Sector-t0, Dwatka, New Dei 11007S 04.10.2017 To AILIEs/ AEs/ SCs (As per list enclosed) Sub.: Standardization of Role & Reporting Responsibilities of Engineering Consultants (independent Engineers, Authority Engineers and Supervision Consultants) Sir, 1, Independent Engincers ([Es), Authority Engineers (Ais) and Supervision Consultants (SCs) play a crucial role in supervision and monitoring of construction, operations and maintenance of highway projects. They also help expedite the progress by highlighting important issues and areas of concern that need to be addressed. The IE/ AE / SC is an important link between the Authority and Concessionaire/ Contractor and is contractually obligated to submit the Monthly Progress/ Status Reports detailing various aspects of the project’s progress/status. 2. For the projects in Operations & Maintenance (O&M) phase, it has been observed that there is a large variation in the sections in the reports and the level of detail used to report certain sections. Reports also follow inconsistent formats, resulting in the loss of detail required for effective monitoring by the Authority. Hence, it is imperative that reports across all projects in O&M phase are standardized to ensure consistency and comparability. In this regard, NHAI has prepared a sample format of the Monthly Status Report to be submitted by IEs/ SCs and the same is enclosed herewith, The format has been uploaded on the NHAI website (www.nhai.org). The format has also been included in the new REP document for appointment of IE/SC published on 08.09.2017. In order to explain the sample formats, guidelines and illustrative figures and graphis are included in each section which may be modified as necessary with actual details of the project. 3. For the projects in Construction phase, NHAI vide circular no, NHAV/CMC/ Mise, 2016/ $8162 dated 26.07.2016 issued directions that all Monthly Progress Reports will invariably contain an Executive Summary in the pre-defined format, in addition to the existing report. In this regard, NHAI has updated the sample format of the Monthly Progress Report to be submitted by IEs/ AEs which is enclosed herewith, 4, TE/ AE/ SC shall be responsible for coordinating with the concerned PD to ensure uploading of Monthly Report on PMIS portal by 7" of every month, IE/ AE/ SC shall also generate a certificate from PMIS which shail be submitted with monthly invoice for payment. 5. As the compliance of above instructions are being monitored at the highest level of Government of India, all IE/ AE/ SC should ensure that all Monthly Progress Reports (for projects in Construction phase) and Monthly Status Reports (for projects in O&M phase) should be as per the prescribed format starting from the month of October, 2017.
