Overview

Introduction The following document is a Letter of Operation Coordination

Agreement between Flight Data Operations (FDO) and ATS
Reporting Office (ARO).

Subject Letter of Operation Coordination Agreement details co-ordination

SS procedures between the following Aeronautical Fixed Service
units:
- Jayapura FDO Unit;
- Jayapura ATS Reporting Office.

Purpose This Letter of Operation Coordination Agreement describes :

- Coordination between unit concerned;
- Contingency plan.

Objective This Agreement is to define ATS Coordination Procedures for the

provision of Air Traffic Service Management for aircraft operating
Departure from Jayapura, to ensure a safe, orderly and efficient
flow of air traffic.

Scope The procedures contained in this ATS operational coordination

agreement supplement or detail, where so required in the SOP of
ATS , which is prescribed by Doc. 4444 The Air Traffic
Management and Indonesian AIP and ATS Instructions.

Effective Date This Letter of Operation Coordination Agreement becomes

effective on 01 September 2017

COORDINATION PROCEDURE

Transfer of Messages ATS Reporting Office when recieve CHG Message and send to ATS Unit
of Destination and Alternate Aerodromes, ATS Reporting Office Should
contact FDO to input CHG Message Data to ATS System.

FDO shall not process any Departure FPL Message from Sentani Airport
other than from ATS Reporting Office with originator WAJJZPZX.

FDO shall inform the inbound traffic that doesn’t have FPL to ATS
Reporting Office.

In case of Cancel and Up Dating FPL Messages, ATS Reporting Office

shall send DLA/CNL Message two (2) hour until thirty (30) minutes
before EOBT FPL.

Fasilities Coordination Fasilities used is fasilities communication with

recording system.

INTER UNIT FASILITY FDO – ARO

Area of Responsibility Flight Data Operation Unit responsible for the provision of Air
Traffic Services Messages Data on ATS System within Jayapura
Airspace Area.

ATS Reporting Office Unit is responsible for the provision of ATS

Messages for aircraft Departing from Sentani Airport.

MISCELLANEOUS

Contingency Plan In the event when ATS Reporting Office Teleprinter/AFTN inter
facility failed ARO Officer shall contact Flight Data Operation
Officer to transfer FPL and ATS Messages Related by telephone on
number ext. 22.
In the event when inbound traffic that doesn’t have Flight Data

Operation Officer shall contact ARO Officer to request FPL and

ATS Messages Related by telephone on number ext. 23.

AGREEMENT

Revision Condition This agreement and the ICAO DOC./annexes specified shall be
subject to revision whenever a modification to ICAO DOC./
Annexes standards.
Recommended practices and/or Regional Supplementary
Procedures that might be effect these procedures are commissioned.
In the case of change ICAO regulations either units shall initiate the
modification procedures, and in the case of new installation or
modification to existing installations, the unit concerned shall
initiate the modification procedures.
By mutual agreement, the duty watch supervisor of both units
maymodify provision of this agreement on temporary basis and for
specified periods.

Dissemination Notwithstanding the provision outlined in the previous paragraph,

the dissemination of this agreement and its subsequent
modification shall normally be made in full thirty (30) days before
the effective date and furthermore, the facilities shall include in
their respective AIP, those parts of interest to air operations.

Amendments This Letter of Operational Agreement subject to be reviewed at least

once a year with concurrence of Perum LPPNPI.
