SAFETY REQUIREMENTS FOR NEW ROOFS

1. Purpose
To ensure that new roofs comply with basic safety requirements so that works and inspections on these
roofs can be done safely.

2. Scope & Definitions

 Scope:
o Applicable for all roofs and canopies built after 31-01-2012
o Applicable if important upgrades on existing roofs as of 31-01-2012

 Definitions:

o Flat or low-slope roof: horizontal roof or roof with maximum slope of 14 degrees, slope
less than or equal to 3:12 (Definition by National Roofing Contractors Association – U.S.)

o Sufficient degree of structural strength:

o Minimum roof load of 100 kg/m2 + snow load (depending on local climate / local
legislation)

o Note: roofs can deteriorate by time. In order to guarantee the integrity of


(non-) fragile roofs, they need to be inspected and maintained in accordance
with the requirements of the VPO Maintenance Pillar.

3. Requirements

3.1. Decision tree

1. FIRST CHOICE: Install safe roof.

2. SECOND CHOICE: Only if there are technical, climatologically or permit


related restrictions, a non-fragile unsafe roof must be installed.

3. THIRD CHOICE: Only if there are technical, climatologically or permit


related restrictions, a fragile unsafe roof must be installed.

3.3. Safe roofs requirements

1. Safe access

4. Detail requirements

4.1. Safe means of access to all roofs.

 All roofs must be provided with safe means of access.

o Option 1: via stairs, with lockable gate or door (recommended if frequent access to roof is
required)

o Option 2: via a lockable door, from an adjacent building

o Option 3: via a guarded, lockable (see pictures above, 4.2) roof hatch with safe stairs (preferably)
or ladder access

o Option 4: via a lockable cage ladder.


o These ladders must not extend a vertical distance of more than 9 m (30 feet) (or less if
local requirements are more strict) unless an intermediate landing place is provided (see
VPO.SAFE.3.1.02. Working at Heights)
o If no roof edge protection is installed (unsafe roofs) than extra guarding (side or
parallel, minimum 1 m (3.3 feet)) is mandatory (see pictures next page)

Note on lockable:
All access to roofs should be locked, so that only authorized people can access the roof. If this
access is however also a permanent emergency exit to evacuate from the top (the roof), than it
must be possible to open the access easily from the roof side only, without necessity to have a key.

Note on vertical lifelines.


Vertical lifelines must be installed if
o legal obligation
o it is impossible to use cages

4.2. Horizontal lifelines on (fragile and non-fragile) unsafe roofs

 On all unsafe roofs, horizontal lifelines must be installed so that people inspecting or
working on the roof can be properly secured.

o The lifelines and the design and installation of the lifelines assembly must be in accordance with
the local legislation and the instructions of the manufacturer.
o The Lifelines and the anchor points of the lifelines must be certified (with calculation note) in
accordance with local legislation and must be installed by competent personnel.
o These lifelines must be clearly identified by color (or by another means that provide an
equivalent level of safety) and not be used for other purposes.
o The lifelines must allow the employee to be connected at all times when inspecting or working
on the roof, starting from the access area on the roof.
o The lifelines must be designed as such that the people inspecting or working on the roof can be
attached at all time, starting from the safe access point.
o Lifelines must be designed to safeguard at least 2 people using it at the same time

4.3. Anchor points for safety nets for unsafe fragile roof

 For new unsafe fragile roofs a sufficient number of anchor points for the attachment of
safety nets under the roofs must be foreseen.

o These anchor points must be in accordance with the local legislation (and the instructions of the
manufacturer).
o The anchor points must be certified in accordance with local legislation and must be installed by
competent personnel.
o These anchor points must be clearly identified by color (or by another means that provides an
equivalent level of safety) and not be used for other purposes.

4.4. Roof Edge protection on safe roofs

 In order to be classified as safe roofs, the edges of the roofs must be properly protected.

a) Option 1: Guardrails must meet the following safety requirements (Dimensions in millimeter)

 In order to be classified as safe roofs, all fragile items on the roof and all other fall risks
must be properly guarded.

4.5.2. Protection of fragile skylights, roof hatches, smoke vents etc. on unsafe
non-fragile roofs

 Also on unsafe non-fragile roofs, people need to be protected against falling through fragile
skylights, roof hatches, smoke vents etc.

 Best options for skylights:

1,1 m minimum

1,1 m minimum

 As of 01 January 2016 is no longer allowed to install flat mounted skylights unless


a) Properly guarded: see 4.5.1.
b) They are certified non-fragile, ensuring the same load capacity as the roofs
c) They are protected above or beneath with metal grids, ensuring the same load capacity as the
roofs or safety nets with a strength that allows to safeguard at least 2 people at the same time.

4.7. Obstacles and equipment on roofs

 For all roofs: mandatory ladders / stairs to cross height differences

 For non-fragile (safe and unsafe) roofs:

If frequent access is needed to permanent installed equipment on a non-fragile roof, it is


recommended to put a walking platform in order to protect the roof from damage.

Recommended if frequent access to equipment on non-fragile roof.

 For fragile roofs:

o On fragile roofs it is mandatory to have at least one non-fragile platform of 2 x 2 m (6.6 x 6.6 feet)
at the access point to the roof. Purpose is to have a safe area to place material and equipment for
repair works etc.

o If equipment is permanently installed on a fragile roof, then it is mandatory to install a proper


walking platform with proper guarding on both sides to allow safe access to the roofs

because other side is protected by the equipment)
