THE ASSIGNMENT REQUIREMENTS ADVICE


THE ASSIGNMENT

• Prepare a National Development Plan for the year 2050 for Namibia complete with:
1. A National Spatial Development Framework (NSDF) that meets the country’s legal requirements;
2. A Capital Investment Framework;
3. A Governance Framework, including an exposition of roles and responsibilities of all the key role-players; and
4. An Implementation and Expenditure Programme.

• The plan must speak to, and be aligned with all relevant legislation, plans, strategies, policies and infrastructure
investment programmes. In addition to the plan that you prepared in Assignment One, due consideration must
be given to all other relevant supranational perspectives, programmes, and agendas.
• Your report may not exceed 3 500 words in length, and your PowerPoint presentation may not exceed 15
slides. There is no limit on the number of maps and diagrams that you may include.
• Submission date: Friday 10 May 2023 by not later than 13h00. Presentations will take place the following
week.
REQUIREMENTS

• A plan, which means action.


• An NSDF: Namibia’s legal requirements, SPLUMA (for inputs/ideas) and International Examples.
• A fit with the Supranational Framework you prepared in Assignment One: What did you propose for the region?
What did you propose for Namibia in your supranational framework? What is it that Namibia must start/stop doing,
and do more/less of? What will it require of Namibia to do so?
• Namibian realities: What are the hard spatial, economic, social, historic and environmental realities that will have to
be considered and responded to in your plan?
• A Capital Investment Framework: What should be included in an infrastructure investment framework on national
scale? What does Namibia’s Constitution (1) mandate, and (2) allow/permit the national level of government to do?
• A Governance Framework, including an exposition of roles and responsibilities: SADC, the government (national,
regional and local), traditional leaders, communities and the private sector
• An Implementation and Expenditure Programme: Time, cost and outcome – phasing.
• Monitoring and evaluation: What to monitor? By whom? How? When? And remedies.
REQUIREMENTS

• The plan must speak to, and be aligned with all relevant legislation, plans, strategies,
policies and infrastructure investment programmes: What is relevant? How will you
ensure such alignment? Who is going to ‘check-up’ on this? How will compliance and
‘remedial action’ be ensured?
• In addition to your supranational framework, due consideration must be given to other
relevant supranational perspectives, programmes, and agendas: What else exists on the
African continent in terms of plans, institutions, organisations, agreements, etc. that may
have an impact on your plan?
ADVICE

• Consult your readings.


• Consult international examples of such plans, frameworks and strategies – learn from these, and
refer to them, but do not devote whole stand-alone sections to them in your document.
• Develop scenarios (TRP 320) and use them. Engage your lecturers if you are not sure (1) what such
scenarios should entail/speak to, and/or (2) how to craft them.
• Make sure you have all the legal requirements covered.
• Decide on an approach/perspective to your plan and develop a ‘narrative-style’ theory of change
and action to your plan – if needs be, go back to the work you did in TPD 210, 220, 310 and 320.
Ensure national spatial transformation, economic transition and environmental management and
protection objectives.
ADVICE

• Your approach must be able to secure and retain political support for the full duration/life-
cycle of the framework.
• Make sure that you identify champions (1) in government and (2) outside of government
for your plan.
• Use maps, but please make greater use of savvy and creativity.
• Why will your plan ‘work’? Who and what will make it work and continue doing so?
• Use your readings, thinking and proposals from Assignment One, especially related to
energy, water, sustainability, climate change-mediation and being proactive.
