3.3 Characteristics.

3.3.2.10.1 Oil system. The oil reservoirshall have two oil fill ~rts,
one on each side,and one oil drain port. The oil fill ports shall be used to
indicateoil quantitylevel. Oil quantityshall be at the proper levelwhen
the starteris filledto’overflowat the fill port, with the starterin the
normalattitude. In the normalattitude,it shallbe ~ssible to completely
drain the reservoirusing the drain comection providedwithoutthe use of an
externalpressurant. Optimumport location(s)with respectto starter
servicingshall be determinedduring the aircraftmockupof 4.4.3. Oil 10SS
shallbe no greaterthan 15 percentof the reservoircapacityat the
completionof the overrunningtest of 4.4.4.2. Starteroperationwith

3.3.6.4 Proofpressure. The startershall withstandthe pressure
specifiedon the .sPeclflcatlon
sheetwithoutstructuraldeformationor the
loss of the capabilityto prcducerated torqueand speed (see 4.4.7.3and
4.5.6).
3.3.8 Survivability.
3.4 Installation.
3.4.1 Size and dimensions. The size of the startershall be within the
envelopeconfigurationspecifiedon the specificationsheet. The starter
installationconfigurationshall be appro~edby the Navy. The manufacturer
shall coordinatethe installationwith the Navy prior to fabricationof the
qualificationunits. The manufacturer’s Navy-approvedinstallation drawing
will form a part of the mcdel specification.

3.5.3.2 Markingof parts. Each part and assembly shall be marked with
its part number and drawing revision symbol where applicable. The part number
shall be the same as the drawing number, except for those parts which: (a) do
not have a suitableor sufficientsurfacefor a part numberor (b) are
permanentlyassembledby welding,brazing,soldering,or riveting.’The later
parts shall carry the assemblypart number.
3.5.4 Designcontrol.

3.5.4.1 Standardization.Standardization principles,standardparts,
materials,processes,tools,subsystems,and canponentsshallbe used to the
maximumextentpossiblewithoutcompromisein design or performance. of the.
starter. AH parts,materials,and processes,whetheror not identified, as a
Government,industryor manufacturerstandardshall be qualifiedfor the
intendeduse as a part of the verificationspecifiedherein. Itemsalreadyin
the Governmentinventoryshallbe used to the maximumextentpossiblewhere
suitablefor the intendedpurpose. Variationin similarcanponentsor parts
shallbe held to the absoluteminimum. proprietarydesignsshall be kept to a
minimum. Under conditionswherein econcmicsof productionconflictwith
standardizationobjectives,the lattergroup will govern,or the Navy shallbe
requestedto selec~the c~ponent desir&3for use.-

3.5.4.2 Parts list. The parts list for the starterwhich is granted
qualificationapprovalbased on (a) the satisfactorycompletionof the -.
qualificationtestsand (b) the approvalof the qualificationtest detail
inspectionand test reportby the qualifyingactivity,shall constitutethe
approvedparts list for any subsequentstarterof the same model to be
deliveredto the Government. The manufacturershall assignan item
configuration controlnumber to the starterconfiguredby the approvedparts
list. This number,togetherwith the approvedparts list, shallbe
continuouslyu@ated to reflectincorporation of approvedengineeringchanges.
The item configuration controlnumbershallbe used to identifythe starters
to be delivered. The approvedparts list shall be preparedin accordancewith
DOD-STD-1OOand shall show the latestdrawingrevisionletteror numberused
to manufacturethe parts incorporatedin the starterat the time of
acceptance. The use of the so-called“clipsystem”of attachingengineering
change forms to the applicabledrawingin lieu of showingthe change(s)in the
body of the drawingshallnot be permitted.

4.4.7.1 Containmenttests. A witnessshield,constructedfrm
0.032-inchthickaluminumand cylindricalin shape, shallbe used to serve as
an energylevel indicatorfor any particlesejected from the starterduring
this test. The shieldshall be placedaround the starterand displacedfr&
the starterhousingthree inches; It shallextend from the start& mounting
flangeto three inchesbeyond the anti-driveend of the starter. The aluminum
shall conformto QQ-A-250/l.

4.4.8 Electricaltests.
● 4.4.8.1 Electromagnetic emissionsand susceptibilitytest. All
electricalparts of the startershall be subjectedto tests below in
accordancewith MIL-STD-462to verifythe requirementsof 3.3.7.1.

4.4.9 Nuclear,biologicaland chemical(NW) protectiontest. The m
protectionrequirementsof 3.3.8.1shall be verifiedby the test delineatedon
the specificationsheet.

4.4.13 Retentionof qualification.Startersshall be retainedon the
qualifiedproductslist (QPL)by certification by a responsiblemanagement
