply with the operation and technical requirements of the relevant IMO prototypes. There must
be evidence that the Administration has endorsed the approval of the equipment.

For ro­ro passenger ships, SOLAS Regulation III/26.2.5 requires a search and rescue locating device to be
located in one of every four liferafts. The batteries of any search and rescue locating device located in an

inflatable liferaft must remain valid for the whole 12 month duration of the inflatable liferaft servicing
certificate. The validity of the liferaft servicing certificate must not be extended unless the batteries of the
search and rescue locating device in question remains valid for the period of extension.

Existing ECDIS installations

r
If ECDIS systems that comply with the requirements of Resolution A.817(19), as amended (provision of
relevant type approval certificates) are installed and operate on board, these may be accepted by the body
eg lo
issuing the ship's Statutory Certificates as complying with the requirements of SOLAS V/19.2.10 if the
system was installed before 1 January 2009. In other situations, they are to be replaced with systems
complying with the requirements of Resolution MSC.232(82). A Raster Chart Display System is not
acceptable and is to be replaced with another system of an approved type.

Newly installed ECDIS
All ECDIS that are to be installed on board ships are to comply with the requirements of Resolution
MSC.232(82). The installation and operation is to be certified by the body issuing the ship's statutory
certificates. Prior to the issuing of the certification, the managing company is to submit to the certifying body

an "Installation File" which is to include the following certification data:


1. A statement from the manufacturer of the ECDIS or the company installing the ECDIS, that the ECDIS
has been installed and operates satisfactorily with the updated issue of its functionality and is provided
with the latest edition of the chart updates.
2. A statement from the manufacturer to the company that will install the system that the company has
been authorised and trained for such work.
3. A plan of the ship's Wheelhouse which is to show the arrangement of the ECDIS system(s) (primary or
back up), as well as the remaining navigational auxiliaries/instruments that have been connected to the
ECDIS.
4. A User's Manual for the system in Greek or English (in print or digital form).
5. Copies of all of the ECDIS Type Approval Certificates and the Type Approval Certificates of the
peripheral systems that have been installed with the ECDIS. It is to be noted that all cables are to be of
an approved type and that the interfaces that may be installed are to be provided with certification
regarding the electromagnetic compatibility (e.g. IEC 60945 or EC Directive EC 2004/108). It is to be
remembered that the ECDIS equipment comes under Annex A.1 of the EC Directive EC96/98 (P.D.
347/1998, G.G. 231A) as this has been amended and is in force and is to bear the Wheel Mark.
6. A statement from the company installing the system that a demonstration has been given to the ship's
Officers or employees of the operating company, endorsed by the ship's Master or a representative of
the company, in respect of familiarisation with the operation of the system.

A copy of the above mentioned File is to be kept on board the ship.

Back­Up arrangements for the ECDIS


If the Master of the ship has stipulated that the route planning (in accordance with SOLAS V/34) is to be
effected with the use of ECDIS in lieu of conventional charts, back­up arrangements for the ECDIS are to
be provided on board the ship in accordance with SOLAS V/19.2.10. Vessels are not required to carry
conventional charts as back­up arrangements for the ECDIS as long as they carry digital back­up
arrangements. The prerequisite for this is that the back­up arrangements are to fully cover the requirements
of Appendix 6 of Resolution MSC.232(82) for the new systems or the requirements of Appendix 6 of
Resolution A.817(19) for the systems that were installed before 1 January 2009. There is also to be a
relevant entry in the Equipment Type Approval Certificate. Irrespective of the above, a Raster Navigational
Chart or a Raster Chart Display System is not acceptable even as a back up ECDIS system.

If the back­up arrangements are digital, these are to be completely independent of the primary ECDIS. It is
to be supplied with an independent energy source with a separate feeding, independent screen display,
parallel connection of the sensors data (e.g. GPS, gyro etc.), the connection of mutual sensors data (e.g. a
second GPS, gyro, THD, etc.)

It is acceptable that the display screen of the back­up ECDIS is the same as the radar screen as long as all
of the following conditions are met:

1 Existing BNWAS installations


BNWAS systems that do not fully comply with the requirements of Resolution MSC.128(75) and that were
installed before 1 July 2011 may be accepted by the body issuing the ship's statutory certificates, provided
they comply with the minimum specifications. These minimum specifications are:

2 New BNWAS installations
All new installations of BNWAS are to comply with the requirements of Resolution MSC.128(75). The
installation and operation is to be certified by the body issuing the ship's statutory certificates. Before the
certification is issued, an Installation File is to be submitted to the body issuing the ship's statutory
certificates by the managing company. The Installation File is to consist of the following:
i. A statement from the person installing the system or the manufacturer of the system that it operates

ii. A plan showing the positions in the ship's bridge where the sources of the optical and acoustical (1st
stage) system indication are located, the positions outside the bridge of the sources of the acoustical
(2nd and 3rd stage) system indication, as well as the position (or positions) of the reset handles and the
malfunction indicators of the system.
iii. A user's manual for the system in Greek or English (in printed or digital form).
iv. Copies of all BNWAS type approval certificates and the peripheral systems that have been installed

together with that. It is noted that all cables are to be of the marine type as well as the "interfaces" that
may be installed and are to be accompanied by certification regarding electromagnetic compatibility. In

v. A statement from the person installing the system that a demonstration has been given to the ship's

officers or members of the management company, validated by the ship's master or a representative of
the management company.
vi. If the system cannot be connected to the vessel's auto­pilot, a relevant statement is to be provided from
the person performing the installation indicating the reasons for not achieving this connection. In that
case, paragraph 2(i) above applies.

A copy of the Installation File is to be kept on board the ship. The installation may be activated by crew
members as well as by technical members of the company provided that there is a relevant statement from
the manufacturer to this effect.

3 Endorsement of the Safety Certificate


If the BNWAS system has not been inspected by the body issuing the ship's statutory certification, the
relevant Passenger Ship Safety Certificate or the Cargo Ship Safety Equipment Certificate or the ship's
General Inspection Protocol is not to be issued/renewed/endorsed.

4 System updates or damage


The Master is to bear the responsibility for ensuring that the system is always functional and its software
updated. If the system is damaged or malfunctions, the body issuing the statutory certification is to be
advised immediately. If the problem cannot be rectified immediately in the port of call of the ship, the body
issuing the statutory certification may grant an extension for the rectification of the malfunction until the ship
reaches the next port where the relevant corrective actions may be effected. In these cases, additional
measures are to be taken during the watch, so that an alternative manner of ascertaining the alertness of
the person on watch can be effected (e.g. via recording on the print of the ISM Code ­ which is applied to
the ship or in the ship's Log Book at time intervals stipulated by the Master).

Accommodation and stipulation of the number of passengers on passenger ships


P.D. 44/2011 entitled Regulation on Accommodation and Stipulation of the number of passengers on
Passenger Ships applies to all passenger ships engaged on voyages to cover traffic needs, as well as to
passenger ships flying the Hellenic Flag that carry more than 25 passengers, engaged on cruises,
excluding certain ships as stated in Article 2 of the P.D. Further guidance can be found here.

DOC
Where office audits are requested in locations outside of Greece for the issue of a DOC under the authority
of the Flag, MMS South Europe (MMSO­SouthEurope@lr.org) must be contacted in advance for instruction
and approval to proceed.

Interim Document of Compliance will be issued by LR after the satisfactory completion of the companies'
audit and the audit for this purpose of at least one ship under Greek flag of each type operated by the
Company and only if there are no outstanding major non conformities.

the effect that the company complies with the relevant requirements and that all evidence related to the
initial audit (audit reports, checklists, non conformity reports) including the Safety Management Manual
have been received, controlled and filed. The requirement for filing is not applicable with regard to the
Safety Management Manual.

When LR issues/endorses/renews a Document of Compliance, a copy of the aforementioned Certificate


along with a copy of the relevant audit report and the non­conformities/observations raised shall be
forwarded to the Administration.

LR is to inform the Administration in writing whenever it finds evidence documenting that the company does
not comply with its SMS or the ISM Code requirements and that it does not, therefore, correspond with the
DOC. In these cases, LR is to request that appropriate corrective action is to be taken promptly by the
company. If these corrective actions are not complete, the relevant DOC is to be withdrawn and the
Administration notified in writing, including reasons for this withdrawal, by fax or telex.

LR shall report to the Administration, adequately justified, whenever the RO grants an extension to the
Interim Document of Compliance in accordance with the provisions of the current legislation.

Copies of the relevant shipboard and/or shore based audit reports together with copies of the relevant
certificates (final or interim) that have been issued, endorsed, extended or renewed are to be submitted to
the Administration no later than two months after the satisfactory completion of the audits.

Minimum Safe Manning Document


The Administration have issued a Circular on the Minimum Safe Manning Document as a consequence of
the coming into force of the STCW Manilla Amendments.

multiple load lines are assigned.

Scuppers and sanitary discharges


Enclosed vehicle spaces on the freeboard deck of vehicle carriers are to be provided with discharges on
each side with a total cross sectional area at least: A = 0,00023E or 0,075 m2 whichever is the greater,
where:

A = area of discharge in m2 on each side

E = net area of vehicle space in m2

The area is not, however, to be less than that derived from Part 3, Chapter 12,4.1 of the Rules for Ships.
The above mentioned discharges are to be strongly constructed and protected on the deck by a strainer
which does not substantially affect the net cross sectional area. Closing arrangements for the discharges
are to comply with the load line regulations. The discharges are to be in protected locations, clear of vehicle
wheels and any cargo in bulk. If installed, operating handles are to be readily accessible, marked in yellow
with open/shut indication, and capable of operation from the deck above.

For ferries and ro­ro cargo ships fitted with a drencher system on the freeboard (main vehicle) deck within
an enclosed superstructure, the following scupper area will require to be provided:
Area = (L / 400) m2, where L is the length of the vehicle deck, in metres.

Multiple loadline certificates


LR is authorised to issue multiple Loadline certificates.

Loading conditions corresponding to the deadweights, for which load line certificates are issued, are to be
contained in vessel's Trim and Stability Booklet.

Single Hull Tankers, the DWT of which is between 600 and 4999 Tonnes, may carry heavy grade
oils until the anniversary of their delivery date in the year 2008.

When the anniversary date of a single hull tanker, the DWT of which is between 600 and 4999
Tonnes, can not be located, the anniversary Date is to be taken as 31 December 2008.

Ships may operate b eyond this date, and carry heavy grade oils, providing the provisions of
Regulation 21 of MARPOL Annex I and of Regulation (EC) 417(2002), as amended by Regulation
(EC) 2172/2004 are complied with.

Oil filtering equipment

In accordance with paragraph 1.3.1.1 of the Resolution, equipment installed on or after 1.1.2005, on ships
whose keels were laid before that date, are not required to meet the revised guidelines.

In accordance with paragraph 1.3.1.2 of the Resolution, New installations are interpreted as replacement
installations and Fitted is interpreted as Ordered on or after 1.1.2005, on ships whose keel was laid before
1.1.2005.

The capacity of the sludge tank for the lub oils that have been used shall be sufficient for the collection of all
the useless or used lubricating oils as well as of all oily residues that remain following the filtration operation
in the oily water separator of the 15PPM filtering equipment. The minimum capacity of this, for ships whose
main engines and electrical generators require full renewal of lub oils at sea, is determined in cubic metres
by the following formula:

Where P is the total power of the ship's main engines and electrical diesel generators in kW.

The tanks intended for the collection of dripping and leaking oil from the oil tanks may be located in different
parts of the engine room. The total capacity of these tanks is determined in m3 using the following formula:

submit a technical justification for not installing a separator of the required capacity to LR.

Piping
A. For ships of any category (passenger ships, cargo ships, tankers etc.) with a gross tonnage exceeding
100 tons gross:

(i) Piping and valves used for pumping out, collection, processing and discharge of machinery bilges oil
residues should be painted orange so that they are readily distinguished by the ship' s operators and
members of the crew as well as by the competent bodies carrying out scheduled and unscheduled
inspections.

(ii) An indicative label with the following statement: "Machinery Space oily mixtures suction and discharge
pump should be provided to every pump" used for the pumping out of machinery space oily mixtures, their
collection in the holding tank and their discharge to reception facilities by means of the standard connection
pump. All its discharge valves at the ship' s sides should be provided with labels stating that "discharges
overboard, by the use of the valves shall be prohibited excluding emergency cases." These valves should
be closed at all times, and in case they are remotely controlled, the label should be suitably placed near
remote control positions.

(iii) The collection of any quantity of oil residues or oily mixtures in barrels or in any space other than the
sludge or holding tanks referred to in the IOPP Certificate is prohibited.

(iv) The plan showing the oily mixtures collection, processing and discharged plant, approved by the D. C.
M. S. or the recognised Classification Societies, should be provided on the vessel.

B. For ships fitted with an oily­water separator or fuel/lub oil purifiers the above paragraph (A) should be
complied with and, in addition, the following should be ascertained:

(i) Sludge tanks, where the oil residues resulting from the oily­water separators or fuel or lub oil purifiers are
collected, should not be connected to any pipe terminating at the ship's side or to fuel tanks. If there is such
a connection, the connecting pipe should be either blanked off so that flow through it is stopped or the
valves leading overboard the f.o. tank should be locked. These tanks should be connected with the piping
provided with the standard discharge connection or to the piping leading to the incinerator or the
homogenizer or to any ship's boiler suitable for burning oil residues. It should be clarified that the suitability
of the boiler should be proven from the manufacturer's manual and specifications.

(ii) The pump used for the suction of sludge tank content should be independently diesel or motor driven
and be used exclusively for this purpose only. The fuel oil transfer pump or the oily­water separator pump,
if such equipment is on board, may also be accepted.

(iii) The discharge of oily mixtures and oil residue should be effected to the reception facilities by means of a
standard discharge connection with an independent piping system. Bunkering line is allowed to be used for
this purpose provided the section of this line connected to the sludge tank or tanks should be fitted with a

non­return valve and a spool piece. A label should be provided in a conspicuous position stating that "The
spool piece should be fitted in a position only when oil residues are discharged to reception facilities." A
valve and a NRV or a SDNR valve may be fitted in the above stated section of the line as an alternative.

As an alternative, the Administration will accept ISO 14726 colouring of piping systems.

Storage of Garbage
On every ship a special space is to be provided where a suitable container of sufficient capacity shall be
located for the storage of garbage. The approximate volume of the container is to be calculated from the

This container shall be of metal construction or of special reinforced plastic or of wood fitted with special

metal lining.
For this purpose wooden containers shall not be used because of the immediate danger of their becoming
rotten and producing unpleasant odours. The above mentioned containers shall be fitted with a cover which
shall be capable of being closed as tight as possible and be separated into two parts by an internal
transverse partition, so that food residues may be stored in one part and the remaining garbage in the other
part. It shall be taken into account that the capacity of the container is to be such so that it may
accommodate all the garbage produced on board the ship for the time interval that she will be sailing in an
area where the discharge of garbage at sea shall be prohibited. In case the ship space is not sufficient, the
interested parties shall be recommended to install compactors in order to reduce the volume of garbage.
The outside of the container shall have written on it the type of garbage that shall be stored in each of the
two spaces.

Dustbins
In all the ships' spaces where people live or work (decks, galleys, passenger sitting rooms, wheelhouse,
engine room etc) easy to use dustbins (containers) fitted with a cover shall be provided. In the galley, two
containers of different colour shall be provided for the collection of food residues in one of them and of the
remaining garbage in the other.

Provision of Notices
In all common spaces (main deck, galleys, passenger sitting rooms etc) there shall be provided in
conspicuous spaces labels of dimensions 12.5 cm x 20 cm, where the following shall be written in the
Hellenic and English languages:
THE DISPOSAL OF GARBAGE AT SEA SHALL BE PROHIBITED IN ACCORDANCE WITH THE
PROVISIONS OF THE I.C. MARPOL 73/78.

Garbage Management Plan


In order to ensure the most effective manner of dealing with garbage on board the ship, a manual of dealing
with garbage shall be compiled by those in charge where the competencies of each crew member as well
as the procedures for dealing with the garbage shall be stipulated. In this Manual a competent Officer of
'environmental control' shall be defined. The manual is not required to be approved by the administration.

When inspecting the bunker notes and it is found that a Bunker Delivery Note and or a representative
sample has not been provided to the ship, or when the Bunker Delivery Note does not include all the
required information it is to be confirmed that the ship has issued/dispatched of a Letter of Protest and there
is a record of this fact in the ship's Engine Log Book stating all relevant information regarding:
 the ship
 the type and quantity of the delivered fuel
 the name of the Supplier
 that a note of protest had been issued.
The IAPP certificate is not to be issued if the ship has not take these actions and the administration
contacted via LR Piraeus for instructions.

Exhaust Gas Cleaning Systems (ECGS)


According to Ministerial Decision 2263.1­7/36083/2015 (B' 2477 B) Greece has adopted IMO Res.
MEPC.259(68). A formal request to the Administration for equivalency prior to any re­issuance of IAPP and
supplement is required. Under no circumstance should the IAPP and Supplement be amended/re­issued
without prior written consent of the Administration. The ECGS is to comply with Regulation (EU) 2018/773,
`The Sulphur Directive' (EU) 2016/802 (Common Ministerial Decision 128/2016/16 (B' 3958) in Greece) and
the Marine Equipment Directive (Common Ministerial Decision. 2222.1­1.2/90149/2016 (B' 3454) in
Greece).

Ballast Water Management System (BWMS) Commissioning Test
After a Ballast Water Management System (BWMS) is installed on board, it shall be fully tested in
accordance with the guidance provided in the BWM.2/Circ.70/Rev.1 so that it will be established that its
mechanical, physical, chemical and biological processes are working properly.

In order to establish whether a BWMS is compliant with the requirements of Regulation D­2, representative

samples must be taken as per the procedure described in Guidelines G2 (IMO Res. MEPC.173(58)) and an
indicative analysis of these samples must be carried out in accordance with the methods set out in Table 3

LR is authorised to carry out surveys of new ships for compliance with Presidential Decree No. 259/1981,
as amended by Presidential Decree Nos. 24/1988 and 236/1996 which is a requirement for Greek
Registered ships over 100 tons gross.

When carrying out crew accommodation surveys it is to be ensured that the general arrangement plan
indicating crew accommodations is approved by the administration or by LR and that the plan properly
reflects the cabins actually being occupied by crew. If the plan is not approved by the administration, the
administration is to be advised and the owners advised to submit the plan for approval.

Technical Requirements
Circular No. 3527 provides advice from the Administration on the implementation of the MLC on Greek
ships.

The Administration adopted additional requirements and / or interpretations and / or Guidelines as


mandatory in the national laws and regulations. The national laws and regulations are only in Greek
language for the moment. These are attached here(which includes format, in Greek and English, of DMLC
Pt I) and here(which includes formats, in Greek and English, for Medical Certificates, Seafarers
Employment Agreement, Shipboard Working Arrangements, Record of Hours of Rest, Medical Report
Form). While the official translation by the Administration is pending and for the assistance of the

Cadets on board Hellenic flag vessels during their first year of training
In accordance with Hellenic flag national legislation, cadets (deck and/or engine) who board Hellenic

flagged vessels during their first year of training cannot be assigned with specific to the operation of the
vessel duties. Thus the aforementioned cadets are not considered as part of the vessel's crew and their
conditions of employment, as state subsidized, are governed by special provisions other than those
addressing the working and employment conditions of seafarers. Within the above framework, such
persons are not to be considered seafarers for the purpose of the implementation of the relevant
employment requirements of the ILO Maritime Labour Convention, 2006.

LR is authorised to issue lifting appliance and lift certification required by the Greek Presidential Decree No.
316/2001 (Note 131/1981 is revoked).

Technical Requirements
A five­year cycle may be adopted, if adopted the cargo gear book to be endorsed indicating the five year
cycle has been adopted.

Survey reporting: Please note that there is no link between this ILO­related `HSSC' service code and the
IMO harmonisation status of the Flag shown in the Country Files. Scheduled surveys are to be reported
using survey code `Lifting Appliances (ILO 152) (Alternative cycle) 'Non­HSSC'

As per Greek Presidential Decree No. 316/2001 the validity of the Certificate of Fitness of Lifting Appliances
or the Cargo Gear Book may be extended for 3 months if the relevant lifting appliances survey is not
possible to be carried out. The extension is granted from the General Directorate for Ship¿s Inspection , or
the Recognized Organization issuing the Cargo Gear Book.

Passenger ships
The regulations require the issue of a "Certificate of Fitness of Cargo Gear and Lifts of Passenger Ships
(Form 1400GRC) in both the English and Greek languages for lifting appliances on Greek registered
passenger ships" irrespective of tonnage, and a "Cargo Gear Book" (to be made available to the surveyor
by the Owner), in both English and Greek languages for Cargo ships over 100grt over 100 t gross.

Note that GPD 316 requires that details of lifts (passenger ships only) are included on the certificate.

All ships
The term "Lifting Appliances" includes cranes, winches, masts, derricks, passenger and crew elevators,

conveyors, as well as any other machinery item or appliance which is used for loading or unloading of cargo
or stores.

Engine Room cranes, provided they are used for loading of cargoes or stores, are considered to be lifting
appliances, as well as their associated equipment of any nature, i.e. I section beams, blocks, hooks etc.
They therefore come under the provisions of the GPD.

Isolated lifting arrangements, which are mainly used for the maintenance of the ships machinery as portable
blocks, pulleys etc. as well as the points to which these are attached/fixed, are not considered to be lifting
appliances and they are therefore not required to be provided with a "Certificate of Fitness" or a "Cargo
Gear Book."

However, these arrangements are inspected during the surveys carried out for the issuance or renewals of
the ships Safety Equipment Certificate and are provided with any certificates required by the Regulationsof
the Classification Societies and the relevant ILO International Conventions.

Cargo Ships
All cargo ships of over 100 grt are required to be provided with a 'Cargo Gear Book' in lieu of the Certificate
of Fitness of Cargo Gear/Lifting Appliances. A cargo gear book is to be provided onboard at the first lifting
appliance survey after December 2001.

Periodic Surveys ­ Existing cargo ships with LR certification

On satisfactory completion of a thorough survey and test (LAQC) of all lifting appliances on board the
"Cargo Gear Book", provided by the Owners, maybe completed and issued.

All subsequent Annual Surveys are to be carried out by LR to maintain the validity of the "Certificate of
fitness of Cargo Gear and Lifts of Passenger Ships" (Form 1400GRC) at which time the certificate is to be
endorsed, the Register (Form 1365) endorsed and the due date of the next examination entered in the
following format DD/MM/YY +/­ 3months.

Periodic Surveys ­ Existing ships without LR certification

The surveyor will verify that the existing register is valid, up­to­date and issued by a competent authority.

A thorough examination and test of the cargo gear is to be carried out as normal for a periodic or annual
Survey, which ever is due.

The existing Register is to be endorsed in respect of the survey.

Provision of a stretcher
The provision of a stretcher of a simple construction is required on board ships of Categories B and C1
(ocean going ships or fishing vessels engaged on voyages during which the ship is at a distance less than
1500 nautical miles from the nearest port and passenger ships engaged on limited route voyages up to
voyages of short coastal navigation carrying more than 100 passengers).

Requirements for Stretchers of Simple Construction


1. Stretcher Frame
a) It shall be constructed of resistant stainless material.

b) It shall be consisted of two bearers at least 2 metres long with plugs at their ends.
c) In case it is provided with folding mechanisms across the breadth or along the length, or in
combination, the Folding mechanisms shall be so designed and constructed as to preclude the destruction
of the lying down material during folding or unfolding of the stretcher.
d) It shall be provided with support legs bearing elastic plugs at their ends.

e) The Frame of the stretcher shall be provided with four (4) hand holds for raising above the ground and
carrying the patient or the wounded person.
f) The minimum dimensions of the unfolded stretcher shall be: Overall length at least two (2) meters,
overall breadth at least 0.45 meters.
g) In general, the frame shall be constructed so, that during its use, causing harm to the patient or the
wounded person by the frame itself shall be precluded.
2. Lying Down Material shall be waterproof, shall not soak body fluids and may be cleaned with liquid

soap or antiseptic liquid without being damaged.

3. Hoisting Load / Safe Working Load shall be able to withstand a load of at least 150 kilos.
4. The Fastening Belts of the stretcher shall be fitted or accompanied with at least two quick fastening
belts for the secure and quick fastening of the patient or the wounded person during carriage.

Potable Water Tanks and Piping Systems on Board Ships

Construction and Location of Potable Water Tanks
Potable water tanks may be situated either between the superstructures decks, or be part of the double
bottom tanks, or be deep tanks.

Potable water tanks are not to be adjacent to tanks containing sewage, sludge (sewage tanks, slop tanks,
sludge tanks, holding tanks), lub, oil or fuel oil, so as to minimize the possibility of contamination of potable
water tanks from liquid leakages from these tanks.

On ships whose keel is to be laid on or after 01 June 2001, potable water tanks are not to be adjacent to
sea water ballast tanks.

The administration may accept, in special cases, potable water tanks being adjacent to seawater ballast
tanks provided the adjoining plating thickness is increased by at least 4mm above that required by LR
Rules and subject to the potable tank in question not being located below the sea water ballast tank.

Potable water tanks are to be provided, with a means of emptying, a manhole for access for cleaning
purposes, a sampling water cock in an accessible location and an air pipe fitted with a means to impede the
entrance of foreign matter.

Potable water supply may be:

1. Gravity, or
2 A tank situated at a low location where water is supplied through a pump to a one use tank which
operates by gravity, or
3 A system under pressure.

Potable Water Piping

Potable water piping is not to be in contact with piping of other systems and shall not pass through tanks
referred to above, neither should those piping systems pass through potable water tanks.
Hoses solely for water supply are to be kept in a location, away from sources of contamination.

A means of filling potable water tanks is to be provided. Filling via the access manhole(s) is prohibited.
Seawater hoses are not to be used for this purpose.

Maintenance of tanks and systems

Potable water tanks are be painted by special paints or by a cement wash at least once per year or, if the
tank remains out of use for more than 60 days, or as considered necessary by the administration or the
health Authorities .

SAFETY RULES AND STANDARDS FOR PASSENGER SHIPS ON DOMESTIC VOYAGES (EC
DIRECTIVE 2009/45/EC, amended by 2010/36/EU)

state and returns to the same EU member state without visiting any ports in another country. LR is to keep
the Administration informed about its scheduled survey programme.

Fire­fighter¿s radios.
Vessels should be supplied with two­way portable radiotelephone apparatus in addition to the other means

of two­way telecommunication, which are required by SOLAS Reg.II­2/10.4.

The number of the above apparatus to be carried is dependent upon the number of fire­parties for each
vessel, as is determined in the Muster List and not in accordance with the number of the fireman¿s outfits.
In light of this, at least two (2) such apparatus should be provided in easily accessible position, ready to be
used, accompanied by spare batteries or means of charge. Moreover, these means should be recorded at

the list of fire­fighting equipment of each fire­party, while their position should be indicated in Fire & Safety

Plan.

This applies to new vessels from 1 January 2018 and to existing vessels at their first periodical survey after
1 July 2019.

A) Class A ships are to comply with the SOLAS requirements for short international voyages. The date of
build is to be taken as the first criterion for compliance. However, when a vessel is converted or renewed or
equipment is added, the provisions of Regulation III/1.4 of the SOLAS 1983 amendments and/or Regulation
III/1.4 of the 1996 SOLAS amendments as well as the requirements of the European Directive 2009/45, as
amended is to be taken into account.

i) Ships constructed on or after 19 December 2002 are to comply with the provisions of the version of
SOLAS that was in force at the time that the vessel was built.

ii) Ships constructed before 19 December 2002 are to comply with the provisions of SOLAS that were in
force on 17 March 1998 as well as any amendments which were retrospectively applied. Ships that, in
application of the provisions of Article 6, paragraphs 2(a) and 3(a) of European Directive 2009/45 complied
with the requirements of Regulation III/24­1.2.1 of SOLAS 74/95 during the first annual survey on or after 1
July 2000, are not required to comply with the corresponding requirements of Regulation III/26.2.1 of
SOLAS 74/96.

B) Passenger­vehicle carriers may carry liferafts of a conventional type (not self­righting or reversible); if
liferafts are renewed/added, the new liferafts may again be of a conventional type. However the remaining
requirements of the current version of SOLAS and the LSA Code are to be complied with. Alternatively,
passenger­vehicle carriers may carry liferafts that comply with SOLAS Regulation III/15 provided that they
were placed on board before 14 July 2000. The liferafts in question, when removed due to wastage, are to
be replaced with liferafts that comply with the current version of SOLAS

Life saving appliance specifications


All life saving appliances are to comply with the relevant SOLAS or LSA Code requirements as indicated
above.

Provisions for stowage of life saving appliances


Life saving appliances are to be stowed according to the requirements of the SOLAS Convention that were
in force on the date of stowage, apart from those provisions shown in Ai) and Aii) above.

Survival craft
The number of survival crafts that are to be provided are to be based on the number of persons as
stipulated in SOLAS. For ships which comply with SOLAS 74 or pre­SOLAS 74 provisions, the additional
requirements shown below should be taken into account.

Ships of Classes B, C and D of European Directive 2009/45

These ships are to comply with the requirements of European Directive 2009/45 as this has been amended,
and is in force, and as outlined below:

LSA Plan
A LSA Plan is to be submitted promptly for endorsement by the RO/Administration that issued the ship's
statutory certificates. This Plan is to show the exact number, together with the location, of all LSA as well as
the capability of launching the ship's survival craft and lifeboats under the required adverse conditions of list
and trim defined in paragraphs 7, 8, 8a, 9 and 10 of European Directive 2009/45 (in accordance with the
provisions of the National Legislation, only the requirements for 15° list shall apply). The Plan is also to
define the Assembly (Muster) stations and is to include a calculation of a least free deck area of 0.35 m 2
per person, as defined in paragraph 5.2 of European Directive 2009/45. "Free deck area" means every
space (open or closed) which is suitable for assembling (mustering) passengers.

Life saving appliance specifications


Life saving appliances carried on board ships of these classes are to comply with the provisions of SOLAS
or the LSA Code, depending on the date on which the equipment was placed on board subject to:

a. paragraph 5­1 of European Directive 2009/45 and


b. article 50 of PD 177/2000.

Equipment placed on board on or after 1 July 1998 and before EC Regulation 2099/2002 became
applicable, is at least to comply with the provisions of SOLAS that were in force on 17 March 1998.

Open type reversible liferafts or liferafts without insulation are not accepted by the Greek Administration.

Equipment placed on board will only be accepted if it is provided with acceptance data or written
certification in accordance with the provisions of the National Legislation.

Number of Iife saving appliances


In accordance with paragraph 2 of European Directive 2009/45, lifeboats/liferafts are to be equally
distributed on each side of the ship and the total number should be able to carry 110% of the total number
of people the ship is certified to carry.

However, ships which are required to comply with SOLAS 7 or pre SOLAS 74 provisions and which carry,
as life saving equipment, the necessary number and capacity of lifeboats, do not need to be provided with a
rescue boat. In such cases, if it is ascertained that it is impossible to use a lifeboat due to wastage, its
capacity is to be subtracted from the ship's carrying capability, without the possibility of temporary
replacement of the lifeboat by liferafts of equal capacity.

A sufficient number of survival craft is to be carried in order to ensure that in the event of any one survival
craft being lost or rendered unserviceable, the remaining survival craft can accommodate the total number

If the operation of a survival craft (lifeboat, liferaft or MES) is temporarily interrupted, due to lack of
maintenance or wastage, the requirement for the survival craft to be equally distributed remains valid.
Accordingly, the capacity of the survival craft or the MES on the other side of the ship continues to be taken

Rescue boats
Notes (4) and (5) of paragraph 2 of Chapter III of Annex I of European Directive 2009/45 stipulates the
requirement for rescue boats. However, in certain cases this requirement may be exempted.

It is to be noted that:
a. Vessels with an overall length up to 45 metres may be exempted from the requirement to be provided

with a rescue boat provided that it is ascertained that the provisions contained in note (5) of paragraph 2 of

Chapter III of Annex I of European Directive 2009/45 are complied with.
b. A second rescue boat is required in cases where the requirements of marshalling liferafts is stipulated, in
accordance with the provisions of note (4) of paragraph 2 of Chapter III of Annex I of European Directive
2009/45
c. Exemptions already granted in relation to the provision of a rescue boat, in accordance with the
provisions of paragraph 2 of Chapter III of Annex I of European Directive 2009/45 will continue to apply

d. In cases of passenger ships where the required rescue boat(s) prove(s) unsuitable for use:
 Sailing is prohibited until the damage has been rectified if only one rescue boat is carried onboard or the
damage refers to the Fast Rescue Boat
 The total number of passengers on board is to be reduced if the requirements referred to in note (4) of

paragraph 2 of Chapter III of Annex I of European Directive 2009/45 are not complied with
e. the provision of the third subparagraph of note (5) of paragraph 2, does not necessarily require the
provision of two rescue boats on passenger vehicle carriers.

Rescue boats are to be manned by at least 2 persons and fast rescue boats are to be manned by at least 3
people who are specially trained. During abandonment of ship, the people manning the rescue boats are to
be assigned this duty exclusively. The Muster List is to be updated accordingly.

Marshalling of Lifeboats
This requirement is stipulated by the provisions of SOLAS 74/83 and the later provisions for ships engaged
on short international voyages and refers to the capability of the lifeboats and/or rescue boats to tow the
liferafts provided for the total number of people on board (SOLAS 74/83 III/41.6.8 and 47.1.6 as well as
paragraphs 4.4.6.9 and 5.1.1.7 of the LSA Code to a proportion of one lifeboat/rescue boat for 9 liferafts).

Consequently, this requirement will apply to ships which carry lifeboats of the relevant specifications (semi
closed or closed type) and/or rescue boats. The requirement applies to ships which must carry rescue
boat(s).

Ships that are not required to carry a rescue boat will also not be required to comply with the requirement
for marshalling.

Lifejackets
The number of inflatable Iifejackets provided for people working on board in exposed areas is 5 unless
there are fewer than 5 crew members. If there are fewer than 5 crew members, an inflatable lifejacket is to
be provided for every member of the crew, or at least 5, whichever is less. These lifejackets are to be
inspected every year in accordance with the manufacturer's instructions.

Lifejackets are to be stowed near the muster stations within boxes marked as appropriate. They must also
be easily accessible (not tied up with ropes or locked).

Immersion suits/thermal protective aids


Ships carrying lifeboats or rescue boats are to carry (in addition to the required lifeboat equipment):
 At least 3 immersion suits and 1 thermal protective aid for each person on board who is not provided
with an immersion suit for each open lifeboat;
 At least 2 immersion suits for the crew of the rescue boat; and
 At least 3 immersions suits for the crew of the fast rescue boats, which shall be stowed inside or near
the boats.
 Immersion suits are not required between 01/04 and 30/10 every year.

In accordance with 5.8 of Chapter III of Annex I of European Directive 2009/45, an embarkation ladder is to
be provided for each lifeboat as well as an embarkation ladder for each group of rigid liferafts launched by

crane and an embarkation ladder, irrespective of the height of embarkation, for each group of launchable
liferafts (not connected with MES), of a carrying capacity of up to 150 people.

Liferafts
In accordance with the provisions of Chapter III of Appendix I of Directive 2009/45/EC, there is no limitation
to the size of inflatable liferafts which may be provided on board ships which comply with this Directive. The
Administration has no objection to the use of inflatable liferafts irrespective of the number of occupants

provided these are serviced by the MES and are certified in accordance with the LSA Code.

Launchable liferafts (not connected to MES) are to have a weight not exceeding 185 KGs (this mainly
relates to liferafts that can carry up to 25 people) and are to be easily carried from one side of the ship to
the other side on the same deck (no obstacles in the way). Their capacity is not to exceed 50 people.

If this can not be complied with, on ships engaged on voyages outside the limits of limited route voyages,

for inflatable liferafts which cannot be carried from side to side on board the ship due to their weight (if they
exceed 185 KGs) or due to permanent obstacles/arrangements on board the ship, they are to be capable of
carrying 150% of the total number of people on board.

If the inflatable liferaft exceeds 185 KGs, the person in charge of the inflatable liferaft service stations is to
ensure that the total weight is indicated on the casing of the inflatable liferaft

The stowage of survival craft is to be carried out in accordance with section 7 of Appendix I of European
Directive 2009/45. It is to be noted that inflatable liferafts are to be stowed forward of the ship's propeller
and aft of the collision bulkhead. If these are stowed in groups, their capacity is not to exceed that of 150
people.

Ships engaged on voyages within the limits of limited route voyages are not required to be provided with a
rescue boat. However, they are to carry a common emergency boat (inflatable or rigid) instead. This is to be
at least 4 metres long and be fitted with an engine of at least 25 hp. The engine is to be fitted permanently
on the boat during the whole duration of the voyage. This boat and its launching appliance are to be stowed
on board the ship at such a point (always aft of the collision bulkhead) so that launching or throwing over of
other life saving appliances is not affected. The boat is to be launched from the side of the ship. The
launching appliance of the common emergency boat is to be of efficient construction so that this may be
recovered from the sea with 3 persons on board. For this reason, upon the installation of the boat, a static
test under 110% of its maximum load is to be carried out by an authorised servicing station in the presence
of the Master, while the maximum load (in kilograms) shall be marked on the launching appliance. The
launching appliance is to be fitted, apart from a manual system with a mechanical system also capable of
recovering the boat at its maximum load. Wire Ropes are to be used as falls, for which the maintenance
program of Section 12 of Chapter III of Appendix I of European Directive 2009/45 is to be followed.

Retro­reflective material
Life saving equipment is to be fitted with retro­reflective material in accordance with the guidelines
contained in Resolution A.658(16).

General alarm system


Ships of categories B, C and D are to be provided with a general alarm system which is to comply with the
requirements of paragraph 7.2.1.1 of the LSA Code. This system is to be connected to the ship's whistle
and is to automatically generate a distress signal via the whistle and via other means at the same time (e.g.
electrical bells or loudspeakers) in all accommodation spaces (passenger and crew), as well as in the crew
service spaces. The system is also to be capable of being activated primarily from the ship's wheelhouse
and from another strategic point on the ship.

The general alarm system is to be supplemented with a public address announcement system on ships
carrying more than 36 passengers. This means that the sound of the signal is to be transmitted via the
ship's loudspeaker (public address) system as well as the means indicated in the paragraph above. The
signal is to continue to sound until it is interrupted manually. Alternatively, if it is interrupted temporarily by

an announcement via the public address announcement system, it is to automatically activate again. Ships
of an overall length up to 45 metres, as well as ships of an open type, irrespective of length, are to be fitted
with the above loudspeaker announcement system in the wheelhouse. On ships of the remaining

categories the loudspeaker announcement system is to be activated from the wheelhouse as well as from
another strategic point of the ship.

Once the maximum number of passengers has been calculated, the arrangement and the extent of every

muster station is also to be taken into account, as well as the access points leading to the embarkation
stations into the survival craft. In particular, the muster stations are to be inspected to ensure that their area
complies with the content contained under the LSA Plans section above. However, the accesses provided
(doors, corridors, stairways) leading from the muster stations into the survival craft, are to have a clear
width of 70cm and are to be sufficient for the quick and safe evacuation into the survival craft, being taken
into account 1cm of access width per person. For the inflatable life rafts which are not served by MES in
particular, the width of the embarkation opening to them (from the ship into the sea) cannot be less than

70cm. For every such opening an embarkation ladder is to be assigned and it is to be calculated that up to

150 persons may be evacuated into the sea via that. The embarkation stations as well as the stowage
locations are to be sufficiently lighted by the ship's emergency source of supply as well.

Navigational equipment
The requirements of SOLAS V/19 are to be applied, depending on the date of build and tonnage. These
requirements will not apply to ships of less than 500 GT as well as to ships engaged on voyages within

protected areas irrespective of tonnage, subject to the condition that these are fitted with AIS and GPS
systems.

Ships of Categories B, C and D of European Directive 2009/45engaged on domestic voyages of


a limited duration
Ships of these categories are to comply with the guidelines set out above. The provisions of articles 50 and
51 of PD 177/2000 referring to new and existing ships are also to be taken into account. Refer also to the
guidelines contained in Circular No. YENKEEP/DEP/ENESPE/4338.2/3/01/16.03.2001.

These ships are to be provided with inflatable liferafts for 100% of the people on board, with simultaneous
removal of the buoyant apparatus.

The requirements regarding the provision of means of launching and embarkation dependant upon their
stowage height above sea level as well as the stipulation for a sufficient number of trained people to
operate them is to be noted. The provisions of paragraph 7.5 of European Directive 2009/45 do not apply.

Rescue boats
 Rescue boats are not required to comply with SOLAS requirements.
 At least 2 trained people are to be available to operate the boats.
 The Muster List is to contain an entry relating to the use of the boat and the people assigned to operate
it.
 It is not necessary to comply with paragraph 2 of Chapter III of Annex I of European Directive 2009/45
(notes 4 and 5).

The provisions of paragraph 5­2 of Chapter III of Annex I of European Directive 2009/45 relating to
passenger­vehicle carriers of the open type, as well as those relating to the means of rescue contained in
paragraph 5­1.4.1 are not applicable.
