ASSIGNMENT TWO
BRIEFING
STRUCTURE
• Prepare a National Development Plan for the year 2050 for Namibia complete with:
1. A National Spatial Development Framework (NSDF) that meets the country’s legal requirements;
2. A Capital Investment Framework;
3. A Governance Framework, including an exposition of roles and responsibilities of all the key role-players; and
4. An Implementation and Expenditure Programme.
• The plan must speak to, and be aligned with all relevant legislation, plans, strategies, policies and infrastructure
investment programmes. In addition to the plan that you prepared in Assignment One, due consideration must
be given to all other relevant supranational perspectives, programmes, and agendas.
• Your report may not exceed 3 500 words in length, and your PowerPoint presentation may not exceed 15
slides. There is no limit on the number of maps and diagrams that you may include.
• Submission date: Friday 10 May 2023 by not later than 13h00. Presentations will take place the following
week.
REQUIREMENTS
• The plan must speak to, and be aligned with all relevant legislation, plans, strategies,
policies and infrastructure investment programmes: What is relevant? How will you
ensure such alignment? Who is going to ‘check-up’ on this? How will compliance and
‘remedial action’ be ensured?
• In addition to your supranational framework, due consideration must be given to other
relevant supranational perspectives, programmes, and agendas: What else exists on the
African continent in terms of plans, institutions, organisations, agreements, etc. that may
have an impact on your plan?
ADVICE
• Your approach must be able to secure and retain political support for the full duration/life-
cycle of the framework.
• Make sure that you identify champions (1) in government and (2) outside of government
for your plan.
• Use maps, but please make greater use of savvy and creativity.
• Why will your plan ‘work’? Who and what will make it work and continue doing so?
• Use your readings, thinking and proposals from Assignment One, especially related to
energy, water, sustainability, climate change-mediation and being proactive.
