Rationale:
As stated in the DepEd Order No. 47, s. 2014, the Department recognizes the significant
role and contributions of the Supreme Student Government in public secondary schools. It is
founded on the principles of participatory democracy, responsible servant- leadership
collaboration, unity accountability, and efficiency in serving the student body. In the field of
student leadership, the Department of Education (DepEd) has been continuously proposing
different measures to have student representation even amid the pandemic. Its efforts will bring
concrete and effective leadership skills, knowledge, and attitudes to the youth of this generation.
The division’s initiative under the Division Memorandum No. 454, s. 2018 entitled
Youth Tuguether: 1st Division Leadership Summit, wherein it launched “Youth Tuguether
(Youth in Tuguegarao Together)” as the division’s official youth leadership training
commissioning its youth formation purpose as a preparatory stage for their powers, duties
and responsibilities as officers of the Supreme Government, as the leaders discover their inner
strengths and weaknesses in the challenging stage of the “youth generation”.
The Youth Leadership Summit is deepened on the understanding and appreciation of
“leadership” and leadership potentials on youth formation programs anchored and envisioned to
the core values of the Department of Education – Maka-Diyos, Maka-Tao, Maka-Kalikasan,
Maka-Bansa. It also helps in attaining the 3 strategic goals of the division such as a. Give equal
development opportunities for all Tuguegarao youth; b. Gamify learning activities to produce
joyful learners; and c. unfold programs to develop the 21st Century skill of learners. On its second
year of leadership summit, the Supreme Student Government will hold this year’s YOUthRISE
(Radical Individuals in Sync Emergence): 2nd School-Based Youth Convergence with
the theme, “Empowering and Conquering the Challenges of the 4th Industrial Revolution Student
Leaders” for all student-leaders on September 15, 2023 at 8 o’clock in the morning at GNHS
Gymnasium. This activity is beneficial for all student-leaders to equip them with necessary
knowledge, skills, and attitude toward serving the studentry of GNHS.
General Objective:
a. To nurture the formative values, attitudes, and traits of the student leaders to become
authentic and well-rounded individuals imbued with the strong sense of upholding the
core values of Maka-Diyos, Maka-Tao, Maka-Kalikasan, and Maka-Bansa.
