Night Mode Operation (Trial) Of PV Inverters (Pavagada Ultra Mega Solar Park)
was carried out from 01.08.2021 to 30.09.2021. A detailed report covering various
aspects of Inverter capabilities, Auxiliary consumption, Commercial Analysis of the
exercise along with comparison of cost analysis with other reactive sources was
published and sent to CEA, CTU & CERC. The report is referred to while proposing
the provisions w.r.t Reactive Power Compensation under Annexure-4 of draft Grid
Code 2022. This section covers the provisions given in the draft grid code in detail.
12. REMC Team: The influence of incorporating renewable energy generation differs
significantly from that of traditional power generation. The operational difficulties,
such as variability, intermittency, inertia, and control of frequency and voltage, also
present distinctive challenges compared to conventional generation. As a result, a
distinct and specialized skill set is necessary for overseeing renewable energy
generation. On June 1, 2020, the REMC (Renewable Energy Management Center)
Operation team was established at SRLDC. Since its inception, the SRLDC REMC
team has been responsible for managing the operational aspects of renewable
energy sources in the Southern Region, as well as continuously monitoring them
in real time and closely coordinating with the SRLDC control room team.
In conclusion, this report aims to support further learning and knowledge dissemination
in the field of renewables. It also serves as an analysis of experiences for system
operators to effectively manage the grid in the future.
1.1 Background
“There can be no sustainable development without sustainable energy development.” - Margot

Sustainable Development is the buzzword that has driven nations worldwide to work
together towards achieving its sustainability goals. India, because of its size and
dynamism, has a key role to play in the world’s transition to a clean energy future. The
government has also chalked out various policy, market and regulatory measures to
incentivise renewable generation and ease their integration into the existing grid. India
also displays diverse potential for renewables across its states. As such some of the
Indian states already derive larger share of energy from renewable resources as
compared to certain countries. With the Government’s clear vision towards a clean
energy future, India is poised to demonstrate to the world its commitment towards
reaching net-zero carbon emission and providing cost-effective clean sources for its
energy requirements. The Government of India’s target of 500 GW of Non-Fossil Fuel
Energy Sources installed capacity by the year 2030 with the major contribution from
wind and solar is being realised with a plan of adding 50GW of renewables to the grid
annually. India’s total renewable installed capacity as on 31st March 2023 is 125.16
GW and is on increasing trend over the years.
The Renewable Energy Management Centres (REMC) are established for effective
monitoring and management of large-scale integration of renewables in the electricity
grid. 11 No’s Renewable Energy Management centre (REMC) are set up in SR, NR
and WR to manage Renewable Energy with provision for monitoring, forecasting and
scheduling. The REMCs are co-located with the State Load Dispatch Centres (SLDCs)
in Tamil Nadu, Karnataka, Andhra Pradesh, Maharashtra, Madhya Pradesh, Gujarat
and Rajasthan; and in Regional Load Dispatch Centres (RLDCs) at Bengaluru,
Mumbai and New Delhi; and at the National Load Dispatch Centre (NLDC). In
Telangana the REMC is in commissioning stage as on 31.03.2023
SRLDC had shared the experience of RE integration by publishing the first report titled
“Renewable Energy in Southern Region: Journey so Far” in the month of December
2021. In continuation to the same, an annual report is envisaged to be published
annually covering the previous year experience of handling renewables in Southern
Regional Grid. Accordingly, a report has been prepared to cover the comprehensive
analysis of the various parameters pertaining to renewables in Southern Region for
the year 2022-23.
Southern Region is the third largest geographical area amongst the five regions,
covering approx. 19.31% of the area & approx. 20.2% of India’s population and around
30 % (1,23,001 MW out of 4,16,059 MW) of the Installed Capacity.
Southern Region has one of the Best Hydro Thermal mix (20% - 80%) facilitating
highest operational flexibility.
The locations of Wind and Solar plants are shown on geographical map below.
Renewable capacity of all types in Southern region is around 50,283 MW (as on 31st
March 2023), which forms around 40.17 % of all India Renewable capacity (Total of
all types of RE, 125160 MW) of India.
Totally 2,503 MW RE (Wind + Solar) was added during the financial year 2022-23 with
2098 MW of Solar and 403 MW of wind. RE (Wind + Solar) of Southern Region
increased by 6.31% with 10.28 % increase in Solar and 2.09 % in wind as compared
to previous year.

3.2 RE Penetration
States has to face the challenge of flexing / backing down its conventional resources
for accommodating renewable energy of state as well as interstate RE schedule drawn
by the state. Hence the penetration is calculated as below:

The Southern Region generation profile has been plotted for days of interest during
FY 2022-23 and attached as Annexure-3.
The Heat map of Southern Region RE Instantaneous Penetration for the period
April 2022- March 2023 is plotted below. The plot gives a clear visualization of the
variations of renewable generation in SR over the months. More than 50% RE
penetration can be observed during the months of June-July-August. Towards the later
part of the year, RE penetration shows a decreasing trend.
Heat maps of State RE Penetration for the period April 2022- March 2023 is plotted
below. Among the Southern Region States, as can be observed from the heat plots,
instantaneous RE penetration for Karnataka remained considerably high achieving a
instantaneous maximum of 123% penetration on 9th August 2022 at 12:51 Hrs with
main contribution from Wind generation. In case of Telangana, as evident from the RE
penetration heat plot, there is minimal wind generation in the state of Telangana and
main contribution is from solar generation. For the states of Andhra Pradesh and
Tamil Nadu, the maximum instantaneous RE penetration was around 85.6% and
76.7% respectively during FY 2022-23.

states are plotted separately for the period April 2022- March 2023 and attached at
Annexure 4.

• Total energy generated from Wind during 2022-23 was around 31.79 Billion Units
which is 6.58% more as compared to 29.83 Billion Units during the previous
financial year 2021-22. Starting from the later part of May and then during June,
July, August and September, high wind generation was observed and the
generation came down after third week of October 2022. Maximum Wind energy
of 5.43 Billion Units was observed in the month of July 2022.
• Total Solar energy generated during 2022-23 is 37.22 Billion Units which is
11.48% more as compared to 33.39 Billion Units during last financial year 2021-

• The daily RE generation in MU comprising wind and solar during 2022-23 is plotted
below. As can be observed from the plot below, RE generation remained high
starting May 2022 till September 2022 and was minimum in the months of October-
November.
• State wise Heat map of RE generation for the period 2022-23 is plotted below.
From the state wise heat maps, it can be observed that for the states of Andhra
Pradesh, Karnataka and Tamil Nadu, maximum generation from renewable sources
is during the months of June-July-August and on decreasing trend during October-
November-December which is aligned to the regional trend. For Telangana state, the
maximum renewable generation is observed during January-February-March, since
its renewable generation portfolio mainly comprises of Solar.
Heat map of Southern Region Wind Generation for period April 2022- March 2023
is plotted below. The Heat map clearly depicts maximum wind generation during the
months of June - July - August 2022. Thereafter from October 2022 till March 2023,
Southern Region wind generation mostly remained below 4000 MW as can be
observed from the heat map.
• Heat map of states’ wind generation during FY 2022-23 is plotted below. As can
be observed from the heat map plots of the states’ wind generation, for all the
southern region states, the wind season typically starts towards the end of May
and continues till September. For Telangana the wind installations are less as
compared to the other states, thus minimal generation can be observed from the
heat map.
On 26th Feb 2023, SR Solar generation touched maximum of 123.36 MU. On this day
total renewable (Solar + Wind) penetration in SR energy consumption was 17.4 %
which comprises 83.05 MU of wind and 123.36 MU of solar generation in 1172 MU of
SR consumption.

Heat map of Southern Region Solar generation for the period April 2022- March
2023 is plotted below. From the heat map plot it can be observed that the maximum
solar generation in Southern Region is during the months of January to March. Solar
generation remains minimum during the months of July-August-September as is
evident from the heat map.
The net load is the load available for the nonrenewable generation fleet after deducting
variable wind and solar from the total load. The difference between total load and net
load for highest RE MU penetration day 10th July 2022 is shown below.
The difference between total load and net load for highest demand day 15th March

The Power Purchase agreements as well as CERC regulation mentions the minimum
generation in terms of energy or capacity utilisation factor below which penalty clauses
come in. Similarly, it also mentions the maximum generation / capacity utilisation factor
up to which buyer is obligated to take. Any generation beyond the maximum
generation / capacity utilisation factor is at the option of the buyer. The annual

5.1 Forecasting
The wind and solar generators which are regional entities shall forecast and schedule
renewable energy generation at the following time intervals:
• Day ahead forecast: Wind and solar energy generation forecast with an interval
of 15 minutes for the next 24 hours for the aggregate generation capacity of 50
MW and above.
• The schedule by wind and solar generators which are regional entities
(excluding collective transactions) can revise their schedule by giving advance
notice to the concerned RLDC. Such revisions would become effective from 4th
time block, the first being the time-block in which notice was given. Regulation
allows one revision for each time slot of one and half hours starting from 00:00
hours of a particular day subject to maximum of 16 revisions during the day.
• In-house Model Developed Collecting wind farm locations and weather data
• The model was tested on Karnataka wind with installed capacity of 3634 MW at that
time.
• State divided into 9 areas by grouping pooling station to nearest area for forecasting
purpose.
• Combination of wind speed and gust is considered for forecasting purpose
• Maximum wind generated during the hour is considered
• 2nd order Regression model is used

The scheduling is done as per Chapter 6 of IEGC and Procedure for implementation
of the Framework on Forecasting, Scheduling and Imbalance Handling for Renewable
Energy (RE) Generating Stations including Power Parks based on Wind and Solar at
Inter-State level. Solar and Wind Generations are not Subjected to ‘merit order
despatch’ and treated as a must-run station with the following exception of Grid
security or Safety of any equipment or personnel is endangered. State Load Despatch

a) Revisions are allowed only for long term and medium term open access
transactions as explained in above section. No revision for short term open access

It was observed that most of the developers have used revisions from R4 to R11.
Ayana, Azure, IGS1, IGS2 connected at NPKunta PS, Tata renewable at Pavagada
and GRTJITPL connected at Tuticorin observed to have significantly used R1, R2 and
R6 to R10 revisions.

Transmission Loss are excluded for RE projects as per the IEGC and CERC (Sharing
of Inter State Transmission Charges and Losses) Regulations, 2020 and amendments
thereof for the following RE.
a) Solar power for the useful life of the projects commissioned during the period
from 1.7.2011 to 30.6.2017.
b) Solar or wind power for a period of 25 years from date of commercial operation,
• Awarded through Competitive bidding; and
• Declared commercial operation during 1.7.2017 to 12.2.2018 for solar based
resources or from 30.9.2016 to 12.2.2018 for wind-based resources; and
• PPA executed for sale of power to Distribution Companies for compliance of
RPO
c) Solar or wind power for a period of 25 years from date of commercial operation
• Awarded through competitive bidding process in accordance with guidelines
issued by the Central Government; and
• Declared under commercial operation during the period from 13.2.2018 to
30.06.2023; and
• PPA executed for sale to all entities including Distribution Companies for
compliance of RPO.
d) Generation based on solar, wind, solar-wind hybrid, Hydro PSP and BESS
Projects whose bidding was completed on or before 15.1.2021 and which are
declared under commercial operation within the date specified in their
respective PPAs.
All the RE generators at ISTS of Southern Region are falling under the above criteria
and hence losses are waived. However, analysis of the waived scheduled losses is
carried out and shown below.
The total estimated scheduled yearly loss waived was approximately 410 MUs
Ministry of Power (MoP) vide Gazette Notification dated 3rd June’ 2022, notified “The
Electricity (Late Payment Surcharge and Related Matters) Rules, 2022” (LPS Rules).
These rules provide a mechanism for settlement of outstanding dues of Generating
Companies, Inter-State Transmission Licensees and Electricity Trading Licensees.
The said rule made effective from 06th August 2022. Non-payment of current dues by
DISCOMs, one month after due date of payment or two and half months after
presentation of power bill, whichever is later, shall attract regulation of power as laid
down in the LPS rules, 2022.
As per Clause 7 of LPS Rule 2022, for non-payment of dues, by distribution licensee
or other user of transmission system, even after two and half months from presentation
of bill by generating company or transmission licensee or trading licensee, or in case
of default in payment of instalments fixed under rule 5, power supply to defaulting
entity shall be regulated as follows: -
(1) Short-term access, for sale and purchase of electricity including in PXs shall be
regulated entirely Provided that same shall be also applicable on already approved
short-term access Provided further that NLDC may, under exceptional circumstances
for grid security, temporarily review regulation of short-term access under this rule,
and record reasons for doing so, in writing.
(3) Reduction or withdrawal of long-term access and medium-term open access shall
be in such manner that quantum of reduction in drawl schedule increases
progressively by 10 % for each month of default.
(4) On payment of outstanding dues, regulation of access under this rule shall end and
it shall be restored at earliest, but not later than two days.
As per the rules, already approved Bilateral STOA (both buy and sell) has also to be
curtailed apart from the restriction from further Access of Power. The detail of
Regulation of Access done to defaulting entities i.e DISCOMs/Buyer/Generators
during 2022-23 due to outstanding dues as per LPS Rule is shown as below:

During the aforementioned regulation on Karnataka Discoms, certain schedules of
the Pavagada Solar plants were restricted. However, none of the generators has
sold the power in the Bilateral or collective markets.
#25 MW Quantum was regulated for 17 days for the ANP_SprngAgnitra on account
of non-payment of Transmission charges.
II. DSM Regulations 2022: DSM Regulation 2022 was implemented w.e.f 5th
December 2022. The tolerance band was reduced to +/-10%. However, the special
exemption of deviation charges was delinked from frequency for renewable
generation was retained in the new regulations of 2022.
1. In the meeting held on December 01, 2022, under the chairmanship of the
Hon'ble Minister of Power & NRE, discussions were held regarding the CERC
DSM Regulations, 2022. It was decided that a committee would be formed to
address various issues concerning Renewable (Solar/Wind) generators and
states with high renewable energy penetration in the new DSM Regulations,
2022.
2. The Committee was constituted with the Chairman of CEA (Central Electricity
Authority) as the Chairperson and the Chief Engineer (Regulatory Affairs) of CEA
as the Member-Convener. Additionally, the Committee includes representatives
from key entities, namely MNRE (Ministry of New and Renewable Energy), SECI
(Solar Energy Corporation of India), Grid India, and the Energy Department of
the Government of Karnataka. The Committee's primary objective is to study and
address the specific concerns related to renewable generators and RE-rich
states under the new DSM Regulations.
3. The committee recommended the following with respect to the RE Generators
with Differential Treatment for Wind and Solar Generators in Case of Deviations
i. Due to significant differences in forecasting accuracy between solar and wind
technologies in India, it is necessary to have distinct treatment for deviations
with symmetrical provisions for over-injection and under-injection by Solar
and Wind generators in the DSM Regulations.
ii. To ensure both grid security and promote generation from Solar and Wind
sources, it is suggested that for solar generation, the tolerance band for
immunity from deviation charges should be within ±10%. For wind generation,
the tolerance band for immunity from deviation charges should be within
±15%.
iii. For solar generation, a graded deviation charge system within the ±10% to
±15% band is proposed. In case of over-injection beyond 15%, there should
be no charges payable to the solar generator from the pool. However, in case
of under-injection beyond 15%, deviation charges should be payable up to
150% of the contract rate.
iv. For wind generation, a graded deviation charge system within the ±15% to
±20% band is recommended. If over-injection goes beyond 20%, there should
be no charges payable to the wind generator from the pool. But in case of
under-injection beyond 20%, deviation charges should be payable up to
150% of the contract rate.
v. Additionally, instead of the normal rate, the deviation charges must be linked
to the contract rate. In cases where there is no specific contract rate available,
the deviation charges should be calculated at the weighted average ACP
(Average Clearing Price) of the Day Ahead Market segments of all Power
Exchanges, for the respective time block.
CERC had reviewed the provision of DSM Regulation 2022 vide 16SM2022 dt
2612.2022 & 1SM2023 dt 06.02.2023. The revised provisions are summarised below
and made effective from 00.00 hours of 08.02.2023.
As seen above, the DSM regulation changed w.e.f 5th December 2022. Accordingly,
to analyze the impact, the comparison of Schedule, Actual, and Deviation for the
period of 2022-23 (5th December 2022 to 31st March 2023) Vs 2021-22 (5th December
2021 to 31st March 2022) on various developers is shown below.
• Scheduling philosophy viz No of revisions, Time slot of 1.5 hours etc remains
the same
• All generator covered irrespective of size
• Definition of Absolute Error and Available Capacity(AVC)
• Deviation rate delinked from frequency
• Submitting of Technical Specification and Real time Power and Weather data
• Forecast by State Load Despatch Centre and generator/Qualified
Coordinating Agency(additional)
• Data telemetry, formats of forecast submission as per detailed Procedure to
be prepared by State Load Despatch Centre and approved by the State
Commission.
• Wind or solar generators connected to the State grid and selling power
▪ Within the State - Paid by the buyer as per actual generation.
▪ Outside the State - Paid by the buyer as per scheduled generation.
• Allowed absolute percentage is differentiated by old and New generator
based on the notification date - Old generator – 15%, New Generator–10%
• Deviations are based on fixed rate but fixed price in the form of a penalty
• Introduction of new agency of Qualified Coordinating agency for coordinating
on behalf of Wind/Solar Generators connected to a pooling station.
• Week ahead forecasting mandated apart from day ahead forecast
➢ All RE generators shall be treated together as a virtual pool within the State Pool.
➢ Deviations for and within virtual pool could be settled first.
➢ In case of deficit in the overall pool at the end of the year, SLDC may approach
National Funds such as PSDF or NCEF to cover such deficit.
2. Applicability
• All RE plants irrespective of size are covered in Andhra Pradesh, Assam
and Tamil Nadu
• RE Plants of IC > 1 MW are covered in Haryana, Gujarat, Meghalaya,
Sikkim
• Most of the States have implemented >=5 MW
• Karnataka and Madya Pradesh has implemented IC >= 10 MW for wind and
>=5MW for solar
• Orissa and Arunachal Pradesh has implemented for IC >= 10 MW -
• Connected at ≥11 KV level- Uttarakhand (RE exempted from DSM)

• State level aggregation viz virtual pool through Qualified Coordinating Agency
is allowed in Karnataka, Andhra Pradesh, Bihar, Jharkhand, Assam, Tripura,
Mizoram and Manipur
• All other states whose DSM regulation is notified has implemented Pooling
station wise aggregation.

There were two major cyclones viz ASANI and MANDOUS that hit the Southern region
during the last Financial Year 2022-2023. The details are deliberated in the below
sections.
A low-pressure area formed over South Andaman Sea and adjoining Southeast
Bay of Bengal in the morning (0830 hrs IST) of 6th May, 2022. It lay as a well-
marked low-pressure area over Southeast Bay of Bengal and adjoining south
Andaman Sea in the early morning (0530 hours IST) of 7th May. It moved north-
westwards and intensified into a deep depression over southeast Bay of Bengal in
the same evening (1730 hrs IST) of 7th May. Continuing to move north-westwards,
it intensified into the cyclonic storm “ASANI” in the early morning (0530 hrs IST) of
8th May and into a severe cyclonic storm in the same evening (1730 hrs IST) over
southeast Bay of Bengal. Continuing to move north-westwards, it reached peak
intensity of 55 knots (100-110 kmph gusting to 120 kmph) on 9th early morning
(0530 hrs IST).
It maintained its peak intensity till 10th noon (1130 hrs IST), thus for 30 hrs. From
10th evening, it started gradually moving north-north-westwards and weakened
into a cyclonic storm over west central Bay of Bengal about 60 km south-southeast
of Machilipatnam in the early hours (0230 hrs IST) of 11th May. Thereafter, it
started moving nearly northwards with a very slow speed and weakened into a
deep depression over west central Bay of Bengal close to Andhra Pradesh coast
in the evening (1730 hrs IST) of 11th May. It crossed Andhra Pradesh coast near
latitude 16.3°N and longitude 81.3°E between Machilipatnam and Narsapur during
1730-1930 hours IST of 11th May, 2022 as a deep depression with maximum
sustained wind speed of 55-65 kmph gusting to 75 kmph. It then moved slowly
west-south-westwards and weakened into a depression in the early morning (0530
hrs IST) and further into a well-marked low-pressure area in the morning (0830hrs
IST) of 12th May over coastal Andhra Pradesh. The observed track of the system
is presented in Fig. 1. The Variation of Andhra Pradesh’s wind Generation and
Southern Region Wind region is highlighted in the figures 28 and 29.
The wind speed duration curve of a typical wind plant at Pugalur for the year 2022-
23 is plotted below. Wind Speed was above the cut in speed for ~60% of the time of
the year.

The Heat map of GHI of a typical Solar plant at Pavagada for the year 2022-23 is
plotted below clearly showing the Solar generation hours during daytime and peaking
in March and reduction during monsoon due to cloud covers.
A typical day voltage profile of Pavagada Ultra Mega Solar Park is shown in figure-37.
It may be seen that High voltages are being experienced during night hours (No solar
generation) at RE and nearby substations. These high voltages are despite utilising
the available static reactive power support such as bus reactor and line reactors.
Further EHV lines are being opened to control high voltages, which compromises
reliability /security, high duty cycles on CBs causing failures etc.
The situation gets worsened during monsoon and low load hours. The voltage duration
curve of Pavagada Ultra Mega Solar Park during monsoon period is shown in figure-
38. Further, Night Mode Operation (Trial) Of PV Inverters (Pavagada Ultra Mega Solar
Park) was carried out from 01.08.2021 to 30.09.2021. A detailed report covering
The relevant provisions wrt the Reactive Power Compensationis proposed in draft
Indian Electricity Grid Code (IEGC) 2022. The same is reproduced below
(2) The charge for VArh shall be at the rate of 5 paise/kVArh w.e.f. the date of effect
of these regulations. This rate shall be escalated at 0.5paise/kVArh per year thereafter,
unless otherwise revised.
(3) All the Inverter Based Resources (IBRs) covering wind, solar and energy storage
shall ensure that they have the necessary capability, as per CEA Connectivity
Standards, all the time including non-operating hours and night hours for solar. The
active power consumed by these devices for purpose of providing reactive power
support, when operating under synchronous condenser/night-mode, shall not be
charged under deviations and shall be treated as transmission losses in the ISTS.
(4) For IBRs of capacity 50 MW and below not coming directly to the point of
interconnection but through the pooling at the Power Park Developer end, the Power
Park Developer shall act as aggregator for the Reactive Energy Charges for payments
to and from the Pool Account at RLDC level. The de-pooling of Reactive Energy
charges amongst the individual wind and solar shall be done by the Power Park
Developer.
The voltage duration curve for Pavagada Solar , NP Kunta Solar, Tuticorn wind,
Pugalur Wind and Hiriyur wind station for the entire year 2022-23 is shown below.
However high voltages are persistent. The system generally goes through period of
high voltage due to Low demand and Lightly Loaded lines. Additionally, the following
reasons related to RE Plants are also causing High voltage.
• Evacuation lines for RE are built considering the potential generation, that
leads to surplus capacity especially when the RE projects are in nascent
stage. HV are arising due to lightly loaded of lines during lean generation
period from renewable generators and this issue gets further aggravated
during monsoon period when loads are also low and nearby stations are
also experiencing high voltages.
• The underlying network (220kV & below) is connected with wind / solar
generators without any loads.
• Solar generation is available only during daytime and Wind generation is
available only during certain months of the year.
• Solar Panels/WTGs output are connected to pooling stations through
underground cables.
• As per PPA, charges need to be paid for drawing VAR at Intrastate
• Solar Panels/WTGs output are connected to pooling stations through
underground cables.
• High penetration of wind during night hours
• No commercial mechanism at ISTS level for generators wrt VAR
• Wind plants / Solar Plants mostly operating at UPF
The solution to the reactive power management at RE station is deliberated under the
following categories:
a. Reactive power/Voltage/PF mode of control during generation hours: As far
as PV inverters are concerned, they generally have three modes of operation (Fast
control through Power plant controller (PPC)):
i. Voltage control mode in which voltage of the reference point is monitored by
inverters/PPC and reactive power drawl/ injection is varied accordingly w.r.t. a
voltage set point.
ii. Reactive Power or Q-control mode in which inverter supplies/absorbs a fixed
amount of reactive power from the grid.
iii. Power Factor control mode is one in which inverter operates at a defined
power factor.
CEA has mandated that RE generators shall be capable of providing reactive power
support during normal operation within ±0.95 power factor. Also, reactive power
Indian Electricity Grid code (IEGC) mandates ISGS and other generating stations to
generate/absorb reactive power as per instructions of regional load despatch centre
(RLDC), within capability limits of the respective generating units, that is, without
sacrificing on the active generation required at that time.
Accordingly, to overcome the voltage variations, All ISTS RE generators of southern
region are advised to keep the Inverters/WTGs/Plant in voltage control mode w.e.f
01.02.2021 in line with the decision taken in SRPC Meeting held on 12.06.2020.
Further voltage control mode is ensured for all new ISTS connected RE as part of
FTC compliance.
The RE generators are operating on voltage control mode but the reactive support is
seen to be limited to value corresponding to 0.95 lag to 0.95 lead power factor.
However, the reactive capability of invertor-based plants is more than the above limits
as shown in. It is observed that the reactive support at rated active power output is
least and at other operating points, the reactive power capability exceeds the value at
rated active power output. Hence it is recommended to mandate the RE generator to
operate in voltage control mode as per the capability curve which would help in
maintaining the voltage profile.
Government of India has set a target of 500 MW of Non-Fossil fuel generation capacity
by 2030.With the increasing penetration of renewables into the grid, protection
systems of renewable generation also need to be well established for secure and
reliable grid operation. It is pertinent to mention that the highest instantaneous
maximum RE penetration during FY 2022-23 for Southern Region stands at 62.9%.
Since Wind turbines, Solar PV and Battery Energy Storage depend on power
electronics (inverters) to generate grid compatible electricity, they are referred to as
inverter-based resources (IBRs). As the conventional synchronous generators are
being replaced by IBRs, it is important to understand the requirements of maintaining
system protection in the evolving grid with the increasing deployment of renewables.
a) Out of the 20 major incidences, most of the time renewable generation was
affected due to loss of evacuating lines resulting from fault in the connected
system.
b) Tripping due to over-voltage
The 400kV & 220kV bus voltages at PV inverter & Wind pooling grid station are
experiencing high voltages during night hours. Out of the 20 listed RE related
trippings, 2 trippings are due to operation of overvoltage protection.
As seen above, there have been instances wherein, loss of solar / wind generation
has occurred due to tripping of the only connected line in the absence of N-1
contingency. Events at Ostro Kannada, Pugalur and Betam, all led to complete outage
of the station since the only connected line tripped on overvoltage or on fault.
Considerable generation loss can be observed in some of the events.
“The ‘N-1’ criteria may not be applied to the immediate connectivity system of
renewable generations with the ISTS/Intra-STS grid i.e., the line connecting the
generation project switchyard to the grid and the step-up transformers at the grid
station.
Provided that, ‘N-1’ reliability criteria may be considered for ICTs at the ISTS /STU
pooling stations for renewable energy-based generation of more than 1000 MW after
considering the capacity factor of renewable generating stations.”
The renewable energy conversion systems shall have the capability to withstand
asymmetrical voltage changes during short circuit faults and continue to remain in
service. Low-Voltage Ride-through Capability (LVRT) is the ability of renewable
generators to remain in service during a voltage dip caused by a fault. High Voltage
ride is the capability of renewable generation to remain connected during voltage
swells which may be caused during the recovery period following a fault or after load
through off.
The generating station connected to the grid, shall remain connected to the grid when
voltage at the interconnection point, on any or all phases (symmetrical or asymmetrical
overvoltage conditions) rises above the specified values given below for specified time

The Central Electricity Authority (Technical Standards for Connectivity to the Grid)
Regulations of 2007 were notified in February 2007 and subsequently amended in
October 2013 and February 2019. However, many users observed certain
ambiguities in the interpretation of these regulations. In response to this, a working
group was formed to address and clarify these ambiguities.

The Working Group (WG) was formed with members from CEA, CTU, POSOCO &
SECI had been constituted in a meeting held on 23/09/2021 under the Chairmanship
of Member (GO&D), CEA to discuss issues related to compliance of Central Electricity
Authority (Technical Standards for Connectivity to the Grid), Regulations, 2007, and
the amendments thereof. The Working Group (WG) had convened several meetings
including meetings with RE Developers, Study agencies & OEMs to understand the
issues and difficulties faced by them in respect of compliance of CEA Technical
Standards for Connectivity to Grid and obtain their feedback and report is released.
The clarification given in the working group is on the existing regulation.
The Report is constituted of three parts as detailed below:
1. Part-I: Explanation for assessment of compliance to CEA Regulations on
Technical Standards for Connectivity to the Grid, by RE Generators
2. Part-II: Procedure & Timelines for submission of CON-4 data & documents for
demonstration of compliance to CEA Technical Standards for Connectivity to
the Grid, by RE generators
3. Part-III: List of Test/Study Reports required to be submitted by the RE
Generators in compliance to CEA Regulations on Technical Standards for
Connectivity to the Grid
Part-I: Explanation for assessment of compliance to CEA Regulations on
Technical Standards for Connectivity to the Grid, by RE Generators
The following important aspects have been clarified in the report.
a. Point of Interconnection (POI):
Accordingly, the 220kV end of Pavagada, NP Kunta, Tuticorin, and Hiriyur would act
as POI for the existing generators. The POI for floating solar plants of NTPC RE
stations viz Ramagundam FSP and Simhadri FSP would be 400kV
Accordingly, it was clarified in the meeting that the reactive capability of the generator
is at POI (Point of Interconnection) and not on inverter or WTG level
c. Extreme Temperature Consideration.

✓ Highest temperature is 49.2⁰C
✓ After addition of a margin of 1℃ and rounding off to the next higher integer -
51⁰C.
✓ 51 ⁰C to be considered for design purpose of the RE Generator in this case.
✓ A similar approach may be followed for evaluation of the design temperature at
the lower extremum.
✓ Temperature extremum recorded by the IMD measuring station nearest to the
location of the Generating Station.
✓ In case of non-availability of IMD data, RE Generator may consider the
temperature data from any weather service provider of repute or, any weather
station of RE project in vicinity.
✓ Source of temperature data and location of the weather station, is to be
indicated by RE generator in submission to CTU & POSOCO.
✓ For the higher extremum, a margin of 1℃ shall be added to the temperature as
obtained vide the above procedure and the same shall be rounded off (to the
nearest higher integer) and considered for design temperature of the RE
Generator at the higher extremum end.
✓ Similarly, for the lower extremum, a margin of 1℃ shall be subtracted to the
temperature as obtained vide the above procedure and the same shall be
rounded off (to the nearest lower integer) and considered for the design
temperature of the RE Generator at the lower extremum end.
✓ RE generator shall furnish the entire evaluation process & data in a stepwise
manner as indicated above under Affidavit for consideration of compliance.

demonstration of compliance to CEA Technical Standards for Connectivity to
the Grid, by RE Generators.

8. Analysis to show capability to control active power injection in accordance with
a set point

Power Quality Study is to be carried out on detailed EMT / Power Quality Assessment
Model. Reactive Power Capability assessment shall be carried out on detailed RMS
and Equivalent EMT model. Other tests are to be carried out in both equivalent RMS
and EMT Model. Model compatibility guidelines are also provided in report.
Report emphasized the seriousness w.r.t conducting power quality (harmonic content,
DC injection, flicker etc.) tests and assessment report to be submitted to CEA/RPC,
CTU and GRID-INDIA on an annual basis post commissioning of the plant. Failure to
carry out the annual power quality assessment shall make the plant liable for
disconnection from the grid.
Action Taken:

SRLDC in association with SRPC had led from the front to address the specific issues
with respect to renewable energy by conducting special meetings with RE developers.
The number of meetings held is shown in the below figure. The details are shown as
Annexure-9. The minutes of the meetings is available at

number of meetings in 2019 and 2020-21 were with Pavagada developers w.r.t issues
related to compliance arising from change in control area Jurisdiction.

One notable aspect of GDAM is the expeditious open access grant, which ensures
that access to the grid is provided within 15 days. This rapid process facilitates a
quicker transition to renewable energy sources and promotes efficiency in the energy
market. Moreover, GDAM is geared towards fostering sustainability by encouraging
large industries to shift to green energy sources, ultimately reducing their reliance on
fossil fuels. In line with the government's broader energy policy goals, GDAM aims to
diminish India's dependency on imported fossil fuels. The announcement of the Green
Hydrogen Mission further underscores the commitment to green energy initiatives,
demonstrating India's dedication to sustainable and environmentally friendly energy
solutions.
GDAM is aligned with changing dynamics in the power market, where buyers are
shifting away from long-term contracts toward short-term agreements and participation
in the power market. GDAM facilitates this transition by offering competitive price
signals and creating opportunities for market participants to trade in green energy.
GDAM's market-based competitive pricing is a key advantage, as it provides

renewable energy generators with an additional option for selling their power. It also
accelerates progress towards the government's ambitious target of achieving 500 GW
of green energy capacity by 2030. Furthermore, GDAM allows distribution utilities to
sell surplus renewable power and enables obligated entities to meet their Renewable
Purchase Obligation (RPO) by directly purchasing green power from power
exchanges. This broadens the scope of green energy adoption in the market.
GDAM is expected to initiate a fundamental shift from Power Purchase Agreement
(PPA) based contracts to market-based models, fostering market development and
supporting India's sustainability goals. It not only reduces curtailment of green power
but also taps into untapped renewable energy potential. Additionally, it ensures instant
payments to renewable energy generators on the day of delivery, promoting financial
stability and incentivizing further green energy production. The National Load
Despatch Centre (NLDC) serves as the Nodal Agency for GDAM.

10.4 Renewable Energy Certificate (REC) Mechanism
Total of 332 RE generators in Southern Region have been accredited and registered
in the REC Mechanism as on 31st March 2023. Total accredited and registered
capacity pertaining to Southern Region is 1596.6 MW. Out of the total capacity, 100.8
MW of Ostro Kannada Wind plant (ISTS connected) has been accredited on
09.03.2023 and registered on 17.04.2023. While in the state sector a total of 109.62
MW has been accredited / registered during FY 2022-23. Detailed list of RE

11 Renewable Energy Management Centre
Renewable Energy Management centre of Southern Regional Load Dispatch centre
was commissioned and taken over by SRLDC on 1st Feb 2020. NP Kunta (220/33KV),
Pavagada (220/66/33KV), Tuticorin (230/33KV), Pugalur (230/33KV) and Hiriyur
(220/33KV) are currently monitored ISTS Pooling stations at REMC. The detailed
aspects of REMC are covered in Chapter 12 (Renewable Energy Management

13 Initiatives taken by REMC Team during 2022-23
SRLDC, GRID-INDIA conducted three days Conclave on Wind Energy from 22nd June
to 24th June 2022 via online mode as commitment of GRID-INDIA towards providing
a platform for continuous upgrading and capacity building of its stakeholders through
knowledge sharing. Experts from various organizations shared their views / expertise
on topics covering policies, design, commercial, forecasting, Integrated Renewable
Energy Storage, efficient integration and management of variable RE in the grid and
challenges in the context of Wind Power Systems. There were over 100 participants
from SLDCs, RLDCs and wind developers

13.2 Analysis of Voltage Control mode & its impact
There are three modes of operation in the Inverter/WTG viz Reactive Power /
Voltage / PF mode of control
• Voltage control mode: The inverters/PPC monitors the voltage deviation from
the reference voltage set point. The reactive power draw/injection varied
dynamically such that voltage is maintained close to the voltage reference.
• Reactive Power or Q-control mode in which inverter supplies/absorbs a fixed
amount or reactive power to the grid.
• Power Factor (PF) control mode is one in which the inverter operates at a
defined power factor

CEA has mandated that RE generators shall be capable of providing dynamic reactive
power support during normal operation within ±0.95 power factor. Accordingly,
SRLDC has advised all the ISTS RE plants and other inverter-based resources to
operate in voltage control mode. As on 31.03.2023,
Tuticorin_JSWRETwo,Tuticorin_NTPCETPRM AND Hiryur_Ostro Kannda have
shifted their reference to Point of Interconnection. Remaining RE plants are taking the
reference from their 220kV or 33kV or 66kV side at developer pooling station and they
are in the process of shifting the reference. The reactive power vs voltage performance
of sample Solar & Wind stations is shown below.
From the above figure, it can be observed that when the Grid voltage is less than the
nominal the plant is injecting the reactive power into the grid and when the grid voltage

is greater than the nominal, the plant is absorbing the reactive power. The red color
dotted line shown in the figure is 0.95 lead/lag pf line.

13.3 Visit of Delegates from West African Region to SRLDC
Grid-India in association with International Solar Association (ISA) & West African
Power Pool (WAPP) conducted a knowledge sharing & Study Tour to India on the
topic “Planning and Implementation of Solar Energy Generation Facilities”. The
delegates are from the West African Region. Delegates from West African Region in
three batches visited SRLDC during February and March 2023 as part of their
knowledge sharing and study tour to India. The study tour consisted of three days of
classroom sessions viz Two days in Delhi and one day in Bangalore. Further guided
visits to solar plants at Pavagada solar park, Southern Regional Load Despatch
Centre, Regional Renewable Energy Management Centre, Karnataka State Load
Despatch Centre, and State Renewable Energy Management Centre at Bangalore
were organized.

Forecast error analysis
For the Purpose of RE Generation Forecasting, SRLDC REMC have 1 Internal
Forecasting Tool (IFT), 3 Forecast Service Providers (FSP) and One Forecast
Combination & Aggregator (FCA). Further developers are forecasting on their own and
submit their schedules accordingly.
FCA takes input from all the three FSPs and one IFT and gives a weighted output as
a Final Forecast at Point of Schedule Level, ISTS Level, State Level and Regional
Level. Weights assigned to each of the FSP and IFT depends upon the accuracy with
which FSPs and IFT have performed in a Specific period of time.
For the analysis purpose, Error and Loss Functions are being computed. They are
defined as below:
a. Absolute Error: In our analysis, it is calculated for a 15 Min time Block Period. It
is defined as:

Complete Outage of 220kV/33kV Orange Sironj Wind Station: As
per the reports submitted, the triggering incident was R-N fault in 220kV
TTGS Orange Sironj line . At both ends, line differential protection

Sironj end, A/R did not operate and line tripped. Tripping of the only

per the reports submitted, the triggering incident was Y-N fault in 220kV
TTGS Orange Sironj line . At both ends, line differential protection

Complete Outage of 400kV BPS SS, 400kV YTPS GS, 400kV/220kV
Jagalur SS, 220kV/66kV Chitradurga SS, 220kV/66kV Kudligi SS
and multiple tripping in 400kV/220kV JSWEL GS and 220kV/66kV
Thalak SS: As per the information received, the triggering incident was
YB fault in 400kV BPS Pavagada line-2 at a distance of 70km from BPS
end at 11:47hrs and RB fault in 400kV BPS Pavagada line-1 at a
distance of 98km from BPS end at 11:51hrs. Subsequently, 400kV BPS
Jagalur line-1&2, 400kV BPS YTPS line-2, and 400kV BPS JSW line-1
4 Karnataka 29-04-2022 11:51 1657 got tripped on operation of OV St-1 protection at BPS end and DT was
sent to the remote ends. Running units#1 and 2 got tripped at YTPS end
due to loss of evacuation. Running units#3 and 5 at JSW end got tripped
and there was opening of 400kV bus coupler at JSW end due to sps
operation. Since 400kV/220kV Jagalur SS, 220kV/66kV Chitradurga SS,
220kV/66kV Kudligi SS, and part of 220kV/66kV Thalak SS loads were
radially fed from 400kV BPS. This resulted in complete loss of outage of
400kV BPS SS, 400kV YTPS GS, 400kV/220kV Jagalur SS,
220kV/66kV Chitradurga SS, 220kV/66kV Kudligi SS. Details are
awaited.

Complete Outage of 220kV/33kV Ostro Kannada Wind Plant : As per
the report submitted, the triggering incident was R-N fault in 220kV Hiriyur

connected line , there was complete loss of supply at 220kV/33kV Ostro
Kannada Wind Plant.
Complete Outage of 220kV/33kV KSPDCL SS-1&2: As per the
reports submitted, the triggering incident was R-phase isolator arcing in
220kV Pavagada KSPDCL Line-2 and B-phase isolator arcing in 220kV
7 Karnataka 14-07-2022 09:30 298 Pavagada KSPDCL Line-1 at Pavagada end. Immediately, both lines
were hand tripped on emergency. Since 220kV/33kV KSPDCL SS-1&2
are radially connected to 400kV/220kV Pavagada SS, this resulted in
complete outage of 220kV/33kV KSPDCL SS-1&2.
Complete Outage of 220kV/66kV KSPDCL SS-8: As per the reports
submitted, 220kV Pavagada KSPDCL SS-8 line and 220kV/66kV
8 Karnataka 28-07-2022 13:59 215 150MVA KSPDCL SS-8 Transfomer-2 tripped on EF protection. Tripping
of the only connected line resulted in complete outage of 220kV/66kV
KSPDCL SS-8.
Pavagada Solar Generation Loss due to unsuccessful LVRT:
On 31st August 2022, at 12:06:30 hrs, 400 kV Pavagada-TUMKUR-1
tripped (Ph- Ph Fault) due to major fire accident reported in FSC - 1 at
Pavagada end. At the same time, 400 kV Pavagada – Bellary PS-2 also
tripped (reported R-Y fault, 117 kms from Bellary, 2.8kA). R-Y fault has
been captured in PMU and voltage at 400 kV Pavagada dipped to around
9 Karnataka 31-08-2022 12:06 710 MW 0.5 per unit in faulty phases. The fault was cleared in 120 milliseconds
and voltage recovered in 120 milliseconds subsequent to clearing of the
fault. The Pavagada Solar Park with installed capacity 2050 is getting
pooled at Pavagada 400 kV Station. The Solar generation getting pooled
at PAVAGADA reduced from 1700 MW to 992 MW indicating loss of
solar generation of 710 MW. The Solar Generation has recovered from
992 MW to 1365 MW in 4 Minutes.
Multiple Tripping in 400kV/220kV Uravakonda SS of APTRANSCO
and Complete Outage of 220kV/33kV Suzlon2, 220kV/33kV
Suzlon4, 220kV/33kV Axis windfarm, 220kV/33kV GAMS SS : As
per the reports submitted, the triggering incident was R-phase LA failure
in 220kV Uravakonda Suzlon2 Line-2 at Uravakonda end. Line tripped on
Zone-1 protection at Uravakonda end. At the same time, 220kV Bus-1

and Bus-2 BBP operated at Uravakonda SS and the same needs review.
As 220kV/33kV Suzlon2, 220kV/33kV Suzlon4, 220kV/33kV Axis
windfarm, 220kV/33kV GAMS SS are radially connected to
400kV/220kV Uravakonda SS, tripping of 220kV Bus-1 and Bus-2 at
400kV/220kV Uravakonda SS resulted in complete outage of these
stations.
Complete Outage of 230kV/33kV Sprng Pugalur Wind: As per the
reports submitted, the triggering incident was a Y-N fault in 230kV
Pugalur_PG to Sprng Pugalur line. Tripping of the only connected line

and 220kV/33kV Enercon SS of KPTCL: 220kV/33kV Azure SS and
220kV/33kV Enercon SS are being radially fed from 220kV/66kV
Hiriyur_KA SS. During antecedent conditions, all 220kV elements were
connected to 220kV Bus-1 at 220kV/66kV Hiriyur_KA SS. As per the

220kV/33kV Enercon SS are being radially fed from 220kV/66kV
Hiriyur_KA SS. During antecedent conditions, all 220kV elements were
connected to 220kV Bus-1 at 220kV/66kV Hiriyur_KA SS. As per the

reports submitted, the triggering incident was operaion of dead zone
protection of 220kV Bus-1 at 220kV/66kV Hiriyur_KA SS. Immediately,
all the elements connected to Bus-1 tripped resulting in complete outage
of 220kV/66kV Hiriyur_KA SS. This further resulted in complete outage of
220kV/33kV Azure SS and 220kV/33kV Enercon SS.
Complete Outage of 220kV Suzlon_Honnahalli_Wind of Suzlon_KA
and Multiple Trippings at 220kV/66kV Honnali SS, 220kV/110kV KB
Cross SS and 220kV/110kV MRS Shimoga SS of KPTCL: During
antecedent conditions, 220kV/66kV Honnali SS, 220kV/110kV KB Cross
SS and 220kV/110kV MRS Shimoga SS were operating with split bus
condition at 220kV level. 220kV Suzlon_Honnahalli_wind is radially
connected to 220kV/66kV Honnali SS. 220kV Bus-2 of 220kV/66kV
18 Karnataka 03-03-2023 12:50 29 Honnali SS and 220kV/110kV KB Cross SS are radially connected to
220kV/110kV MRS Shimoga SS. As per the reports submitted, the
triggering incident was LBB maloperation in 220kV MRS Shimoga
Anthrasanahalli line at MRS Shimoga end causing tripping of all the
elements connected to Bus-1 to trip. This resulted in a complete outage of
220kV Suzlon_Honnahalli_wind and multiple trippings at 220kV/66kV
Honnali SS, 220kV/110kV KB Cross SS and 220kV/110kV MRS
Shimoga SS.
Complete Outage of 220kV/66kV Tirumani SS-1, 220kV/66kV
Tirumani SS-2 and 220kV/66kV Rychalu_1 SS of KSPDCL: As per
the reports submitted, the triggering incident was the operation of over
voltage protection of 220kV Pavagada Tirumani Line-1&2, 220kV
19 Karnataka 16-03-2023 18:01 0 Pavagada Rychalu line at Tirumani and Rychalu ends respectively. Since
220kV/66kV Tirumani SS-1, 220kV/66kV Tirumani SS-2 and
220kV/66kV Rychalu_1 SS are radially connected to Pavagada, tripping
of these lines resulted in a complete outage of 220kV/66kV Tirumani SS-
1, 220kV/66kV Tirumani SS-2 and 220kV/66kV Rychalu_1 SS.
Complete Outage of 220kV/66kV Tirumani SS-1 of KSPDCL: As per
the reports submitted, the triggering incident was B-N fault in 220kV
20 Karnataka 18-03-2023 17:18 0 Tirumani Pavagada line and the line tripped at both ends. Tripping of this
only connected line resulted in a complete outage of 220kV/66kV
Tirumani SS-1.
