Ref: AE letter No. Theme/AEChettikulam-Natham/2021/3896dated:30. 10.2021 Sir, This has reference to M/s. Theme Engineering Services Pvt. Ltd letter quoted above requesting for replacement of four Key Personnel viz. Team Leader cum Sr. Highway Engineer, Sr. Quality cum Material Expert, Road Safety Expert & Bridge/ Structural Engineer in respect of Consultancy Services for Authority Engineer for the subject project. 2. In this regard, the proposal has been examined and it was observed that while the qualification of Mr.N.Manimaran, Mr. Venkateswararao Perisetti and Mrs. Santhiny Quintoil M for the position of Team Leader cum Sr. Highway Engineer, Sr. Quality cum Material Expert & Road Safety Expert respectively are better or equivalent with respect to the original Key Personnel’s proposed for their respective positions, however proposed Bridge/Structural Engineer is scoring marks lower than the original proposed Key Personnel. 3. In this regard, a meeting was held under the chairmanship of CGM(T)-TN with the senior executive of M/s Theme Engineering Services wherein the Consultant was asked to submit another CV of suitable Candidate for the position of Bridge/Structural Engineer. As regards other three proposed Key Personnel’s, web interview was held on 26.11.2021 by CGM (T)-TN which was also joined by RO Madurai and PD, PIU Madurai. During the interview with Team Leader cum Senior Highway Engineer, it was observed that TL is not well versed with the implementation of project under NHAI since he is having experience of Highway projects outside India. However, the other two Key Personnel’s were found satisfactory. 4, Considering above and noting that the original Construction period is already over, the Consultant can propose one time replacement of each Key personnel without attracting any penalty or reduction in renumeration in accordance with Clause 4.5(e) of Consultancy Agreement, the Competent Authority has granted approval for replacement of three Key Personnel’s viz. Team Leader cum Sr. Highway Engineer, Sr. Quality cum Material Expert & Road Safety Expert subject to the condition that RO shall review and assess the performance of Team Leader cum Sr. Highway Engineer after 3 months and in the event the performance is not found to be satisfactory, AE shall be asked to submit a replacement. Further, duly noting the fact that the Key Personnel’s have been deployed on site, the Competent Authority has granted approval that approved Key Personnel’s may be remunerated from the date of Deployment/actual mobilization after verifying the records. yb 5. _ Inview of the above, it is requested to take necessary action accordingly Yours faithfully, (P.
